Now residents can easily pay their water bills, traffic tickets, and various permits via telephone, web, lock box, authorized pay stations, mail and credit cards at select locations. The City’s IT team had to simplify a complex situation to make credit card acceptance work. “We had a big pain point when we moved to a new ERP landscape back in 2008,” says Sindhu Menon, former senior IT manager in Business Technology Services for City of Dallas. “We were still trying to connect to the prior payment solution with a complex backend. Failure points were multiple. Debugging would take a lot of time, and there were three vendors involved.” The IT team sought a way to simplify payment acceptance and processing. The team also wanted to comply with an audit recommendation and implement tokenization, which substitutes an identifying number of no value for each credit card number, rendering the information useless to hackers. Unlike an encrypted credit card number, a token cannot be reverse-engineered. “We wanted to ensure customer credit card information is safe while streamlining the process,” Menon explains. “We went through an extensive decision-making phase, inviting bids from different vendors. We looked at pricing, the stability of the organization and its solutions, customer reviews, compatibility with our ERP system and customer experience. We chose Paymetric because it was the one solution that provided authorization, tokenization and settlement, and it was simple to integrate." The city implemented Paymetric XiPay® to fully integrate authorization and settlement. It also uses Paymetric XiSecure®, a proprietary tokenization solution. “We have reduced the scope and expense of complying with the Payment Card Industry Data Security Standard (PCI-DSS) by tokenizing,” says Menon.''

XitransferTM enables city departments to transfer files containing sensitive data, including credit card numbers and Social Security numbers.

“There were many unknowns,” Menon recalls of the implementation. “The collaboration went very well between Paymetric, our team and our business customers in making sure that we were all onboard with the approach for this project. Our end users did not want any interruption.”

Issues were minimal, and the city is still realizing additional benefits, Menon says. “Raw credit card information is no longer in our database. Our audit remediation is complete. We have a clearly defined service level agreement (SLA) with Paymetric on availability. We’ve streamlined the process and have created a roadmap to extend our ERP system to other customer departments in the city. The Paymetric interface accommodates changes from our banking provider and supports a new payment processor, so we don’t anticipate any issues. All these factors helped this project get completed successfully.”
