PCVC History
Started as a private initiative to promote the Philippines as a major travel destination, the
Philippine Tourist & Travel Association was organized in 1950. In 1956, the Board of
Travel and Tourist Industry was created by Philippine Congress. As stipulated in the
Integrated Reorganization Plan in 1972 sanctioned as a law under Presidential Decree
No. 1, as amended, the Department of Trade and Tourism was established, reorganizing
the then Department of Commerce and Industry. A Philippine Tourism Commission was
created under the unified Trade and Tourism Department to oversee the growth of the
tourism industry as a source of economic benefit for the country. Then in In 1973,
President Ferdinand Marcos created a new cabinet-level Department of Tourism (DOT)
by splitting the Department of Trade and Tourism into two separate departments.
Included in the new Department of Tourism, the agency Philippine Tourism
Authority (PTA) and the Philippine Convention Bureau (PCB) were created. The
Department of Tourism was then renamed Ministry of Tourism as result of the shift in the
form of government as enshrined in the amendments to the 1973 Constitution.
Then in 1986, under Executive Order Numbers 120 and 120-A signed by
President Corazon Aquino, now the Department of Tourism was reorganized and the
Philippine Convention Bureau was renamed as Philippine Convention and Visitors
Corporation. In 1998, the Department of Tourism was one of the main offices of the
government responsible for the culmination of the centennial celebrations of Philippine
Independence from Spain.
In 2002, the Department of Tourism initiated one of its most successful tourism
promotion project, Visit Philippines 2003, under Secretary Richard J. Gordon.
The latest improvements in the tourism industry in the country came about with the
passage of Republic Act No. 9593 or the "Tourism Act of 2009." The law provides a new
structure for the administration of tourism in the country through the reorganization of
the Department and its attached agencies, the establishment of a Tourism Development
Fund, and the creation of specialized tourism zones throughout the country.

It is a non-stock, non-profit government corporation attached to the Department of Tourism (DOT), tasked with promoting the country as an ideal tourism, convention and incentive travel destination. Its Conventions and Incentive Travel Unit (CIT), in particular provides comprehensive information, assistance and guidance to meeting planners and incentive travel organizers who seek an ideal venue for their meetings and incentive groups. In addition, the PCVC offers its experience and expertise through the following wide range of services, all of which are free:

Incentive Program PlanningDraws up an imaginative and unique itinerary for the programs of incentive group planners and organizers.
Liaison ServicesProvides clients with a valuable network of contacts both in government and private sectors. Helps facilitate clients' need: locating certified Destination Management Companies (DMC's) and reliable suppliers of goods and services; setting up linkages with appropriate government agencies.
Site InspectionArranges site inspection trips and technical visits to help clients in planning and decision making.
Attendance PromotionAssists in promoting attendance to booked events through network of foreign and domestic offices.
Promotional Material SupportSupplies clients with a variety of promotional materials and audio-visual aids; from general tourism materials, tour shells, to specialized paraphernalia for meetings and incentive groups.

Meetings, Incentives, Conferencing, Exhibitions acronym MICE is applied inconsistently
with the “E” sometimes referring to events and the “C” sometimes referring

to conventions. MICE is used to refer to a particular type of tourism in which large
groups, usually planned well in advance, are brought together for some particular
purpose. Recently, there has been an industry trend towards using the term "Meetings
Industry" to avoid confusion from the acronym.
Most components of MICE are well understood, perhaps with the exception of incentives.
Incentive tourism is usually undertaken as a type of employee reward by
a company or institution for targets met or exceeded, or a job well done. Unlike the other
types of MICE tourism, incentive tourism is usually conducted purely for entertainment,
rather than professional or educational purposes.[3]
MICE tourism usually includes a well-planned agenda centered around a particular
theme, such as a hobby, a profession, or an educational topic. Such tourism is a
specialized area with its own trade shows (IMEX) and practices.[4] MICE events are
normally bid on by specialized convention bureaus located in particular countries and
cities and established for the purpose of bidding on MICE activities. This process of
marketing and bidding is normally conducted well in advance of the actual event, often
several years. MICE tourism is known for its extensive planning and
demanding clientele.
MEETINGS, INCENTIVES, CONVENTIONS AND EXHIBITIONS (MICE)
The development of the Philippine convention industry became official government policy in 1976, a milestone year that marked the establishment of Southeast Asia’s first full-fledged convention center, the Philippine International Convention Center (PICC); and the creation of the Philippine Convention Bureau (PCB) as a government corporation dedicated to the promotion of Philippines as a meetings and convention destination. That same year, the Philippines successfully played host to the International Monetary Fund - World Bank Joint Conference that signaled the entry of the Philippines into the world conventions market.
Since then, the Philippines has hosted some of the biggest and most important international and regional meetings, conferences, conventions, congresses, and events that have made its capital city, Manila, one of the acknowledged “Convention Cities” of the world.
The Philippine Convention Bureau (PCB) was later reorganized in 1987 to become the Philippine Convention and Visitors Corporation, now known as Tourism Promotions Board (TPB), in response to market developments which embraced the new, more specialized, and quality-oriented Incentive Travel Industry. In recent years, the

