I am extremely excited to greet each of you, as we prepare to convene in the City of Las Vegas, Nevada for another historic gathering of Phi Beta Sigma Men! Record numbers have registered to attend Conclave Las Vegas 2019: “The Pride & The Power: Celebrating African American Men.

Our amazing Brotherhood began a journey of transforming communities over 104 years ago. Since that time, Phi Beta Sigma, the organization, and the stellar gentlemen who’ve lined the rolls, have made significant contributions to the history of the African American culture and this nation as a whole. We will celebrate the imprint that Phi Beta Sigma has made on the fabric of America, when we assemble at the Westgate Las Vegas Casino & Resort.

This is the Conclave Las Vegas 2019 Chapter Planning Tool Kit. It provides your chapter with all of the necessary information needed to fully prepare for Conclave participation and engagement. Enclosed is valuable content on our host hotel, registration, schedule and workshops.

Also included are all of the forms your chapter needs to properly register, compete and submit. Please review all forms carefully with your chapter’s delegation and register TODAY. Pay special attention to the deadlines!

RESERVING YOUR HOTELPhi Beta Sigma Fraternity members MUST first register for Conclave 2019, in order to reserve a hotel room for the convention. Once your registration payment has been processed and completed, you will have access to the hotel reservation link in BluPrint.

GENERAL REGISTRATION INFORMATIONIn preparation for your participation at Conclave 2019 – Las Vegas, below is vital information for your conference experience. Please note that some conference events and activities ARE NOT included in the registration fee. Specifically, tickets to the Life Members’ Breakfast, Phi Beta Sigma Federal Credit Union Breakfast, and Distinguished Service Chapter Dinner are not included in the registration fee. Entry into those events will require the purchase of a ticket, if you qualify for admittance. Fraternity members seeking to participate in those events are required to purchase a ticket through Evite when announced. No tickets will be sold onsite to these events. However, individual tickets to other events will be sold onsite. Please stay tuned to communications and announcements from the International Headquarters for those ticketed events.

PAYMENT OPTIONSThe preferred method of payment of registration fees is the BluPrint Database System (http://www.phibetasigma1914.org/membership/bluprint/). Personal checks, cashier/bank checks, all major credit cards, or money orders are acceptable forms of payment. All credit card payments require an additional 4% fee. Additionally, funds can be remitted from your Phi Beta Sigma Federal Credit Union (PBSFCU) account for registration payments. Please contact the PBSFCU and your Conclave Registration Form MUST accompany the payment.

The CUT OFF POSTMARK DATE for all mail-in registrations is June 1, 2019. Brothers who submit registrations post-marked after June 1, 2019 ARE NOT guaranteed full registration kits and conference gifts, subject to pre-ordered stock.

REGISTRATION MATERIALSAll Conclave materials will be available for pick-up at the registration site. Pre-registered Brothers and guests MUST provide the Conclave 2019 Registration Confirmation and a government-issued photo ID to receive your Conclave materials.

VIP Registrations will be available to elected and appointed General Board officers, DSC members, Sapphire and Platinum Life Members, Past International Presidents, Golden Heritage Members and Brothers with special needs accommodation. A VIP section will be designated at the registration site. VIP registration materials will be presented to General Board officers and Past International Presidents.

REGISTRATION CONFIRMATIONRegistration participants will receive an electronic Conclave Confirmation receipt at the conclusion of your registration payment process. Please contact the Finance Department via email at [email protected], if your confirmation receipt is not received.

For mail-in registrations, participants will receive the Conclave 2019 Confirmation receipt, in the mail, to the address listed on the registration form.

SPECIAL NEEDS ATTENDEESAll Plenary Sessions and meal functions will provide special seating for Brothers and guests with special needs.• Guest Room Accessibility Accommodation. Please make sure you INDICATE your hotel needs when making your hotel reservation with Westgate Casino & Resort.• Refrigerators. Each guest room includes a mini-fridge.• Meals. Choices are available (vegetarian, gluten-free) on the registration form and during the registration process.• Mobility. For attendees needing special assistance with transportation within the hotel facility and conference area, there are several companies in the area that rent Golf Carts and Motorized Scooters.

