    Thank you for your interest in availing the services of CII Sohrabji Godrej Green Business Centre for conducting detailed energy audit at Emami Paper Mills Ltd, Balasore. Further to past energy audit conducted in 2011, we are pleased to offer our services for conducting a detailed energy audit at Emami Paper Mills Ltd, Balasore.

    The scope of services, methodology, provisional charges and other terms & conditions for conducting Detailed Energy Audit (DEA) is enclosed.

    This proposed energy audit will meet all the requirements laid down under the notification of BEE.

    Background The Ministry of Power, Govt. of India has issued a notification on 27th May, 2014 to make energy audits mandatory for Designated Consumers. As per Bureau of Energy Efficiency (Manner and Intervals of Time for Conduct of Energy Audit) Regulations, 2010, the first mandatory energy audit to be conducted by an Accredited Energy Auditor is within 18 months time from the date of notification ( i.e. 27th May,2014) issued by the Government. The key activities included under this notification are:

    1. Conducting Detailed Energy Audit and identify energy saving opportunities.

    2. Submission of DEA report meeting all the requirements laid down under Manner and Intervals of Time for Conduct of Energy Audit notification.

    3. Submission of Form-2 (Details of energy saving measures recommended in the energy audit report) duly signed by the Accredited Energy Auditor.

    4. Submission of Form-3 (Details of energy conservation measures implemented, investment made and savings in energy achieved and progress made in the implementation) duly signed by Accredited Energy Auditor.

    5. Training program for the plant personnel on energy efficiency.

    The proposal is as follows:

    1.0 The detailed energy audit of CII Godrej GBC at Emami Paper Mills Ltd, Balasore will cover all the major energy consuming areas and is likely to identify an annual energy savings potential of about Rs. 110.00 Lakhs. Wherever capital proposals are involved, the capital proposals will have an attractive average payback period of 2 years.

    This proposal for carrying out detailed energy audit is valid till 15 May, 2015.

    2.0 PAYMENT

    The total cost of conducting the detailed energy audit will be a lump sum amount of Rs. 9,72,000/- as Service charges for 72 man days (Including desk work at CII office @ Rs.13,500/- per man day).

    Service Tax

    Service tax on man day charges will be payable as per government regulations.

    3.0 THE PAYMENT SHOULD BE MADE IN THE FOLLOWING PATTERN

    3.1 Advance, before commencement of : Rs. 4,86,000/+ Service tax detailed energy audit (Advance 50% Fee) 3.2 Within 15 days after presentation of energy audit : Rs. 4,86,000/+Service tax +Travel+ Incidental findings and before submission of report (Balance 50% Fee)

    4.0 TRAVEL AND INCIDENTAL EXPENSES

    Emami Paper Mills Ltd, Balasore will also arrange for the following:

    Reimbursement of to and fro flight fare for six persons from Hyderabad/Ahmedabad/New Delhi to Bhubaneswar.

    Reimbursement of to & fro 2nd AC train/Car fare for six persons from Bhubaneswar to Balasore.

    Arrange for to & fro vehicle to pick up from Balasore Railway station to your plant.

    Arrange for boarding & lodging for CII team at your guest house at companys expense.

    Arrange for local transport for the CII team during the audit

    Reimburse incidental expenses such as local taxi bills (CII office to Hyderabad Airport taxi fare, Taxi fare in transit points, food expenses during travel and excess luggage expenses- if any for carrying the instruments) incurred by the CII team during their visit to the plant

    The number of visits will be maximum of two for detailed energy audit and two for mandatory energy audit.

    *CII team comprising of six members will try to complete the detailed energy audit in maximum one visit. However, in cases of exigencies (such as shutdown, equipment not in operation etc.,) another visit for completing energy audit activities may be required for which the entire team will travel. Subsequent to the detailed energy audit initial visits, a two member team will visit the unit for maximum of one time for carrying out other requirements of mandatory energy audit.

    5.0 CONFIDENTIALITY

    All information collected during detailed energy audit at Emami Paper Mills Ltd, Balasore will be kept confidential by CII.

    6.0 DURATION OF STUDY AND REPORT SUBMISSION

    CII will complete the detailed energy audit on top priority and will present the detailed energy audit findings within 28 weeks from the date of written acceptance of this proposal and receipt of advance.

    The detailed report on energy audit findings will be submitted within 20 days after receipt of payment as per item 3.2 of the proposal. Three hard copies of the report will be submitted to Emami Paper Mills Ltd, Balasore after the detailed energy audit.

