Client – the client requirement for a completely integrated environment
Contracts – all parties had to sign contracts defining their agreement to use cloud services
Cost – hardware costs were minimal compared to software Licensing costs
Contractors – the unique needs of each contractor had to be considered
Confidentiality – the internet distribution had to meet ridged security requirements
