Mission Statement

Dogwood Initiative works to inspire British Columbians to take back decision-making power over the air, land and water they depend on. Our work empowers ordinary people to safeguard their communities for their children and their grandchildren. In 2010 we achieved this through our two main programs: our No Tankers campaign, which worked with municipal, provincial, and national interests to protect B.C.’s coast from oil spills, and our Vancouver Island campaign, which used grassroots organizing to make the voices of local residents heard on important land-use issues.

Message from the Executive Director

Dogwood Initiative’s story began in the mid-1990s when a small group of people got together with a dream. The dream was not about incremental change. The dream was to build an organization that would transform the way people came together to confront power. The dream was to overcome cynicism, inspire hope and confront ostensibly insurmountable hurdles.

In 2010 the challenges remained enormous. Partisan finger-pointing consumed our federal and provincial politics, alienating millions. Cynicism grew as politicians continued to ignore the important issues of the day.

As the second decade of the 21st century begins – with climate change and an unsustainable financial system hanging over our heads – it is clear that hope, albeit important, by itself is insufficient to overcome the gridlock that has become our politics. Like-minded people can’t rely on others to solve their problems; they must organize and become formidable change agents for their communities, and the air, land and water they rely on. That is where Dogwood Initiative comes in.

Dogwood Initiative’s successes in 2010 are proof that dreams do come true, especially if you add in good people, lots of hard work, some tenacity and a willingness to take risks.

Our No Tankers campaign became a formidable force by building a 65,000-person strong network of committed citizens in areas most important to key financial and political decision makers.

Although we haven’t yet achieved a permanent ban on oil tankers, we made significant progress and have laid the foundation to prove that refusing to protect B.C.’s coast from oil spills can cost British Columbia politicians their seats in the municipal and potential federal and provincial elections that could occur in 2011.

Locally, our Vancouver Island campaign also broke new ground. Our efforts have catalyzed a movement prepared to work to make southern Vancouver Island the most resilient region in the world. The fight against reckless developments and urban sprawl is intensifying, and we have made progress in getting regional government to stand up to rogue developers and their municipal cohorts and to protect farms and forests in central Saanich and Juan de Fuca.

In 2010 we also began laying the building blocks for important future campaigns against expanding coal exports and for campaign finance reforms to keep big money out of the political process.

Mitigating global warming and the increasingly volatility of our unsustainable financial system presents enormous challenges and opportunities. The inability of our governments, regardless of the leaders, to respond to the enormous problems we face has convinced me that Dogwood Initiative has an even more important role in the next decade.

It is more important than ever to continue pushing the envelope, confronting power and, most importantly, mobilizing and connecting people.

Now is not the time to rest on our laurels. Now is the time work harder and work smarter. Time is of the essence. Together we can accomplish great things.

Goals:

(1) Federal government legislates a ban on oil tanker traffic through Hecate Strait, Dixon Entrance, and Queen Charlotte Sound (“Canada’s Pacific north coast”)

(2) Enbridge Inc. suspends its Northern Gateway oil pipeline and supertanker proposal.

For close to 40 years British Columbians have been standing up and shutting down proposals to bring oil supertankers - and the risk of inevitable oil spills - to Canada’s Pacific north coast. In 2005, Dogwood Initiative began work to pick up where these historical efforts left off, prompted by Enbridge Inc.’s Northern Gateway proposal to bring more than 200 crude oil and condensate supertankers annually to Kitimat, B.C.

Our No Tankers program launched in 2007 with a small living room presentation to 15 people. Since then, the No Tanker network has increased to more than 65,000 supporters. These numbers have created grassroots power that has led to significant advances toward our primary goal for this program: the achievement of a permanent federal, legislated ban on oil tankers to protect Canada’s Pacific north coast from oil spills. We came close to success this year, but failed to achieve a ban before the 2011 federal election, an event that changes our path for No Tankers into 2011/2012.

This past year, 2010, began with inspiring events. B.C.’s Coastal First Nations alliance, representing all First Nations on B.C.’s north coast, exercised their own jurisdiction by passing indigenous laws banning tankers carrying oilsands crude oil through their territorial waters. The year ended with the Save the Fraser Declaration, signed by representatives of more than 60 First Nation communities to ban oil pipelines and tankers and protect Fraser River salmon. In the time between these two declarations, we worked hard to unite British Columbians and advance a federal ban to follow suit.

Our Successes:

• Working with our community, First Nations and non-profit partners we secured a renewed, stronger commitment by the Liberal Party of Canada under Michael Ignatieff to support legislation to ban oil tankers on B.C.’s north coast.

• Our No tankers network expanded by more than 20,000 new supporters in targeted federal constituencies — a record year.

• We helped local councillors and mayors concerned about oil tankers to better advocate for, and ultimately pass, the first province-wide local government resolution supporting a ban on oil tankers.

• With our allies, we organized a delegation to Ottawa that garnered the first widespread national coverage of the issue, including on CBC’s The National.

• In early December, when the federal NDP introduced a House of Commons motion in support of a legislated ban, we worked to ensure that a majority of Parliament — including the Bloc Quebecois — voted for this symbolic measure, which passed 143 to 138.

