The Children with Special Needs Fund provides support for children with special health care needs by assisting their families to purchase equipment that enhance quality of life, and promote health and mobility.
This fund operates on donations and is only available when no other source is available.
You do not need to be enrolled in CSHC to apply. You just need to be medically eligible.

Family Support Subsidy ProgramAdministered through Michigan Department of Community Health

The Family Support Subsidy program offers financial assistance to help families care for their children with
severe disabilities up to the age of 18. Payments are just over $200 a month.
To apply student must have a Multidisciplinary Evaluation Team (MET) recommend the child for an educational
eligibility category of SCI,SXI or ASD. Children with ASD must be in a program for students with ASD, or a program
for students who are SCI or SXIFamily taxable income may not exceed $60,000

Most private insurances don’t cover diapers. If your insurance has a Durable Medical Equipment Benefit as part of the policy, diapers can sometimes be covered.
Medicaid does cover diapers once a child is over 3. But you must be eligible for Medicaid. After 18 your student should qualify. If your student has Medicaid fax a doctors prescription to J&B Medical .

Oakland County Community Mental Health Authority leads a provider service network that assists more than 22,000 Oakland County citizens, as well as manages a $300 million dollar budget.
People who receive public mental health services through the OCCMHA provider network include those who have a developmental disability or mental health illness, children with serious emotional disturbances and their families, or substance use disorders. The majority of these individuals have Medicaid.

• Access and Eligibility• Common Ground is the entryway that connects
Oakland County residents to public mental health services provided by dedicated, healthcare professionals. It operates the OCCMHA Resource & Crisis Helpline that is accessible 24/7. Common Ground handles community crisis calls, determines eligibility for public mental health services and supports, connects people with follow up resources, and authorizes psychiatric hospitalizations for people with Medicaid coverage and those who are uninsured.

People who live in Oakland County and meet the criteria listed in the Michigan Mental Health Code for persons with a developmental disability are eligible for services and supports. The Code describes a developmental disability as a severe, chronic condition that is due to a mental or physical impairment or combination of impairments. These impairments must occur before the age of 22, be likely to continue forever and seriously limit you, or not allow you to do things in three or more of the following activities:
•Taking care of yourself •Receptive and expressive language•Learning•Mobility •Self-direction •Ability to live by yourself and make money on your own

How are MORC and CLS services paid for?
Under the age of 18, services are based on family income. Oftentimes there is an “ability to pay”.
After 18 services are based on the student’s income. To be eligible for Medicaid services a student cannot have
more than $2000 in their name.

Mental Health Medicaid Specialty Supports and Services(If not eligible for Medicaid, there is an ability to pay)

• Person Centered Plan• Supports Coordination• Community Living Supports-goal and objective based activities provided
by paid support staff to live independently and participate in the community.
• Respite-provides short term relief either in the home or a community setting.
• Skill building- supports, services and training to help a person participate actively at work or in the community
• Supported Employment• Housing-supports and services to live as independently as possible.• Transportation to and from home to participate in a Medicaid covered
service**** There are many other covered services.. These are some of the more common ones individuals have used. Talk to your support coordinator about others.
Children’s Waiver A Federal entitlement program that provides Medicaid funded home and community-based services to children under 18. Children with developmental disabilities who have challenging behaviors/and
or complex medical needs. You cannot be eligible for Medicaid, the Waiver “Waives “the requirement for Medicaid.
Michigan serves 464 children statewide
In Oakland county call MORC Children and Family Service at 586 263-8908 to be pre-screened for the Waiver. The
state maintains a priority list. You must reapply each year.
Children’s Waiver Program: This is a federal entitlement program for children with developmental disabilities and complex medical and or behavioural needs. For eligible participants, services include family and staff training and specialty services that could include nursing, speech, recreational, and dietary. The program also helps with community living supports, transportation, respite care, durable medical equipment and accessibility adaptations. This program is not available to children with Medicaid or MIChild insurance.
Autism Waiver Program: This new, state of Michigan program provides Medicaid coverage for children aged eighteen months to six years old with autism to receive Applied Behavioural Analysis therapy.

Lahser Respite Home- Located in Beverly Hills and operated by Judson Center. Licensed to provide respite for children between 5 and 18 (If grandfathered in before age 18 can
continue until 26).Hickory Grove Respite- Located in Bloomfield Township and operated by Macomb Residential Opportunities. Provides
respite care for adults with developmental disabilities.
18After the age of 18, a Wing Lake student with a “disabling condition” and assets under $2000 can be eligible for additional services and supports.

If you are a student at Wing Lake with a disability, remember Medicaid isn’t just a Health Plan. Medicaid also funds supports and services related to the Mental Health System . It is important to protect Medicaid and make sure your student never has more than $2000 in their name. Families often investigate opening a “Special Needs Trust”. The ARC of Oakland has information on Trusts.

After 26Once a Wing Lake student has aged out of school, the relationship the student has with their Support Coordinator
through MORC or CLS becomes very important. A plan is developed through the Person Centered Plan so that supports can be funded..

Some students go out in the community with their CLS (Community Living Supports) person instead.
These are all Medicaid funded supports and programs and a support coordinator through MORC or CLS Oakland will help in the plan. Neither MORC or CLS run these programs.

MRS is part of the Michigan Department of Labor and Economic Growth. It is administered through the Department of Human
Services. This is a program that will help a student who is interested in competitive employment, including exploring the
possibilities of self-employment or owning a small business.

Housing Options
As an adult some students choose to remain in the family home. The previous slides help families support that vision by.
Some adults move into group home. If you are interested in exploring Group Home living, you must talk to your support coordinator at
MORC. Group homes are run through private organizations, but MORC supports the funding.
If you are interested in a “Personal Residence” where up to three adults live in a home, then either MORC or CLS can assist with funding the staffing supports. You find the home. You find the Direct Care Provider to provide staffing. Community Housing Network has a database and runs a support group for people looking for roommates. In order to share the financial costs of running the home, typically there are three adults living together.
