1 Introduction
1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of ‘Zero Incidents, Zero Harm, Zero
Compromise’ for the Thames Tideway Tunnel project (the ‘project’).
1.1.2 The Code of Construction Practice (CoCP) comprises two parts:
a. Part A: General requirements. These measures are applicableproject wide.
b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated in Part A.
1.1.3 This document forms the CoCP Part B for the project works at theChambers Wharf site and sets out detailed site-specific measures including
working hours, site set-up and servicing arrangements, taking into accountenvironmental matters and consultations with the London Borough ofSouthwark and other stakeholders.
1.1.4 For ease of reference, this document sets out site-specific issues anddeviations from Part A; therefore where no site-specific measures arespecified, reference should be made to Part A.
1.1.5 A plan of the location of the site is shown in Figure 1.1 overleaf .

2 General requirements
2.1.1 As per the CoCP Part A.
3 Communications and community/stakeholderliaison
3.1.1 The employer shall convene a community liaison working group inaccordance with Schedule 4 of the Section 106 deed with the LondonBorough of Southwark.

When other types of working hours (CoCP Part A,Table 4.1) are required, these shall be subject to
consent from the local authority under Section 61 ofthe Control of Pollution Act 1974.
Except where any surface structures are deemed tobe at risk and for essential activities to ensure safetyof the works (eg, pump maintenance and tunnelboring machine inspections), the contractor shallincorporate within the construction programme aone-week site shut down during both the Easter andChristmas periods.
Site layout The contractor shall use best endeavours to position
required offices and storage containers or structuresin the site layout to serve as noise barriers, havingregard to effects on daylight and sunlight. Specifically, the contractor shall consider positioningthree-storey offices or equivalent on thesouthwestern corner by Chambers Street or thewestern boundary of the site to act as noise barriersas this area of the site is closest to St Michael’sRoman Catholic School and Axis Court.
The site layout, hoarding and noise barriers in thewest of the site shall be designed (where practical) tominimise potential adverse sunlight/daylight impactson the lower floors of Axis Court.
The contractor shall refer to the Building ResearchEstablishment Guidance Site Layout Planning forDaylight and Sunlight: A Guide to Good Practice andcarry out an assessment of the impact of loss ofsunlight/daylight at properties adjacent to the sitewhen developing the site layout.
The contractor shall ensure that noise-generatingactivities are located as far away from sensitive
receptors as is practicable.The contractor shall consult the local authority duringthe development of the site layout in accordance withsection 2. 7 of the CoCP Part A. This shall be for thefollowing construction phases; site set up, shaftconstruction, tunnelling, secondary lining and sitedemobilisation.
Site security/hoardingrequirements
The hoarding shall be planted and incorporatesuitable art work on public-facing sections, asdefined in CoCP Part A para. 4.3.4a and c.
The hoarding height shall be 3.6m around this site. A5m high hoarding/noise barrier shall be erected on

the eastern edge of the site.
Hoarding panels shall be composed of reconstitutedsheet material or similar , comply with noise
attenuation requirements and weigh at least 7kg/m².The external appearance of the hoarding shall beapproval by the local authority.
River works As per the CoCP Part A.
Other items The contractor shall produce a site-specific lightingmanagement plan. The lighting scheme shallminimise impacts on terrestrial and aquatic ecologyand include the use of low level directional lighting, where possible, while providing safe workingconditions. In order to ensure off-site impacts of the
lighting are minimised, the plan shall be submittedfor approval of the London Borough of Southwark.
On completion of the works the site shall be left in asafe condition, with secure hoardings, a level groundsurface which does not increase flood risk in thesurrounding area and no open stockpiles.
5 Public access, highway and river transport
Topic Site-specific requirement
Site access and gates The security barrier shall be positioned to enable astandard rigid tipper vehicle to sit wholly off the roadwhile awaiting barrier operation.
The site gates shall be solid panels and remainclosed (except when vehicles are passing through)to mitigate noise and other impacts.
Traffic management All vehicles shall enter/exit the site from JamaicaRoad (A200) via Bevington Street/Chambers Street.
The site access shall operate as right turn in, left turn
out. During term time, no lorry movements to or from thesite shall be scheduled to take place between 08:30and 09:15 and 15:00 and 15:45 to avoid arrival anddeparture times at Riverside Primary School. Thecontractor shall provide traffic marshals to preventsite lorries entering Bevington Street at these times.
Parking along Chambers Street from the siteentrance to Bevington Street and sections of parkingon Bevington Street at the junction with ChambersStreet shall be suspended.

