Labour TDs Robert Dowds and MichaelConaghan have called for the extension of theDrug Treatment Court Programme following thepublication of a shocking UN report showingthat Ireland has one of the highest levels ofdrug-related deaths in Europe.
The World Drug Report 2011 shows thatIreland has twice the European average of drugrelated deaths and that while the prevalence ofheroin abuse is falling in most of Europe, itappears to be on the rise here in Ireland.
The Dublin TDs have jointly called for theextension of the catchment area of theDrugs Court beyond its currentcatchment area of the north inner city.
Robert Dowds said:
"Over the past number of months, Ihave been working closely with groupstackling the drug problem in my ownconstituency, and this report seems toconfirm what people on the groundhave been telling me. It appears thatrising levels of unemployment iscontributing to increased levels ofheroin abuse in the most deprivedcommunities."
"We need to be proactive in tacklingthis problem before it deteriorates tothe situation that was seen some years
ago. For that reason, Iam calling on theMinister for Justice tomove swiftly to expandthe operational area ofthe Drug TreatmentCourt Programme beyond the north inner city ofDublin. The Drugs Court is a positiveprogramme which gives drug addicts who havebeen convicted of a non-violent offence andwho are seeking to straighten out their lives theopportunity to do so."
"From meetings I have held with officials of theDrugs Court, I understand that there issignificant capacity to take more individualsonto the programme without any significantcost to the state. The geographical restrictionsplaced on the court mean that it cannot take onindividuals from outside of Dublin 1, Dublin 3and parts of Dublin 7."
Michael Conaghan said:
“The recent UN report shows clearly howserious a drug problem there is in Ireland, withmore than 100 drug-related deaths per million
people, twice the European average. There isan enormous amount of work to do if we are totackle this problem effectively.
The Drugs Treatment Court Programme offers areal chance of rehabilitation to some peoplewho have fallen into a life of drug addictionand crime, but it is currently undersubscribedbecause of geographical limitations. Thisprogramme can be extended to other areas, such as Dublin 10 and Dublin 22, at little extracost, offering even more people this chance toescape the cycle of addiction, crime and impris-onment.
"I hope that Minister Shatter will move swiftly toexpand the operational area of the court andsignal his intention to tackle this problem beforethe situation deteriorates further"

Family breakdown is a major problem in theIreland today and affects people from allwalks of life especially in the current times inwhich we live. Be it married or unmarriedparents, grandparents, step parents, extended families, and most importantly thechildren. Unfortunately the out datedlegislation in Ireland and the Irish Consti-tution do not recognise the diversity of familylife in today’s Irish society however things willchange and these issues are currently being
debated at both government level and that oforganisations that specialise in this areafollowing the launch of the ProposedChildren’s and Parental Responsibility Bill2010 from the Law Reform Commission. Iwill discuss this Bill in later articles.
Furthermore, given the nature of this area oflaw, many people are so traumatisedemotionally, that they cannot even begin tothink of the practical issues that need to be
dealt with, not tomention telling thechildren. This is whypeople engage theservices of a solicitor totake care of thesepractical issues or in theevent of lack of funds thelegal aid board whichcan take months. Thereare also D.I.Y.companies similar to myown to assist you.
Over the next number of articles I aim toprovide people with a basic understandingof family breakdown, and all the issues thatare associated with. These articles will givepeople an opportunity to sit down at theirown convenience and read through them. The articles will assist people to deal withtheir own litigation issues either byunderstanding what is required in attempting
to come to an agreement or knowing thebasic principles of the family law court, andtips on representing yourself successfully orindeed having a better understanding of yoursolicitor’s actions.
Each article will consist of definitions of eachtopic, the options associated with them, andlikely outcomes based on previous case law.At the end of the series there will also bepaperwork involved in drafting agreementsas well as making applications to court inorder for the reader to compile their ownpaperwork. There will be no laws orcomplicated jargon, just simple step to stepguides to the topic of the article. The topicscovered will range from access and custodyissues to maintenance, the family home, domestic violence, and pensions. I will alsocover separation agreements, judicialseparations and divorce and finally interna-tional child abduction.
If any reader would like to make contact withme on any issue regarding familybreakdown I would be happy to respond andperhaps we could publish some queriesanonymously also. I can be contacted [email protected] or 086 0569822.In the next article I will be discussingMaintenance Issues and all that is associatedwith it so if you have a query please makecontact but until then take care.