    7.0 DATE OF COMMENCEMENT OF AUDIT

    The commencement of detailed energy audit will be taken up on a first-come-first-served basis. The waiting period for the commencement is three months from the date of written acceptance of this proposal and receipt of advance. The exact date of commencement will be intimated within 15 days from the date of acceptance of this proposal.

    If this proposal is acceptable to you, kindly send us your acceptance letter, along with a formal work order and advance payment as mentioned in item 3.1 of the proposal.

    1.0 INTRODUCTION

    Emami Paper Mills Ltd, Balasore has evinced interest in availing the services of the CII Godrej GBC for conducting a detailed energy audit at their unit.

    Based on discussions had with plant team and our past experience we are confident that a detailed energy audit at Emami Paper Mills Ltd, Balasore is likely to identify an annual energy savings potential of Rs. 110.00 Lakhs.     DETAILED ENERGY AUDIT AT EMAMI PAPER MILLS LTD, BALASORE

    1.0 Training program

    To facilitate maximum achievement of savings CII-Godrej GBC will conduct a one day training programme for the plant personnel to:

    Give a detailed in-depth knowledge on method of approach of energy conservation in specific areas.

    Help in identification and implementation of maximum number of energy saving ideas by plant personnel.

    Motivate plant personnel towards energy conservation.

    The training programme will cover the following areas:

    Energy audit methodology

    Boiler & Steam systems

    Case study in Paper Plants

    Centrifugal Pumps

    Fans and blowers

    Vacuum Pumps

    Air Compressors

    HVAC

    Compressors

    Electrical Distribution

    Motors

    PAT requirements and approach

    2.0 Methodology / Manner of Energy Audit

    2.1 Verification of data of energy use: CII Godrej GBC shall

    1. Verify the information submitted to the designated agency under the energy conservation the form and manner for submission of report on the status of energy consumption by the designated consumers for the previous two years and prepare a report in Form-1 for the year preceding to the year for which energy audit report shall be prepared and submitted.

    2. Establish specific energy consumption for the year

    3. Disaggregate the energy consumption data and identify major energy using equipment, processes and systems.

    2.2 Scope of energy audit: CII Godrej GBC jointly with the energy manager of Trident India Limited, Dhaula Manufacturing Facility shall

    1. Develop a scope of work for the conduct of energy audit required under the act with a view to ensuring adequate coverage in terms of the share of total share of total energy use that is covered in the energy audit.

    2. Cover all energy intensive equipment or processes for energy auditing

    3. Agree on best practice and procedures on measuring the energy efficiency performance of selected equipment and on algorithm to estimate energy performance and energy savings.

    4. Collect energy consumption and production data for the equipment and processes covered within the scope of energy audit, operating data and schedule of operation, non-proprietary process flow charts, production level disaggregated by product if applicable and such other historical data as may be considered essential by the CII Godrej GBC for achieving the purpose of energy audit.

    2.3 Monitoring and analysis of use of energy data for energy audit CII Godrej GBC shall:

    1. Verify the accuracy of the data collected in consultation with the energy manager as per standard practice to assess the validity of the data collected.

    2. Analyze and process the data with respect to:

    a. Consistency of Emami Paper Mills Ltd, Balasore data monitoring compared to the collected data

    b. Recommendation to reduce energy consumption and improve energy efficiency

    c. Summary overview of energy consumption in plant or establishment by fuel type and by section

    2.4 Preparation of recommendations on energy saving measures, their cost benefit analysis.

    CII Godrej GBC shall prepare a list of recommendations to save energy and the list shall include:

    1. A brief description of each recommended measure

    2. The estimated energy saving as well as energy cost reduction potential over a reasonable technical or economic life of the measure.

    3. Any known or expected technical risk associated with each measure.

    4. A preliminary assessment of financial attractiveness of each measure or assessment of maximum investment feasible based on the estimated energy cost saving potential over the life of the measure.

    5. The recommendations will be classified into three categories, short-term projects (requires no investment), Medium term projects (requires marginal investment) and long-term projects (requires higher investment).

    6. It should be noted that for capital proposals, the budgetary cost estimates have an accuracy of plus or minus 20%. For projecting cost benefit analysis, simple payback system technique will be used.

    7. Detailed engineering design and implementation of proposals does not come under the scope of work

    8. Services for conducting Detailed Energy Audit. Tabulated summary of recommendation listed as per their implementation schedule (short, medium, and long term)

    9. Where different alternatives for implementation of an energy efficiency measure available, CII Godrej GBC shall examine and discuss such options and recommend the techno-financially better option.

