Commander’s Corner

As my term draws to a close, I have reason to remember many good moments.

When I took over this job I realized I had some big shoulders to stand on; past

Commanders, all continue to bring their unique stamp to the position. I set myself

a few objectives, and am happy to say they have been met.

First I wanted to enhance the relevance of District in the eyes of the Squad-

rons. I have attempted to do this with the “Share Day” where Squadron Bridge

officers could spend some informal time with their counterparts in other Squad-

rons, and with the corresponding District officer. This was a success, but I have to admit the pizza helped. In addition I have started a “Commander’s Blog” on our

VIND website to periodically publish a paragraph or two of timely issues relevant

to our District.

The second objective was to increase the awareness of environmental issues, and put VIND on the environmental map as it were. With the input of some very

talented people, this too has happened.

It has been a rewarding experience, particularly seeing first hand the amaz-

ingly hard work, talent, hours, and dedication the huge number of volunteers in-

vest in to making CPS work. And this applies to Squadron, District, and National

levels.

TAKE NOTICE that the Annual General Meeting of Vancouver Island North District will be held at The Royal Canadian Legion on May 29-30, 2009 at Chemius for the purposes of:

(a) receiving and, if thought fit, approving the Reports of the Officers of theDistrict;

(b) receiving and, if thought fit, approving the Financial Statements of theDistrict for the twelve-month period ending March 31, 2009, and the Reportof the Squadron/District Auditor thereon;

(c) electing the Officers of the Squadron/District;

(d) appointing the District Internal Audit Review Committee;

(e) considering such further and other business as may properly come before the

meeting.

The Report of the District Nominating Committee is attached to, and forms part of, this Notice. Under District Regulation 12.1, any further nominations must be made by way of a petition, in writing, signed by not less than

The day held a lot of promise. The skies around Parksville were clear, and there was a moderate northwest wind. The forecast was for the winds to swing to light southeast, so Sai and I hooked the boat up to the truck for a Deep Bay launch. Susanne was working in her studio on some custom tile sprigs.

We rolled up the Inland Highway, keeping an eye on the clouds rolling over the mountains to the south. It looked

like the possible showers were developing, and the possibility of thundershowers was in the forecast. My gut told me that we were fine, and should go ahead with the day as planned. After all, the sun was still shining on us as we put in.

There was a low chop on the water as we passed Chrome Island and made our way to Norris Rocks. We were looking for the fishermen’s bane, the seal! Sai was visiting from Japan, and wanted to see us much wildlife as possible. There were a couple on the rocks, with a few more milling about in the water. We zipped over to the Flora Islets where there more of the same. Then we went back around Tribune Bay for a short tour of the fabulous beaches, on across the Strait to Lasqueti Island, down Sabine Channel, and over to Secret Cove. All the while, the

storm over the mountains was building a magnificent thunderhead.Secret Cove was hot, and as we puttered up the fingers, we passed several people swimming. The water felt quite warm at the surface. Sai marveled at the beauty of the cove. I marveled at the size of the yachts tied up there! We stopped at one of the marinas to get a chocolate bar and take a break.

After topping up the tank, we headed down to Smuggler’s Cove, still enjoying the sunny, calm afternoon. Then we nipped across to the south shore of Lasqueti Island and followed the shore to False Bay, swung out to Sisters

Island, then headed straight across to Baynes Sound. The cloud was now obscuring the sun, and it looked like it would be nip and tuck as to whether or not we would arrive in the rain. The mountains were not visible through the rain sheets, but that seemed to be a little to the east of Deep Bay. As we neared Norris Rocks, I spotted some

splashes off our Starboard, and altered course to intercept.

A humungous pod of Pacific White-Sided Dolphins was feeding and playing. As we approached, I slowed to a stop, so as to not get too near, and possibly hurt one. As we sat there, the pod seemed to expand, and the next

thing we knew, they were everywhere around us. There was well in excess of eighty animals! Some would do tail stands, some leapt out of the water, some seemed to be

chasing fish, twisting and turning swiftly in circles.

Some came directly at the boat, submerging on one side

and coming up on the other. They must have gone fairly deep, because I could not see them in the water as they

passed under.

It was a good 20 minutes before the last of them moved

on, and we could make slow progress toward Chrome

Island without catching up to the pod. Riding up the sound

and around into Deep bay we were under the edge of the

black storm cloud. The top no longer had the anvil, as much

as we could see, but the rain was very visible. We pulled out, secured the boat on the trailer, and headed for the

highway. By the time we crossed the rail line, it had started to spit. Once on the Inland Highway, it was only minutes until we were in a torrential downpour that continued all the way home. Meanwhile, we could see a nice, calm, sunny Strait of Georgia!

Environment Officer

1. Boating Course - Environmental content

News from the recent national training meeting in April indicates that finally the Boating Course will be getting updated and additional environmental content. This additional training material may come in the form of mate-

rial in the main student notes, or may come in the form of an appendix to the course notes. In either case it will

be a welcome and much overdue addition to the course, thanks to the efforts of our recently appointed National

Environment Officer.

2. The “Grey Water “ issue

As most members are aware, there has been an ongoing controversy and concern over the past few months with

respect to the provinces’ indicated plans to enforce Section 13 of the Environmental Management Act (EMA). More specifically, they had indicated that they intended to apply it in coastal marine areas. If this were applied and enforced, it would require that all boaters have holding tanks for their grey water.

The good news is that the Minister of the Environment, after extensive lobbying, has sent formal letters to all in-

terested parties stating that the only planned enforcement is to be in the Shuswap/Mara Lakes system at this time. In addition, he states that the province has no intention of applying this section to coastal marine areas either now

or in the future.

There are still concerns, however, among the boating public that the government may change their mind in the fu-

ture, and to this end some boating lobbying groups are continuing to apply pressure to the government to change

the legislation to exclude any possible application to ocean marine areas.

We CPS members, as responsible boaters, should nevertheless attempt to minimize our grey water impact on

the marine environment, and to that end you can watch this publication for future articles on “environmentally

friendly” approaches to minimizing grey water impact.

3. The “new” Pollution (sewage) Regulations.

Members should not forget that new pollution regulations came into effect in May 2007, with most effects not impacting the average boater until May 2012.
