CPA’s Outlook: CNMI will rebound because of our beautiful islands that attract

Asian travelers; Close coordination with visitors authority on marketing &

promotions to increase traffic by 100% over a 5 year period; Use the newly approved US DOT approval to convince foreign air

carriers to fly additional US points beyond CNMI; Closely work with existing carriers to maximize load factors and

to initiate new flights; Sichuan Airlines executed AUA with CPA for direct service to and

from different cities in China; Air Saipan inaugural flight scheduled for July 2012. Providing air

service between Saipan to Japan and other Asian destinations; and Arctic Airlines estimated to commence operations in May 2012

with cargo service between Saipan, Rota and Guam.

Design/Build Contract awarded to RadioCom NTP – December 21, 2009 Completion Date – December 22, 2010

Restroom Renovations & Water Pump Upgrade Designer – GHD (formerly known as Winzler & Kelly) Construction Manager – GHD Project redesigned to accommodate additional restroom and drainage

issues

High Roof Drainage & A/C Improvements Designer – Hofschneider Engineering Construction Manager – SSFM Saipan Project redesigned to include replacement of holding room air-

conditioning units per FAA approval

Commuter Terminal Renovations Designer – Taniguchi Ruth Makio Architects Construction Manager – Pending Design completed. Pending completion of other projects to ensure

available funding.

Saipan Runway Rehabilitation Project: Project awarded to GPPC in September 2009 but

contract was put on hold due to SMS requirements SMS Panel convened in March 2010. Panel found

construction activities to be low risk On March 24, 2010, construction resumed with

electrical work Milling and paving work commenced in November

2010 at approximately 50% completion Work suspended to address issues with deeper

cracks CPA recently received FAA approval for

supplemental crack repairs to address issue and extend life expectancy

Redesign is underway but will extend completion date to end of 2012 or later

Contractor has resumed shoulder work, conduit laying and installation of new lighting fixtures

Where CPA is at now… CPA working closely with FAA to complete all

AIP funded projects Management taking proactive steps to ensure

smooth operations for both air and seaports CPA exceeds the debt ratio in 2010 and 2011

for airport and seaport revenue bonds No questionable costs discovered during CPA’s

2009 and 2010 audits Procurement, Personnel, Airport and Seaport

Rules and Regulations being updated Master plans for all three airports and

seaports anticipated in order to improve all facilities

CPA working closely with Executive and Legislative branches of government for project coordination and funding of non-AIP projects
