Pre-qualification applications for empanelment of eligible vendors located/having their office

in Rajasthan and Delhi-NCR are invited for the procurement of the items mentioned below

as serial numbers 1 to 6.

Applications have to be made in separate sealed covers for each category. The existing

empanelled vendors are also required to apply afresh.

Tender concerning rates will be called for separately at a later date only from the vendors

who have been approved/ empanelled/ short-listed. In this regard, please refer to: a) Annexure I: Eligibility Criteria, Terms & conditions (7 pages); and

b) Annexure II: Application for empanelment (4 pages)

Category: [1] Printers for printing of forms/vouchers/documents/registers etc. with single/multi colour

printing facility. The paper will either be supplied by the bank or procured by the

supplier depending upon nature of the items. [2] Manufacturers of continuous computer paper [conversion]. [3] Manufacturers of various sizes of plain/window envelopes/ laminated envelopes/ LDPE

envelopes, with the Bank's name & logo printed. The paper and other materials shall be

procured by supplier only. [4] Manufacturers of plastic pouches for term deposit receipts/ ATM Cards (different sizes).

The material for the same shall be procured by the supplier. [5] Manufacturers of file covers printed with the Bank's name & logo. The material for the

same shall be procured by the supplier. [6] Packing material: Corrugated boxes and polythene bags. The material for the same shall

be procured by the supplier. Application Form: The application form for empanelment can be obtained from office of the Assistant General

Manager (Procurement), State Bank of India, Circle Stationery Departement, Matrix Mall.

2nd Floor, Near Lal Jain Mandir, Sector No. 4, Jawahar Nagar, Jaipur – 302004 at the

non-refundable cost of Rs.500/- or the same may be downloaded from the Bank’s web-site

www.sbi.co.in or www.statebankofindia.com. In case the application forms are downloaded

from the website, a draft of Rs. 500/- in favour of “State Bank of India” must be deposited

along with the application. Applications, complete in all respect, must reach the Bank by

registered post / courier/ dropped in the application box available for the purpose at this

office by 30/06/2017 before 04:00 PM. The application for empanelment will be opened on

the next working day of the closure of bids at our office as mentioned above, at 2 PM. The

eligible vendors will be shortlisted and empanelled. The Bank reserves the right to cancel,

postpone the dates and also to reject any/all applications without assigning any reason.

Annexure- I

Category wise eligibility criteria (Conditions to be fulfilled)

(Ref: Application notice No.CSD/01/2017 dated 05/06/2017)

The following eligibility criteria have been specified category-wise and applicants/ vendors/

suppliers should ensure that they fulfill the same before submitting their duly filled in

applications. Please note the following instructions carefully.

i. Please ensure that documents/evidences in support of your data e.g. Audited

financial statements like Balance Sheets, Trading and P & L A/c etc. are enclosed

with your application.

ii. Details of technical printing facilities available, like offset printing, multicolor

printing, computer composition, laser printing, in-house binding facility –

manual or mechanical, paper trimming facilities, punching facility, perforation

facility etc. should be clearly mentioned. iii. Please take careful note of the last date for receipt of applications at Circle

Stationery Department, Matrix Mall. 2nd Floor, Near Lal Jain Mandir, Sector

No. 4, Jawahar Nagar, Jaipur – 302004 (Rajasthan) and opening of bids as per

News paper advertisement.

iv. The empanelled vendors will be required to deposit a security deposit as

mentioned against each category within ten days from the date of empanelment.

v. Applicants should have experience in printing of Bank stationery.

[1] Printers for printing of forms/vouchers/documents/registers etc. with single/multi

colour printing facility. The paper will either be supplied by the bank or procured

by the supplier depending upon nature of the items.

(i) Experience in the

line of activity

turnover for the

last 3 years.

(iii) Other conditions a. Please note that print orders will have to be executed at the special

rates (Pre-decided by the Bank where paper will be provided) fixed

by the Bank and reviewed from time to time.

b. If selected for empanelment, the applicant shall furnish a security

deposit receipt of Rs.10.00 lakhs. If the applicant is already

empanelled with CSD Faridabad and has furnished a security

deposit of Rs.10.00 lakhs to them then such applicants may furnish

a security deposit of Rs. 5.00 lakhs instead of the aforementioned

Rs. 10.00 lakhs. Proof of security deposit already provided to CSD

Faridabad, if any, must be enclosed along with application. The

security amount will be in the form of a Term Deposit in favour of

State Bank of India.

c. The applicant, once selected for empanelment, shall indemnify the

Bank against any and all losses which may be incurred by the Bank

due to low quality printing / delivery of defective stocks of printed

material / shortages / rejections etc.