Amazing Value “The Top In Town Restaurant”@ Blackchurch Inn off Nass Road “UnderNew Management” the restaurant has to beone of the best value Roadside stops on theNass Road I’ve come across in a long time, with plenty of parking for cars, trucks andcoaches. A great selection of Traditionalwholesome meals available from the menu,my favourite dish of all time being “Bacon &Cabbage” with fresh mouth wateringcabbage my granny would make, absolutelydelicious and more delicious, the parsleysauce was perfect with fresh carrots and mashpotato. 10 out of 10 and only cost me €9.95,
WOW now that’s the kind of Value formoney I like to see.....The service was great also very friendly, lovelyyoung lady served me and was full of smilesand chat. She recommended bacon &cabbage to me and did she do me justice withthat recommendation, little did she knowBacon & Cabbage being my favourite meal
of all time. One of the other things I lovedabout The Top In Town Restaurant @Blackchurch was free wi-fi I took out mylaptop and spent a nice comfortable hoursurfing away, with no extra charge. There was a good mixture of clientele eatinga panini reading their book, young familieseating a leisurely afternoon lunch and evensophisticated office-goers grabbing a quickbite lunch and me with Laptop on table writingaway, eating my bacon & cabbage. The greatthing is that everyone is welcome, andnobody feels out of place. Like manytraditional eateries, the surroundings arecomfortable, clean and was a warm feel tooit. You will find yourself gawking at theappealing plates of your co-diners beforesitting down. The menu will confirm yourthoughts and decisions won’t be easy tomake, the variety of meals is wonderful. The Top In Town Restaurant @ Blackchurch InnNass road, cater to those who want a smallsnack such as garlic mushrooms and chickenwings or lunch such as steak Panini, traditional raost meals and soup and if youhave your eye on a hearty Steak or Fish &mushy peas, there are plenty of dishes to
choose from. While it was not too busy thatday I learned from the staff that the restauranthas just being opened under newmanagement, have no doubt if they keepserving delicious meals with great value theydo, it won’t be long before it will be probablyone of the busiest roadside stops to come. You will feel your custom is appreciated andrightly so. Have to say what a great roadsidestop The Top In Town Restaurant @Blackchurch Inn is, I certainly wish them everysuccess in the future as hard as times maybefor people at the moment, one thing we allaspire to is great food and great value. The Top In Town Restaurant @ Blackchurch Inndon’t scrimp on the food or the details, andeven when going to pay, you will behypnotised by their Value.Open for breakfast, Lunch & Dinner “The TopIn Town Restaurant @ Blackchurch GreatValue and a definite stop for me on the NassRoad

and Aer Lingus.Speaking at the launch, the Taoiseach, EndaKenny TD said:“The Government is committed to gettingIreland back to work and JobBridge is animportant part of that effort. Establishing aNational Internship Scheme was a flagshipcommitment in last month’s Job Initiative. Ibelieve that we need a collective effort by allsectors of society to tackle the challengesfacing the country. JobBridge is just such acollective effort – with the goal of ensuringthat we offer people the opportunity to gainwork experience through a qualityinternship.”Mr Martin Murphy, Managing Director of
HP Ireland noted that:From indigenous industry to multinationalsto SMEs across a number of counties inIreland, we have experienced the willingnessof industry to play its role to equipindividuals with new and enterprising skillsthat will give them the necessary experienceto enter or return to the workforce andsecure long term employment in this country. The Steering Committee is a new example ofhow industry and the government can worktogether to instigate real change, and myhope is that this is the first of many suchexamples. We are confident that we canexceed the ambitious targets that have beenset for the National Internship Scheme. Welook forward to working with the companiesand interns alike to build and develop a newmodel to deliver real value to all involved.”Minister Burton concluded by saying: “Iappreciate that, in the current climate, recruitment is a big decision for employers, particularly for small and mediumenterprises. I would hope that someemployers who, through JobBridge findtalented and motivated interns, can make thedecision to offer employment to their intern. In other words, the period of internship
would be a job interview for a longer periodof employment.”“I have long advocated that industry shouldbe leading the way in innovation and jobcreation in the Irish economy and I amextremely pleased by the positive reactionthat we have received to date on thisinitiative, with over 15 companies pledgingtheir commitment to this programme prior toits commencement. “The Government iscommitted to getting Ireland back to work
and JobBridge is an important part of thateffort. Establishing a National InternshipScheme was a flagship commitment in lastmonth’s Job Initiative. I believe that we needa collective effort by all sectors of society totackle the challenges facing the country.JobBridge is just such a collective effort –with the goal of ensuring that we offerpeople the opportunity to gain workexperience through a quality internship.”“The launch of 5,000 places in JobBridge by
my Department will offer a real chance tomany people to get six or nine months ofcritical work experience – a foot on theladder after training, apprenticeship orgraduation. The commitment of the privatesector, led by Mr. Martin Murphy, ManagingDirector of HP Ireland who has chaired theSteering Group on the National InternshipScheme will, I hope, result in a wide range ofinternship opportunities opening up.

