Oil Industries’ Engineering and Construction (OIEC) was incorporated in 1987. The

Company has since taken major steps to become capable of rendering a complete range

of EPC services in the energy sector. Today OIEC is a comprehensive service provider for

EPC projects. We have achieved and intend to keep this position with the help of

employing high caliber professional staff, utilizing state of-the-art technologies and

striving rigorously to render world class services to our clients.

OIEC services include basic and detailed engineering, procurement of equipment and

materials from domestic and international sources, and construction. In addition, OIEC

has extensive experience as Managing Contractor (MC) and General Contractor (GC).

Recently OIEC has been successful in securing finances for its projects as well as entering

into buy-back projects for development and production of hydrocarbon reserves.

OIEC combines modern technology with global capabilities in engineering, procurement

and construction to deliver comprehensive solutions to customers in the oil, gas and

petrochemical industry. By gaining decades of experience and achieving numerous

successful projects OIEC is now perfectly capable of taking projects from conceptual

design through engineering, procurement, construction, commissioning and operation. In

order to increase the confidence of our clients in our ability to cover all aspects of a

project, OIEC has organized various subsidiaries, each a leading expert in their own field.

At OIEC, safety is a fundamental priority and zero accident is our goal. Our HSEQ program

contains processes, procedures and training that form the basis of our proactive approach

to maintaining a total safety culture. Our goal is to design and deliver projects by

Human Resources

One of the reasons for success of Oil Industries, Engineering and Construction (OIEC) as

major and outstanding companies of oil, gas and petrochemical industries is

concentrating on the development and promotion of human assets. In this regard and in

order to promote and develop the capacities of its activities, OIEC management has

considered the capable and experienced personnel as its most valuable assets of its main

Information System

OIEC‘s Project Management Information System (PMIS) is a collection of information

systems and methods that manage and disseminate all information of a project centric

organization in the project lifecycle. OIEC’s PMIS includes the following Subsystems:

Primavera Enterprise (for multi-project planning and control software suitable

for managing projects)

The Project Management module enables OIEC to store and manage its projects in a

central location. The module supports work breakdown structures (WBS), organizational

breakdown structures (OBS), user-defined fields and codes, critical-path-method (CPM)

scheduling, and resource leveling.

EDMS (Engineering Documents Management System)

Engineering Document Management Systems (EDMS) consist of a set of products and

services that let users electronically store, locate, filter, retrieve, share, publish, and track

document-based information throughout the engineering document's life cycle. EDMS

can reduce costs, minimize errors, and improve the quality of products and services.

EDMS also help improve productivity, considering the average worker spends half of his

or her day working with documents.

ADMS (Archive Documents Management System)

ADMS (Archive Documents Management System) providing Secure Archive Storage and

also provide services for other application such as EDMS and PRMS.

OMMS (OIEC Material Management System)

OIEC uses an integrated & intelligent procurement system to provide clients with value

add services the plant life cycle, Procurement Management System.

Procurement Management System is a web base system to provide the ability to manage

and control all aspects of the material cycle of project. The system functions begin with

importing of the project requirement and the engineering specifications into

procurement system. It continues through the identification of material requirement,

requisitioning and purchasing, expediting, inspection, insurance, payment and delivery to

COMSITE (Field material control system)

FMCS can manage and control all material on site from the point of installation. For tagged

material, such as mechanical equipment, instrument tagged item, FMCS also stores

material are also controlled by FMCS.

