» Welcome to the CIBSE Building Performance Awards 2013

» It is an exciting time to be working in the field of building performance. Improved performance brings economic benefits, not just to owners and operators but to the wider economy. Since our buildings use nearly half our energy, this should be a matter of national priority. It’s even more critical as this is an age of increasing uncertainty about the supply and security of energy – Ofgem predicts that by 2015-16 there will be just a 4% margin in installed UK capacity.

Energy will need to be closely managed just to get our buildings and energy systems to work in a tough world. Energy management is not just controlling what you have, but, through control, finding where you can invest to work more efficiently. That’s why CIBSE supports benchmarking so we can learn from performance data; we want the best performers to power ahead and bring the others along with them.

The Building Performance Awards showcase the exemplar products, people and projects leading the way in innovation and engineering excellence. These projects show us what can be achieved and raise the bar of best practice for all of us in the industry.

Tonight we celebrate success and acknowledge the achievements of our peers, but it is crucial that the impact of these Awards continues beyond this evening. CIBSE will be showcasing the projects at Ecobuild and throughout the year in the CIBSE Journal. Innovation and excellence must be shared and promoted in order to raise standards across the built environment. Building performance is at the heart of everything that CIBSE does and these successes should be shouted from the rooftops.

For tonight, though, let us celebrate the best our industry has to offer and congratulate the winners and nominees for their outstanding accomplishments. I hope that you enjoyed the evening and that it provides inspiration for the year ahead.

» Examples show the bottom-line benefits of best-practice, energy-efficient design and operation to give retailers the hard evidence and ammunition to help drive change.

The guide is aimed at decision makers rather than designers as these are the people who need to understand the drivers and the benefits that energy-efficient design can have. They need to be convinced that a new approach is needed so that they can instruct their design teams to meet the challenge and provide the necessary budget and time to allow them to do it.

The guide was developed by Land Securities’ engineering and sustainability department with support from Hoare Lea & Partners Ltd. The in-house team comprised experienced mechanical and

electrical engineers, energy managers, sustainability specialists and BREEAM assessors. The new version includes information on cutting-edge lighting technologies and sustainable design. It also includes advice on the recent and future changes to legislation and national

policy, together with a useful checklist to help make sure all the opportunities to reduce energy use have been considered.

In addition, a ‘Green Building Guide’ provides help on

how to achieve the best possible BREEAM rating; this expands the scope to include other environmental issues such as water conservation and pollution.

While the guide has been distributed to retailers on its new developments, Land Securities is very keen to make it more widely available in the

» Substantial investment in recruitment and developing staff ensures that projects are run by highly skilled engineers. More than 100 people were recruited during 2011-12, along with promotions across all offices. In addition, an entry-level recruitment stream to provide technician-level roles and training to school and college leavers has been established and a leadership development programme launched, while management development workshops aim to upskill those in management roles.

ENERGY-USING PRODUCT OF THE YEAR

» Few companies have adopted the types of lighting control systems that can reduce their carbon footprint and save money, largely because traditional technologies are limited in their capabilities and are costly and time-consuming to install.

Redwood Systems has invented an entirely new way to power and control commercial lighting that converts AC power to safe, efficient DC power, resulting in best-in-class energy savings averaging 75%, dramatically lower installation costs, and a constant stream of strategic data on space utilisation for facility professionals. Redwood’s technology addresses a building’s overall performance through its fine-grained sensor technology that provides detailed occupancy and temperature data used for heating, ventilation and air-conditioning control, optimisation of space, and even security and

safety. It has created the first entirely low-voltage intelligent lighting control system that both powers and controls lights through a single category cable. In doing so, it has replaced three separate systems to power, control and measure lighting output with a single integrated system, as well as incorporating sensors for data collection.

Other benefits include precise measurement and validation of power; contribution to sustainability credits; dramatically lower installation costs (typically 35% to 50%); and an integrated building intelligence system, including a sensor measuring light levels, occupancy, motion and temperature at each light fixture; reduced lighting maintenance costs; and reducing heating load.

Redwood’s clients include Facebook, Volkswagen, Microsoft and Google, and it recently entered the European market after developing a new Redwood Engine compatible with European voltages and light fittings. The product received the CE mark for meeting European safety standards related to telecommunications and lighting.

A full-scale prototype was successfully installed on a 1960s end-terrace house in south-east London as part of the Technology Strategy Board’s Retrofit for the Future competition. In situ testing has found that during cold, sunny conditions, peak outlet temperatures up to 45°C were observed, preheating the dwelling’s fresh air supply up to 30°C and

» This prototype is the UK’s first solar air collector installation incorporating translucent granular aerogel insulation in the cover. Aerogel is a unique, nanoporous translucent insulation material with the best insulating properties of any solid. It effectively blocks heat transfer by convection, conduction and long-wave thermal radiation. Meanwhile, it is highly transparent to light and short-wave solar radiation, making it an ideal material to incorporate into the cover of high-performance solar collectors. Compared to conventional single or double-glazed collectors, the heat losses through an aerogel cover will be significantly reduced, providing higher operational efficiencies, particularly at low ambient temperatures during the peak heating season.

