1. INTRODUCTION
This Construction Scope of Work together with drawings and documents listed on Drawing Control Sheet No. KD-105191 and applicable SAUDI ARAMCO Engineering Standards constitutes the basis for the Installation of Passenger Lift for Terminal & Marine Control Tower at Office Park building, Al-Khafji Joint Operations (KJO) in the Kingdom of Saudi Arabia.
This Construction Scope of Work generally describes the major components of the Work. CONTRACTOR shall also refer to the Drawings indicated in Drawing Control Sheet No. KD-105191 and referred standards for complete description of the Work.
1.1 OBJECTIVE
The purpose of this Scope of Work is to outline the general requirements for the CONTRACTOR for the Installation of Passenger Lift for Terminal & Marine Control Tower at Office Park building in Al-Khafji, Saudi Arabia in accordance to KJO Standards.
1.2 BACKGROUND
At present KJO Terminal & Marine Control Tower has only One (1) access stair in and out the tower from 4th Floor. Fire scape/exit is essential to the tower especially in case of emergency. KJO/TMD decided to install new passenger lift/elevator from fourth floor to the Control Tower and construct new emergency steel stair from Control Tower down to the Roof Deck.
2. PROJECT SUMMARY
The following sections summarize all works to be covered during construction stage. Following is the summary of the CONTRACTOR’s scope of work:
To construct new emergency steel stair.
To install new passenger lift/elevator along with the lighting and cooling system affected by this new installation.
To hook-up the new lift/elevator to the existing monitoring system.
The Vendor System Engineer shall configure the new signal interface to the existing control system.
3. GENERAL REQUIREMENTS
3.1 CONTRACTOR Responsibility
CONTRACTOR shall provide a group of fully qualified, competent and safety oriented personnel including fulltime on site supervision, thoroughly familiar with the type of work and engineering standards required for the project. Experienced personnel shall be utilized in the installation, site testing, and commissioning.
3.1.1 Procurement
1.1.1.1. CONTRACTOR shall develop a detailed procurement package to
cover all major equipment that will be required and submit the same to the COMPANY for approval.

1.1.1.2. CONTRACTOR shall procure materials only from COMPANY and/or SAUDI ARAMCO regulated/approved Vendor’s list.
1.1.1.3. CONTRACTOR shall provide all materials required to complete the
project successfully.
3.1.2 Construction
3.1.2.1 CONTRACTOR shall submit his construction schedule for the project. The installation, tie-in/interfacing and commissioning/start-up shall be completed upon agreed schedule. All preparations and logistic works shall be accomplished and performed prior to the installation time.
3.1.2.2 CONTRACTOR shall at all times inform COMPANY Rrepresentative
of any deviation from what is shown in the Issued for Construction (IFC) drawings and documents against the actual site condition for immediate resolution.
3.1.2.3 CONTRACTOR shall at all times maintain an updated Issued for
Construction (IFC) drawings and documents in their Construction Site Office for redlined mark-up of As-Built information.
3.1.2.4 CONTRACTOR shall take precautionary measures to protect existing
facilities such as communication, and electrical cables and other obstructions in the path of construction. In the event the CONTRACTOR damages any of the existing facilities, equipment, cables, etc., the CONTRACTOR shall be responsible for repair of such damage at his own cost.
3.1.2.5 CONTRACTOR shall be responsible for ensuring that all operatives
adhere strictly to the safety requirements of the COMPANY. The CONTRACTOR shall be responsible for instructing the operatives accordingly and requesting up-to-date advice in this respect from COMPANY.
3.1.2.6 CONTRACTOR shall develop and implement a Safety Program that
will conform to COMPANY General Instructions (GIs) and procedures.
3.2 Project Management and Control
CONTRACTOR shall assign a full time Project Manager for the entire duration of the project. The Project Manager shall be authorized to sign, implement, effect and impose all the associated activities related to the project implementation. The Project Manager shall be responsible for overall progress and quality control of the construction work of the project. When the Project Manager is absent from site, a suitable representative shall be nominated by the CONTRACTOR for such period to undertake his duties.