    10. Where the installation or implementation of any recommended energy saving measure affects procedures for operation and maintenance staff deployment and the budget, the recommendation shall include discussion of such impacts including their solutions.

    2.5 Prioritization and preparation of action plan.-

    1. CII Godrej GBC jointly with the energy manager of Emami Paper Mills Ltd, Balasore, shall select from the energy audit report such recommended measures as mentioned under 2.4 which in the opinion of Emami Paper Mills Ltd, Balasore management are technically viable, financially attractive and within its financial means, prioritize them and prepare plan of action for their implementation and this action plan shall include-

    a. Preparation of detailed techno-economic analysis of selected measures

    b. A monitoring and verification protocol to quantify on annual basis the impact of each measure with respect to energy conservation and cost reduction for reporting to Bureau and the concerned state designated agency

    c. A time schedule agreed upon by the designated consumer of selected measures taking into consideration constraints such as availability of finance and of proposed equipment

    2. CII Godrej GBC, based on the activities undertaken as mentioned above, shall submit a report in Form 2 to the management of the Emami Paper Mills Ltd, Balasore

    2.6 Energy audit report:

    1. The energy audit report structure shall be as given in Form 4 in the Manner and Intervals of Time for Conduct of Energy Audit notification of BEE and

    2. The energy audit report shall highlight, the details of specific energy consumption, list of recommendation to reduce energy consumption and costs, monitoring and evaluation of impact of selected measures and conclude with certification by accredited energy auditor of details mentioned in the notification.

    3.0 Energy Audit Report Coverage

    BEE, in the Manner and Intervals of Time for Conduct of Energy Audit notification, has suggested the following coverage in the energy audit report. Depending on the relevance and significance, the detailed energy audit report at Trident India Limited, Dhaula Manufacturing Facility shall include among the following:

    1. Production process description

    1. Brief description of manufacturing process 2. Process flow diagram and major unit operations 3. Major raw material inputs, quantity and costs

    2. Energy and utility system description

    1. List of utilities

    2. Brief description of each utility

    a. Electricity b. Steam c. Water d. Compressed air e. Cooling water f. Others

    3. Detailed process flow diagram and energy and material balance

    1. Flow chart showing flow rate, temperature, pressures of all input and output streams 2. Energy balance of the plant in the tabular form

    4. Performance evaluation of major utilities and process equipment/systems

    7. Energy conservation measures and recommendations

    1. The report shall provide existing energy profile of the designated consumer with percentage share of major equipment/processes, utilities etc., so that it becomes a basic documents for future monitoring

    2. Details of energy saving measures recommended in Form 2

    3. Cost benefit analysis of each recommended energy saving measures as per standard practice

    4. The investment proposals shall be backed with technical and economic viability and prioritization of energy conservation measures based on financial analysis of various options taking into account the capacity of the designated consumer to make investment in such measures.

    5. The substitution of existing energy use by any other form of techno-commercially viable form of energy will be studied.

    4.0 Submission of implementation status

    According to the notification, the DCs are to submit the status of implementation of energy audit recommendations as per the format mentioned in Form-3 with Form-2 as reference to the State Designated Agency and BEE on a regular basis. This form has to be verified and duly signed by the accredited energy auditor who has carried out the Detailed Energy Audit.

    The cost of this submission will be a lump sum of Rs. 1.00 Lakhs (Service tax applicable as per prevailing Govt. rules) and reimbursement of travel and incidental expenses for two people from CII. This will be taken up as a separate assignment.

    Annexure-1

    DETAILED ENERGY AUDIT AT EMAMI PAPER MILLS LTD, BALASORE

    The detailed energy study will cover all types of energy at Emami Paper Mills Ltd, Balasore. The macro level approach of the detailed energy audit will be as below:

    Identify new energy saving ideas / projects

    Fine tuning of equipment

    Technology up gradation

    Identify further improvement opportunities in projects under implementation.

    Based on the questionnaire received and our past experience we feel that the following areas can offer energy saving opportunities. These need to be investigated in detail during detailed energy audit.

    1.1 Pulp Mill & Paper Machines

    Three Paper Machines are installed capacity of 50TPD, 90 TPD, 250 TPD and two Pulp Mill capacity of 60TPD and 320 TPD at Emami Paper Mills Ltd, Balasore.

    The following improvement opportunities will be studied at each of the paper machines.

