• Billboard signs are believed to be most useful when directing out-of-town visitors to points-of-interest;

Criteria for Sign Variances• Special circumstances or conditions…which would
substantially restrict the effectiveness of the sign in question; such special circumstances or conditions do not apply generally to all businesses or enterprises;
• Such special circumstances were not created by the applicant;
• The granting of the variance will be in general harmony with the purpose of Sign Regulations and will not be materially detrimental to adjacent property.
• The variance is the minimum necessary to afford relief from the hardship.

Recommendations• City staff and the Planning Commission recommend
denying the variance;
• Appears to be no different from other CG and CG/CH areas subject to the same prohibition on off-site signs.
• Approving will grant this one property owner a special privilege not generally available to others;
• Approving also seems contrary to the apparent intent and purpose of limiting off-site to locations not within its older urban core.

Annexation Hearing• October 5, 2010 – City Council unanimously approved
an initiation of annexation in the subject area;

• an adjacent substation of electric power transformers;
• an approximately 500-foot wide strip of land occupied by parallel arrays of electric power transmission lines; and
• an approximately 0.34-mile long segment of right-of-way for Red Bluff Road.

Rationale• Anticipated future annexation of land to the west, will
leave a “hole” in the incorporated area of San Angelo;
• When sold to WTU, agreement was that it would not be brought into City limits unless development for residential and other purposes has progressed continuously to such an extent that the area covered by this deed is substantially surrounded by land actually developed inside the City Limits;
• Segment of Red Bluff Rd has been maintained by the City for over 60 years;
