Eastgate Regional Recovery Coordination: Resiliency Planning & Implementation Following the Closure of GM Lordstown COAL IMPACT NARRATIVE The decline in the demand for coal, as well as the shifting nature of power generation as it relates to other forms of energy, has led to significant negative impacts in the Eastgate Region. Extending across Mahoning, Trumbull, and Ashtabula counties, the region has experienced impacts in relation to both coal power plant closures and decline in related industries in the coal supply chain and transportation. Vulnerable Counties: The 124 counties identified as Vulnerable did not exhibit negative consequences of CIE decline between 2005 and 2015, but because they are CIE-dependent and at risk of further coal industry decline, they have higher potential for job loss due to any future coal decline. Hardship Counties: The 123 counties identified as Hardship have experienced high levels of negative impacts, but because they have lost most of their CIE-dependent industry jobs, they are not at risk for further substantial coal-driven job loss. Depressed Counties: The 83 counties identified as Depressed suffered CIE-dependent job losses between 2005 and 2015, continue to host CIE-dependent industries, and are at risk of further job loss due to any future coal decline. Dependence: The Dependence measure is the sum of coal-dependent employees divided by total employment in each county. This measure is presented for both 2005 and 2015. See Figure 2 and Figure 3 in the County-level CIE Supply Chain Analysis report. Impact: The Impact measure is the sum of the employment change-weighted CIE scores as a share of total employment, where employment change is defined as the difference between 2005 and 2015 employment. See Figure 6 in the County-level CIE Supply Chain Analysis report. Risk: The Risk measure quantifies the degree to which counties are at risk of experiencing additional economic hardship should the decline in the coal industry continue. See Figure 9 in the County-level CIE Supply Chain Analysis report.

Closure of Ashtabula First Energy coal-fired power plant in April 2015 effected approximately 57 employees

Ashtabula also felt coal related economic impacts on its transportation industries. Norfolk Southern consolidated operations of its coal docks on Lake Erie by idling its Ashtabula coal pier, leading to a loss of approximately 35 employees.

The Kinder Morgan Pinney Docks have had to significantly reduce their workforce due to reduced shipments of coal.

Trumbull County, OH Current Unemployment Rate: 5.3% Poverty Level: 17.2% Population: 199,476

In June 2012 the GenOn coal-fired power plant in Niles closed displacing 40 workers. Starr Manufacturing in Vienne Township has significantly reduced it staff (approximately

a 50% reduction) due to reductions in the coal industry. Starr builds difficult and low-tolerance mining equipment and had been a supplier to Joy Mining Company (Venango County, PA)

Mahoning County, OH Current Unemployment Rate: 4.9% Poverty Level: 17.6% Population: 224,710

KTSDI, LLC, in North Lima, provides components for Machinery used in the mining industry. As mining machines are no longer being manufactured, their components are not being purchased. In addition, existing mining machines sit idle and proper maintenance and repairs have stopped. KTSDI has seen a steady decline in new customers due to the decrease in coal production.

Youngstown Thermal announced plans to switch from coal to natural gas as their fuel in 2016 due to environmental restrictions on coal. This led to a reduction in staff.
