Background
Monticello City, Utah is always interested in receiving feedback and engaging with members of the community. It is
important for the City to strive to meet expectations and provide an appropriate amount of services. It is equally important the City Government administers public resources in an efficient and transparent manner. There is a delicate balance between offering current services and preparing for the needs of the future without creating an undesirable tax burden. One way to ensure the City is on the right track and to gain additional insight into the views and opinions of Monticello City residents is to conduct a survey.

Survey Summary
At the beginning of 2105, Monticello City conducted a city-wide survey to solicit input that may be helpful for the City Council, City Administration, and various community committees. The survey was developed in an online format and was also printed and mailed with utility bills. Participants were given the option of completing the survey online or by delivering a hard copy to the city offices. The City received 127 responses of which 76 participants completed the survey online and 51 surveys were delivered as a hard copy.
The results of the survey have been shared and discussed with the City Council, City staff, and various committees.
It has also been shared on the City website to allow anyone who is interested to view the results. The comments have also been included in the Survey Results section of this report. There are a few comments that have been edited to ensure those who participated remain anonymous and to eliminate any language that may not be considered appropriate. The comments where not, however, edited for grammar or spelling.
It is important to note, the survey is only one source of feedback and there are many community members who
did not participate. It is also important to point out the wide range of opinions and expectations the City needs to consider when making decisions. There are several lessons learned and ways the City can improve in the future. Some suggestions may not be within the scope of local government, but the information from the survey provides meaningful perspective. Some items indicate a need for more public outreach. For example, some people might not know there is a place to drop off and pick up their dry cleaning in Monticello. Lastly, it is important for residents to participate in the government process even though they filled out the survey. The survey does not provide decision makers enough context to make the difficult decisions and residents should not assume their voice has been heard. For example, a citizen might want a particular service, but might not support a tax increase or reduction in another service to pay for it. Citizens should feel free to discuss their comments or concerns with the City Council, city management, or city employees as they all work towards improving Monticellos future.

Response Text Ridiculous 3-way stop on 1st North and the road put in when Maverik was built. Get rid of it!! "Oh, do we have a police department speeders, children walking home with people running stop signs, crosswalks & not yielding" not continuous side walks around town crossing main street at view block by street parking & resturant sidewalk on 100 N from Main street to 300 W young kids riding dirt bikes & 4 wheelers with no helmets and going very fast on the road to the Mtn. speeding vehicles thru town on 191 speed on main and 5th North "Main street near post office Protect people in crosswalks on ;main" crossing between MHS & NES on center, especially in the morning sun Teenagers driving with out license or insurance. adults driving without insurances. More lights on the back road, it seems traffic travels quite fast when entering Monticello. I have been at the post office & cars will be going approx. 45... seems fast anyway. crossing main traffic does not stop for walkers in cross walks traffic going thru town does not slow down. could use more enforcement to keep main and center safer I like the small town compliance speeding on 200 West and riding lawnmowers at 7:00am on a Saturday :) the illegal truck parking lot by the grocery store. with its dust & toxic loads mainly the center street/main street intersections cars zoom around corners at 4 w & w center when children go to school (no sidewalks) excessive speed on main roads through town by people just "passing through" Our street is sometimes blocked by parked cars and semis on the street. Safety is a concern for the children in the area as well as for me as I try to maneuver through
the traffic. School children have to walk passed the business to get to the crossing guard on Main St. Crossing Main Street can be dangerous. There are only 2 places marked as pedestrian crossings. main street and center street traffic going through town sometimes goes too fast. water line valve cover missing on sidewalk on south of the trading post on the east side of the street Yield sign a golf course lane very dangerous (wrong facing) Speed traps entering and leaving town. Random stops of Colorado drivers looking for marijuana some drive to fast People making illegal u turns on main street, speeding at 500 w; people stopping in middle of road speeding down main after and all the way out of town sidewalks. kids walk in streets Should not have yield sign - they need to be stop signs. N&S not stop signs E&W stop signs No cross walk to city office or Maverick Pedestrians all over town. Badly need sidewalks 24 Hr Patrol? 100 n and 100 w the yield sign nobody pays attention to. Post office - parking in front - but there are other places off the main road so not too concerned. In front of post office I do not ever dare crossing at a cross walk in this town. I have seen law enforcement fly through with kids in the road. We need to be like Cortez and have crosswalk signs and enforce them. Especially at the intercection of the courthouse, Unique Creations and the Merc. I am weary of my children playing outside due to the number of drivers that speed up and down residential streets (specifically, 300 E.) None

