Cost of Living

Concession

The new State Government Cost of Living Concession for pensioners, low-income earners and self-funded retirees who hold a Commonwealth Seniors Health Card came into effect on 1 July 2015.

The new concession will be paid to a maximum per household and replaces the $190 council rate concession which ceased on 30 June 2015. This means concessions will no longer be applied to Council rates notices or paid directly to retirement village operators. The new concession will be paid directly to eligible residents by cheque or directly into their bank account.

The new concession will provide the following support to households;

$200 to eligible pensioners and low-income earners who hold a license to occupy;

$100 to eligible pensioners and low-income earners who are tenants;

$100 to eligible self funded retirees who hold a Commonwealth Seniors Health Card.

Those residents who received the council rates concession directly do not need to apply separately for the Cost of Living Concession; however residents who previously had their council rates concession paid to their retirement village operator and tenants will need to apply by 31 October 2015 to receive the concession for the 2015-16 financial year.

Council is conducting a residential Green waste Collection. The green waste will specifically be used by Council to be shredded and used on Council garden beds.

Limbs that can easily be managed by 1 person can be shredded.

Green garden waste will be collected, ie. prunings, branches etc., please ensure that no soil and rocks are mixed in with the green waste.

Green waste is to be left on the footpath in front of property or in a trailer in the driveway on the morning of

The District Council of Karoonda East Murray will be holding a drumMUSTER

collection at the

Council Depot, Tower Drive, Karoonda

29th September from 8am to 3.30pm

All farm chemical users within the Karoonda East Murray area are encouraged to bring their empty, properly cleaned, non-returnable, steel and plastic farm chemical containers to the Council Depot for inspection and collection.

Remember all drums must be correctly cleaned both inside and out (including caps and threads) and allowed to air dry to ensure they contain no rinse water in line with the “Agsafe Standard for Effective Rinsing of Farm Chemical Containers” brochure available from chemical retail outlets.

Unclean or partly filled containers will not be accepted and will remain the property of

the chemical user.

Farm chemical users are requested to phone the Council Office on Ph: (08) 8578 1004

to book a delivery time to ensure that Council’s inspectors are available.

Please note you must make an appointment for collection.

Council looks forward to your support in rinsing out, rounding up, and running in all of your empty, properly cleaned, non-returnable farm chemical containers.

**Late bins will not be collected until the following week.** Collection is for DOMESTIC

PURPOSES ONLY. Bins that are too heavy to lift, or contain rocks, bricks

or metal will not be collected. Your bin should be placed with the arrow pointing towards the kerb/

road, minimum clearance 1m of any overhead or surrounding

obstructions - including your recycling tub.

Deposit of waste oil Wheelie bins are not to be used for

the disposal of oil and oil filters. Council has a waste oil collection

facility at its depot, which is available to businesses.

Fire Prevention To reduce the risk of fire spreading in summer it is a good idea to start grazing, spraying or mowing in winter or spring. This can minimise the workload and risk later in the year. Around your house, sheds, etc: remove accumulated litter, deadwood etc to enable mowing, maintain grass to a max height of 10cm. Do

the same on your vacant township block.

Concession on Council Rates

As previously reported in the June-August 2015 Community Newsletter (page 4 this issue) the State Government has announced a new Cost of Living Concession (CLC) of up to $200 is to be paid directly to pensioners and low income earners by cheque. Those people that are eligible include -: Pensioners and Low-income earners who own their own home; pensioners and low-income earners who are tenants; self-funded retirees who hold a Commonwealth Seniors Health Card who own their own home and self-funded retirees who hold a Commonwealth Seniors

Health Card who are tenants.

Applications forms for those people who hold a card issued by Centrelink or the Department of Veterans’ Affairs are available from the Council Offices, 11 Railway Terrace, Karoonda. An online form is also available

www.sa.gov.au/concessions.