OURCOMMITMENTTO YOUFor 171 years, the Dublin SPCA, Ireland’soldest and largest animal rescue shelter andcharity has worked tirelessly to make the painand suffering of animals a thing of the past. Every day of every week, we rescue animalsfrom a lifetime of neglect, abuse, violence andpain. Our staffs’ and our volunteers’continued commitment makes it possible forour life saving programmes; (including ourvery important free education initiatives) tocreate happy endings for those innocent livestouched by cruelty. Sadly, as our economy continues to decline, many families are finding themselves nolonger able to afford the cost of pet care;while others who may become homeless areunable to locate pet friendly accommodation. In short, people are running out of options. This means countless numbers of companionpets are being abandoned on the streets, resulting in shelter intake being on the rise. In response to this, we at the Dublin SPCA
have intensified our efforts to drasticallyreduce the number of abandoned petsentering the shelter system and are activelyassisting pet parents with affordable optionsthrough low cost spay/neuter programmesand subsidized veterinary care for those whoare in receipt of social welfare payments. Wedo this through our four mobile veterinaryclinics. Here’s how it works:Our mobile veterinary unit visits four locationsin the Dublin area, two on the Northside,
(Ballymun and Coolock) and two on theSouthside, Clondalkin and Tallaght. As thisaffordable service is exclusively for petparents who are in receipt of social welfarepayments, and in order to make absolutelysure those who are in need of the servicereceive the service; proof of receipt of social

10 GreenGardening TipsGreen gardening is about applying green, or environ-mentally conscious gardening techniques. Greengardening is the way of the future. There are simplegardening habits that you can apply to help preventdamage to our environment and to help water conser-vation efforts.
Tip 1: Water EfficientlyYou can enhance your water conserving efforts when it comes togardening such as seriously cutting back on watering times.
Tip 2: Install an Irrigation SystemConsider the installation of a sprinkler or irrigation system for your lawn.Irrigation systems work great at targeting the specific areas of your lawnand you can install a timer in case you forget to turn it off.
Tip 3: Go OrganicSay goodbye to chemical fertilizers and pesticides. There are manywonderful organic or natural weed killers and organic compost that willhelp your lawn look great. Compost is really a great fertilizer.
Tip 4: Make Your Own CompostYou can make your own compost by taking vegetable or fruit scraps, such as the peeled skin from a carrot, potato, apple, etc. These work welland also give your lawn great nutrients that they wouldn’t getelsewhere.
Tip 5: MulchUsing mulch throughout your garden is not only a beautiful way toenhance the look of your garden but it also provides a natural way tosave water by less need to water and protects plants as well.
Tip 6: Plant Drought Tolerant PlantsThis technique, known as Xeriscaping will significantly help reduce waterusage in your garden.
Tip 7: Use Plants Native to Your AreaPlanting native plants will cut down on the need for water and fertilizer. For example, dont plant something that wont grow in Ireland.
Tip 8: Make your own PlantersMaking your own garden planters is a great way to recycle emptycontainers. You can rinse out cottage cheese containers, fill them withdirt, add your plant and you have a great new planter - for free! Andin these challenging economic times, who isn’t looking to save somemoney!
Tip 9: Collect RainwaterCollecting rainwater is a simple way to re-use rainwater for yourgardening needs. Using a rain barrel is an easy and cost effective wayto collect mineral and chlorine free water which you can then use forwatering lawns, yards, and gardens and more.
Tip 10: Hang Bird Feeders or Nesting Boxes Hanging bird feeders andbesting boxes will allow for birds to nest in your garden which will onlyenhance your garden naturally even more. This is due to the fact thatbirds eat pests that you don’t want in you garden such as snails andslugs.

