CHAIRMAN’S PIECE

Well, work on the Neighbourhood Development Plan and the Community Led Plan has finally started. You will have received a copy of our flyer with the ‘Worth Valley Mag’ and, hopefully, you will also have seen posters and banners around the area telling how to contact us. Together the two pieces of work will ultimately combine into a Neighbourhood Plan. Together they will unite to become a powerful message to local government and the Government about what we as people who live in the Parish want to see in the future. The Neighbourhood Development Plan is a planning instrument. Effectively that means if the villages go for it at the end of all the consultation we’re planning – and you will be asked to vote at the end of the process- then the Planners at City Hall in Bradford will have to take notice of what we as a community decide. The Government doesn’t allow us to say ‘No’ to any development. That’s part of the whole national planning policy but we would have the right to say what land is used for housing; what land is used for commercial development and what any development would look like. Given that Bradford want sufficient land for 500 houses in Haworth in the next 20 years or so having a Neighbourhood Development Plan is going to be crucial. We must have a say in what happens where we live and work. As I write the final consultation on Bradford’s Local Plan is being held and we as a Parish Council are going to put forward our thoughts in the hope that we can influence the house planning policy. The other half of the Neighbourhood Plan is a document called the Community Led Plan. This replaces the Parish Plan that was published in 2009 and is designed to pull together what we think as a community life should be like in the Parish for the next 20 years or so. And given that cash is so short in Bradford we will have to think carefully about what services we need; which services we’re prepared to contribute to if we want to keep them and what kind of cash is needed to make everything work. The whole concept about the Neighbourhood Plan is to create a sustainable community that will be a decent place in which to live, play and work. They always told me at work: if you don’t plan then you’re planning to fail!’ Well, we’re planning, that’s for sure. Planning for the Parish’s future. If you really care about what the three villages look like you have an opportunity to directly influence what happens next. Watch out for details of the next Public Consultation meetings or simply contact us via www.haworthcrossroadsstanburyndp.org.uk or a Facebook page with the same address. We’re also sending out information via Twitter too. We really need your views. They’re very important to us so please get involved.

Cont’d from page 2 The same goes for the Community Led Plan and you can get in touch with them via the Parish Council’s Facebook page. Congratulations to everybody concerned in the campaigns to save Treetops Children’s Centre and the public toilets in Haworth Central Park. There was uproar when Bradford Council proposed their closure and your support helped change their budget proposals. But that is not the end of the story. We’ve lost the Mobile Library service and the future of Treetops depends on how much support parents and sup-porters can generate to find funding for beyond 2015. Add in the fight to save Haworth Fire Station and you will appreciate that we’re pretty busy as a Parish Council. We’re in their fighting for you and all our futures.

Cllr John Huxley

Move to a new Keighley based NPT It’s business as usual for Worth Valley as our NPT moves to Keighley from Bingley on the 7th April 2014. The ‘new’ NPT will be based on the constituency area, including Worth Valley, Keighley, Craven and Ilkley. Whilst some staff have moved to new areas, the move does not affect front line PC / PCSO numbers and most of the Worth Valley staff remain the same familiar faces. HAWORTH IN BLOOM

The date for the Spring Judging has been set for Tuesday April 8th in the morning. Spring planting by residents and the boxes tended by Steve Thorpe with the children from Haworth School’s gardening club have been showing positive results and are looking very cheerful. The Parish Council’s Environment Working Group and the Haw-Earth group are joining in and have been planting wild flower seeds interspersed with Poppies and Forget me knots to commemorate the First World War. Summer planting will start in May/June in time for the Tour de France and residents are being encouraged to use Yellow in their displays as much as possible, especially along the route the cyclists will take through Haworth, namely Mill Hey, Bridgehouse Lane, Main Street, Changegate and West Lane. After the Spring Judging and the summer planting is in place, the next step is to form teams of residents to help tend and water the displays nearest to them. The Community working together will ensure we keep the displays looking fresh and lovely throughout the Summer. Support for the new group is growing steadily. New Bloom Makers are welcome to join in and help. You can join easily by attending our meetings at The Old Hall on the first Wednesday evening in the month at 7pm, or you can ring Gill on 01535 646999 or Mags at the Contact Point on 01535 644001 or email [email protected] who looks after our new web site, www.haworthinbloom.co.uk and you can follow us on Facebook and twitter.