Paint the crosswalks, especially on Main and Center streets. 500 North is horrible all the kids walking down the dirt road with cars speeding on it. No enforcement on this road, no signs, no side walk. It is down right scary! I think people just get used to not having many people on the streets so they sometimes forget to stop and yield.

Dogs running openly through the neighborhoods and streets -South East Monticello. Drug traffic and underage drinking The corner at Peace Tree on 500 North. speed limit signs on all streets within 2 blicks of school, make it so children an pedestrians can cross in cross walks. several people around town agree hardly anybody stops for anyone at crosswalks. Also WHY? would anyone want to retire here when it has people racing all over in 4 wheelers, motorcycles, & Autos with loud exhausts & stereo's
cops who don't care about stepping on toes when needed
Two un-maned police cars on each end of town on hwy 191 to slow people down. Sidewalks are limited and in poor condition. we have to walk in the street in most areas.

more supervision (police force) for large public gatherings Enforce seatbelts and children not riding on the lap of parents. more cross walks, paint the red zones! more police presence. and enforce laws across the board not matter who you are. If the Law is broken, depending on the severity one warning should be sufficient. After that or serious offense should be enforced. It might even help revenue.

^ a speed bump on this corner could save a life. By making citizens more aware of where they can voice their opinion, and get them more involved in issues that appear unsafe.
get a chief of police that actually wants to be a part of the community, live here, get involved, and do things to show that they care. I have concerns over a police vehicle left running outside for over an hour the other night in front of the city shop. No officer around anywhere to be seen. Seems like a waste of money for gas and unnecessary wear and tear on a vehicle.

Don't really know. I feel that more digital radar detectors would be an effective reminder for drivers on some of the higher traffic areas of town. More traffic signs reminding drivers that children or pedestrians are on the street could also serve as an effective reminder in residential areas. I also feel that an online board where citizens can anonymously provide descriptions of instances and/or people that have violated public safety laws would be a good way for law enforcement to become aware of situations that should

be monitored without citizens having to call the public safety building regarding a friend/neighbor. The number of complaints that describe similar events, people, or vehicles could be used to assess the validity of claims.

Complete sidewalks in residential areas and on Center and Main
stop drivers from stopping in the middle of the roads to talk with other drivers.
Proactive officers. A side walk at least on 500 north! have a campain about safe driving near Halloween. My children and myself almost got hit walking that night.
Too much good ole boy crap going on with law enforcement and they turn a blind eye
to criminal and illegal activity when they know the people smoking dope and/or selling it, but they are buddies or don't want to upset any "friendship" so they don't make arrests or reports. This puts the public in a safety risk with so many doped up people out there who know they will not be arrested or charged. Drivers who have license suspended or revoked are driving and - they don't pull over the drivers or arrest them or make a report. They turn a blind eye to some.
Fix the problem at 500 N.

Pay for there water use like everyone else.
fitness classes would be nice. ( at the new club house)

better, good!! Hide out T-Shirts sold there. more water available on course for drinking Im not a fan of golf course. It serves a few community Members. Money could be better spent on our kids & community. It also uses precious water that we don't have.

I understand it is a main attraction but some of the spending seems unnecessary(ie new golf carts)

There is only one city event that I know of. The July 24th Parade which is nice. Don't really have a problem with whats offered but I have a hard time knowing when things are starting up and then being notified when practices and stuff start. Frustrating. I would like to see more activities for young children (two, three, four) and young adults. Although leagues exist in the summer months for softball/baseball, it would be nice if some winter activities were available to adults too. The activities that do exist for the young age range are either under advertised or they occur during the middle of the day while parents are at work; thus making it impossible for our children to participate.

more winter activities A recreation center would be wonderful with indoor activities and youth programs such as the girls and boys clubs have.
Year round open pool.
We need a city rec center. A place year round that all city residents can use. Adult or open enrollment evening classes or programs for all ages including self defense, first aid, community service, painting, lawn and garden care, etc.