3.3.1 CONTRACTOR shall adhere to all directives stipulated in the Health, Safety
and Environmental (HSE) requirements in the execution of the construction activities.
3.3.2 CONTRACTOR shall exercise utmost care and safety throughout the duration
of the project in accordance with the approved safety procedures and regulations. CONTRACTOR shall assign a full time Safety Engineer who is responsible for all safety concerns of the project but prior to site mobilization the CV of the assign Safety Engineer must be submitted to COMPANY for review and approval.
3.3.3 CONTRACTOR shall submit to COMPANY a Loss Prevention Program/HSE
Plan that will be implemented throughout the duration of this project but it shall be submitted at least one month before the commencement of work. The program/plan shall include but not be limited to issuance/receipt of work permits, safety meetings, orientation seminars, etc. Accordingly, it shall be brief, concise and specific to the work scope.
3.3.4 CONTRACTOR shall submit to COMPANY a detailed waste management
plan detailing type and anticipated quantity of solid/liquid wastes generated and proposed suitable disposal method.
3.3.5 CONTRACTOR shall submit a detailed Hazard Identification Plan (HIP)
covering all the activities under this project and not only for demolition work.
3.3.6 CONTRACTOR shall submit to COMPANY all relevant safety procedures/method statements along with Job Safety Analysis (JSA) for all the activities with high risk potential for review and approval.
3.3.7 CONTRACTOR shall submit to COMPANY an Environmental Management
Plan that will be implemented throughout the duration of this project.
3.3.8 CONTRACTOR shall submit 'Emergency Response Plan' with respect to the scope of work.
3.3.9 CONTRACTOR shall abide by the 'Schedule D'.
3.4 QA/QC
CONTRACTOR shall in all times implement QA/QC procedures and guidelines throughout the duration of the project in accordance with the approved COMPANY QA/QC procedures and regulations and other applicable International Standards. The CONTRACTOR shall assign a full time and highly qualified Quality Control Engineer who is responsible for planning, organizing, control and execution of quality assurance and quality control of the work in accordance with the guidelines of COMPANY QA/QC unit.
All QA/QC personnel assigned by the CONTRACTOR shall be approved by KJO.
CONTRACTOR shall submit Project Quality Plan (PQP), Inspection Test Plans (ITPs), Method statements, QC procedures, etc. for Ccompany review and approval.

4.1 Project Design Documents
CONTRACTOR shall perform the work in complete compliance with the project design documents as stipulated in Drawing Control Sheet No. DCL-001. The list of drawings and documents shown is only a guide for the CONTRACTOR to understand the overview and concept of this scope of work. It will be the full responsibility of CONTRACTOR to review, delete and/or add drawings and documents which he feels necessary for the successful completion of this project.
4.2 Codes and Standards
Work on this project shall be completed in accordance with the latest requirements of applicable referenced KJO procedure and regulations, SAUDI ARAMCO, International industry codes and standards shown in Section 7.0 of this Scope of Work. In case of conflict, the more stringent code shall apply.
5. DETAILED ENGINEERING AND DESIGN
CONTRACTOR shall review the Detailed Design, Specifications, and Engineering Drawings developed for this project necessary for construction works. CONTRACTOR shall call the attention of COMPANY in case deviation to the current design is being introduced.
Note: “CONTRACTOR shall supply Elevator Lift manufactured by Schindler as dictated in the Design Package. If in the future, during construction the said elevator found no longer exists in the market, CONTRACTOR shall provide alternative offer using any of the KJO approved Vendor. Any modification in the design installation shall be accounted in his responsibility without any additional cost to KJO”.
6. CONSTRUCTION WORKS
Demolition Works
6.1.1 Demolish portion of the existing window and sill of the Control Tower to provide new exit door and abutment of the stair to existing building as shown on Drawing Nos. DEMO-CIVIL-002.
6.1.2 Demolish the existing spiral steel stair and affected walls and slab from fourth floor to sixth floor of the TMD Control Tower as shown on Drawing Nos. SK-CIVIL-001, DEMO-CIVIL-003, DEMO-CIVIL-004, DEMO-CIVIL-005 & DEMO-CIVIL-008. Demolition of the existing spiral stair case must only be done after construction completion of the emergency steel stair.
Carefully dismantle the existing spiral stair by panel.
Remove the welded connection and dismantle the steel railing and the stair component by section.
6.1.3 Carefully demolish the existing roof membrane to install the stair support concrete pedestal as shown on drawing no. KA-105199.
6.1.4 Extra care shall be exercise during demolition.
6.1.5 CONTRACTOR to submit demolition procedure for KJO approval to ensure minimum disturbance on the existing facilities and equipment of the Office Park Building.
6.1.6 All demolished materials shall be disposed to designated area provided by KJO.

