VoIP E9-1-1: Why the Challenge for 9-1-1?
Where is the caller?– Inherent Functionality of VoIP
Which PSAP should receive the call?– Approximately 6,000 plus PSAPs across the country
How to get the call to the PSAP?– Approximately 500 Selective Routers (Dedicated 9-1-1
network)
What information to deliver with the call?– Public Safety Needs

Technical and Business Needs for Comprehensive Coverage
1. Selective router access agreements to deliver the call natively through the 9-1-1 infrastructure
SR Access is only one piece of the puzzle
2. 9-1-1 service provider provisioning agreements for call routing instructions
Shell record provisioning and management
3. Network connectivity to deliver VoIP customer records to the PSAP
9-1-1 call delivery on behalf of VSPs to delivery voice and data to the PSAP

V9-1-1 MSAG Valid Address Delivery to the Dispatcher
The importance of MSAG delivery with VoIP 9-1-1– MSAG address is used by the PSAP to trigger downstream processes and that can
include dispatch decisions based on understanding of location of MSAG address vs. civil address
– CPE and equipment at the PSAP are configured for receipt of MSAG valid addresses and Civil delivery could cause truncation leading to dispatch problems
Delivering an MSAG valid address requires close cooperation with regional/local jurisdictions
– Requests for changes/adds to individual county coordinators– Close communication between Intrado Data Analysts and the jurisdiction enable up
to date MSAG– Ongoing maintenance required due to changes from new build-outs on streets and
relevant changes to addressing
Intrado averages over 500,000 updates to the 9-1-1 database on a daily basis
– Many of the changes require MSAG updates on behalf of the jurisdiction involved
The delivering calls to the PSAP without the MSAG valid address to the PSAP falls short of what is required for public safety class E9-1-1 for VoIP

Solution RequirementsConsistent with existing FCC Order
Comprehensive1) Native 9-1-1 Network Call Delivery 2) Full MSAG Address Management 3) Call Routing Determination
MSAG-valid address and call back number providedto PSAP (Enhanced 9-1-1 for VoIP)
Fits with public safety process and procedures
