City Weekly If you have been downtown recently, you will notice a lot of new sights, sounds, smells and vibrations in the area of 9th and Felix Street. The development of the new parking garage is in full swing and with the promise of new, attractive structures comes the inevitable inconveniences of construction in tight spaces. It is hard not to notice the road closures at any time you visit. What is convenient is that downtown is a closely spaced network of streets where getting around a closed street is fairly simple. 9th is closed from Francis Street to Felix Street. Felix Street is closed from 8th to 9th and the northbound lane of 8th is closed from Felix Street to Francis Street. Most of these closures will likely be in place for the next several months. Some will be reopened to one lane and some might be open for a month or two, but until construction is complete in the fall of 2017, there will be some closures. This construction comes with the smell of freshly exposed soil, the aroma of melted metal as various steel parts are welded together and the odor of diesel fuel from the equipment. These all come with their share of sounds, as well. There are usually two or more pieces of large equipment operating at any one time and right now there are very loud sounds emanating from the pile driving equipment. Pile driving is one of the more disrupting and noticeable activities that will be occurring for the time being. You can smell, hear and feel the work as the large crane mounted hammer pounds steel columns deep into the ground. This can take well over one hundred blows per pile. Each coming with an exhaust of burnt diesel, a loud “clang” and vibration that can be felt from the street. The piles should be all installed in the next 30 days and anyone close to the site is likely looking forward to the end of that operation. There is unfortunately, no other feasible option to support the building. The soil that the garage is located over was originally home to Smith Creek, making it weak in terms of building support. This leaves only the option of installing the steel piles down 80 feet or so into bed rock. It will require over 150 piles to support the building. It is planned for the new parking garage to have over 33,000 square feet of retail space on the first floor and approximately 300 parking spaces on the two floors above the retail. The exterior will be a surface applied brick and stone with a lighted glass stair tower and entry way. When finished, the parking garage will provide for a very attractive gateway into downtown. Family fun is always the focus at Bode Sports Complex! The month of December is always an exciting time for us, and Bode is a great place to make long lasting memories.Did you know that Santa can ice skate? He can, and he is ready to skate and visit with all the children who come out to Bode Ice Arena for the Mayor’s Children’s

Christmas Party, December 10, from 10am-Noon. He tells us he is very excited about this event because he is usually so busy before Christmas and so tired after Christmas that he rarely has the opportunity to ice skate. Santa has invited his very special friend, Mickey Mouse, to join him in the fun. Mickey called us to see if we have a dress code for this event. Silly Mickey, of course not! We did remind him that it is cold in the ice rink, though, so he might want to wear warmer clothes.

In addition to seeing Santa and Mickey Mouse, the St. Joseph Figure Skating club will be at the party to provide a short program, and the mayor will be on hand to welcome everyone to the party. Our friend, Paul, is planning on making balloon animals, and all of the kids will be able to skate for free. To end the party, each child will be provided a goody bag to take home with them. We hope to see everyone at Bode for the party.Another exciting event happening at Bode Ice Arena this weekend is the “Spirit of Christmas” presented by the St. Joseph Figure Skating Club. Tickets are available at Bode for this annual event that will occur on Friday, December 9, and Saturday, December 10, at 6:30pm each evening. Tickets include free skating following the show until 9:30pm each evening.We invite you to attend both of these great events, and while there hunt around for our friend Snowflake. This little elf has been pretty busy at the arena, hiding in the cooler, trying on clothes, raiding the popcorn, getting stuck in the ball machine and watching the hockey games from the security lights inside the arena. Additional fun at Bode in the near future includes open skating and ice hockey games. Did you know that high school hockey games are played at Bode? If you are looking for some excitement, come out and watch an ice hockey game. Games are scheduled for Saturday, December 17, 8:15pm, and Sunday, December 18, at 11am. Admission is free, so why not bring the family and watch some ice hockey?

Over the last several months, the legal department has made a concerted effort to work more closely with risk management as the city negotiates contracts, permits and similar arrangements with third parties. Additionally, we have been working together on pending claims that are handled internally, allowing us to gain additional perspective and handle claims across departments in a uniform manner. Through this process, it has become clear to the legal department and the administrative services department that there are efficiencies to be gained by shifting risk management from administrative services to the legal department.

