Comprehensive Planning ProgramComprehensive Planning Program

The Comprehensive Planning Program is dedicated to identifying ways to enhance and facilitate planning efforts of Wisconsin's local governments and to improve the coordination and cooperation of state agencies in their land use activities.

Assists local governments in the development and adoption of comprehensive plans, consistent with §66.1001, Wis. Stats..

Funding through the Department of Administration, Division of Intergovernmental Relations ($2.0 million in program revenue annually)

Wisconsin Comprehensive Planning LawWisconsin Comprehensive Planning Law

Defines a Comprehensive Plan – nine elements (Issues and opportunities; housing; transportation; utilities and community facilities; agricultural, natural and cultural resources; economic development; intergovernmental cooperation; land use; implementation)

Requires consistency between official mapping, zoning, subdivision ordinances and the comprehensive plan by January 1, 2010.

Requires public involvement.

Assists communities with grant program.

The state does not approve or review local comprehensive plans other than monitor compliance with grant conditions.

The Department of Administration is a clearing house of all adopted plans in the state.

DOA Plan LibraryDOA Plan Library

DOA receives and makes available copies of all adopted

Comprehensive Plans per 66.1001 stats.

DOA Library currently contains 369 plans, 68 which

were written without a state grant.

List of adopted plans available on DOA website,

including web links to many adopted plans. DOA

maintains hard copies of all submitted plans for public

review.
