From its origins over 100 years ago asa paper-mill town, which still boasts a mill operated by Georgia-Pacific Corporation, Camas has expanded, developed, andsuccessfully blended a mix of cultures, values, and vision.Companies such as Sharp Microelectronics and Sharp Labs ofAmerica, Linear Technology, WaferTech, Underwriters Laboratories,Fisher Investments, and others call Camas home.

Organization

The City was incorporated on June 2, 1906 and operates underlaws of the state of Washington applicable to non-charter codecities with a mayor-council form of government. The 2012 Citybudget is approximately $41 million and averages $50 million peryear including capital projects. Camas has 175 FTE that arerepresented by five collective bargaining units. The City providespolice, fire, emergency medical services (including ambulancetransport), cemetery, street, sanitation, parks, recreation,library, planning and zoning, water supply treatment anddistribution, and sewage collection and treatment services.Camas has partnerships with many entities including the City ofWashougal, the Port of Camas-Washougal, Camas School District,Clark County and East County Fire and Rescue.

Position

The City Administrator assumes full management responsibility for allCity operations including the development and implementation ofthe City’s goal, objectives, policies and priorities. TheAdministrator oversees the development and administration ofthe budget and implements budgetary adjustments asnecessary. The City Administrator implements policydecisions made by City Council, prepares recommendationsand advises on matters requiring legislative action.

In accordance with Council policies, the City Administratorrepresents the City to all departments and outside agenciesand coordinates activities with those of other cities,counties and outside organizations. The Administratorattends and participates in professional meetings and staysabreast of new trends and innovations in the field of citymanagement and public administration. The City Administratorexplains and promotes City programs, policies and activities aswell as negotiates and resolves sensitive and controversial issues.Additionally, the Administrator responds to and resolves difficult andsensitive citizen inquiries, provides direction and delegates authority asnecessary to resolve issues.

Priorities• Develop and maintain positive long-term relationships with the Mayor, City Council and City Staff. Work

to understand the current organization, operations, culture and structure to implement changes and newdelivery methods that enhance efficiency that support City goals and initiatives.

• In partnership with the Mayor and City Council, identify and implement future capital projects as theCity continues to grow. Consider the proper timing, funding and community support to realize projects thatcould include…

o A vital and expanded downtown core.o Complete Phase I of the Community Center project at Lacamas Lake and begin the visioning

process for future phases.o Develop the 1100+ acres newly annexed on the North side of the lake. Ensure the infrastructure is

in place for this large employment and residential project.o Begin visioning for continued community recreation facilities at City parks.

• Develop a sustainable budget and manage expectations in a time of continuing local revenue restraints.Review current revenue streams and future potential. Understand the impact on council goals, projects andstaffing to manage the fiscal reality with the city’s needs.

• In partnership with the Mayor and City Council, develop a citywide strategic plan that is consistent withthe City’s vision and mission.

• In partnership with the Fire Chief, continue developing the emergency services consolidation effortsbetween Camas, Washougal and other partners.

• Facilitate and enhance important partnerships that benefit the community. Work with the school districtto update and expand multi-sport, multi-use fields and to expand community recreation programpartnerships in order to provide additional services.

• Further establish and fine-tune the City’s branding standards.

Minimum Qualifications

The City Administrator has at least seven years of management responsibility and administrative experience in anorganization of similar size preferably with a well-rounded background that includes a combination of public andprivate sector experience. A Bachelor’s degree in government, political science, business/public administration or arelated field is required. An advanced degree in public administration or related field is highly desirable.Preference will be given to candidates with current knowledge of municipal finance, community development,labor relations and growth management issues. Strong knowledge of legislation similar to Washington’s GrowthManagement Act, environmental regulations and development processes/ordinances is preferred.

Compensation and Benefits

The salary range for the position is $113,500—$135,600 and starting salary is dependent uponexperience and qualifications. The City offers agenerous and competitive benefit package includingmedical, dental, vision, life, EAP, vacation, sickleave, ten holidays, three floating holidays andadministrative leave. The City Administrator isexpected to become a resident of the communitywithin twelve months of hire.
