When you have achieved the Skill Level and Time-in-Grade listedAND have proven to be exemplary (i.e ACTIVE) in the Squadron or Wingyou may then be considered by the Board & Squadron Commander for promotion to the next grade.
Promotions above the LT grades require additional approvals from Wing and Region, depending on the grade.

Special Promotions for Mission SkillsSpecial Promotions for Mission SkillsAt the discretion of the Commander, members having specified mission related skills may be promoted to a higher INITIAL grade. For your next promotion you still have to complete all the prerequisites needed for that Level and others that you skipped.
In NH, Special Promotions are also reviewed by the Wing Director of Personnel, the Wing Promotion Board and the Wing Commander.
At the discretion of the Commander, members having specified mission related skills may be promoted to a higher INITIAL grade. For your next promotion you still have to complete all the prerequisites needed for that Level and others that you skipped.

Other Mission Related Skills and professional experience qualify too
CAP members who serve as chaplains, character development instructors, health service personnel, legal officers, professional educators serving as aerospace education officers and financial professionals serving as finance officers may have a special initial appointment or promotion. see CAPR 35-5.
US Military ExperienceYou may be eligible for initial appointment or promotion to a grade commensurate with your position or experience. see CAPR 35-5.
US Professional Military EducationAfter verification by CAP National, certain completed military courses may be used [once] to replace need to attend CAP Officer Basic Course, CAP Regional Staff College or CAP National Staff College.
Military education equivalencies should be requested, with a redacted DD-214, as soon as possible after becoming a CAP member.