REGISTRATION TRANSFERRegistration funds are transferable from one financial member to another financial member. The policy also covers one registered guest to another registered guest. Transfers at the same registration rate are permitted ONLY. If a transferor’s request is presented at a time when the registration rate has increased, the difference in the registration rate MUST be paid by the transferee in order for the transfer to be complete. Written and signed permission from the transferor to the transferee is required for those transactions. A Brother may transfer his personal registration ONLY. The deadline for the transferring of Conclave registration is February 21, 2019.

REGISTRATION REFUND POLICYRegistration fees are eligible for a refund, provided written notification is submitted to and received at Phi Beta Sigma Fraternity’s International Headquarters. The associated rates and postmark date deadlines are as follows:• REFUND FEE of $150.00 on refund request postmarked by April 1, 2019• ZERO REFUND after April 1, 2019.

VOTING INFORMATIONConclave 2019 participants designated as the primary delegate and/or alternate delegate representing their respective chapter and other qualified voting members, must provide official confirmation of their eligibility status from the International Headquarters. Each delegate must complete the Delegate Certification Section on the Registration Form.

PURPOSEThe purpose of the Alain Leroy Locke Scholar Honors Chapter is to recognize our scholastically high achiev-ing Collegiate Brothers. This Chapter will help fulfill its purpose through the encouragement of high academicachievement. It will also serve as the highest distinction a Collegiate Brother can obtain during their collegiateyears.

Scholarship is one of the high ideals of our illustrious organization, and as such it is imperative that we pro-mote this ideal among our collegiate members.

POLICYRequirements for Membership• To be eligible, a financial collegiate Brother must have a minimum GPA of 3.5 (with a minimum of 80credit hours), and have been in the Fraternity at least two full semesters, prior to application submission.

Application Process• The open period to submit applications will be from January 15th to March 15th of each conclave year. No

application will be accepted if not postmarked between the stated dates stated for open period.

• The applicant must be approved and voted on by his chapter prior to his application. His completed applica-tion must be forwarded to their Regional Director for Board approval including the following materials:

- Completed application with letter from chapter President stated the Brother is being nominated byhis chapter and meet all qualifications.

- Letter of Intent from the applicant (a 1-3 page letter which addresses how important academicexcellence is to the applicant.)

- An official transcript must be sent directly from the university to the Regional Director showing acumulative grade point average.

- An updated resume to be sent to Regional Director with package.- Three letters of reference (one from campus staff or faculty, one from the nearest alumni chapter

member or advising alumni chapter, and one from a citizen in the community (must be a non-Sigmaand not a family member) to be sent to Regional Director with package.

• Upon approval of the region board or regional conference, the applicant’s package will be submitted directlyto national office to be held for the Alain Leroy Locke Scholar Honors Chapter chairman. Regional Directorsmust have all application with package information postmarked and forwarded to the national office on orbefore May 15th.

• Regional Directors must verify applicant’s information is accurate and verifiable.

• All Alain Leroy Locke Scholar Honors Chapter committee members will receive from the national office acopy of the complete package of each applicant which has been approved by the Region on or before June15th. Each Alain Leroy Locke Scholar Honors Chapter committee member will review and study forConclave meeting.

Brother Dr. Guilbert A. Dailey, Professor Emeritus of Speech and Theatre, retired from Coppin State Collegein 1996 after more than 30 years of service to the College. He joined the Coppin State College faculty in 1962,as an Assistant Professor of English and Speech and as Director of Theater.

Around 1968, Coppin State Teachers’ College began its transition into a four year liberal arts institution; thus,new majors were developed. When the English major was instituted, Dailey developed new courses in litera-ture, speech and drama, including Shakespeare and Advanced English Grammar. He was a Shakespearianscholar. In 1973, he became chairman of the newly established Speech Theatre Department, and the speech,drama and productions courses, originally offered through the English Department, were moved into the newdepartment. Today, students can pursue the Speech Theatre concentration as a minor and Urban TheatreManagement major.