6.2 Architectural/Civil/Structural
CONTRACTOR shall supply all materials, labor, equipment, scaffolding, tools, supervision, consumables and incidentals required to complete the WORK including but is not limited to the following:
6.2.1 ARCHITECTURAL / CIVIL WORKS
6.2.1.1 CONTRACTOR shall supply and install the emergency steel stair with
steel grating tread, checkered plate landing and galv. pipe handrail as shown on Drawing Nos. KA-105196, KA-105197 & KA-105198.
6.2.2.2 CONTRACTOR shall supply and install emergency exit metal aluminum door as shown on Drawing No. KA-105197 and KA-105211.
6.2.3.3 CONTRACTOR shall provide new head frame for the new emergency exit aluminum metal door as shown on Drawing No. KA-105197 and 394-ID-200-A-AL-082.
6.2.4.3 CONTRACTOR shall supply and install new Four (4) passenger elevator as shown on Drawing No. KA-105196 and KA-105197.
6.2.4.4 CONTRACTOR shall supply and install cross over way or access over the HVAC pipe cladding located on the roof/terrace of the 6th floor thereby enable the employees to use in case of emergency or coming out from the emergency access as shown on Drawing No. KA-105205 Sht. 002 & SD-100-T-BA-112
6.2.4.5 CONTRACTOR shall supply and install aluminum flashing between exit stair structure and gypsum board partition. Size of flashing shall be field verify for accurate dimension as shown in Drawing No. KA-105211.
6.2.4.6 CONTRACTOR shall supply and install aluminum cladding, insulation and frame to the new wall partition at both side of door opening as shown in Drawing No. KA-105211
6.2.4.7 CONTRACTOR shall supply and install gypsum board wall partition with insulation above exit door as shown in Drawing No. KA-105211.
6.2.4.8 CONTRACTOR shall remove, and repair, all damage wall partition, ceiling and flooring affected due to demolition and removal of window frames and windows as shown in Drawing No. DEMO-CIVIL-006 & KA-105211.

6.3 Piping & Plumbing Works
6.3.1 NOT APPLICABLE IN THIS PROJECT.
6.4 Electrical Scope of Work
6.4.1 All works shall be executed in accordance with Saudi Aramco Engineering Standard SAES-P-100, SAES-P104, SAES-P-111, and National Electrical Code (NEC).
6.4.2 CONTRACTOR shall relocate the existing power socket outlets from the
proposed location of the door as shown on drawings No. 394-SD-100-E-P-113 Sheet 001 revision A and B.
6.4.3 CONTRACTOR shall provide and install stanchion type lighting fixtures -equipped with built in photocell in each fixture- for the new stairs as shown on drawing number KD-105207 Sheet 001. New lighting fixtures shall be fed from the existing power panel (ULP-642) located in the existing mechanical room (05-007). CONTRACTOR shall utilize the existing spare breaker for the new lighting fixtures of the new stairs as shown on drawing No. 394-SD-100-E-P-113 sheet 001.
6.4.4 CONTRACTOR shall provide and install a new power cable PC-0x1 to feed the proposed lift from the existing power panel MCC#45 (located in the existing mechanical room (04-018)).
6.4.5 CONTRACTOR shall provide and install a new power cable PC-0x2 and PC-0X3 to feed the light loads of the new lift, and the lighting/ receptacle that will be installed in the light shaft respectively as shown on drawing number KA-105206 from the existing power panel MCC# 45 (located at the existing mechanical room (04-018)).
6.4.6 CONTRACTOR shall provide three new breakers suitable for the existing panel board and perform all required modifications to feed the new lift from the existing panel board.
6.4.7 CONTRACTOR shall provide and install two new disconnect switches at the upper part of the lift shaft neat the lift machine as shown on drawing number

KA-105206. One of the new disconnect switches shall serve the lift machine and the other shall serve the light loads of the lift.
6.4.8 CONTRACTOR shall provide and route the new power cable along the existing cable routes as shown on drawing number 394-SD-100E-P-111 from the existing power panel MCC # 45 to the control panel –will be located within the door side of the lift at the sixth floor- of the new lift. -Unnecessary penetrations of walls shall be avoided as much as possible-.
6.4.9 CONTRACTOR shall provide and install lighting fixtures for the lift shaft as shown on drawing number K|A-105206 sheet 001.
6.4.10 CONTRACTOR shall provide and install a new power outlet (receptacle) in the lift pit as shown on drawing KA-105206 sheet 001.
6.4.11 CONTRACTOR shall connect the new lift and new steel stairs to the existing grounding system.
6.4.12 CONTRACTOR shall connect the fire/ smoke detection system on the new lift to the existing fire alarming/ detection of the building and the existing building management system in the building.
6.4.13 CONTRACTOR shall provide and install two new smoke detectors: at the loopy of the lift as shown on drawing number SD-E-P-011, and in the upper part of the shaft of the new lift as shown on drawing number SD-100-E-P013.
6.4.14 New smoke detectors at top of the lift shaft shall be connected to the existing fire alarm loop junction box (F4-L-15-6F-36) located near the proposed lift on sixth floor. The new smoke detector shall be applicable to the existing fire alarm control panel.
6.4.15 New smoke detector at lift loopy on fourth floor shall be connected to the existing fire alarm detection system through the nearest smoke detectors or the existing fire alarm loops (F1-L15-4F-26 or F1-L15-6F-33).
6.4.16 CONTRACTOR shall perform all required modifications and programing on the existing fire alarm control panel of the building and existing fire alarm system at fire station to accommodate the signals of smoke/ fire detection/ alarm system of the new lift.
6.4.17 CONTRACTOR shall keep the existing philosophy of the existing fire detection system. The integrity of the existing fire detection/ alarm system shall not be affected by the new smoke detectors installed under scope of this project.
6.4.18 The lift shall be programed to move to the sixth floor, open its door, and stay in this position in case a fire alarm signal is announced by the existing fire alarm control panel of the building until the fire alarm is cleared.