d. The demand made by the Bank shall be final and shall

constitute sufficient proof of the loss suffered by the Bank. The

applicant selected for empanelment shall provide additional security

deposit in the event that higher value paper is provided by the Bank

or if so required based on the value of the orders placed by the Bank

and if the Bank deems it necessary to do so for an applicant selected

for empanelment to be eligible for participating in tenders at a later

date.

e. If the applicant selected for empanelment fails to make good the

losses for which it has indemnified the Bank, the Bank shall, at its

discretion, be free to either deduct such amounts from the amount

payable to such applicant or alternatively forfeit the security deposit

and no further work shall be allotted to such applicant unless the

security deposit as prescribed herein above is replenished.

f. The applicants should ensure that they have a storage capacity of

at least 10.00 tonnes for raw materials, finished products etc.

g. The terms and conditions may be varied and modified by the Bank

from time to time as per requirement and the applicants shall abide

by such modified terms and conditions as well.

[2] Manufacturers of Continuous computer Paper (Conversion):

(i) Experience in the

line of activity

Five years.

(ii) Cumulative sales

turnover for the

last 3 years

Rs.50.00 lacs & above in the line of activity. Details of associate

concerns having similar activity with their turnover details may also be

furnished.

(iii) Other conditions a. IBA/RBI/ISO/SBI approved printers will be given preference,

therefore such approved printers are advised to enclose a copy of

the letter of approval.

b. If selected for empanelment, the applicant shall furnish a security

deposit receipt of Rs. 2.00 lakhs. The security amount will be in the

form of a Term Deposit in favour of State Bank of India.

c. The applicant, once selected for empanelment, shall indemnify the

Bank against any and all losses which may be incurred by the Bank

due to low quality printing / delivery of defective stocks of printed

material / shortages / rejections etc.

d. The demand made by the Bank shall be final and shall

constitute sufficient proof of the loss suffered by the Bank. The

applicant selected for empanelment shall provide additional security

deposit in the event that higher value paper is provided by the Bank

or if so required based on the value of the orders placed by the Bank

and if the Bank deems it necessary to do so for an applicant selected

for empanelment to be eligible for participating in tenders at a later

2. A minimum printing capacity of 1 lac pages per day.

g. The terms and conditions may be varied and modified by the Bank

from time to time as per requirement and the applicants shall abide

by such modified terms and conditions as well.

[3] Manufacturers of various sizes of plain/window envelopes/ laminated envelopes/

LDPE envelopes, printed with the Bank's name & logo. The paper and other

materials shall be procured by supplier only.

(i) Experience in the

line of activity

Five years.

(ii) Cumulative sales

turnover for the

last 3 years

Rs.1.00 crore & above.

(iii) Other conditions a. The manufacturer should only procure paper from Grade Á’mills

only which is acceptable to the Bank.

b. If selected for empanelment, the applicant shall furnish a security

deposit receipt of Rs. 5.00 lakhs. If the applicant is already

empanelled with CSD Faridabad then such applicants may furnish a

security deposit of Rs. 3.00 lakhs instead of the aforementioned Rs.

5.00 lakhs. Proof of security deposit already provided to CSD

Faridabad, if any, must be enclosed along with application. The

security amount will be in the form of a Term Deposit in favour of

State Bank of India.

c. The applicant, once selected for empanelment, shall indemnify the

Bank against any and all losses which may be incurred by the Bank

due to low quality printing / delivery of defective stocks of printed

material / shortages / rejections etc.

d. The demand made by the Bank shall be final and shall

constitute sufficient proof of the loss suffered by the Bank. The

applicant selected for empanelment shall provide additional security

sizes). The material for the same shall be procured by the supplier.

(iii) Other conditions a. The manufacturer should procure material acceptable to bank.

b. If selected for empanelment, the applicant shall furnish a security

deposit receipt of Rs.2.00 lakhs. The security amount will be in the

form of a Term Deposit in favour of State Bank of India.

c. The applicant, once selected for empanelment, shall indemnify the

Bank against any and all losses which may be incurred by the Bank

due to low quality printing / delivery of defective stocks of printed

material / shortages / rejections etc.

d. The demand made by the Bank shall be final and shall constitute

sufficient proof of the loss suffered by the Bank. The applicant

selected for empanelment shall provide additional security deposit in

the event that higher value paper is provided by the Bank or if so

required based on the value of the orders placed by the Bank and if

the Bank deems it necessary to do so for an applicant selected for

empanelment to be eligible for participating in tenders at a later date.

c. The applicant, once selected for empanelment, shall indemnify

the Bank against any and all losses which may be incurred by

the Bank due to low quality printing / delivery of defective

stocks of printed material / shortages / rejections etc.

d. The demand made by the Bank shall be final and shall

constitute sufficient proof of the loss suffered by the Bank.