Dr. Dailey is a Past Director of the Eastern Region, past Editor in Chief of The Crescent Magazine, Past Inter-national Director of Education and a member of the Distinguished Service Chapter. Dr. Dailey took pride inbeing a part of the 100 Black Men of Maryland and the Connecting Links. It was through these public servicearms that he funneled his undaunted service to youth and to the community. For several years he chaired theWilliam Dorsey Scholarship Fund, directing scholarships to predominantly black colleges of Maryland.

Guilbert A. Dailey served Coppin State College for thirty-three years. Throughout his entire career, he had areciprocal learning relationship with his students. He believed that every good teacher can and does learnsomething from his students. He has always placed his students first.

Their growth in learning and their ability to think more profoundly and progressively were his chief concern.He set and modeled extremely high standards for his students and never allowed them to settle for medioc-rity.

In 1996 he retired and as a tribute, he was requested to deliver the Commencement Address. Two years later,in 1998, Dr. Dailey was bestowed another great honor. He was conferred Professor Emeritus for his outstand-ing service and contribution to Coppin State College, its faculty, and its students. Dr. Dailey was the firstfaculty member at Coppin to be bestowed this status.

Dr. Guilbert Alfred Dailey died in 1999. He had shared a beautiful marriage with Dr. Thelma Thomas Daley,past National President of Delta Sigma Theta Sorority, Inc. They greatly complemented each other. Dr. ThelmaDailey, former Coordinator of Guidance and Counseling for Baltimore County Public Schools, is a consummateeducator. She has a continued history of community and public service. Her leadership skills have beenacknowledged by a number of professional and public service organizations. As a couple, they gave freely oftheir time to local, national and international community endeavors.1

DEBATE TOPIC:Since the 1990s, schools have implemented a zero tolerance policy in an attempt to address challenges inthe school setting. However, research has indicated that these policies disproportionately affect students ofcolor, creating a “school to prison pipeline.”

Competition Packet

The Conclave 2019 International Step Show Competition will consist of representatives fromeach of the seven regions. The representatives will compete for the Conclave 2019 InternationalStep Show Competition Championship title. The competition will be held on Thursday, July 11,2019. To ensure that the event is a success, the following are guidelines for competing.

1. A registration form must be sent via email or hard copy, mailed to the internationalheadquarters no later than May 31, 2019. The goal is that each region send theirrespective Regional Step Show Champions to compete. However, for those regionsnot holding a step show compeition this year, multi-chapter teams will be permittedto compete if each member is financial as prescribed in the constitution.

2. There is a mandatory meeting on July 11, 2019 at 9:00am. A representative fromyour chapter MUST be present at this meeting. There will be a scheduled practice/run-through for the show.

3. Each team is allowed two stage managers to assist with props and music. Allmembers, including stage managers, must be registered and guest pay entrance fee.Failure to follow this rule will result in immediate disqualification.

4. A package will be distributed to each chapter/team consisting (1) the rules of thecontest, and (2) judges rating form.

1. The use of profanity and sexually explicit material will result in deductions. The judges will make decisionsas to what constitutes profanity or sexually explicit material. Deduction decisions will be made at thediscretion of the judges.

2. Each step team will have a minimum of 5 people and a total of 15 minutes to perform, including introductionand exit. The clock starts when the first member steps in full view of the judges in synchronous with themusic and vocal elements.

3. Five points will be deducted for teams over 15 minutes.

4. The highest score wins the competition.

5. All music must be sent to [email protected] no later than June 15, 2019. A person may beassigned to instruct the sound person during the performance. The DJ is not responsible for any musicthat is not properly recorded or played at specific segments/sequences.

6. No pyrotechnic or weapons will be allowed. Any special equipment request should be specified to theInternational Conclave 2019 Step Show Committee Chair.

7. All teams (including stage managers) must consist of recognized financial members of the Fraternity asprescribed in the constitution and bylaws.