    Feasibility of improvement of condensate recovery

    Feasibility of improvement of pumping system

    Thermographic study of digesters to reduce heat losses through insulation

    Feasibility of converting single stage heating to double stage heating of liquor in the batch digestor

    Optimization of vacuum pumps

    Feasibility of reducing the pumping power by lessening the variation in the head box consistency

    Thermographic study to ascertain radiation and convection heat losses

    Feasibility of improving heat recovery opportunities in the drier ventilation system

    Possibility of using flash vapors in the drier system will be studied

    Possibility of improving condensate recovery from the Paper machine drier section

    1.2 Deinking

    In the Deinking, apart from the equipments mentioned above, the following areas will be studied for reducing the operating cost.

    The pumping systems in the DIP (De-Inking Plant) will be studied in detail for possible energy saving opportunities, including efficiencies of major pumps

    Feasibility study for optimizing the pulp flow through centri-cleaners and screens, thereby optimizing pumping power consumption

    Feasibility of replacing the existing agitators with energy efficient agitators would be attempted.

    1.3 Vacuum Pumps

    The vacuum pumps are a major electrical energy consumer in paper machines. During the audit vacuum pumps (above 30 kW) will be studied for possible energy savings:

    Performance comparison of operating vacuum & flow vis--vis design vacuum & flow

    Correct matching & sizing of vacuum pumps based on segregation of different vacuum requirements

    Feasibility of installation of pre-separators for the vacuum pumps.

    Feasibility of replacing inefficient vacuum pumps with high efficiency ones

    Optimization and Recycling of seal water

    1.4 Pumps

    The pumps located in different parts of the plant, such as, water distribution pumps and cooling water pumps consume substantial amount of electrical power. These pumps will be studied in detail and feasibility of the following will be explored during the audit:

    Pump Efficiency for all the pumps (above 30 kW)

    Optimizing operating procedures

    Fine tuning capacity & head of pumps

    Installation of correct size pumps

    Installation of variable speed drive

    Installation of high efficiency pumps

    1.5 Fans & Blowers

    Fans & blowers are one of the major power consumers at Emami Paper Mills Ltd, Balasore. CII team will conduct a detailed survey of all fans & blowers in the plant will suggest methods of reducing power consumption. The suggestions will be made in resonance with the process and operational requirements of Emami Paper Mills Ltd, Balasore.

    The study will cover the following possibilities:

    Fan efficiency for all major Fans & Blowers (above 30 kW)

    Fine tuning of fans & Blowers

    Installation of right size fans & Blowers matching with system requirement

    Installation of high efficiency fans & Blowers

    Optimizing operation of bag filter and circulation fans

    Feasibility of system pressure drop reduction

    1.6 Captive Power Plant

    During the detailed energy audit, the performance of captive power plants (5 MW & 15 MW) will be studied in detail. The following aspects will be studied in CPP for improving the operating efficiency:

    The operating efficiency of boiler will be estimated by indirect heat loss method and possibilities for improving the efficiency will be studied.

    Estimation of turbine heat rate

    Air infiltration study at various stages in flue gas path and thereby reducing the load on ID fan

    Optimization of combustion efficiency by flue gas analysis

    Voltage and Frequency optimization at Generation end

    During the detailed energy audit, the following aspects of Power plant auxiliary will be looked into for possible energy savings:

    Flue gas analysis - Fine tuning of boiler to improve the combustion efficiency and to check for air infiltration in the flue gas path

    Optimization of ID, FD & PA fans operation

    Fine tuning of BFW pump, Condensate Extraction water pumps, etc

    Develop better operating practices for higher efficiency

    Pressure drop & Utilization of compressed air system

    1.7 Cooling Tower System

    The performance of all major cooling towers will be studied in detail during the detailed energy audit. The following possibilities will be explored:

    Cooling water flow & cold well temperature optimization

    Cooling tower fans optimization

    Measurement & optimization of range and approach

    Estimation & Comparison of Effectiveness, evaporation losses, blow down losses & COC with design parameters and suggesting suitable measures for improving the performance

    Physical Inspection of CTs, assessment of effectiveness of CT fills or packing materials, condition of nozzles & drift eliminators etc

    Options for improvement of CT effectiveness will be explored during study

    Installation of dual speed motors / VFDs for the cooling tower fans

    1.8 Air Compressors & Compressed Air System

    Majority of compressed air is used for conveying, purging operation in bag filters and operating pneumatic instruments. CII energy audit team will study the compressor and compressed air system for feasibility of energy conservation aspects, such as:

    Compressor efficiency of all compressors above 30 kW (Specific energy consumption (kW / cfm) by pump up method - where ever possible)

    Fine tuning of compressors

    System pressure optimization

    System modification to minimize compressor operation and replacement with rotary blowers

    Methods to minimize system losses

    Feasibility of installing Variable Frequency Drives (VFDs) for the compressors

    1.9 Electrical Motors Survey

    Detailed power measurements will be carried out on all major motors above 30 kW. Based on the loading pattern and driven equipment operation, the following energy saving opportunities will be explored:

    On / Off control - Installation

    Auto Star-Delta-Star converters

    Replacing with lower capacity motors

    Replacing with higher energy efficient motors (plant team has to provide existing motor efficiency details )

    Electrical measurements will be of instantaneous nature only, wherever required (like major process fan efficiency measurement) parallel instantaneous electrical measurements will be carried out during the audit.

    1.10 Electrical Distribution System

    During the detailed energy audit, electrical distribution system will be studied and recommendations will be made, wherever feasible in the following areas:

    Measurement and analysis of voltage profile and optimum secondary voltage

    Measurement and analysis of load factor, power factor, voltage and current unbalance of major feeding areas

    Measurement and analysis of load pattern of transformers and quantification of reducible transformer losses

    Performance evaluation of installed capacitors, assessment of system power factor and capacitor performance;

    Analysis of effect of tap position & tap changes on the DTR performance and secondary voltage

    1.11 Lighting System

    Even though lighting forms an insignificant part of electrical energy consumption, there is a further scope for energy savings.

    The feasibility of following will be studied in the lighting system

    Installation of electrical energy savers in lighting system

    Energy efficient lighting practices

    Modification in lighting system to minimize power consumption

    Measurement of Lux levels in various plant areas is not included in scope of work

    1.12 Harmonics Study

    A harmonics study will also be carried out as a part of the detailed energy audit. The study will identify the level of harmonics at the point of common coupling (transformer) in the plant. This will be compared with the allowable harmonic distortion levels and corrective actions to reduce the harmonic levels will be suggested.

    The design and supply of filters for minimizing harmonics does not come under the scope of conducting the detailed energy audit.

    Green Audits

    With enhanced focus on Resource conservation on all fronts chemicals, Energy and water, CII has introduced Green Audits to the industry. The following Paper Plants have carried out Green Audits - Century Pulp & Paper, Lalkua, Orient Paper Mills, Amlai and Emami Paper Mills, Dakshineshwar.

    CII also has been involved in the preparation of training course and training the staff and workmen on various aspects related to energy, water and environment Management with specific focus on pulp and paper sector. This initiative has been implemented at Orient Paper Mills, Amlai.

    Project on Cleaner Production Technologies for Pulp & Paper Industry

    CII Godrej GBC has partnered with Indian Paper Manufacturers Association (IPMA), IVL Swedish Environmental Research Institute and Innventia AB and jointly taken up a project with the support of Swedish International Development Agency (SIDA) to Promote Cleantech solutions and Business opportunities between Swedish and Indian entities within the Pulp and Paper sector.

    World Class Energy Efficiency & Mission for Sustainable Growth

    Confederation of Indian Industry has also launched 2 unique initiatives namely World Class Energy Efficiency & "Mission on Sustainable Growth".

    1. World Class Energy Efficiency The initiative intends to bring down the energy consumption of select sectors of the Indian Industry, comparable to the best in the world. This initiative currently is being pursued in the Pulp & Paper sector.

    2. GreenCo As part of the Mission on Sustainable Growth (MSG) initiative, CII has developed the Green Rating System for Companies (GreenCo), which is the First of its kind in the world.

    The objective of the rating system is to create a framework to define and assess how Green the company is and highlight the way forward to become more Greener. It will act as a milestone for companies pursuing green initiatives to measure where they stand and help them in defining the path forward.

    The adoption of green rating for companies would address national priorities, which would lead to the following benefits:

    a. Build competitiveness and improved profitability

    b. Corporate green image

    c. Help companies to assess where it stands with respect to its peers and competitors

    d. Identify strengths and explore improvement opportunities for better environmental performance

    e. Road map for long term competitiveness and resource conservation

    GreenCo Rating is receiving excellent response from the industry. As of now, 36 companies registered for the rating and 14 companies have been rated under various levels. In addition, more than 70 companies are currently working under various phases of the GreenCo rating.
