Executive Summary

The Brentwood Karoonda Sporting Association is a seeking funding from the City

of Melville and the Department of Sport and Recreation Community Sporting and

Recreation Facilities Fund (CSRFF) to renovate sporting facilities at Karoonda

Park.

Karoonda Park is located in the heart of Booragoon and is utilised 12 months of

the year by close to 1000 members across four senior and junior sporting clubs:

Brentwood Booragoon Football Club (Senior AFL Football)

CBC Cricket Club (Senior Cricket)

Booragoon Junior Football Club (Junior AFL Football)

Bateman Junior Cricket Club (Junior Cricket)

Playing members have increased by 25% over the last 6 years.

Funding is being sought for the following improvements to sporting facilities at

Karoonda Park.

Introduction

The purpose of this document is to describe proposed improvements to facilities

at Karoonda Park to enhance the development and operation of summer and

winter sports.

The BKSA is an established and growing sporting association currently catering

for junior and senior players in cricket and AFL football. The BKSA is located at

Karoonda Park in the heart of Booragoon. The proposed improvements to

Karoonda Park support achievement of the following strategies and objectives:

City of Melville’s Strategic Community Plan objective of communities

having active and healthy lifestyles. The strategy to make this happen

includes ensuring "accessable health and recreation facilities" available to the

community

WA Football Commission Football Facilities Strategic Plan core football

facility requirement for umpires rooms, home & away change rooms (30m2

minimum), ground lighting for training (all ages) and games (seniors

minimum), and Social/community rooms (100m2)

WA Cricket Association Cricket Facilities Perth Metropolitan Region

Strategic Plan 2006-2015, defining a Level 3 Hierarchy facility hosting

Senior Community level cricket competition (as well as junior cricket) that

“include a higher standard of changing facilities, club accommodation, oval

surface, practice wickets, and possible training lights”

Funding for these improvements is being sought through the Community

Sporting and Recreation Facilities Fund (CSRFF) and City of Melville, with direct

fund raising by the BKSA and member clubs. A CSRFF application is attached to

this proposal.

BKSA is home to four sporting clubs:

Brentwood Booragoon Football Club (senior AFL Football)

CBC Cricket Club (senior Cricket)

Booragoon Junior Football Club (junior AFL Football)

Bateman Junior Cricket Club (junior Cricket)

Currently BKSA has approximately 700 playing members across the current four

sporting clubs. There is a huge number of volunteers across the association,

including committees, coaches, team managers and support staff (e.g. canteen

managers, Auskick Coordinators, etc). With volunteers, non-playing members,

coaching/administration staff, the total community using facilities at BKSA is

over 1000 people. Membership has been growing over the past six years by

close to 25%.

Facilities at Karoonda Park are used year round, with training and playing

occurring up to six days and nights per week.

In 2008 the BKSA made a significant investment in lighting for the main oval

(approximately $70,000 in total). This was funded by CSRFF, the City of

Melville, and BKSA club fundraising. This fundraising includes a loan to the

BBFC, which was fully paid off during 2012.

Needs Assessment

During 2012, the BKSA and member clubs identified a list of issues with on-field

and off-field facilities. The most critical issues to be address were:

Lack of Storage

o a large proportion of sporting equipment is kept offsite at members

homes due to lack of storage

Change Rooms

o Change room for “away” teams is too small, and is rarely used by

visiting teams

o There is no change room for umpires

Playing Facilities

o Field lighting is not sufficient to support increased training and

competition demand from multiple sporting clubs

o Increased demand for cricket practice nets

Other

o Minimal outside shelter from sun and rain

o Main room has no view of playing fields

o No toilets accessible from within main room

The initiatives described in the following sections address these issues and

enhance the operation and development of a number of sports at Karoonda

Park.

Renovation of Club Rooms

The club rooms at Karoonda are extremely dated and insufficient to

accommodate the existing sporting clubs. An extension to the original building

during the 1980s added the existing Main Room, with a second small extension

in early 2000s adding further storage.

The BKSA has developed an initial concept for renovations to the clubrooms to

address these issues – the proposed layout is shown on the following page. This

design re-uses as much of the existing building as possible, while providing the

facilities needed by BKSA clubs.

Key features of this design are:

Reuse of much of the existing building as possible (particularly shower/toilets) to minimise costs)

The building is extended by 10m at the north-east end (towards the netball courts)

Significantly increased storage space, available to all member clubs

Addition of an additional change rooms, an umpires room, improved away change rooms

Consolidation and extension of main room to provide viewing of playing fields

Two estimates for these renovations have been provided – see Appendix A. These are between $283,000 and $312,000 Ex-GST.

Total requested funding is $300,000 Ex-GST to complete this renovation project as per the above design.

Additional Ground Lighting

In 2008 the BKSA installed new lighting on the main oval, primarily for use of

football. This investment was funded by a CSRFF grant, direct fund-raising by

member clubs, and a loan from the City of Melville to the BBFC (repaid in 2012).

Lighting on the second oval at Karoonda is minimal – a single light is available at

each end of the oval (one of these has not been working since 2011).

The investment in lighting the main oval since 2008 has been extremely

successful, and has led to increased utilisation of playing facilities for both senior

and junior sports. During winter, fields are used for playing and training from

Tuesday to Saturday nights, as

well during the day on Friday,

Saturday and Sunday.

This increased use has created two

issues:

1. Increased wear and tear to the

surface the main oval (this was

significant in 2012)

2. Additional teams training and

playing at night are unable to

use the second oval, as it has

insufficient lighting

To date a number of options have

been explored, including installing

additional lighting on existing

towers, or utilising LED lighting.

Two barriers preventing low-cost

installation of additional lighting

are electrical power capacity at

Karoonda, and underground

electrical cables capacity – these have both reached capacity limits, and any

additional lighting will require upgrades.

The most cost effective lighting solution for the second oval is to install new light

poles on the southern side of the oval, allowing additional lighting from four

corners of the field, with sufficient cabling and power to provide the required

lighting levels. The design for this lighting solution is provided in Appendix B.

We are requesting funding of $138,087Ex-GST to purchase and install

additional lighting as per the designs on the following page (see Appendix B).

Additional Cricket Nets

Karoonda currently has three cricket nets in use by the CBCCC (senior cricket

club) and BJCC (junior cricket club). During playing and, in particular, training

days, these nets can become extremely congested with cricket players of all

ages practicing their sport.

We are requesting funding for an additional cricking net on the eastern side of

the existing nets, with all required fencing and pitch surfaces in place. Ground

works will be required to level the ground on the north-east corner.

On-field Shelter

There is limited shelter available for players and spectators at Karoonda at Park.

There is a small veranda at the clubrooms, and trees beyond the playing

surface. We are proposing that a new shelter be built on the field between the

two ovals on the western side of the park.

Kardinya – an open, octagon configuration 8m across.

Thought i’d just give you a heads up as to what was discussed. removal or reconfiguration of lighting poles so might be slightly bigger project than first thought)

I explained the CSRFF program and that the priorities for the fund revolve around the playing of the sport and facilities that support the physical activity. I also explained the CSRFF Small Grants Program (projects under $150,000) and that there are two opportunities per year for this fund (July and February rounds) and the CSRFF Annual and Forward Planning program for projects over $150,000. I would think that there are 3-4 separate projects, lighting, cricket nets, courts and the change rooms/ pavilion. All projects appear to be potential CSRFF candidates on face value and it was pretty encouraging to see the number of sporting groups that are co-located there. I’ve encouraged the sports association to work with the City in the planning of any projects at this reserve and Ken did say that he had been in touch with Mick Doyle.
