• What is it?The government has set a 34% reduction of carbon emissions against levels from 1990, by 2020
• What is the vision?For the country to transform into a cleaner, greener and more prosperous place to live as part of building Britain's future
• How am I affected in the ICT industry?Any organisation using more than 6,000 MWH or more per year is affected and according to Department of Energy and Climate Change (DECC) this totals more than 5,000 UK organisations (the reality is a possible 20,000)
ICT environments most likely to be affected are UK data centres for large public and private sector organisations
Introduction to UK Carbon Trading Scheme
• The UK scheme is constructed on bidding for allowances. If you qualify (over 6000 MWHs per year), carbon can be purchased as $12 per tonne and offset against emissions over 3 years
• Any spare allowances at the end of the year are surrendered and used for sale on the market.
• Registration packs are available September 2009
• Measuring starts April 2010
• Preliminary reports to be published by the government in July 2011
• Finally, the government will issues a recycling payment based on organisational performance within the scheme
How does the UK CRC scheme work?
UK and Global Market Opinion
• No pan-European scheme
• Unclear how the US will react to the UK scheme
• Within colocation data centres it could be unclear who is responsible for emissions (commercially and legally)
• At current time of writing (Aug-2009) the issue of carbon production and measurement is rising fast up the agenda
Who can help the Data Centre managers?
• Guidelines such as the EU Code of Conduct for Data Centre Efficiency are strongly recommended
• Data Centre Managers should ensure they are measuring their energy use now
• Check with utility suppliers, data centre operators and IT system integrators about services and support
• Conduct an Energy Efficiency audit;