OSMS (OIEC Sourcing Management System)

Centralized Sourcing Management System can provide greater control over procurement

across all entities. This approach enables to maximize time & cost savings, resulting in

WCS (Welding Control System)

OCMS (OIEC Construction Measurement System)

The construction measurement system record various construction data such as Piping,

Electrical, Mechanical, Civil Gathering actual data of done works is the major propose of

OQMS (OIEC Quality Monitoring System)

The quality monitoring system work side by side with OCMS, and audit all works (done

OIEC GROUP has extensive experience in operating networks, Such as group buildings and

construction sites in Iran. This network is mainly based on IP, network used by OIEC since

1996. For special needs other solutions may be used such as direct communication

through leased lines, point to point links, satellite links, wireless links and etc. All

necessary ready-to-use entry points are available at OIEC main office and the other

buildings and site projects. OIEC LAN network is figured as below:

The network is the backbone of the project organization allowing seamless distribution of

work between engineering centers according to fully proven procedures, communication

between operating centers and construction sites, transfer of data to Owner's office, etc.

The OIEC network which continues to grow in size and capacity presently has 8 corporate

offices in Tehran and 6 active sites in the country.

Communication between Tehran's Buildings via fiber, wireless, leased lines and Intranet

The NGL-3100 plant will be designed and constructed by OIEC near the oil production unit

of Cheshmeh khosh, a town in Ilam Province. The project is defined to reach the optimal

recovery of C2+ product from the associated gases of North Dezful oil fields that at present

are being burnt causing both pollution and noticeable losses of gas revenues. The project

includes a high pressure electrical power grid consisting of transmission lines and stations.

Azar structure is an asymmetric

anticline located in the Anaran

exploration block in the foreland basin

of the Zagros fold and thrust belt

along the Iran / Iraq border. Total

length of the field (on top of Ilam Fm.)

is more than 36.5 Km including the

extension in Iraq, approximately 13.5

Km on the Iranian side.

The development plan is designed to

produce 65,000 BPD of which 30,000

BPD will be reached in the first stage (early production). The development plan totally

consist of drilling 19 wells during 55 months as well as designing and constructing required

surface facilities construction, separation units and transferring pipelines.

The project is executing by an established subsidiary, Sarvak Azar Engineering and

Development Company (SADE). Moreover, due to the buy-back form of the contract,

facilities are tow gas production platform with 24 gas wells, two 32" subsea pipelines for

transferring gas to the onshore refinery with two 4" pipelines for transferring Glycol.

OIEC as the first local contactor awarded an EPC project in South Pars gas field was

involved and completed the onshore part of phases 90 & 10 in 2008 that is considerd as

the beginning of megaprojects era for the company.

Description

Sirri Island is situated 72 kilometers off Iranian coastal line in south of Bandar Lengeh and

40 Kilometer west of Abu Musa Island covering an area of about 18 Square kilometer.

The Sirri NGL plant has been designed and constructed by OIEC and inaugurated on the

existing jetty.

I addition to engineering and construction experiences of the project, working in special

conditions of such island had valuable lessons for OIEC to learn how to deal with

geographical and climatic challenges.

Description

Bandar Abbas refinery (also known as refinery No. 8), one of the biggest in the Middle

East with refining capacity of more than 300,000 bpd, was constructed in a 7 square

kilometer near the city of Bandar Abbas in south of Iran. The feed for the refinery is the

heavy crude plus some condensate which is transferred from Sarkhoon gas treating plant.

A part of products is exported, while the remaining is supplied for local market in order

to meet the demand of the southern parts of Iran, and moreover, the central regions, for

which, the 450 km long 26” pipeline of Bandar Abbas-Rafsanjan is used.

Energy Industries’ Engineering and Design (EIED) was founded in 1996 as a private joint

stock company in Tehran. EIED is a wholly owned subsidiary of OIEC.

Kish Petroleum Engineering (KPE) was established in 1999 as a private joint stock company

in Kish Island. KPE is a wholly owned subsidiary of OIEC.

KPE was initially established as an upstream subsurface engineering company. From the

a private joint stock Company in Tehran, Iran. OICO is a wholly owned and a subsidiary of

OIEC.

OIEC as the parent company of OICO executed commissioning and start-up activities in

South Pars gas field development phases 9 & 10 project through its commissioning

department formerly. By expanding and developing of OIEC projects and as a result of

that, expansion of commissioning and start-up services which are needed by the OIEC and