Karoonda Railway Terrace

Upgrade

A Working Group has been formed which is to bring for recommendations to Council to advance the Karoonda Railway Terrace Upgrade. Council has given support to the Working Group’s proposal to engage artist Garry Duncan to assist in formulating concept and design plans for the Railway Terrace

upgrade.

The 8 September Council meeting will be held in the East Murray Community Centre and will commence at 10.30 a.m. Members of the Community have the opportunity to present to the Council on the day at 1.30 p.m. and are to confirm their attendance in writing to

Grazing of Roadsides

There have been instances where roadsides have been grazed by livestock. This is contrary to Councils Roadside Vegetation

Management Plan.

It also impacts on the natural resource management of the land adjoining the

roadsides.

Australia Day Awards The District Council of Karoonda East Murray presents Australia Day Awards each year. Awards are presented to acknowledge achievements by individuals or groups living and/or working in our area who have made outstanding contributions to the community.

The Awards provide unique recognition for some of the outstanding work of residents and are part of the Council's commitment to strengthening community participation within the district.

The Australia Day Awards are sponsored by the Australia Day Council of South Australia and are administered by Local Government Authorities throughout South Australia on behalf of the Council. The Award ceremony takes place on Australia Day.

Nominations are accepted in three categories as detailed below.

Nominations must be received by Council no later than 5 pm on Friday 13 November 2015.

Citizen and Young Citizen of the Year

Future of library services in the District Council of Karoonda East Murray

In 2014 the East Murray Community Library and the Karoonda Community Library joined the new One Card network to provide our community with access to the 4 million items held in public libraries across South Australia. This very successful initiative enabled our libraries users to borrow and return items from wherever they are with a single library card. Response to the new system has been strong with libraries experiencing a steady flow of material coming in from other libraries to meet our information needs, as well as our own material being shared with others to maximise its use.

Council is committed to continuing to provide our communities with library services that embraces new technologies and meets local needs. Library services have an important role to play within our Council area.

The Council is eager to build on the success of the One Card initiative by initiating a conversation with our communities about their use of the new library system and the services they would like to see in East Murray and Karoonda Community libraries in the future.

Council are seeking to commence this discussion through a community survey that will help to identify what our community wants from a public library service and how the technology available might assist in the provision of library services.

In late 2014 Council upgraded the Caravan Park with new lighting, drainage, improved power supply and underground services. The old cabin was replaced with two new two bedroom Jayco cabins and relocated to the west of the Caravan Park amenities block. There has been a positive response to the improvements with increased patronage for both the Caravan Park and the Cabins and even occasions with the cabins where both have been booked and alternative accommodation having to be found.

Nikita Grosser—Goalball On the 4th of July 2015, Seventeen people jumped on to a plane to Gangzhou, China. Nine of these people were athletes (four girls including myself and five boys) the rest were parents, escorts and coaches. We then caught a two hour flight to Hangzhou where we would be staying at China’s Elite Goalball Training Facility until the 12th of July. Once we had arrived in China, captains were chosen and I was fortunate enough to be selected as the Australian Youth Girls captain.

On the Monday and Tuesday we participated in a training camp with China’s national teams, sharing what we had learnt along our journeys with one another. Wednesday we visited West Lake which is one of the oldest islands in Hangzhou. On Thursday and Friday we competed in a single Round Robin of Goalball playing against China’s National and Provisional teams. The Australian Youth Girls lost our first game against China’s National team with the score being 10-3, we then went on to play their Provisional team which we won the score being 6-4. The Australian Youth Girls team then went through to the finals against the China National team, which was the tightest game that we played the whole time we were there, with the scores even nearly the whole time, Australia then went on to win with the end score being 5-4 our team came home with a gold medal for Australia with the Australian Youth Boys team taking home a bronze medal.

Both teams put in an enormous amount of effort throughout the tournament and represented Australia with pride.

We sadly didn’t return home until the 14th of July due to the largest double typhoon to hit Hangzhou in over 60 years which caused a few delays in travelling home.

