Introduction The Project comprises strengthening of the failing embankment of the River Mersey with a sheet pile retaining wall. The Cenotaph monument will be deconstructed and removed to storage to create space for plant to operate on site, and after a series of off-site repair works the Cenotaph monument will be returned to site and reconstructed. Landscaping and lighting improvements will be provided as part of the works. The below Construction Method Statement is to be read in conjunction with the ‘Cenotaph Target Cost Programme_Rev8.0’ and sketches ‘Warrington Cenotaph TM – Phase 1 and 2’, attached.

Construction Method Statement Phase 1 – Site Clearance and Deconstruction Initial mobilisation will begin in early January 2019, with establishment of the site compound and welfare off Wharf Street. The first construction activity will be to create a vehicular access to the site, existing flags and kerbs will be removed from the footpath and we will excavate to a depth of 280mm below the existing ground level. A concrete slab will then be poured which will act as protection for the underground services located in the footpath (electric cables), and a ramp for vehicles to gain access to the site. Site clearance will then commence with removal of the bollards and chain links from around the front grassed areas, the low stone walls to the front of the Cenotaph will then be dismantled, catalogued and removed to the Warrington Borough Council storage depot at Sandy Lane. The 1st stage of earthworks will then commence, the central tarmac footpath and surrounding grassed areas will be excavated to a depth of 650mm below the existing ground level and stoned up with 6F5 granular material to provide a crane mat which will be used for the dismantling of the Cenotaph monument. An area of contaminated ground to the front left of the Cenotaph identified during the Site Investigation will also be excavated and removed from site at this stage; again the excavation will be backfilled with 6F5 granular material. A mobile crane (approx. 55T) will be brought to site under weekend TM; the main obelisk will be dismantled, protected and removed to the Warrington Borough Council storage depot at Sandy Lane. Following that, a telescopic handler and lifting device will be brought to site to dismantle the remainder of the high stone walls and plaques to the rear of the Cenotaph; they will also be catalogued and removed to the Warrington Borough Council storage depot at Sandy Lane. The 2nd stage of earthworks will then commence, which involves creating a piling mat for the crawler crane which will be used to install the sheet piles to the river embankment. An area through the centre of site will be excavated to a depth of 1000mm below the existing ground level and stoned up with 6F5 granular material. Phase 2 – Retaining Wall Installation A crawler crane (approx. 120T) will be brought to site under a weekend TM closure to install a sheet pile retaining wall to the river embankment. Sheet pile installation will commence from the existing clutch on the Warrington New Bridge abutment, round to the tie-in point past the failing embankment. Spud piles and piling gates will be required to ensure the correct alignment of the sheet pile retaining wall is maintained. Following completion of the sheet piling and removal of the temporary works, the crawler crane will be removed from site, again under a weekend TM closure.

The 3rd stage of earthworks will then commence, which involves backfilling behind the sheet pile retaining wall with 6B and 6F5 granular material to create a new embankment to support the Cenotaph monument. Following this a reinforced concrete capping beam is to be constructed to tie-in with the existing sheet pile retaining wall. A proprietary falsework system will be installed on the river face of the new sheet pile wall to support formwork, reinforcement and concrete. Following a period of curing this will be dismantled and removed from site. Phase 3 – Off-Site Repairs (If Required) Prior to, and during the dismantling of the walls, plaques and Cenotaph monument the stonework will be catalogued and examined to identify any pre-existing damage. A schedule of repairs will be agreed with Warrington Borough Council and any repairs required will be carried out while the stonework is off-site during installation of the sheet pile retaining wall. Phase 4 – Reconstruction Following completion of the reinforced concrete capping beam the 4th stage of earthworks will commence. This will involve removal of the piling mat used for the crawler crane and excavation for the new foundations for the walls, plaques and Cenotaph monument, as well as excavation to formation level and importing of sub-base for the higher level paving. The installation of drainage and ducting systems will then commence which includes new catchpits, gullies, pipework and a tideflex outfall valve through the new sheet pile retaining wall. Fixing of reinforcement and placement of concrete will follow for the new foundations for the walls, plaques and Cenotaph monument, prior to the stonework being returned to site from the Warrington Borough Council storage depot at Sandy Lane. The walls, plaques and Cenotaph monument will be reconstructed in the reverse order of which they were deconstructed. A telescopic handler and lifting device will be brought to site to reconstruct the high stone walls and plaques to the rear of the Cenotaph, before a mobile crane (approx. 55T) is brought back to site, again under weekend TM to reconstruct the main obelisk. Finally, the low stone walls to the front of the Cenotaph will be reconstructed. The 5th and final stage of earthworks will then commence, which involves removal of the crane mat used for the dismantling and reconstruction of the Cenotaph monument, as well as excavation to formation level and importing of sub-base for the lower level paving and coloured surfacing. Hard landscaping will follow, firstly with the installation of reconstituted kerbs and sandstone paving to the higher level around the Cenotaph monument, followed by the installation of reconstituted kerbs, granite paving, lighting and street furniture to the ramps and lower level. The road kerbs will be reinstalled and the coloured surfacing to the perimeter of the site laid before the soft landscaping works inclusive of topsoiling, turfing and planting are carried out. Finally, the site compound and welfare off Wharf Street will be demobilised in early November 2019.