This transition will allow for greater oversight and management of litigation matters turned over to the city’s insurance provider, Missouri Public Entity Risk Management Fund (MOPERM). These cases generally name the city attorney and once served, are turned over to risk management for processing to the city’s insurance provider. These cases are generally time sensitive and require both risk management and the legal department to move diligently to ensure the cases are responded to promptly. Additionally, during the duration of these cases, this pairing requires extensive communication and collaboration.We often times need to work together on contractual issues, liability issues, and sensitive legal matters of the city, and this move would allow for a more streamlined, effective communication. Many of the conflicts and claims that are turned over to risk management have potential for a legal claim or litigation, thus, this transition would allow for the legal department to be more effectively engaged in the processing and handling of these conflicts as they progress. In an effort to help realize these and other efficiencies, risk management was moved to the legal department, effective November of this year.This transition is intended to have a positive impact on the service provided by the legal department and risk management to the rest of the city’s departments as well as the public. Of course, risk management will continue serving many of the same functions it has historically served, including many functions related to the city’s relationship with its employees and aggrieved third parties. The legal department staff is excited to be working more directly with Laurie and Phyllis. The quality of work they provide and the manner in which they handle the numerous claims the city is both defending and pursuing is impressive and has been a welcomed addition to the legal department.

City departments at a glance...What’s Happening?

City employees enjoyed a traditional holiday lunch yesterday at the Civic Arena. This annual luncheon is a small token of appreciation to employees for their service and dedication to the city. The meal is served by City Council and staff and catered by Fredrick Inn. Special thanks to Amber and Jeff McKnight and the staff at Fredrick Inn for their exceptional service and assistance with the lunch.

The small bridge on Southwest Parkway, north and east of 28th Street, was deteriorating. In order to prevent the need for replacement, the area under the deck was filled with soil.

A total of 243 city employees were certified for HeartSaver CPR/AED in October and November by staff of the health and fire departments. City Manager’s Office...

The Au-Some Kids Club Bowling Tournament was held recently at the Southside Family Fun Center. Sergeant Langston, Meghan Ohlensehlen, Officer Bradley, Officer Shannon Hailey, and Officer Kneib participated in this event along with members from the Autism Alliance.

The annual Employee Holiday Luncheon was held this week. Special thanks to all who helped organize, decorate, etc.

• Bode Ice Arena is preparing for the Mayor’s Children’s Christmas Party planned for December 10. A big thank you to Cosentino’s Price Chopper for their generous donation toward this event.

• Get a head start on warding off the holiday weight gain by spending some time at the REC Center or walking along our beautiful trail system.

• The staff at Fairview Golf Course learned that Santa likes to play golf, when he made an appearance on Sunday at the cross country golf event.

• Youth basketball league games started on December 3.• The Civic Arena staff are preparing for the Pony Express Gymnastics Tournament and the Missouri Theater is preparing for the theater presentation of “Miracle on 34th Street.” Both events will take place this weekend.

A bill authorizing an amendment to the Gaming Initiatives Fund to appropriate the amount of$35,000 from fund balance to be used for Save Our Heritage Grants and the execution of a contract to provide a Save Our Heritage Grant in the amount of $30,000 to the Sons of Liberty Firearms, LLC to rehabilitate the structure located at 116 South 7th Street.

If trash or solid waste is not contained within the appropriate containers, the owner of the property is liable to be summoned to court and fined up to $300. Property owners are able to make agreements with their tenants to accept the responsibility of trash disposal. However, if a tenant fails to meet the requirements of providing waste disposal, the owner of the establishment will be held responsible.

• The walls and floors of the 9th and Felix Street parking garage are being precasted off site and will be brought in on trucks and set into place with a very large crane.

• Rink Mania occurred in 1841 to 1844, when early attempts were made to construct artificial ice rinks made of hog’s lard and salts.

• Attorneys in the legal department have represented the city in eleven cases this year and risk management has processed an additional 218 liability claims.

The Mayor’s Children’s Christmas Party is an annual event for the children in St. Joseph. This event originally was held at the Civic Arena, however, after the Bode Ice Arena was constructed, the party was moved so that the children could enjoy skating for free at the party. We hope you will bring your children to the party and join the mayor, Santa and Mickey Mouse in an event full of fun. During this event, the participants will be welcomed by the mayor and entertained by the St. Joseph Figure Skating Club. After, children are welcome to visit with Santa and Mickey Mouse, have a balloon animal made, skate for free and leave with a party favor.

and along the chimney line. If the wall is hot or discolored, additional pipe insulation or clearance may be required.

• Check the flue pipe and pipe seams. Are they well supported, free of holes, and cracks? Soot along or around seams may be an indicator of a leak.

• Is the chimney solid, or does it have cracks or loose bricks? All unused flue openings should be sealed with solid masonry.

• Keep trash and other combustibles away from the heating system.