8. In the event of a tie, each team will face-off together on stage with a pre-rehearsed stroll performancethat is not to exceed five (5) minutes that will be judged on three criteria:

• Enthusiasm• Creativity• Synchronization

9. Any team that does not comply with the aforementioned rules and regulations will receive a deduction inscores and/or be disqualified.

10. Each team must sign a performance waiver. If the waiver is not signed, the team will not be allowed toparticipate.

Participant Waiver FormsAll participants must have a signed waiver on file prior to playing in any game.

Number of PlayersEach team may consist of a maximum of 5 players and a minimum of 3 players. A team may have only 3players on the court at any time. At least ONE collegiate member and ONE alumni member must be on thecourt at all times. All games must start with at least 3 players on each team. Any number of players (1, 2, or3) may complete a game.

Team Requirement: There MUST be a minimum of (1) Alumni member and (1) Collegiate member on theteam roster.

Equipment & ApparelNo player shall be allowed to wear a guard, cast, hard brace or other potentially dangerous equipment on hisor her elbow, hand, wrist, finger, or forearm, including equipment made of hard leather, plastic, plaster ormetal—even if the equipment is covered with soft padding. Soft braces, sleeves and wraps will be allowedunless they pose a danger to other players. The game official retains the right to disallow any equipment orapparel that it judges to be dangerous.

Basketball SizeA full size ball men’s basketball (29.5 in) will be used for all games.

Basket HeightAll baskets will be the standard 10 feet high.

Free Throw Shooting Distance and TimeThe distance for free-throws will be the standard 15 feet. Each player will have a maximum of 7 seconds tocomplete the free throw attempt. A change of possession will occur if time expires.

Two-Point Shooting DistanceA 2-point arc will be at approximately 19 feet

Game TimesTeams must be ready to begin play at their scheduled start time. Teams not at their court for their scheduledgame are given a 5 minute grace period before a forfeit is enforced. A forfeit will be scored 20-0.

Length of GameIf a score of 20 is achieved within 25 minutes. The 25 minute clock is stopped during team time-outs and if the court official stops play for a player injury orother unusual circumstances. If neither team has reached a score of 20 points, the court official shall stop thegame after 25 minutes of play. In all situations, the court official shall declare a technical foul if the official determines that a team isintentionally stalling to run out the clock.

If a score of 20 is not achieved within 25 minutes.If at this point of interruption, a team has a lead of 2 or more points, that team is declared the winner. If neitherteam has at least a 2-point advantage, the overtime rule will be activated. In overtime, the first team to scorea total of 2 points more than the leading team’s score at the beginning of the overtime session, or reach 20points, will be declared the winner. A coin toss will determine who gets the ball out of bounds first in overtime.Use these examples as a guideline: SCORES AT BEGINNING OF THE OVERTIME SESSION Score of 19 to 18: the first team to 20 wins (no game goes beyond 20 points) Score of 16 to 16: the first team to 18 wins Score of 8 to 7: the first team to 10 wins Score of 14 to 12: no overtime is needed since the leading team has at least a 2-point lead

Which Team Receives the Ball First?A coin toss prior to each game will determine which team gets the ball out-of-bounds first.

Keeping ScoreEvery shot inside the arc shall be awarded one 1 point. Every shot behind the arc shall be awarded 2 points.Every successful free throw shall be awarded 1 point. The first team to 20 points is the winner.

Time-OutEach team is allowed a single one minute time-out per game. The clock will stop running during a time-out.

SubstitutionsSubstitutions can be done by any team when the ball becomes dead, prior to the check-ball. The substitutecan enter the game after his teammate steps off the court and establishes a physical contact with him.Substitutions can only take place behind the end line opposite the basket and substitutions require no actionfrom the referees or table officials.

