• Conduct a pilot project in eight randomly selected communities in Montana and New Hampshire using an equivalent materials design

3 Levels of Assistance
• Minimal: a “how-to guide” and financial support
• Moderate: minimal + training
• Intensive: moderate + onsite technical assistance by the research team

Criteria for CEI Communities
• Population between 2,500 and 10,000
• Non-metropolitan counties (counties with at least one town over 10,000 in population but no city with more than 50,000)
• Have at least 3 recreational sites

1. Will communities receiving different levels of assistance vary in identifying and resolving community barriers?
2. How many identified barriers will be resolved within the nine-month time frame?