• Our advocacy, and that of our allies, supported the introduction of Bill C-606, the first Liberal private member’s bill to implement a ban (the bill was eventually killed by the 2011 federal election).

• Recognizing that the British Columbia government’s position on oil tankers is influential to the federal cause, in a 26-hour period we we organized approximately 1,000 people to join the B.C. Liberal party during the party’s leadership race. Unfortunately, we failed to secure support from any of the leadership candidates for an oil tanker ban.

The secondary goal of Dogwood Initiative’s No Tankers program is to set the stage for Enbridge to voluntarily withdraw its Northern Gateway project. We believe that due to the scale of conflict Enbridge is instigating, and the inherent risks of their proposal, it is ultimately in Enbridge’s best interests to withdraw the project.

• With our shareholder partners, we tabled a shareholder’s resolution that led to a report by Enbridge discussing the potential costs to the company of an oil spill from the Northern Gateway pipeline. Unfortunately, the report was not as forthcoming or detailed as promised, largely pointing to Enbridge’s insurance and failing to discuss the highest risk scenarios.

• We assisted First Nation representatives to attend Enbridge’s Annual General Meeting, where they expressed their opposition and their authority. Questions posed to Enbridge by Dogwood revealed that the company routinely discusses the legal and reputational risks created by First Nations’ opposition, and raised questions about the degree to which Enbridge is sharing this information with its potential project investors.

• Recognizing a persistent absence of understanding outside of B.C. of the true weight carried by First Nations opposition, we assisted in communicating the true risks of this growing opposition to both Enbridge and the financial sector.

While we have yet to achieve either of the program’s major goals, progress is being made. Oil tankers in B.C. watersare becoming a leading environmental issue in B.C. and Canada. The network of No Tankers supporters continues to expand, while polls show that 75 to 80 per cent of British Columbians oppose oil tankers.

Ultimately the fate of oil tankers in B.C. waters will not be determined through government processes; it is — and will always be — a political decision. That is why we are committed to bringing as many people as possible into our No Tankers network, helping them access key federal, provincial and local decision-makers and leveraging each dollar and minute donated toward protecting our coast from oil spills.

Goals:(1) To empower people to create a more sustainable future for the region by addressing the root causes of urban sprawl

(2) To achieve permanent protection for the farms and forest lands of the Capital Regional District.

Here are some highlights from this past year:

• The Not For Sale campaign successfully pressured the CRD board to pursue changes to its decision-making system that will allow it to enforce the Regional Growth Strategy and prevent urban sprawl.

• The campaign developed a strong network of support from non-traditional allies in the labour, anti-poverty and food sovereignty movements.

• The campaign formed and helped support several autonomous committees that continue to work independently on land use and sustainability issues.

Dogwood Initiative and our partner groups succeeded in maintaining strong momentum and increased public support for the campaign to stop urban sprawl in the CRD. This was leveraged to create fundamental changes to the region’s land-use decision-making system that will enhance our ability to promote a sustainable future in the CRD.

Our work on the Saanich Peninsula lead to co-ordination between four separate campaigns against urban sprawl and encouraged the local rate payers organization to take a deliberate stand on issues of reckless development.

In the Juan de Fuca region the Dogwood initiative continued to advocate for sustainability by orga-nizing opposition to a proposal for 266 homes along a 17 km stretch of the iconic Juan de Fuca trail.

By connecting issues of reckless development on the Saanich Peninsula and Juan de Fuca region with other social problems, such as poverty, workers rights and indigenous land claims, the Vancouver Island is Not for Sale campaign has inspired an educated public conversation about sustainability on Southern Vancouver Island and has begun creating a broad-based movement for sustainable land use.

Our Successes:

• Dogwood Initiative organized three public forums on urban sprawl in the region.

• We mobilized thousands of community members to attend public hearings about land use on the Saanich Peninsula and Juan de Fuca resource lands.

• Dogwood facilitated a participatory mural painting project involving hundreds of people from across the region to bring to life the threat of urban sprawl in the Juan de Fuca region.

• Dogwood collaborated with campaign partners to organize two public protests, a CRD phone calling blitz, and an e-mail campaign that helped thousands of people demand a moratorium on urban sprawl.

• More than 100 print media articles featured our work, including frequent articles in the Victoria Times Colonist and Monday Magazine, two columns in the Vancouver Sun, an article in the Globe and Mail and the National Post. Our staff published columns in Focus and Monday magazines and was frequently interviewed on CFAX, CBC, Q-news and other radio stations about local issues.

• For the first time in three years our work on the Western Forest Products privatization controversy achieved national media attention.

• Dogwood Initiative successfully networked with farming and food sovereignty activists from across the CRD and built strong relationships with anti-poverty activists by creating the Reclaim the Commons Robinhood Gardening Initiative to politicize food production and help marginalized communities of people access land and resources to grow their own food.

• Dogwood piloted a new video communications strategy by sending video updates and event invitations to our supporters by e-mail to make our campaign easier to follow and participate in.

• We launched the satirical Pavey Awards to name some of the region’s most destructive real estate speculators and released the comedic People for a Paved Planet video.