6.5 Instrumentation Works
6.5.1. NOT APPLICABLE IN THIS PROJECT.
6.6 COMMUNICATION WORKS The following communications system components shall be considered for the proposed new ELEVATOR. CONTRACTOR shall supply all materials, labor, equipment, tools, supervision, consumables and incidentals required to complete the WORK including but is not limited to the following: 6.6.1 CONTRACTOR shall apply cable administration in compliance with SAES-T-
916, Par. 4.10 and TIA/EIA-606 (The Administration Standard for the Telecommunications Infrastructure of Commercial Buildings) that all cables in walls or other horizontal spaces shall be labeled.
6.6.2 CONTRACTOR shall ensure that the proposed elevator shall cover the communication requirements such as Tele alarm and Intercom systems.
6.6.3 CONTRACTOR shall supply and install Tele alarm (interfaced with the existing IP Telephony service of Office Park Bldg.) service and Intercom connectivity (interfaced with the existing PA/GA system of Office Park Bldg.) for the new elevator. Please refer drawing no. KD-105208.
6.6.4 CONTRACTOR shall use existing information outlet labeled as Q.4-S27 and its available port to be assigned for the new elevator Tele alarm requirement connectivity. Please refer drawing no. KD-105209.
6.6.5 CONTRACTOR to supply and install new additional SCS horizontal and conduit system interfaced with the existing information outlet Q.4-S27.
6.6.6 CONTRACTOR to re-terminate and re-use the existing available CAT6 UTP horizontal cable terminated in one of the information outlet (Q.4-S27) to be used by the Tele alarm requirement of the new elevator.

6.6.7 CONTRACTOR shall supply and install ATA (Analog Telephone Adapter) device converter (analog to digital) co-located inside the control panel of the new elevator to provide the Tele alarm requirement of the elevator.
6.6.8 CONTRACTOR shall supply and install Intercom requirement interfaced with the existing paging speaker# Z16-6F-4 located in 4th floor of Office Park Bldg. in its existing terminal junction box by a new provided speaker cable (4 pairs twisted screen cable). Please refer drawing no. KD-105209.
6.6.9 CONTRACTOR shall reinstall the existing paging speaker# Z16-4F-S1 in its current location after modification of the ceiling of the 4th floor at the lift loopy.
6.6.10 CONTRACTOR shall supply and install emergency message etched (“red and white text”) in a plate inside the new elevator.
6.6.11 CONTRACTOR shall adjust the angle direction of the existing CCTV camera (In 4th & 6th floor) to face the door of the new elevator in accordance with the necessary remodeling of the floors.
6.6.12 CONTRACTOR shall supply and install technical measures for the new elevator’s energy saving requirement.
6.7 HVAC Works
6.7.1. HVAC ducting as well as supply and return will not be affected by this Project.
No need for any modification.
6.8 Painting Works
6.8.1 CONTRACTOR to supply and paint the affected surface due to
installation of new passenger lift.
6.8.2 CONTRACTOR to supply and paint all the steel works as per project
specification.

8. TESTING AND COMMISSIONING
CONTRACTOR shall provide labor and field equipment necessary when making all tests. Test data must be recorded and submitted to COMPANY Representative.
CONTRACTOR shall have full responsibility for the start-up, pre-commissioning and commissioning.
CONTRACTOR shall ensure that these activities shall be executed with proper coordination with other activities and/or interfacing with other CONTRACTORs.
9. CLEAN-UP
CONTRACTOR shall maintain good housekeeping throughout the duration of the project, and to leave the work site clean and orderly upon completion of this job.
All waste materials shall be removed from the site by CONTRACTOR and disposed off to an area approved by the COMPANY representative.
10. AS-BUILT DRAWINGS
CONTRACTOR shall keep a complete and correct record of all changes (as-built conditions) that occur during construction. These construction changes shall be properly marked on full size drawing prints (using “RED” markers for additions and “GREEN” markers for deletions). No other marks shall be on the prints except as-built information. One (1) set of full size, as-built markup shall be submitted to COMPANY Representative within two (2) weeks after completion of construction work. CONTRACTOR shall submit both hard and soft copies of Project Records and As-Built Drawings/Documents to KJO.