meetings, conventions, and incentive travel industry evolved into an even wider representation of several specialized sector of tourism to encompass exhibition and events. The convention industry now became known by the acronym: MICE, which stands for Meetings,Incentives, Conventions and Exhibitions/Events.
THE ROLE OF THE TOURISM PROMOTIONS BOARD (TPB)
The Tourism Promotions Board (TPB) is a corporate body attached to the Philippine Department of Tourism (PDOT) that is responsible for marketing and promoting the Philippines as a global tourism destination. Specifically, it shall market the Philippines as a major convention destination in Asia, taking charge of attracting, promoting, facilitating, and servicing large-scale events, international fairs and conventions, congresses, sports competitions, expositions and the like.
Its Conventions and Incentive Travel (CIT) Unit in particular, provides comprehensive information, technical assistance and guidance to planners, organizers, association and corporate executives, government and non-government institutions, and other entities who seek an ideal venue for their meetings, incentive travel groups, conventions, exhibitions and events.
The TPB offers its experience and expertise through the following wide range of services and business solutions to convention and meeting planners and incentive travel organizers:
1. SALES AND PROMOTIONSAggressive Philippine participation in MICE-specific international trade shows and expositions, the conduct of sales missions abroad; and the organization of regular MICE Buyer Invitational Programs to the Philippines.
2. BID PREPARATIONMatching international account leads with local counterparts with the potential to bid; technical assistance in the planning, preparation, and submission of Philippine Bid Proposals; active assistance in soliciting multisectoral support and in drawing up a total package of benefits and privileges for Bid Presentions before international decision making Boards and entities.
3. LIAISON SERVICESCoordination between the international Host Committee and the Local Counterpart Organization; assistance in matching the international organization’s requirements with suitable Philippine facilities and services; locating and endorsing PDOT/TPB-accredited and professional MICE suppliers; and in liaising with government and other relevant local entities for necessary permits, endorsements and authorities.

4. PROMOTIONAL MATERIAL SUPPORTProvision of an adequate supply of specialized information materials on the Philippines as an ideal destination for MICE groups, marketing paraphernalia like audio visual presentations, Delegates’ bags and kits, giveaways, specially printed materials and other materials as required.
5. TECHNICAL VISITSCoordination and organization of technical visits of international MICE Clients in relation to a bid or a hosted/booked MICE account.
6. ATTENDANCE PROMOTIONAssistance in promoting attendance to booked events through its network of foreign and domestic offices.
As Asia’s pioneer in conventions, the Philippines can easily host an international event with expertise and creative approaches. More importantly, though, it offers the added incentive of discovering 7,107 island experiences: breathtaking natural wonders that range from the golden sunset of Manila Bay to the virgin rain forests and mysterious underground rivers of Palawan; from historic Intramuros and Vigan to the graceful mosques and indigenous tribes of Muslim Mindanao; from golfing greens to 44,097 square meters of coral reef dive sites teeming with marine life; from innumerable pristine white-sand beaches to the wonder that is the Banaue Rice Terraces.
But however each visitor experiences the Philippines, what shines through is the genuine warmth and gracious hospitality that comes naturally from the heart of every Filipino. This is the heartware, the extra touch which adds a special, welcoming spark to each guest’s stay. It is an added perk that makes any convention or incentive trip to the Philippines a memory that will last a lifetime.

3. WORLD TRADE CENTER – MANILA
In the Philippines, World Trade Center Metro Manila is the first world-class exhibition center which was inaugurated on November 1996. The first of two exhibition halls cover a total floor space of 8,300 square meters.
Set to be added to the complex in the near future is another exhibition hall, a high-rise office/commercial building, as well as a hotel. It will house the offices and club facilities such as restaurants, lounges and other amenities.

4. CEBU INTERNATIONAL CONVENTION CENTER (CICC)
The Cebu Convention Center (Cebu International Convention Center, CICC) is a structure built by the Cebu Provincial Government in time for the 12th Asean Summit in January 2007 and the 2nd East Asia Summit.
It is a three-story structure with a gross floor area of 28,000 square meters and situated on 3.8 hectares of land in Mandaue City.
The Cebu Convention Center features an International Media Center, a large Plenary Hall, an Exhibition Hall, and several Meeting Rooms. The Cebu International Convention Center is an ideal venue for conventions, meetings, trade shows, business conferences, sports, corporate events, expositions and other special events.