Player InjuryA court official has the discretion to suspend play for the protection of an injured player. If a player is bleedingor has an open wound, that player will be directed to leave the game and properly bandage the wound. Aplayer with any bloodstained clothing or bandage must remove the stained or saturated material prior tore-entering the game. If it is believed that a player has lost consciousness during a game, or is severely injured,Phi Beta Sigma Fraternity, Inc. may require a written note from a medical doctor who has examined the playersubsequent to the game injury and specifically authorizes that player to continue participation in the tourna-ment.

Checked BallThe ball must be “checked” by an opposing player before it is put into play. The check-in must occur behindthe arc line. The pass may occur anywhere on the court, but the on-ball defender must remain behind thetwo-point arc.

Change of PossessionThe ball will change possession after scored baskets and all free-throw attempts with the exception ofTechnical, Intentional or Flagrant fouls. Essentially there will be no “make it, take it” rule.

Taking It BackThe ball will be “taken back” on each change of possession, regardless of whether or not a shot wasattempted. Failure to “take it back” results in loss of possession and no points awarded. “Taking it back”means bringing your whole body and the ball behind the arc line.

Ball Out-of-BoundsA ball out-of-bounds will be taken out from the top of the key.

BoundariesThe basket structure, padding, and structural supports will be played as out-of-bounds. The actual backboard,including its face, top, bottom and sides, shall be considered in-bounds.

Jump BallIn a jump ball situation, the ball will first go to the team which lost the opening coin toss, with alternatingpossessions thereafter.

FoulsCalled fouls, in the act of shooting, shall result in one free throw shot, including on a successful field goal, inwhich case the basket counts and the team is awarded an additional free throw shot. However, if a player isbeyond the two-point arc and is in the act of shooting when fouled, two free throw shots will be awarded, ex-cept on a successful field goal, including on a successful field goal, in which case the basket counts and theteam is awarded an additional free throw shot. A change of possession will result regardless of whether thefree throw shot(s) is (are) made or missed. During a free throw, opposing team players may not intentionallydisrupt the shooter’s unhindered throw. After a foul shot, the ball will be placed into play from the top of thekey. Incidental contact between opponents shall not result in a called foul unless such contact results in ameaningful disadvantage.

The following fouls will result in additional sanctions:

Technical Fouls A technical foul will be called for unsportsmanlike acts such as taunting, baiting, or trash talk. Taunting andbaiting can involve derogatory remarks or gestures that incite or insult a player. Trash talk involves a deeplypersonal, verbal attack directed toward any person involved in the event. In extreme cases, the player mayalso be suspended from play and a coach or fan removed from the court for the remainder of that game orfor the rest of the tournament. A player who aggressively comes into contact with or assaults a court official,scorekeeper, or other tournament official shall be automatically ejected from the game and for the remainderof the tournament. The court official may also assess a technical foul if the official determines that the teamis stalling in the interest of preserving a winning margin. A technical foul results in one free throw for the of-fended team and possession of the ball.

Intentional FoulsAn intentional foul is a foul designed to neutralize an opponent’s obvious advantageous position. It is a foulwhich, based on the official’s observation of the act, is not a legitimate attempt to directly play the ball. A foulshall also be ruled intentional, based on the official’s observation of the act, if while attempting to play theball, a player causes excessive contact. An intentional foul results in one free throw for the offended teamand possession of the ball.

Flagrant Fouls A flagrant foul may be of a violent or aggressive nature, or an act which displays unacceptable conduct. Itmay or may not be intentional. It may involve violent or aggressive contact such as striking, kicking, kneeing,moving under an opponent who is in the air, and crouching or hipping in a manner which could cause severeinjury to the opponent. It may also involve dead ball contact or dialogue which is extreme or persistent,aggressive, or abusive. A flagrant foul result in two free throws for the offended team and possession of theball. The player committing the foul will be suspended from play for the remainder of that game and possiblyfor the rest of the tournament.

DunkingDunking is allowed.

StallingStalling is prohibited. Stalling is a style of play in which a team does not actively attempt to advance thebasketball toward the basket and shoot the ball at the basket. It is a method used in an attempt to run outthe game clock to preserve a win. Stalling is considered an unsportsmanlike act and will result in a technicalfoul against the offending team.

