Business Plan Guidelines
Businesses applying for Community Business Boost require to submit an Application Form and Personal
Statement Form accompanied with their up to date Business Plan. The Business Plan is an important element
of your application seeking financial support.
The business plan must be clear, concise and include the following headings:
Executive Summary: a brief overview of company proposals
History, business and products: a brief description and history of the business, a description of the
principal products or services, markets, applications, significant product
advantages, features of current technology, proposed future
developments.
Market and competition: a description of specific markets to be targeted, size of market, major
customers, expectation of price, quality and service, major competitors,
market share sales forecasts for the next two years, pricing policy,
promotion and advertising policy, firm orders or letters of intent from
prospective customers and trends
Strategy and business development: a summary of the targets, new markets or products, expansion or
acquisition plans
Management and Organisation: descriptions of the management team, the company structure,
management succession and human resource policy
Summary financials: historical financial summaries for the past two years (if applicable)
along with financial forecasts covering a two year period and
the assumptions on which they are based. In the case of existing
companies in addition to this the most recent accounts and if these are
more than 3 months out of date the most recent management accounts.
Appendices: for example, the most recent accounts, financial projections, CVs of the
management team, SWOT analysis.

Who we are: The support service to which you are applying is run by the Economic Development Section of the Department of Regeneration Services of Glasgow City Council which is a local authority established under the Local Government etc. (Scotland) Act 1994. Why do we need your personal information and what do we do with it? You are giving us your personal information to allow us to process your application for financial support for your business under the Community Business Boost Scheme. We also use your information to verify your identity where required, contact you by post, email or telephone and to maintain our records. Legal basis for using your information: We provide these services to you as part of our statutory function as your local authority. You can find more details of our role on our website at www.glasgow.gov.uk/privacy. Processing your personal information is necessary for the performance of a contract with you (or to take steps to enter into a contract with you) i.e. an agreement to provide financial support for your business for a fixed period, and on the basis of your consent. We also need to process more sensitive personal information about you in order to meet our legal obligations in relation to employment, social security and social protection law. Who do we share your information with? We are legally obliged to safeguard public funds so we are required to verify and check your details internally for fraud prevention. We may share this information with other public bodies (and also receive information from these other bodies) for fraud checking purposes. We are also legally obliged to share certain data with other public bodies, such as HMRC and will do so where the law requires this. We will also generally comply with requests for specific information from other regulatory and law enforcement bodies where this is necessary and appropriate. 7. State Aid Form

There are European community rules governing the State Aid which individual member states may give to businesses
Glasgow City Council financial assistance to business programmes operate under an element of the State Aid rules
known as de minimis which allows member states to give small amounts of aid to businesses without notifying it to
the European Commission in Brussels.
Under de minimis the maximum amount which can be given to any single business must not exceed €200,000
in the three year period prior to a grant being advanced. As the provider of this state aid, Glasgow City Council must
check that this limit is not exceeded when new aid is given.
If your business has received any other state aid in the past three years it could be de minimis Aid, notified aid
or a mixture of both. Glasgow City Council will need to check this to determine how much is de minimis and
whether or not it will have any affect on the financial assistance you are applying for.
Please complete the table overleaf listing any other State Aid received by your business in the past three years
(or pending) and sign the declaration below. Glasgow City Council will then be able to check the de minimis
position as part of the financial assistance application assessment process.