Dear Michelle,I was on my way home from the pub on Sundaynight and was hit by someone on a motorbikewhile crossing the road at pedestrian lightsnear the Square. I was knocked to the groundand fractured my wrist and also badly grazedand bruised my hip. The motorbike stopped fora few seconds and then sped off. I was in toomuch pain and shock to even think aboutgetting the reg. My boyfriend called the policeand ambulance and I was taken to TallaghtHospital. The police say that they have notcaught the driver yet but that they will keep usinformed if any information is handed in abouthim. Where does this leave me if I want to takea claim for my injuries? Thanks,Janet , Knockmore, Tallaght. –
Dear Janet,I am sorry to hear of your situation and I hopethat you are now on the road to recovery.Thankfully, the fact that neither you nor theGardai were able to identify the motorcyclistwho injured you will not prevent you fromtaking a personal injury claim.
The Motor Insurer’s Bureau of Ireland (MIBI)was set up sixteen years ago to deal withsituations like your own (concerning uniden-tified drivers) and those where the driver atfault is uninsured, in order to protect those whosuffer injury under such circumstances so as toensure that they would be compensated fortheir injuries .
Personal injury claims under the MIBI schemeare more complex than a straight forwardPersonal Injuries Assessment Board application, given the extra paperwork and tighterdeadlines in terms of notification periods and
it is therefore advisable that you consult with aSolicitor immediately who has expertise inPersonal Injury Law. In a situation like yourown, as well as all the usual steps to be takenthe MIBI must be first notified of the complaintvia registered post as the MIBI require that theyreceive notification within two months of anincident taking place. You must also completean MIBI Claim form. It is only after these stepshave been taken that your claim will proceeddown the usual avenues open to those makinga claim to the Personal Injuries AssessmentBoard, by sending a completed PIABApplication complete with medical report.
Judging by the information you have providedit sounds like you have a strong case forpersonal injury compensation. As I havealready said, the MIBI process is more difficultto follow so I must stress the importance ofseeking legal advice as soon as possible. Theinformation you put down on either MIBI orPIAB Claim forms will be the information thatthese bodies will rely on when assessing yourclaim, so it is vital that you complete themcorrectly.
I hope that the above information has beenhelpful to you. Please do not hesitate to contactme directly should you require any furtherassistance.
Wishing you a speedy recovery and the best ofluck.Michelle.
Dear Michelle,I made a will ten years ago, leaving my houseand all my money to my only sister. I have nochildren, but my sister is almost twenty yearsyounger than me and has lived with me sinceshe was a teenager so I regard her almost asdaughter. Last year she met a man on theinternet and two months ago she moved in with
him. I do not think he is suitable for her as heseems to control her every move and morethan once he has come to dinner with her atmy house smelling of drink even though he wasdriving her car.
Now I am nervous about him getting mymoney should anything happen to me. I amonly sixty three and in good health, but bothmy parents died in their sixties of heartcomplaints so you never know. What willhappen if I change my will and do not leaveanything to my sister? I am wondering if I amallowed to do this as she is my only livingrelative? Is there any way I can makesure she is looked after financiallywithout leaving her money in thewill?Mary,(surname withheld)Bancroft, Tallaght.See next edition for the answer-

EXISTING PRIVATEACCIDENT ANDEMERGENCYFACILITIES SHOULDBE OPEN TOPUBLIC PATIENTSTO RELIEVEOVERCROWDING.Serious overcrowding has persisted in Tallaghthospital since the late 1990s. Recent figuresobtained by Deputy Eamonn Maloney from aparliamentary question to Health MinisterJames Reilly show that Tallaght Hospital is oneof the busiest in the state. Tallaght Hospital A& E has yet to receive a permanent extensionto replace the prefabricated buildingsconstructed in 2006 . This has unfortunatelygiven rise to the use of Virtual Wards and hasled to a strain on hospital users and staff. Inthis context the statement by Minister Reilly thatno extra funding is available for hospitals is adisappointing one.
Full credit is due to the staff of Tallaght hospitalwho do a fantastic job given the significantworkload they have to content with.
The downgrading of other accident andemergency units in the Dublin Region will onlycompound the problems in Tallaght Hospital.
If Minister Reilly is intent on breaking with thehealth policy of the previous government, heshould examine the possibility of opening upsome of the Private Accident and Emergencyfacilities in Dublin to Public Patients as aninterim measure until a time that UniversalHealth Insurance as agreed in the programmefor government can be established. This willreduce the burden on Tallaght and otherHospitals and will help to alleviate theinequalities between Public and PrivatePatients that have existed for too long.