Sportsmanship PolicyGood sportsmanship and cooperation is both anticipated and expected. The team captain or designatedparent, if applicable, is expected to aid in controlling teammates’ and team followers’ conduct and to representhis/her team as spokesperson in case of appeals to the court official. Poor sportsmanship could result inpenalties against the team in either the Technical, Intentional, or Flagrant foul categories. Acts such as fighting,

taunting, intimidating or verbally attacking a tournament official, player or spectator may lead to removal ofthat player, team and/or spectator from the tournament.

Tie BreakersIn the case of a tie to determine championship round standings, it will be broken as follows: 1) Head-To-Head,2) Most Wins, 3) Least Points Allowed, 4) Coin Toss.

The International Collegiate Affairs Committee (ICAC) shall have the power to make decisions on anypoints not specifically covered in these Rules and shall also have the complete authorization to interpretthe intent and purpose of these Rules. ICAC and officials also reserve the right to disqualify any playerand/or team for infractions of tournament policies.

THE INTERVIEWe interview will take place prior to the pageantby the judges earlier in the day. e attire is abusiness suit.

PRESENTATIONe presentation will be evaluated on the overallattractiveness, poise, personality, and self-expres-sive introduction to the judges and audience.Points will not be awarded or deducted on theproduction itself; however, each contestant shoulddisplay enthusiasm and enjoyment during thiscategory.

TALENT COMPETITIONContestants will perform a talent of their choicefor a maximum of three (3) minutes. An accept-able talent is not limited to a dramaticreading/monologue, dance interpretation, singing

or musical instruments. Contestants mustsubmit a brief description of their talent, alongwith any props needed for this category.

SWIMWEAR COMPETITIONContestants will wear a one-piece bathing suit ofpersonal color choice. Swimsuits should betasteful and complimentary to the figure. Overexposure of the body will not be tolerated.

EVENING GOWN COMPETITIONContestants are required to wear a FORMALEVENING GOWN. e gown should representpersonal taste of color and style.

QUESTION AND RESPONSEContestants will be asked impromptu questionswith a personal response.

e Miss International Phi Beta Sigma Pageantjudging system is designed to promote diversity,individuality and overall achievement among allcontestants. Judges score the individual contestantsimmediately following each phase of the competition.Contestants are scored totally on a 1-100 point scalein whole numbers; within each category (more thanone contestant may receive the same score). ere isone panel of judges for the entire competition. Alljudges have been educated about the Miss Interna-tional Phi Beta Sigma Pageant 2018 Judging Systemand represent a variety of professional sectors withintheir communities. Contestants may receive anadditional 5-25 fundraising points (maximum 25) forthe sale of advertisements in excess of the $2,000minimum ad sales requirements.

RULES & REGULATIONS

1. Contestants must come prepared.a. Please bring all items that you will need (personal items, medications, hose, etc.). Do not plan

to shop for items of necessity.

b. Contestants must bring all items needed for the competition (i.e., costumes, instruments, music, props, etc.)

2. Mandatory for All Contestants:a. You must be on time for all scheduled events. One point will be deducted for each minute you

are late. e points will be subtracted from pageant score.

b. Contestants will not be permitted to leave the premises with parents, other relatives or friends until aer the pageant. Chaperone may request permission.

c. Male visitors are strictly prohibited. Only visits from other contestants are allowed.

d. During your stay in Las Vegas, Nevada contestants are expected to be a person of good moral character. (No Profanity or Unruly Behavior).

e. No alcoholic beverages are to be consumed during your official stay with the Miss International Phi Beta Sigma Pageant.

f. Contestants will use the Miss International Phi Beta Sigma Pageant Transportation. You will not be allowed to travel with family or friends.

g. Each contestant will be assigned a room with another contestant. Each person will beresponsible for their phone calls and other incidental charges. No additional person(s) will be allowed to lodge in the assigned room.

h. Any contestant who is unable to perform during the pageant will be automatically disqualified.
