Program Standards for Victims of Terrorism Monday 10 March and Tuesday 11 March 2008 The organizers would like to give notice of the interactive nature of this two-day conference and invite all participants to take part in the discussions during the conference. The first day, 10 March 2008, starts with a plenary session. A few keynote speeches will be held that will inform the participants of some major challenges that need to be met when a country is faced with a terrorist attack. As an introduction, the keynote address of Alex Schmid will focus on the current status of terrorism threats in Europe. The Spanish responses to the victims situation after the terrorist attack in March 2004 will be explained by Miguel García-Herraiz Roobaert. Kenneth Feinberg will present aspects of the unique compensation fund that was set up in the United States after 9/11. After the lunch break participants take part in two different workshops on the main issues. Each workshop will result in a report brought forward to the plenary. An important part of the second day of the conference, 11 March 2008, will focus on restorative justice approaches in the context of terrorism. Basia Spalek will elaborate the different categories of victims and the difficulty in defining victimhood in the context of terrrorism.Uri Yanay will share the experiences from Israel and Brendan McAllister from Northern Ireland. Donna Hicks will introduce the victims testimonies and share her thoughts on interactive processes that could be set up in the aftermath of a terrorist attack. Three speakers will present a testimony during an interview and illustrate the impact of terrorists acts by sharing their experiences and knowledge. On the occasion of the European Day for the Victims of Terrorism Stefano Signore, member of Cabinet of Justice, Freedom and Security of the European Commission, responsible for terrorism will address the audience on the EU policies regarding victims of terrorism. During the closing session, representatives of key organisations in the field are invited to make plenary statements, thereby presenting the organisation's opinion on the draft standards. Every NGO interested may address the audience. Finally, the endorsement of the Declaration on Assistance to Victims of Terrorism, in which the standards will be presented, will take place. It is up to the decision-making bodies of the European Union to further discuss, refine and introduce these standards.