We are all familiar with seeing oursons and daughters and evenvery young grandchildren take
to using a computer as a duck takes towater. .. no fear… they just dive in. An oldergeneration before them had very littleexposure to computers and anything wedon’t understand we tend to fear.
I was there at the start. In the early days acomputer was used mainly for wordprocessing or accounting, cost a smallfortune and only had a fraction of the powerand ability of a modern one. Today you canbuy a laptop that will sit on your knee withmany times the power of any of those earlycomputers and pay less than €600 for it.Computers are now pretty well within thereach of anyone. Though hugely useful they
are only a tool. No magic… just likereading the paper and no more difficult tolearn to use than driving a car. Almosteveryone has one and those at school orcollege must have one for their studies, which usually is a laptop. Yet there are stillmany over that magic 50+ who would liketo have one but are just afraid of taking thebig step or making a fool of himself orherself.
A computer is just so handy if not nowessential. Access to the Internet has openedup a veritable encyclopaedia of endless andmostly free information at your fingertips,on virtually any subject. They are anessential tool for booking that airline ticket, shopping online from the comfort of yourhome, viewing and storing family photo
albums or making free voice or video callsto loved ones at the other end of the earth.Children and many young adults aresubsumed by social network sites on theinternet, such as Facebook, Twitter andmany more where they seem happy to placetheir photos and personal thoughts andcomments for their friends or even anyone tosee. Youth today have a very open view oflife. Those of an older generation are muchmore cautious… so these may not be yourthing. But there are many other popularthings to do on a computer such as emailwhere you can write to anyone, anywhere, who has an email address, even attachingphotos and documents if you want, orwrite/print letters or photos if you have asuitable printer attached. If you wereinterested in cookery, golf or so many other
pursuits, you can get thousands of instruc-tional documents, menus or even view freeinstructional videos on the Internet, on yourlaptop... from the comfort of your home, whenever you want. How cool is that!
What do you need? A typical computersystem would include:
1) a value laptop (most people don’t need alot of power but quality is more important)…with a good display (to look at photos oreven a video), a high speed wirelessconnection so you can connect tobroadband, a DVD drive that can play andwrite a DVD (handy to make copies of thoseimportant photos, files, etc) and maybe acard reader in which you can put a cardfrom a digital camera to simplify looking at

4) maybe have it set-up ready to use orsome training 5) an internet connection if you do notalready have one.In choosing a laptop there are there area few points to consider such as * preferredsize/weight
(normally from1.5kg – 3kg with 2.5kg themost popular) * size/type of display (12” – 18” with 15”most popular). Size will also dictate weight.* battery life (1-10+ hours with about 2hour battery models offering lowest cost).Battery life is only important when used forextended periods without mains. * internal DVD?... if you don’t need one youcan get a smaller/slimmer/lighter model* power/speed of the processor measuredfrom 1.6GHz to 2.8GHz (unless your use isdemanding most will do what you need. Those of about 2GHz offer best value).
*lastly the
O p e r a t i n gsystem where Microsoft Windows 7Premium is the latest and most popular forhome use.
How can you get started? A laptop offers allthe power you need yet is small, neat, canoperate from a battery and you can take itanywhere around your home or elsewhere. There are hundreds to choose from. But thelaptop itself is not sufficient, there is a bit ofset-up needed before you can use it for what
you want. Get advice from a trusted source.Sometimes that can be a
knowledgeable familymember or friend orgo to a trustedspecialist supplier withexpertise andexperience. Forexample, we in BMS offerfree advice and havesupplied such systems tosenior customers for morethan 25 years. Manyrepeatedly come back toupdate their computer(usually Laptop) or get thelatest model ever few years. Many find it helpful that we canoffer to set it up so all you have
to do is switch it on and startusing it. Again some are a bit scared
of what to do next, so a little training mighthelp you in taking that next step. Again a
trusted friend might well do this for you orask your supplier to either provide thisservice or recommend someone suitable.
At the end of the day our advice would bego for it. Like the youngsters, don’t be afraidof making a mistake as only in that way willyou learn. Enjoy the experience, learn to doall the things millions of others your ownage already have and get many hours offun and knowledge.
