This complaint is against city of Cherokee, Girard, Frontenac, and Pro-Tempore judge in CrawfortiCounty TimothyFielder.

I recently sent in a complaint on Timothy Fielder that I received correspondence from your commission that thecomplaint would be put on the August 7,2015 meeting. I just found some more unethical evidence on TimothyFielder and I wanted to send it in with this complaint to be added to the other complaint which will be heard on August7,2015.

I have been doing research on all of Timothy Fielder's cases since I had been in casenuniber 2014CV7P inCrawford County where he was the opposing attorney in the case and the judge was Kurtis Loy.

I was reading through the case file of 10CR375G State of Kansas vs. Michael Swan and realized their was a letterdated January 22, 2011 sent from Mr. Swan to attorney/city and Pro-Tempore Judge Timothy Field~r asking him if hecould be his attorney in a criminal case. Timothy Fielder writes back to Mr. Swan and informs him that he knowlonger handles criminal cases but then he makes the unethical inappropriate mistake of "REFERRING STEVESTOCKARD" and says he used to be my partner in Girard!!!! This shows bias and prejudice for Steve Stockard as ajudge should not be referring private attorneys as it is unethical. Does Steve Stockard pay Timothy Fielder to referhim to clients?

I feel that with Timothy Fielder representing Steve Stockard as an attorney it violates the followingJijles relating tojudicial conduct and they are: Rule 1.1 Promoting Confidence in the Judiciary, Rule 1.2, Rule 1.3 AvoidingInappropriate Use of the Prestige of Judicial Office, Rule 1.4, Rule 2.2 Impartiality and Fairness, Rule 2.3(A)(B) Bias,Prejudice, and Harassment, Rule 2.4(B)(C), Rule 2.13 Administrative Appointments(A)(1)(2).

How can a judge be allowed to refer his old law partner as a private attorney and it not be a ~olatiorJof the code ofjudicial conduct???????

I have included a copy of the 2011 that was signed my Mike Swan with an (X) and the correspondence from city andPro-Tempore Judge Timothy Fielder on January 25, 2011 showing that he is referring his ex-law partner and also heis referring him to "WILBERT & TOWNER" which just happens to be the place that was previously 9wned by judgeA.J. Wachter, judge Robert Fleming, and attorney Kyle Fleming who is Judge Lori Fleming's husbaJlld.