Better playground at city park i.e. swings, jungle gym, and etc. spinning toys (saucer) kiosks that would entice visitors to stay longer. Lot of history here that could be exploited ice skating pond in the winter and cross country ski course the park by the hospital has some issues with the gravel & sand from the parking lot. dog poop bags- empty garbage cans splash pad @ veterans for kids sculptures more lights @ Christmas altho this past Christmas was the Best in years! Pool should be open in winter for lap swimming! cam't believe they didn't insulate the blgd. we need new benches at circle park. swings at memorial park in town. we need a gym for out kids to use. the swimming pool was a waste of money our kids would get more use out of a gym & rec center. the pol serves just a few too. & is open just a few months. Year round community rec center preferred. none dog friendly Empty trash cans before contents litter the ground and blow everywhere. enclosed building at Veterans Memorial. shade areas at the ball field for watching games recreation center (thinking ahead and combining rec cent, swimming pool, place to walk & exercise ect.) they are very well maintained & beautiful. More events and entertainment in the summer. At Loyds Lake--better maintenance of existing areas (picnic area at volleyball court), a floating dock; possibly watercraft rentals. At Veteran's Park--a doggy poop bag dispenser along Main Street; lots of visitors stop there; along with weekly trash pick-up and emptying of trash receptacles. Need a dog park. we really need another gym! We need another place to do different sports, and have open gym for adults and young children. There is nothing available during the winter! Having a year round pool would be a good start. We built a pool that is not built for swimming. What is that all about? It sits empty most of the year. Why not organize a
school swim team? Get more teens envolved in a sport. Have more time for adult swim. And figure out how to add on and make it a community rec center. Make the enrollment fair and open to all who want to participate. Prices are way to high for the short time the programs run and for the quality of uniforms and coaching.

It would be so much nicer to have the same streetlights along Main St that are along Center St. The difference is unappealing and makes the actual downtown look neglected.

At least in our area, snow plows are hugely inefficient at plowing, and frequently block in driveways that would otherwise have been more accessible had the snow plow not even been there. The residential streets (Except that little corner street near the HS where the newspaper owner lives) are all eaten up and mounded up in the middle! It's very hard to push a stroller down the street because of the slope! Having more cross walks painted would be helpful in warning drivers of pedestrians. Streets are dangerous to walk on. They are crumbling away. Only certain streets in town appear to matter. The rest look like poor relatives.

With Loyds lake being nearly empty, it would be good to look for sources of additional ways to provide secondary water. Like deep wells that produce more water than the one drilled by the golf course. The city should water the golf course out of that well instead of Loyds lake.
The prices for utility services in Monticello are very high. Utilities are too expensive, about twice as much as Moab. Though not your issue, Empire Electric bills are outrageous. Something needs to be done about that. Metering secondary water system was a huge waste of tax payer dollars it's hard to monitor something when there no water to monitor

Give us the option to pay for secondary water all year, rather than making our bill higher in the summer. drop empire electric go with rocky mountain power or better make a city solar power plant, change billing to 100% power use 0% connection to grid fee. I am tired of all the treats for people over using the secondary water. After seeing water on all night and half the day and then having to keep seeing it run down the road with nothing being done. If you are going to set the rules, enforce them. You sure of quick about tagging houses.

Networking. First you have to take the city back and place your concern on how a city is to be ran. Not let the people of the city do what ever they want, so they run it. e-mail lists available for citizens to sign up for utilities, police, airport ect that when those issues come up an e-mail is rc'd or just one roll for all notices that is my own problem with actually care about serious problems that are occurring on a persons property that are caused by the citys lack of ability to control the water runoff.

Display ads in local paper for important public works projects, P&Z issues, etc. Keep us informed. Listen to our opinions and act on them. This town is dying. There are so many homes for sale it makes me wonder how are we going to survive? We need new businesses to come here. We need restaurants that are open to serve the public. There is no incentive for people to stop and stay in Monticello. We need to want people to spend their time and Money Here! But we have to give them a reason to.