Overall it was an amazing experience, spent with amazing people, a massive thank you to my parents and sponsors who without their help I wouldn’t have made it to China.

This year’s Wynarka Enduro of off–road racing weekend 15-16 August celebrated thirty years of successful events. Fittingly it was probably the best ever, (and possibly the fastest!) with the 44 entries in the seven classes competing over the 21 kilometre course

And once again a most rewarding fund raiser for the community with the Lions Club’s usual catering. Perhaps a note of the history of all this will be helpful—-

On 30 June 1985, the Karoonda Lions Club and Karoonda Historical Society took the initiative and organised the Wynarka Off Road Enduro with the Summit Team Racing Car Club., (STRCC). The initial and continuing objective is to raise funds for local and community projects, in particular the Historical Society and the Pioneer Park museum complex at Karoonda. But none of this would have been possible without the generosity of Wynarka land-owners, Brian and Ruth Martin, a large part of a property near Wynarka permanently taken over for a 21 km track. This includes open long stretches, winding sections thru mallee scrub, limestone ridges and sandhills. Not to mention a large area for marshalling, catering, parking and camping.

The STRCC and Karoonda Lions Club express their gratitude for this support over 30 years.

The Wynarka Enduro is Round 5 of the SA Off Road Racing Association Multi-Club Series, and like all Enduros are conducted under very strict rules .

Off Road Racing events are conducted on courses that are often narrow, twisting tree-lined tracks, undulating farmland tracks, sandy tracks and river crossings, sometimes incorporating man-made jumps and other obstacles.

There are nine Off Road Clubs in South Australia, with each staging their own event.

It is an exciting and adrenalin filled discipline of motor sport and is growing in stature with an increasing number competitors looking to take up the challenge..

But you don’t have to own an Off-Road Buggy to become a member of the Summit Team Racing Car Club. All you need to have is an interest in the sport and a willingness to become involved. A CAMS Accredited Official is a great way to get involved in motor sport without being a competitor. Volunteer motor sport officials are the cornerstone and the support behind the scenes to ensure the safe and fair conduct of motor sport across all levels of competition.

As a CAMS Accredited Official you are in the thick of the action, right next to the competition surface if you wish. Your participation and access to some of the biggest events of the year is free! All it asks for is your time. As a relatively new official you may have the opportunity to officiate at the highest level working at national and international events.

All new officials start off as a CAMS Trainee Official, are teamed with experienced officials and learn how to do most things on the job.

Thirty Years of Off-Road

The Karoonda & District Historical Society, (newly formed from an initiative of the Lions Club), was desperate to find urgently funds to fulfil its Objects.

A chance acquaintance of a member with someone in the STRCC resulted in an investigation into the possibility of an event locally .

This took place over a short impromptu track near the Martin family farmhouse, and was so impressive the present site was investigated and has been used and improved on since.

Initially both organisations ran individual catering alongside one another, the Lions Club making substantial donations to supplement the HS funds for Pioneer Park development. Some duplication of membership had much to do with the foregoing factors.

The K&DHS certainly adds its gratitude to the Martin family for in reality, making all this possible, and the Lions Club for long and continuing support.

LIONS CLUB At the annual handover in June the following came

into office for 2015-16 –

Once again the club gratefully acknowledges the contributions of local business to the annual Lions Christmas Stocking raffle, (and ticket buyers!) resulting in $400 raised for local projects.

The Club was proud to support sight-hampered local girl Nikita Grosser recently, assisting her to participate in an important sports event in China.

It is thirty years this year that the club has been sponsoring the annual Wynarka Off-Road racing. I don’t have exact details at hand, but know that an conservative guesstimate of over $45,000 would have resulted for Club projects.

Lions involvement is mainly in catering for the weekend event and a bit of sit maintenance. The whole thing however, is only possible by the very generous use of land for the 22 km track, by the Martin family.