Accurate and repeatable air volume sensors

The Veloprobes are the most used duct velocity sensors and work in conjunction with all CMR P- V- VP-Sensors and DPM Velocity Transmitter. To install the Veloprobes, drill 4 holes into the existing duct work and fix them with flanges and turn them to suit the flow, connect the red and blue PVC tube. Enter duct dimensions, density and m-factor into the transmitter and the air volume is measured and displayed.

Oval Flow Probes for Silencers are used substantially in Air Handling Unit Applications. The Probes are supplied individually and each silencer air passage way can be fitted with a probe either from external or internal. The probes are made to measure and all brackets are supplied. The Oval Flow Probes are better in performance than a flow grid as the airflow is already straightened by the pods and procuces an air volume measurement in m3/s, m3/s or l/s.

The CMR Venturi air volume measurement stations are manufactured in standard duct sizes from 100mm to 500mmØ and are all pre-calibrated at the factory. Each size has a published m-factor and any CMR Transmitter can convert the velocity pressure directly into an accurate linear volume flow. The duct venturis are used in small or large scale industrial and commercial applications.

» The wider team of more than 1,000 Atkins professionals worked tirelessly to plan, design and enable London 2012, demonstrating technical excellence in everyday engineering, from the remediation of a contaminated industrial area to the ‘Games Time’ operation of energy services.

London 2012 incorporated an unprecedented number of temporary facilities – or ‘overlay’ – which included entire competition venues for sports such as beach volleyball and hockey, training facilities and the full raft of operational functions needed. Atkins worked collaboratively on a shared IT platform to deliver the temporary overlay that brought London 2012 to life.

Procurement of the correct supplies with the right capacity was key, and Atkins produced tender documentation for all building services elements required, including temporary power, water and waste and heating, ventilation and air-conditioning – way above the level normally provided for

procurement of commodities from the events industry. This resulted in competitive tendering and contract award based on a design

scope close to the final requirement, thus reducing scope ‘creep’ and challenges to the forecast budget. Atkins provided LOCOG with forecast consumption data for electricity, gas, water and diesel; for electricity, Atkins actively worked with the supplier to establish consumption

Atkins has played a proactive part in passing on its experience in procurement, resource management and installation. This type of evolution in the process is seen by the International Olympic Committee’s Olympic Games Knowledge Management programme as of great importance in the preparations for future Olympiads.

» Landlord-influenced energy use has been cut by 27% in 2012 compared to a 2009 baseline (improving on a 15% reduction in 2011). This significantly exceeded the 20% three-year reduction target, and so a 40% reduction target for 2015 has now been set.

Energy reductions have saved occupiers £3.3m on their energy bills and cut carbon emissions by 24,500 tonnes over the last three years. British Land is not resting on its laurels, however, with capital investment of £1.5m over the last two years to fund initiatives to drive further reductions.

Recent initiatives have included voluntarily rolling out Landlord Display Energy Certificate (DEC) prototypes at 18 multi-let office buildings; working through the Better Building Partnership to help develop a voluntary Landlord Energy Rating scheme; and, after approaches from the Department of Environment and

Climate Change, participating in consultation on CRC, the Green Deal and with EEDO as it drafts its energy reduction strategy for the UK.

British Land’s strong approach to energy management is reflected in achievements such as scoring 96% for disclosure (up from 90% in 2011) in the CDP Leadership Index 2012, as well as achieving The Carbon Trust Standard.

» The design embraces a low-embodied carbon timber-frame construction, with a locally sourced brick cladding, linoleum and recycled tyre barrier matting floor finishes, and organic and non-toxic paints and stains.

The ventilation and heating strategy has been kept simple, integrating full mechanical ventilation heat recovery for winter operation with a simplified heating system run off one domestic boiler supplying heat when necessary to radiators.

The building has been built to an airtightness standard as required for Passivhaus accreditation, achieving an air pressure result of 0.53 ach@50pa, as opposed to UK building regulations of air pressure 10 ach@50pa. In summer, the building is predominantly naturally

ventilated using openable windows, while in the winter, the occupied spaces are fully ventilated using thermal ventilation heat recovery system, with efficiency of 80%.

The kitchen supply and extract system has been completely redesigned with a runaround coil heat recovery system with an efficiency of 50%. Heat induction equipment, as opposed to gas, produces less heat during cooking and prevents the room from overheating.

The school was designed to Passivhaus standard within the allocated local authority budget. With no additional funds available for specific low-carbon and energy-efficiency measures, this required a high degree of innovation in maintaining a high level of architectural quality while removing unnecessary complexities, ensuring that through each step of the design process, the building would ultimately do the hard work of achieving low-energy running costs and eliminating the need for expensive add-ons as energy reducing measures.

» The Hive also includes the county archives and records office, a local history centre, the county’s archaeology service and a multi-agency customer service centre. The project was launched as a PFI competition in 2007, with work commencing on-site in January 2010 and completing in January 2012. Once it became clear that the initial target of BREEAM Excellent could be exceeded, the team pulled together to achieve an Outstanding rating – the first building of this kind in the country to do so and the highest score ever for a public library.