approximately 20m southwest of the BevingtonStreet/Chambers Street junction shall be provided toenable safe crossing.
Signage shall be provided to inform pedestrians andcyclists of safe routes and the presence ofconstruction vehicles.
The contractor shall consider pedestrian and cyclediversion route to reduce the number of conflictpoints with site construction traffic.
Event restrictions Event restrictions shall be confirmed in consultationwith the local authority and Transport for London.
River transport BargesVessels shall not be loaded/unloaded ormove onto or off the barge at night (22:00 to 08:00) in
accordance with the River Transport Strategy (andsubject to the derogation process detailed therein).
Vessel engines shall not be left running duringloading, unloading, or when moored overnight.
Chambers Wharf shall not be used as atranshipment site for materials from other worksites.
6 Noise and vibration
Topic Site-specific requirementControl measures
The noise and vibration controlmeasures shall be detailed(and may be modified or addedto) in Section 61 consentapplications to the localauthority.
Except for the anchor piles, the contractor shallconstruct the cofferdam using push piling unless thisis determined to be impossible. The anchor piles willbe installed as far away from the closest residentialreceptors, including Luna House and 8-14 FountainGreen Square, as practicable.
Where push piling is determined to be impossible,this shall be demonstrated by the contractor , whoshall make an application to the local authority to use
an alternative piling method through the Section 61dispensation process (see Appendix A, Section A.1in the CoCP Part A) or through contingencymeasures and arrangements if included in theoriginal Section 61 consent.
The construction area around the main tunnel shaftshall be covered by a noise enclosure during themain tunnel construction and secondary liningworks.
Noise enclosure openings shall face away fromsensitive noise receptors where practicable; at night,the openings shall only be used where essential and

kept closed when not in use.
The slurry treatment plant shall be screened by afour-sided enclosure with a roof, clad with suitable
noise attenuation material.Noise enclosures shall be provided around thetemporary concrete batching plant, grout plant andconveyors used to load barges.
Night time activities within the materialstorage/handling area shall be screened by a roofed,three-sided noise enclosure. The opening shall notface sensitive receptors, where practicable.
All cladding and roofing of noise enclosures shallincorporate suitable noise attenuation material with aminimum sound reduction value of 20dB Rw1.
All static plant shall be screened or enclosed.
Movement of vehicles onsite shall be restrictedoutside standard hours.
The vessel loading area shall be positioned to limitnoise impacts on riverside properties to the east andwest of the site.
A 2.4m high noise barrier shall be erected on theedge of the cofferdam on the eastern and westernsides of the vessel loading area. The noise barrier on
the cofferdam shall be constructed with transparentacrylic sheet with a minimum thickness of 6mm andto meet noise attenuation requirements. Up to 1mfrom ground level, the barrier shall be plywood andthe section above shall be transparent to minimisevisual impacts.
3.6m high acrylic sheet shall be considered on theriver walls to reduce the noise effects at 8-14Fountain Green Square. The location of the acrylicsheet falls outside the limits of land to be acquired orused and is therefore subject to planning permission
being granted and is not embedded in the revisedenvironmental assessment. The sheet will be agreedand formalised through a trigger action plan with8-14 Fountain Green Square and planningpermission from the local authority. The employershall use all reasonable endeavours to obtainplanning permission.
Baseline noise monitoring shall be carried out for aminimum of 12 months before commencing

In-road utility works in Chambers Street shall besurrounded by suitable portable noise barriers, eg,
noise attenuating cladding may be fixed to anyportable steel open mesh fencing used.
Material onsite shall be compacted using machinerythat generates the lowest practicable vibration levelsthat can achieve the required level of compaction.Specifically, large twin-drum vibrating rollers shallonly be used where vibration levels can be controlledto less than the impact criteria set out in theEnvironmental Statement , Vol 20: Chambers Wharf,Tables 9.5.4 and 9.5.5.
OtherSee the CoCP Part A for details regarding removal ofthe existing jetty decking piles. The contractor shallselect a method that reduces potential vibration inthe river.
7 Air quality