Some history – the event had genesis when the newly formed Historical Society urgently needed funds, and a member had a contact with the Summit Racing Team, subsequently generating Lions support, and a trial event was held in a paddock near the Martin farmhouse. This proved to have potential and a more expansive site was offered near Wynarka. This has developed from that to what Off-Toad racing clubs have called, “the best Off-Road track” on their circuit. This year the event will be 15-16 August.

A PILGRIM WEEPS

A pilgrimage not my intent,

as Christian lands I left behind,

and went where Anzac lives were spent.

At first, just curious of mind,

But as Australian, had to see –

I drifted to Gallipoli.

A pilgrimage that soon became,

No sooner had I seen that strand,

Where in war mongers’ deadly game

defeat gave glory to our land.

A just defeat – because the Turk

defending Homeland could not shirk.

Their graves are spread from Anzac Cove,

Thru Shrapnel Gully to the heights.

Around Lone Pine whereat they strove

To break the Turk, long days and nights.

But many were who never saw

ANZAC DISPIRITED

In crowded thousands they passed his grave at

Gallipoli,

unheeding the quiet lapping

of ever weeping Aegean waves

as that time, gone

a century

when hailing red hot steel poured down relentless, all

enwrapping.

As fatally he fell, visions of home flashed

as he died

in this alien far-off place.

Clear images of his homeland – bush-fringed beaches, the farm their pride,

the red gums by the fishing hole, free life in an

endless space.

“No greater love hath this…” So with his soul in

Heaven’s sphere

had the Almighty grant request

that it may visit for one day

once more the land he

loved so dear.

Thus spirited, alas, when it returned

had fallen crest.

The gum-ringed fishing hole found guarded with a

sign. “KEEP OUT”,

an absent owner’s property.

The beaches fringed with huge hotels.

Churches, now Night Clubs,

commandments flout.

Billionaires live in mansions, youngsters

live in poverty.

The family farm was bulldozed into the

mullock heap

of a mine’s deep chasm. No staff

in friendly Main Street stores

all closed. As Spirit,

could not weep

at the “NO ENTRY” sign on the locked gates, in

“No foe shall gather our harvest, sit on the

stockyard rail.”

Some poet’s patriotic prose…

(‘tis best they don’t come back as he

to find predictions did

not prevail!)

But harvest and stockyard lost as

generations doze.

And so back in Heaven’s sphere that Anzac soul,

crestfallen

now his future insight’s left doubt

things so many had shed blood for to alien

creeds befallen –

yet thousands passed their graves today uncaring

of the rout.

SA Ambulance Service is seeking people from Karoonda and nearby towns to volunteer their time to train and provide ambulance services to the local community.

John Barrett, SA Ambulance Service regional team leader for the Upper Murray Mallee, said the team could do with a few more volunteers.

“Volunteer ambulance officers gain lifesaving skills that they can use not just on the ambulance but any time. They can help their own families too if needed”, he said.

“We need the community to help supply volunteers for the local ambulance service.”

Cheryl Jones, who is nearly qualified as a volunteer ambulance officer at Karoonda, said she was really enjoying the experience so far.

“We have a great team. The other team members are

very supportive.

“Get in there and give a hand.”

Newly declared pest plant species A total of 24 plant species were recently added to the declared plants list of South Australia, with their sale and movement now banned within the state.

The newly declared species include gazanias, arum lily, box elder and certain cultivars of polygala, fountain grass and sweet pittosporum.

Natural Resources South Australian Murray-Darling Basin District Officer, Sandy Cummings said these problem plants may still be available.

“Some of the newly declared species have traditionally been sold through plant retailers, garden shops and at weekend markets,” Mr Cummings said.

“Many of these plants escape from gardens to become serious weeds, it is hoped the declaration of new plants under the Natural Resources Management Act 2004 will support efforts to protect vulnerable environments.

“As part of an ongoing program, NRM Officers visit and work with nurseries, garden stores and market stall holders to promote awareness of declared weeds.

“Store owners who may have been unaware of the recent changes are now removing polygala, gazania and arum lily from sale.”
