Staff continues to assist with recruitments for various sea- sonal Parks and Recreation positions: Parks Maintenance Tech Seasonal, Front Desk Attendant, Concessionaire & Concessionaire Sales Supervisor, and Day Camp Director and Day Camp Counselor.

Listed below is a summary of recent progress and upcoming recruit-ment activity.

Phone interviews were held last week for the Water Conser-vation Coordinator and in-person interviews are now sched-uled next week for top candidates.

An interview for the top candidate for the City Planner va-cancy is being conducted this week.

Two Police Officer candidates are currently in the back-ground phase of the pre-employment process.

Planning

Planning Commission: The April 27, 2021 Planning Com-

mission meeting may be a Work Session on the Housing and Water components of the Master Plan. The Sign Code will be presented at a Public Hearing in May.

Master Plan Steering Committee: The April 8 Steering Committee finalized the Water Chapter and discussion started on Chapters regarding Education and Culture, and Recreation and Tourism. A community engagement event is being planned for May 27 in City Park with a rain date of June 3. More to follow.

WaterNow Alliance: The City of Evans and Water-Now held a kick-off meeting for the residential water audit program on March 24 and have started interview-ing stakeholders.

Sign Code: The Sign Code will be presented in a Work Session to City Council on May 18 followed by Public Hear-ings before Planning Commission on May 27, and City Council in June. The draft Sign Code has been provided to sign manufactures and businesses in Evans for review. To date, two meetings have been held with interested parties to discuss the nature of the amendments. .

Neighborhood Services Staff finalized preparations for the Spring Cleanup event and replied to several inquiries about the event.

Staff managed active code enforcement cases and an-swered resident questions about citations and special as-sessments from 2020.

After years of enforcement and communication, a junk-yard in the Evans Industrial Park on the west side of In-dustrial Parkway is actively being cleaned up.

Staff prepared for spring and summer programs such as the Yard of the Month and Neighborhood Party Trailer programs.

Code Enforcement is aggressively enforcing egregious trash and junk violations throughout the City such as the examples shown below.

Engineering 23rd Avenue – Quay to 37th is scheduled for paving on Sat-urday 4/24. We will need to hard-close the road to thru traf-fic for the day and will open by 5PM with final striping to occur on

47th Avenue – DeFalco has begun working on site. XCEL is on site working on undergrounding

23rd Avenue – Road is open. Final paving and cleanup will happen in April 2021 (tentatively scheduled for week of 4/19/21). Coffey Engineering and Surveying is almost done with all the surveying and will be meeting with City Staff in the next few weeks to discuss post field work exhibit prepa-ration. Staff issued an RFP for the design of the ultimate widening on 04/15/2021.

XCEL 47th Avenue – Sturgeon has mobilized to the site is working on the undergrounding. Staff coordinate the work with the contractors at a meeting held last week.

XCEL 11th Avenue – Work is progressing on the under-grounding of the electrical distribution system along 11th Av-enue.

East Side Storm Sewer –Staff is coordinating the final plan set and cost estimating/ reconciliation. Railroad permits have been applied for. Construction is expected to begin in late Summer.

Evans Ditch flume project –The work on the ditch was com-pleted and approved by the River commissioner. The ditch can now run water.

Water Efficiency Plan – The City is advertising for the posi-tion of Water Conservation Coordinator. Grants have been acquired to assist in the program preparation.

Year 2020 Usage and Available Water Supply Study – The analysis and data gathering are near completion. Following will be a report with presentation to Management.

37th Street Overlay Project – Ditesco is working with As-phalt Specialties and CDOT to complete the project closeout documentation. Once completed, the final payment applica-tion will be processed. The project will be advertised as be-ing paid in full. Staff will then process release of retainage. The deadline for project closeout is April 30, 2021.

Tuscany non-potable system – L4 environmental continues their work with grading the ponds and preparing to install the southern pond liner (bentonite treatment) over the next week. The pumps were delivered this week of.

Lagoon Decommissioning – The project was advertised on 04/15/2021.

37th Street Widening – Design is moving forward for a two-phase project. Construction in Phase 1 will be from 47th Av-enue to Sienna Avenue. Phase 2 will complete the construc-tion to 35th Avenue. NFRMPO approved the new phasing at the March meeting. An open house is scheduled for

04/15/2021 here at the community complex with in person (50-person capacity) and virtual options available.

Greeley Water Customers Transfer to Evans – One remain-ing meter transfer is scheduled to be completed. Final trans-fer of water shares is being coordinated.

Wiedeman Irrigation Line Purchase – Staff is preparing a counteroffer and conditions for purchase of the irrigation system.

2021 Waterline Design Project – Staff had a progress meet-ing with Ditesco and continues working on the designs.

Peakview SS Service Inclusion of the Gary Wiedeman Prop-erty – Alternatives have been presented to both affected par-ties. A Memorandum of Understanding is being prepared.

Evans Industrial Park Drainage Master Plan –Two pro-posals were received for this project and are being reviewed.

Utility Master Planning –A kickoff meeting will happen in the next week or so.

Idaho Street / RR Pond – Seven proposals were received on 03/25/2021. Review is in progress and staff will bring to City Council on 04/20/2021 for approval.

2021 Road Maintenance o Crack Sealing – Work is complete o Chip Seal – Staff will be bringing this contract to

Council at the 05/04/2021 City Council meeting. o Concrete Replacement - Work is in progress. o Asphalt Patching – Staff will be bringing this con-

tract to Council at the 04/20/2021 City Council meeting.

o Asphalt Reconstruction/ Mill and Overlay – Con-tract was awarded on 04/06/2021. Work is sched-uled to begin on May 03.

o Striping – Staff will be bringing this contract to Council for renewal at the 05/04/2021 City Council meeting.

Parks • Staff located, opened, and set up a space for a funeral service on 4/13/21.

• Staff continue to prepare sports fields for Recreational sports programs.

• Staff finished all the Cemetery broken branch clean up this week.

• Staff worked with a contractor to remove 4 large tree stumps from trees that were removed during the last snowstorm.

• Driftwood Park playground was finished and opened on Tuesday 4/13/21.

Police

Wastewater Operations Staff took the grit removal system offline at the treatment plant after discovering damage on one of the components, then drained and cleaned the entire system in preparation for repairs.

Staff continue to Hydro clean the sanitary sewer lines in east Evans.

Staff charged the irrigation system at the treatment plant and repairs are underway.

Staff has begun to review the CCTV video footage from the Hill-N-Park sewer cleaning and inspection project.

Seasonal grounds maintenance is ongoing. A contractor was onsite performing repairs on the Emer-

gency Generator at the treatment plant when additional is-sues were discovered, so the generator remains offline un-til parts can be ordered and repairs performed.

Staff performed preventative and repair maintenance on the HVAC units at the treatment plant.

PW Operations • Staff repaired a water main break on Homestead Court on 4/5/21.

• Staff swept 11th Avenue and parts of 42nd Street and 17th Avenue.

• Staff installed new “Intersection Ahead “street signs on 42nd Street east and west of 17th Avenue.

• Staff are testing backflow prevention devices for the Parks Department so they can begin irrigating.

• Staff have started non-potable irrigation systems with pota-ble water in the Nevilles Crossing, North Point, and Grape-vine Hollow neighborhoods.

• Staff have the Evans Ditch in town and running for the sea-son.

• Staff completed 15 work orders for items related to water meters, high usage, and new meter installation.
