DR NOMAFRENCH MBOMBOMinister of HealthWestern Cape Government: Health

Dr Nomafrench Mbombo was appointed in 2015 as the first female Minister of Health in the Western Cape and in 2019 was reappointed for a second term to head this portfolio.

Prior to her entering the political arena, she had a successful academic career as associate professor, where her focus was placed on the provisioning of safe and appropriate healthcare to women and children in particular. She holds a PhD on Gender & Human rights, Master’s degree in maternal & child health, and a Bachelors’ degree in Nursing Science.

Dr Mbombo has identified key deliverables during her second term and will continue to strengthen and upscale programmes she initiated in her previous term to ensure access to quality appropriate health services.

Universal Health Coverage as a concept, is one of her key deliverables and will be piloted at various sites in the province through a whole of society approach, working in collaboration with other provincial government departments, different spheres of government, and the private sector.

DR BETH ENGELBRECHTHead of DepartmentWestern Cape Government: Health

Dr Beth Engelbrecht was appointed as the Head of the Western Cape Department of Health in 2014 and officially took over the reins in April 2015 and became the Department’s first female Head of Department.

She has been in public health services for 30 years. Before becoming the Head of Department, Dr Engelbrecht was the Chief of Operations at the Department from 2001 – 2014 with responsibilities that included specialist health services, emergency services, district health services and primary health service. Dr Engelbrecht was also previously the Director of District Health Services for the Free State Provincial Government before joining the Western Cape in 2001.

As the Head of Department she plays a leading role in the Whole of Society Approach where there is collaboration with 13 other provincial departments to change the story of the lives of people in four learning sites. She also plays a leadership role where three provinces are focusing on health system strengthening and develop models for Universal Health Coverage.

DR KEITH CLOETEDDG: Chief of OperationsWestern Cape Government: Health

Dr Keith Cloete was appointed as DDG: Chief of Operations for Western Cape Government: Health, effective 1 March 2015. He was the Chief Director for Metro District Health Services since 2007 and prior to that, the Director: HIV/ AIDS/ STI and TB since 2003.

He has extensive experience of working in the Western Cape Public Health sector in many different capacities over the past 26 years.

Since 2017 he has been closely involved with the Whole of Society Approach (WoSA) on behalf of the Western Cape Government: Health, a multi-disciplinary approach across the Provincial Departments for collaborative action across all spheres of government and sectors, guided by a shared purpose to impact meaningfully on the lives of citizens.

PANEL MEMBERS

DR NICHOLAS CRISPConsultant NHI Fund Office: Ministry of Health Dr Crisp is a freelance consultant who focuses on health management consulting across the African continent. He has an MBChB from University of Cape Town, a MMed (Community Health) from University of Witwatersrand and a Diploma in Occupational Health, also from Wits. After graduating in 1983 Dr Crisp did his internship at 2 Military Hospital and later at Letaba Hospital in the former homeland of Gazankulu. He remained at Letaba as a Medical Officer for a further three years and then moved to Shiluvana Hospital as the Medical Superintendent and only full-time doctor for a further year. After a brief stint as a Research Officer at the National Institute for Tropical Diseases he was appointed Regional Director of the Department of National Health and Population Development for Northern and Eastern Transvaal (Limpopo and Mpumalanga) from 1989 to 1992. While a management consultant at Deloitte & Touche he was appointed in 1995 as Superintendent General (Head of Department) of the Department of Health and Welfare, Northern Province (Limpopo) where he served until April 1999.

Dr Crisp was then self-employed and started several small businesses, including Benguela Health (Pty) Ltd which was acquired by EOH in 2011. He retired from EOH in October 2014. Dr Crisp has worked on projects in several African countries including South Africa, Nigeria, Ghana, Lesotho, Botswana, Namibia and Tanzania. In South Africa he led the establishment of the National Health Laboratory Service (NHLS) and the transfer of the mortuaries from SAPS to health departments. In Nigeria he has played a major role in the establishment of the National AIDS Control Agency (NACA), a 6-year AIDS service strengthening programme, the reform of the National Primary Health Care Development Agency (NPHCDA) and has worked with several Ministers on development of National Strategic Plans. In 2009 he served as Special Adviser to Minister Barbara Hogan and was appointed by Minister Motsoaledi to lead the Project to plan the reform of the Medicines Control Council (MCC) and Medicines Regulatory Authority (MRA) into a new independent regulator. He has assisted the National Department of Health with development of the Human Resources for Health Strategy, a national plan for tertiary health services and the planning of health science student education for the coming 25 years. He was part of the team that supported the 2016 Turnaround Strategy of the Gauteng Health Department. He assisted the DBSA and NDOH with development of the Ten-year Health Infrastructure Plan and the South African National Treasury with Remuneration Analysis (10-year trends) and Modelling for the whole South African Public Service.

