SUBJECT: RESPONSE TO CITY COUNCIL MOTION RELATIVE TO "CICLA VIA" EVENT

RECOMMENDED ACTIONS

1. That the Board of Police Commissioners (Board) REVIEW and APPROVE this repmi.

2. That the Board TRANSMIT this report to the City Council's Public Works Committee.

DISCUSSION

This report is in response to a City Council Motion made by City Councilmember Eric Garcetti (Council File #1 0-2280) requesting the Department, with the assistance of the Los Angeles Department ofTranspmiation (LADOT), Bureau of Street Services (BOSS), and other appropriate City entities, in coordination with CicLA via, to repmi on the October 10, 2010 CicLA via event in an effmi to plan for similar events in the future.

On October 10, 2010 the City of Los Angeles hosted the inaugural "CicLA via" event inspired by "Ciclovia;" the original, weekly street closure event in Bogota, Colombia. This event closed a 7.5 mile route of Los Angeles streets to vehicular traffic, allowing for pedestrian and cyclist use only, creating a temporary web of public space on which residents ofLos Angeles were encouraged to walk, bike, socialize, celebrate and learn more about their own city.

There were major street closures with 14 intermittent crossing points. The crossing points were controlled by LADOT and Los Angeles Police Department (LAPD) personnel. The "CicLA via" event commenced at 10:00 AM and concluded at 3:00PM. The route included street closures in four geographic Areas (Rampmi, Olympic, Central, and Hollenbeck) and encompassed two bureaus (Central and West)

The Los Angeles Times estimated the attendance at 100,000 while other media estimated a more conservative 50,000. Regardless, pmiicipants showed up in large, conflict-free numbers that exceeded the Mayor's anticipated crowd of35,000 pm1icipants. The LAPD Incident Management Team's inclusion of all involved departments and entities during the planning process greatly contributed to the success of this event. Analysis of the event revealed a few points to address for future events.

First, many cyclists stopped on the 4th Street B1idge to take pictures of the spectacular view. The cyclists' actions, while reasonable, disrupted traffic flow and created a hazard due to the lack of an established traffic pattern to accommodate their activities.

Second, as the event came to an end, there was confusion as the clean-up process began at both ends of the venue. Sweeper trucks worked their way toward the center of the route, confusing the remaining cyclists. Several agencies were unaware of this deployment and there was some disruption and confusion as the route was reopened to vehicular traffic.

Last, the event was staffed by 110 sworn personnel on an overtime basis. The critelia for staffing the event was largely based on the number of crossing points identified along the route. Next year, the venue is proposed to expand, which would increase the number of crossing points, thereby requiring increased deployment of personnel.

Due to the overwhelming success of the first event, the next CicLA via event is being planned for an undetermined Sunday in April2011, along the same route. As such, the event planners are polling organizations, businesses, City agencies, etc. in an effort to obtain their concerns and ideas. Additionally, organizers are considering the feasibility of holding additional events next year, and perhaps as many as one per month the following year.

In an effort to address the City Council motion, the Department is recommending that the Commanding Officer of the respective bureau assign one of their commanding officers as a Planning Section Chief in order to be integral in the development of the Event Action Plan. Additional recommendations include continued collaboration with appropriate City entities in future planning, increased deployment of bicycle officers for purposes of traffic flow and event route integrity, designation of a rest stop area on the 4th Street bridge, as well as improved coordination and implementation of street clean-up. Finally, bureau overview will ensure that the growth in size and popularity of future events is reflected in an increase in the number of deployed personnel in order to ensure public safety for this widely successful event.

- After years of preparation, Los Angeles held its first "CicLAvia" on October I 0, 20 I 0. The CicLAvia event closed a 7.5 mile route to vehicular t raffic through East Hollywood, the Westlake District, Downtown Los Angeles and Boyle Heights for pedestrian and cyclist use. The goals of the event were to promote open space, public health and community and economic development. The event was a collaborative effort betwe·en the City of Los Angeles and CicLAvia, the non-profit organization that sponsored the event. It is estimated that between 60,000 and I 00,000 people took part in it.

I THEREFORE MOVE, that the City Cou ncil instruct the Los Angeles Police Department, the Los Angeles Department of Transportation, Bureau of Street Services and .other app ropriate City departments/bureaus, in coordination with CicLAvia, to report on the October I 0, 20 I 0 CicLAvia event in an effort to plan for.·similar events in the future.
