Nature of Work
Responsible for the overall maintenance and functioning of electrical fixtures, lighting systems,
equipment, and various electrical components at the airport/seaport facilities.
This employee is responsible for maintaining and repairing electrical devises, equipment, runway
lighting system, passenger loading bridge electrical systems and various electrical components at
the airport/seaport facilities. This position is technical in nature and under the direct supervision
of the Airport Manager and/or Operations Supervisor.
Examples of Duties
1. Plans and directs all activities of electrical maintenance and repairs.
2. Performs maintenance and/or repairs in emergency or urgent situations.
3. Applies proper techniques and procedures in performing electrical maintenance and repair
works.
4. Performs general diagnostic tests on loading bridges electrical system, conveyor system, and
generator on a regular basis.
5. Observes all applicable safety measures and complies with requirements.
6. Applies theories, methods and techniques necessary for favorable results.
7. Complies with applicable local, Federal and FAA rules and regulations.
8. Submits reports to the Airport Manager regarding regular and emergency repair work
performed on a periodic basis.
9. Studies new and improved technology applicable to electrical systems installed at CPA.
10. Submits written reports as required.
11. Assists Airport Manager and Engineering personnel in reviewing new electrical requirements
for CPA.
12. Maintains accurate record system on maintenance and repair.
13. Performs other related duties as assigned.
Minimum Requirements of Work
1. General knowledge of functions of the Operations Department.
2. General knowledge of approved practices and techniques of airport operations.
3. Ability to apply principles and theories governing electronic instruments and devises.
4. Ability to grasp with adequacy the contents of technical information or layouts on electronic
equipment.
5. Ability to communicate effectively both orally and in writing.
6. Ability to train personnel on general theories and principles of electricity.
7. Ability to establish and maintain a cooperative relationship with management, supervisors,
personnel and tenants.

Minimum Qualifications
An AA degree or equivalent to certification as electrician from an accredited U.S. college or
trade school with four (4) years of progressive electrical application experience in airport
operations, aviation or airlines.
No record of criminal conviction.
Pay Range
Pay Level 8
Minimum: $21,257.12 annually or $10.22 per hour (Pay Level 8/1).
Maximum: $36,356.89 annually or $17.48 per hour (Pay Level 8/12).

GENERAL MAINTENANCE I
Aircraft Rescue and Fire Fighting Facility- SIA
Code 300 Nature of Work Responsible for performing routine repairs and maintenance procedures for the Aircraft Rescue Fire Fighting (ARFF) facility and the Pacific Region ARFF Training Center (PRATC). This employee is responsible for performing daily-scheduled repairs and maintenance procedures and specific phases of special projects as directed by supervisors. This class is also responsible for developing skills in preparation for more difficult repairs and maintenance assignments. Examples of Duties (Illustrative) 1. Performs routine repairs and maintenance procedures. 2. Responds to emergency repair works. 3. Participates in inspecting ARFF and PRATC building complex areas on a daily basis
and performs repairs to concrete fixtures, wooden structures, painting, glass windows and doors, signs, light fixtures and other components of the facilities.
4. Performs specific phases or tasks of electricity, plumbing, masonry and/or mechanical work in special projects as directed by supervisors.
5. Applies procedures and manuals properly at the ARFF Department. 6. Applies techniques necessary for favorable results. 7. Participates in airport related training programs. 8. RECEPTIONIST/SECRETARY
Code 110
Nature of Work
Responsible for handling incoming and outgoing communication including telephone calls
and messages, and performing secretarial work directly involving the activities of
management and administrative staff.
The employee in this class is responsible for handling incoming telephone calls and
messages or documents and performing various secretarial work involving the administrative
activities of the Executive Director, Deputy Director and other staff members of
management. Assignment or instruction is received from the Office Manager and/or
Executive/Board Secretary II.
Examples of Duties (Illustrative)
1. Reviews correspondence, reports and other documents to determine the proper
disposition.
2. Records incoming or outgoing important documents and/or instruments in log sheets
or similar record as required by management, i.e. fax sheets, checks, bids, payments,
certified letters, reports, packages by courier.
3. Handles incoming and outgoing phone calls, fax sheets and messages efficiently.
4. Promptly handles incoming phone calls and fax documents as instructed by the
supervisor.
5. Greets visitors or guests and promptly refers to the appropriate CPA staff.
6. Accepts and adjusts appointments for the Executive Director or Deputy Director and
members of the management team and reports to him or her the nature of
appointments, name and title of person (s), firm or agency and other pertinent
information.
7. Assists in the preparation records and/or documents for meetings or conferences.
8. Brings important matters which might require priority handling to the attention of the
appropriate staff accordingly.
9. Compiles, organizes and files records and documents systematically.
10. Implements approved filing system.
11. Follows performance standards and written procedures for both routine and non-
routine work.
12. Maintains a high degree of confidentiality on records or information as specifically
instructed by supervisor(s).
13. Responds to crisis or urgent situations, i.e. research of a specific record that is