Dr Crisp is back as part of the new Benguela team and is currently involved in the planning of the new Limpopo Central Hospital and is assisting the Board of the South African Health Products Regulatory Authority (SAHPRA) to establish this new public entity.

Dr Crisp has a wife, three adult daughters, two grandsons and one granddaughter. He fills his spare time as an amateur olive farmer in the Klein Karoo and with running, mountain biking, woodwork and home maintenance.

DR SUGEN NAIDOOChairperson: Emerging Market Health Care

Principal Medical practitioner and Director at medical practice serving patients in the disadvantaged areas and lower income areas of Mitchells Plain and Samora Machell. Founder and Chairperson of Emerging Market Healthcare Ltd, (EMC) a doctor driven organisation originating out of the DFPA IPA base and serving the interests of township based family practitioners aiming to redress the playing fields in the private industry relating to capacitation for technology at the coalface level. Committed healthcare professional with over 28-years experience, with expertise and experience, in strategic leadership, clinical and non-clinical governance in the healthcare sector.

DR BIREN VALODIAChief Marketing Officer: MediClinic

Biren is the Chairman of HASA. He holds a Bachelor’s degree in Pharmacy (B.Pharm), a Masters (MBA) and a Doctorate in Business Administration (DBA) and has completed the Manchester Business School Executive Development Programme (EDP). He has held various executive positions and is currently MediClinic Southern Africa’s Chief Marketing Officer. He sits on the company’s Executive Committee and Southern Africa board.

DR ARLENE ADAMSCouncillor: City of Cape Town

Cllr, Dr Arlene Adams has a Doctoral Degree in Psychology from Stellenbosch University. She started her career as an educational counsellor and has more than 15 years’ lecturing experience in various educational capacities in South Africa and the UK. Through her longstanding career as lecturer and research supervisor, she has demonstrated extensive successes working with students. As lecturer she has extensive success in lecturing Counselling, Developmental Psychology, Mental Health, Communities Development, Personality, Neuropsychology, Marriage and Family, Faith and Psychology, Positive Psychology, Social Psychology and Research Methods. Her Ph.D research and interest in Counselling Psychology, investigated the underlining mitigating factors that influence intimate relationships in communities in South Africa.

Dr Adams is a member of South African Council of Educators, achieved Qualified Teacher/Lecturer Status in the UK and a member of the Family Mediators Association of the Cape. Her qualifications are as follows: BA; HDE; Honours in Psychology (UWC); QTS (UK); MSc in Psych (Open University, London, UK) & Doctorate (Stellenbosch University). Dr Adams strives and continues to serve the communities of Cape Town. She currently serves as a Councillor in the City of Cape Town Council, which is the main decision making body of this beautiful city, Cape Town. Furthermore, she serves on the Energy and Climate Change and the Communities Development and Health Portfolios, which oversees all communities and health related issues. In addition, she is representing the Cape Town Metro on the Provincial Council where she engages with the Premier and Western Cape Ministers to advocate the needs of the City’s residents.

DR RAJESH PATEL Head of Benefit & Risk – Board of HealthCare Funders

Dr Rajesh Patel is currently the Head of the Benefit & Risk Department at the BHF.

Prior to that, he worked as a family physician from 1987 – 1995. After leaving private practice he joined the medical aid industry. His roles in the industry covered Medical Advisor, Scheme Manager and Clinical Risk Management. Prior to joining the BHF in 2005 Rajesh spent two and a half years in the pharmaceutical industry. His special interests are quality assurance, value based medicine and application of public health principles in health risk management in the private sector.

He is a member of the Health Data ministerial advisory committee. Prior to this, he was a non-executive director of the Council for Health Service Accreditation of Southern Africa (COHSASA) and Health Quality Assessment (HQA) as well as a former Chairman of the Clinical Review Committee of HQA.
