April 18, 2017

ITEM 1. Roll Call

Vice-Chairwoman Hibinger called the meeting to order at 7:00 p.m. Members Present: Joshua Bricker, Cassie Cunningham, Bob Dalton, Angela MacWhinney, Robert Ruh, Michael Rush, Vice-Chairwoman Dianna Hibinger Members Absent: Wayne Brookover, Councilmember Kyle Rohrer, and Chairwoman Allyson Lash City Staff Present: Ted Miller, Parks and Natural Resource Director and Linda Mathews, Custom Service Liaison Motion to Excuse: Mr. Bricker moved to excuse Mr. Brookover, Councilmember Rohrer, and Chairwoman Lash, seconded by Mr. Ruh. Motion approved by a 7-0 vote. ITEM 2. INTRODUCTION of New Parks and Recreation Advisory Board Member ITEM 3. APPROVAL of the Motion Summary for the meeting held March 21, 2017 as recorded and transcribed. Motion: Mr. Bricker moved to approve the Motion Summary for the meeting held March 21, 2017 as recorded and transcribed, seconded by Mr. Dalton. Motion approved by a 7-0 vote. ITEM 4. PUBLIC COMMENTS ITEM 5. RECOMMENDATION of Partnership with United Way for “Born Learning Trail” Mr. Miller provided an update on the proposed exhibits and the projected location of the signage throughout Blue Limestone Park and the Spray and Play. Mr. Miller discussed the projected dates for installation Motion: Mr. Dalton moved to recommend the installation of the Born Learning Trail project, seconded by Mr. Bricker. Motion approved by a 7-0 vote. ITEM 6. RECOMMENDATION of Park and Facilities Naming and Dedication Policy

Mr. Miller reviewed the guidelines for naming a park. Mr. Miller discussed the absence of corporate sponsorship in the current policy, and that it may need to be added in the future. Motion: Vice-Chairwoman Hibinger moved to accept the policy and recommend to present the policy to Council, seconded by Mr. Rush. Motion approved by a 7-0 vote. ITEM 7. UPDATE of YMCA Recreation Services, Programs and Events Mr. Miller discussed efforts to recognize City of Delaware events, and recommended that at least one member of the board attend each event. ITEM 8. UPDATE of Parks Activities Mr. Miller discussed opening dates for the pool at Mingo and the splash pad at the Spray and Play. ITEM 10. STAFF COMMENTS ITEM 11. MEMBERS COMMENTS Mr. Bricker voiced concerns over the increase of dandelions at Smith Park at the field locations. Mr. Rush recommended that staff monitor for hornet and bee nests along fencing. Vice-Chairwoman Hibinger discussed nests found along the tennis courts and the poles for the nets. ITEM 12. ADJOURNMENT Motion: Vice-Chairwoman Hibinger moved to adjourn the Parks and Recreation meeting. The meeting adjourned at 7:20 p.m.

YMCA/Recreation Services

Recreation programs listed below are now coordinated through the YMCA

I. Youth Programs/Classes A. Baseball and Softball games are entering the fourth week of the season. A total

of 543 boys and girls registered this year. Girls fastpitch softball (U-10 and U-12 age divisions) are playing with other teams in Delaware County. Pony baseball is playing in the Central Ohio Junior Pony League, comprised of teams in Delaware, Dublin, and Olentangy.

B. Summer Golf lessons has 4 adults and 6 kids in Session I and currently have 6 adults and 16 kids in Session II.

C. Tennis lessons at Mingo began on May 30th. Session I (May 30th - July 1) brought 35 registrants. Currently, 19 additional participants are registered for Session II, beginning July 11. Typically, several of the participants in Session I sign up again for Session II.

D. Safety Town Registration is sold out and will run the last two weeks of July at Willis. .

E. Registration for Youth Fire/Police Academy Summer Camp is now open. F. New Healthy Weight and your Child program is currently taking registrations.

This program is designed with the whole family in mind. This evidence based program for youth 7-13 with a BMI of 95% or higher focuses on learning skills to live a healthier lifestyle long-term.

II. Adult Programs/Classes G. Diabetes Prevention Program: Participants learn about healthy eating and

increasing their physical activity, with the goal of reducing their body weight by 7% and increasing their physical activity to 150 minutes per week. Currently registering for this program..

H. Delay the Disease, a program for people with Parkinson’s is now up and running. Classes are offered Monday, Wednesday and Friday from 1-2 pm..

II. Adult Sports Programs A. Open volleyball draws about 15 players each Monday. Basketball is similar on

Mondays and Wednesdays and Saturday morning. B. Softball Men’s and Co-Ed Leagues are in mid-season. We have 29 total teams

(15 Men’s, 14 Co-Ed) this summer. C. Golf and Tennis lessons for adults are offered for the summer. D. Adult Soccer registration is currently open. E. Adult Pickleball - Regular Adult Pickleball is going on at Blue Limestone. There is

a Facebook group where players organize meet-ups.

III. Special Events

A. Easter Egg Hunt and Kite Festival Date was a hit. Parking lot filled up. Over 20 kites were counted after the event. B. JFlo will be open Saturday, May 27th. Jflo website is up-to-date with season information and pricing. Summer swim lessons will be posted Monday, April 24th for all to view. Registration for members will open Saturday, April 29th and Non-members on Saturday, May 6th. C. Dave Staley Adult & Youth Triathlon - Sunday, August 13th 2017 http://www.allsportsraces.com/dave-staley-triathlon.html D. Harmony in the Park runs every Sunday from 7-8pm at Bicentennial Park.

Summer is here and THE LITTLE BROWN JUG JUNIOR GOLF CLASSIC tournament will be here soon! This year – the 42nd – will be held on Saturday July 8, 2017 from 8:00 am to 2:00 pm at the city of Delaware’s Hidden Valley Golf Course. We hope that you will be one of our sponsors.

This year the tournament is being organized by the Delaware County Kiwanis Club. Financial support is through the Kiwanis and interested businesses and residents of the area who wish to provide a worthwhile activity for our youth. The entrants are charged a nominal fee of $5 to participate, which includes green fees, lunch, a medallion, and any trophy they may win.

We hope that you will consider sponsoring a hole or providing a prize to make 2017 another successful year for the kids.

Nomination of Eastside Neighborhood Park to be named “Dick Bennett Park”:

Dick Bennet was born in Delaware, Ohio on April 18, 1942. He served our country in the U.S. Air Force from 1960-1968, he was a Delaware City Police Officer for 20 years, and was the head of the Delaware County Veterans Service for an additional 20 years.

Dick Bennett was proud of his east side roots. He always felt the east side kids deserved a park and he served on the East Side Park Committee that developed the current Eastside Park from an overgrown field to an established park. Dick’s residence overlooked this same park until he was forced to move after the passing of his wife and his own poor health.

He was also an active member of his east side church. Dick Bennett volunteered as a teacher at the JVS (now Delaware Area Career Center), as an east side Boy Scouts Leader, and for the Delaware Police Department Explorers unit. Dick Bennett also took two new Delaware City Police Officers from outside of Delaware and mentored them on the history of the City of Delaware. Both Sheriff Russell Martin and I were always grateful for this mentoring and introduction into real community policy.

Dick Bennett passed away on October 1, 2015 and is interred at Oakwood Cemetery in Delaware.