HUMAN RESOURCE SPECIALIST
Nature of Work
The Human Resource Specialist provides assistance to the Human Resource Administrator in all
human resource matters and will be familiar with all aspects of human resource management.
The Human Resource Specialist will assist management and advise employees in areas involving
human resource issues and projects. The Specialist will also maintain employee and
administrative records and input information into the HRIS database. The Human Resource
Specialist is expected to carry the assignments through to completion with minimal supervision.
Examples of Duties (Illustrative)
The Employee will:
Know and uphold the established CPA Mission, policies and procedures, relevant federal
and Commonwealth statutes and regulations, and CPA and Human Resource Management
objectives.
Establish and maintain employee records; collect and manage employment information in
complete confidentiality; maintain daily reading file; produce reports, as required.
Assist with the preparation of human resource actions and routing them to proper signatories.
Prepare HR forms and other human resource-related correspondence.
Handles employment application intake. Assist with the review of all in-coming applications
and in other aspects of the staffing and selection process.
Assist employees in completing hiring and end of employment procedures, to include
employee orientation and exit interviews.
Implement human resource policies, assisting staff in the administration, interpretation of,
and compliance with all policies.
Monitor the timekeeping system, assisting managers as needed.
Maintains employee data information in the computer system. Maintain the HRIS system
and input all updated information on human resource actions into the HRIS system.
Assist the Human Resource Manager in preparing for manager and Board meetings.
Assists employees and the public with personnel information and interpretation of personnel
policies and procedures.
Perform other duties as may be assigned, including occasional duties normally performed at
either a higher or lower position level.

RADIO OPERATOR/WEATHER OBSERVER - Tinian

Nature of Work
Responsible for airport advisory work at Tinian International Airport by performing specific
phases or activities of the advisory services.
The employee in this class is responsible for performing airport advisory work involving all
phases of operations at the advisory station. Work is reviewed through conferences with
the Supervisor for Radio and Weather Observation or his designee and submission of
reports.
Examples of Duties (Illustrative)
1. Complies with CPA policies, regulations and procedures applicable to airport
advisory and weather reporting.
2. Responds to crisis, emergency or urgent situations in accordance with applicable
rules and procedures.
3. Attends basic and fundamental airport advisory training programs.
4. Communicates with aircraft personnel by providing airport traffic and weather
conditions.
5. Observes and records weather conditions on a regular basis by using prescribed
methods, techniques and formats of CPA and the U.S. National Weather Bureau.
6. Maintains radio units and other communication systems and reports immediately to
supervisors regarding malfunctions, breakdowns, needed repairs, regular service
maintenance schedule.
7. Inspects weather equipment on a regular basis and reports to supervisors regarding
malfunctions, breakdowns, need of repairs, etc.
8. Applies proper airport advisory techniques and procedures to effectively carry out
the functions of the advisory operations.
9. Obtains a certification from the U.S. National Weather Bureau on weather
observation within the established time period of the airport advisory training
program.
10. Records, compiles and organizes flight data on a daily basis for supervisors.
11. Develops skills in basic airport advisory work.
12. Learns performance standards and written instructions or procedures for both routine
and non-routine work.
13. Complies with safety requirements, OSHA and applicable federal regulations.

Maximum: $1,331.75 bi-weekly or $16.65 per hour (PL 7/12).