Taking the religious element out of politics, professional bias, schools, and youth programs it if was like it use to be, nice, quite ,peaceful and the police dept, actually did its job. Along with the parents raising their kids to respect the people of this town & be law abiding.

Better teachers at the schools who care about educating the kids and helping them move ahead rather than coddling them, more like babysitting.

The crew Nathan Langston heads up is wonderful, friendly, prompt, and extremely helpful. it seems to be doing well spending money to fix it up but don't have the money for speed limit signs, cross walk signs, school zone signs, & the enforcement of the law
employees are great doing a great job with what they have.
Trash pick up & public Works people do a good job. Olive was awesome!

Beautification committee, and the cemetery, ball fields and parks look good. The City has finally agreed that it needs to come into the 21st and compete with other towns when it comes to businesses, attracting tourism, providing more services to residents to entice them to shop locally. Town is clean and pretty. People are friendly and most times helpful when there is a problem or issue.

the weed patches around the new fire Dept building and the other places in town. keep the gutters clean. they're disgusting & it makes Monticello look like a dirty little town cleaner streets enforce weed control on 191 & 491 whith in city limits some how make trailside clean up there lot as well as numerous others. Allowing stores such as the Dollar Store with in city limits "Cheapens" our town. We need to be Unique!

maybe more steps or codes for the businesses along the main streets to follow to look more presentable. I think that we could get some sort of heating system for the pool so we could use it all year round. It is hard having things to do for young kids in the winter. Even in the summer the pool is COLD for young children. Maybe work on advertising swim lessons & actually offer lessons for kids younger than 5. Lower prices for recreation & offer discounts for multiple children. get a movie theater :)

Infrastructure, business development, roads less socialist, anti-American central control - more freedom - more invention and more "can do" spirit I admit to seeing improvements lately, but lose dogs are still an issue. My dog was on leash and we were attacked by a lose dog, twice-very unpleasant. Don't run me out of town but-We could discontinue the whistle 3 times a day. I can accept the noon whistle, but the other 2 at 8am and 6pm don't have a purpose, in my mind...I'm just saying... Look at expenses and cut less important drains so you can better take care of the basics such as infrastructure, basic services, and public safety without having to constantly concoct new ways to raise fees and taxes.

I have one small complaint. when it snows and I spend hours shoveling my driveway(which I don't mind doing) I get kind of discouraged when the snow plows blast up or down my street and fill in my driveway with piles of snow. If only we had that problem more often right? leash laws more sidewalks make people and business get rid of junk cars!
stop charging water for people that don't even use, and of course more jobs. I was disappointed with one of the prizes for completing this survey-the gift card to Cabela's. As a business owner I would have preferred to see a gift card to any one of our local businesses. How do we get the citizens to shop at home if our City doesn't set the example?

improve the police dept. starting with the leadership The kids raised a lot of money to go towards a new swimming pool that could be used all year. So the city had one installed one that can be used no more than the other one. Blanding and Cortez both have nice recreation centers. Monticello has nothing.
Accessibility of information. Improve the website. Keep it a small town atmosphere. Too often people move in from a big city because they want to get away and then try to turn Monticello into a big city.

Property owners on Main and Center Streets should be fined if the buildings and lots are not presentable; weeds and grasses cut; abandoned buildings dismantled and remains removed; fresh paint; good lighting. Industry needs to be brought into Monticello to give residents employment, so they can continue to live in the City and not seek employment in other states. Recognize that the Welcome Center is a vital resource for encouraging visitors to stay in Monticello while on vacation.
Same as above. get an annual bike race with pro riders from city park over the mountain to Canyonlands and/or back up Peters hill. Water resource development is critical. Blanding has left us in the dust. Marketing the community. The Us/Them mentality with outsiders will destroy the ability of the city to grow and develop. More entertainment for kids besides sports and more options for young adults for entertainment.

Law enforcement personnel who are fair minded who are as interested in upholding all the laws as they are in managing their friend base. Embrace outdoor recreation tourism. Cater to outdoor enthusiasts, which would bring in business and dollars.
