The social implications of decision-making can be much more difficult to measure. As scenario planning becomes more prevalent, how can equity be integrated as a value into the scenario planning process? Panelists will focus on the qualitative side of scenario planning and offer strategies for elevating equitable representation of community interests. 3:30-5:30 Walking Tour Preview and Walking Tour Scioto Conference Room and Downtown Columbus Join us for a walking tour of the host city. Our tour hosts will kick off the afternoon with a preview of the sights and sounds. We’ll take a short break before setting off for an adventure through downtown Columbus. You won’t want to miss the 2016 recipient of the American Planning Association’s National Planning Excellence Award for Implementation, the Scioto Mile, or one of the newest additions to the Columbus skyline, the Michael B. Coleman Government Center.Note that participants are encouraged to wear comfortable shoes. This two-mile tour will take approximately 60 to 75 minutes and will conclude at the site of the evening reception. Terrain is mostly flat and paved. Becker, Marra, and Stapleton will share project examples of scenario planning at the local level and explain why scenario planning was applied, what issues it was used to address, and what setbacks or successes they experienced. They will lead a conversation with the audience on how regional and local plans could interact, the cost of not collaborating, and ways forward. Mixing and Matching Scenario Planning Types for Regional NeedsRiviera RoomScenario planning includes a few different types, including exploratory, normative, and predictive. Each type is applicable to certain planning purposes, and planning processes increasingly integrate elements of two or more types. Avin, Haynes, and Kim will explain the types of scenario planning applied to their regional work, illustrate the basics of the project, and provide details about the solutions scenario planning helped to provide. With the audience, they will discuss how and when certain types of scenario planning should be applied as well as how multiple types can be used together. Chakraborty, Flynn, and Reardon will share their quantitative work in scenario planning, some with a major geographic component, and others with limited geographic exploration. They will lead the audience in a discussion of planning needs for which quantitative approaches are commonly helpful. 11:00-12:15Scenario Planning Basics Part 3: Reflecting on the theory and value of scenario planning Scioto RoomIs scenario planning consistent with Jane Jacob’s perspective on cities? How does it differ from visioning? And how can it be both indispensable for planning—and difficult to explain? To answer these questions and more, this session will focus on the underlying theoretical assumptions of scenario planning, how scenario planning ideas relate to longstanding planning approaches like forecasting, visioning, collaboration and strategic planning, and the different ways scenario planning can be valuable to planning. The audience discussion will not only clarify basic ideas and assumptions, but also show how contemporary scenario planning practice reflects a fresh perspective on what good planning should be. Scenario Planning for Public Engagement and Tradeoff ExplorationRiviera RoomScenario planning and spatial impact analysis can be used as tools to help the public and professionals understand different trajectories their future could take, and the tradeoffs these trajectories might entail. Snyder will cover an example of transit-oriented development with potentially negative consequences, such as geographic displacement, along with funding and collaborative mechanisms to help address such issues. Fregonese and Reisemann will discuss how the indicators in Envision Tomorrow can be used to target specific outcomes of planning efforts, in particular during public outreach. They will lead the audience in a discussion of other examples of how scenario planning can help with engaging the public. Speakers: - Scott Fregonese, Principal, Fregonese Associates - Julia Reisemann, GIS Manager, Fregonese Associates - Ken Snyder (also serving as moderator), Programming Director, Radian|PlaceMatters Potentials for Scenario Planning Software InteroperabilityKingsmill RoomGreater interoperability between the software tools used in scenario planning would give users access to best-in-class functionality regardless of which platform they choose to adopt, expanding the market and speeding the flow of innovation. Yet software interoperability remains uncommon. With the Consortium’s software interoperability working group, Lenk has been conducting informal research with software developers into why and what can be done to improve this situation. This interactive session will involve ground-truthing the conclusions with developers as well as widening the conversation for practitioner input with the audience. These can cover any topic of interest including ideas for projects to propose for funding by the Consortium, proposals for sessions for Friday’s unconference, updates on projects that may be of interest to conference participants, or other topics.

1:45-2:00Consortium Progress to Date Fusion RoomWith the Consortium now in place for nearly one year, it’s time to reflect on what has been accomplished to date, and think about plans for the future, including initiatives planned for 2019. To increase the Consortium’s impact in the coming year, it will be launching a funding allocation process to find and support impactful projects across its areas of interest. Potential topics include the working group’s role in 2019, its current and future initiatives, how it supports the Consortium’s mission, and ideas for projects to propose for funding by the Consortium.