A passive design approach was undertaken, focusing on daylight, natural ventilation and using the building fabric for conditioning. The use of biomass heating and river cooling helped to exceed a 50% reduction in carbon emissions on the 2006 Part L building regulations target. The distinctive roof cones, emblematic of the nearby Malvern

Hills, form a key element of the environmental strategy, introducing daylight deep into the plan of the building and also exhaust warm air, while the acoustic strategy was developed to provide different learning environments, from the children’s library at one end to quiet study zones at the other.

Cooling is delivered to the majority of spaces from pipework embedded in the concrete soffits, helping to enhance the thermal mass and radiant cooling effect. This approach uses a large surface area, so it requires water that is only slightly cooler than ambient conditions. For much of the year, this is supplied using direct heat exchange with water from the River Severn when the river temperature is below 14°C.

The design team and lead contractor were awarded grant funding by the Technology Strategy Board to develop triple-glazed, highly efficient, sealed, sash-type windows with a tilt-and-turn opening mechanism.

A full ventilation system with heat recovery was installed, designed to

be used in conjunction with natural ventilation in summer. Solar thermal panels provided 60% of hot-water requirements and a 1.2kWp solar PV system was installed. A green roof provides

biodiversity and insulation, while rainwater capture minimises runoff and substitutes potable water for irrigation. The retrofit increased usable space of the building from 195m2 to 235m2.

» Two buildings on its Darlington campus had been experiencing mechanical heating, ventilation and air-conditioning (HVAC) failures in recent years, and the system also contained R22 coolant which is being gradually phased out. Extending over five floors and 8,500 sq m, the two buildings are used for offices and a call centre by more than 1,000 EE staff.

EE commissioned Norland to undertake a £1.5m project to remove the existing HVAC system and replace it with a new solution, upgrading the lighting to bring it up to standard and replace the ceilings throughout. At the same time, the passenger and goods lifts were to be replaced, a new AV/video conferencing suite created, and the two buildings fully decorated.

Despite requiring considerable planning, the phased implementation was designed and procured in under three months,

with Norland also handling the design, CDMC and building control. Working closely with the client’s move manager, Norland devised a detailed programme and delivery handover process across five phases, rotating more than 1,000 staff over 15 weeks.

Use of the internet and a blog ensured that staff were communicated with effectively and efficiently. Soft landings principles were employed which allowed for a full programme of post-occupancy evaluation. Full training and handover was given through close-out and training sessions with the on-site team, regular walk-rounds, review meetings, additional and refresher training, and encouraging feedback from the client and building users.

The project was completed on time, on budget and to the complete satisfaction of the client. This was the result of very detailed planning and programming by Norland, with a project that was superbly delivered to provide an upgrade to the buildings which is valued by the client and its staff alike.

» The building’s energy base performance certificate (EPC) B-rating score of 49 was improved to 44, while the BREEAM Offices 2006 Very Good rating (score of 58) was elevated to a BREEAM Fit-out 2008 Excellent rating (score of 72.12).

The initial, highly sustainable fit-out included the conversion of a basement car park to accommodate a 180m2 national IT data centre. The upper floors were refurbished to create high-grade offices and meeting rooms to best practice Office of Government Commerce (OGC) and sustainability standards.

Much of the existing base-build services were reused, repositioning and rezoning four pipe comfort cooling fan coils, converting lighting controls to include column-mounted occupant override switches and retrofitting daylight and passive

infrared (PIR) sensing automatic controls. Thermal wheels were fitted to air-handling units, while rainwater collection for flushing WC cisterns was added. A 20kW output 126 photovoltaic panel array on the roof was fitted, in addition to the solar thermal panels that provide hot water for the new rooftop staff restaurant prep area, and existing

energy metering was upgraded and widened. Lifecycle paybacks were verified using extensive thermal modelling and energy/carbon prediction techniques.

After two years of full operation, the effect of implemented post-occupancy energy-upgrade interventions has been to improve the DEC score compiled in September 2012 from Band G at 216 (or, taking Mott MacDonald’s corrected figure, Band F at 127) to Band D at 89. This has occurred despite a small increase in staff

WINNERWHITBREAD HOTELS AND RESTAURANTS» In 2009 Whitbread launched its first set of public carbon targets, aiming to reduce CO2 by 26% relative to sales by 2020, using 2008/9 as a baseline. Since then, relative carbon emissions have been reduced by 20%, at a time of rapid expansion

» It has now created an even more challenging target of 25% reduction in relative emissions by 2015, rising to 50% by 2020, as well as introducing a target of 10% reduction within its supply chain, and in late 2011 achieved its first ISO50001 accredited management system.

Whitbread’s strategy is to make sure that existing hotels are refurbished to enhance their energy efficiency and new hotels are built to the highest sustainable standards. The £7.5m Premier Inn hotel and Brewers Fayre restaurant at Barry, South Wales, which opened in October 2012, became the latest Whitbread development to be awarded BREEAM Excellent. Innovations include the use of an

air-source heat pump, high-efficiency heat recovery ventilation units in conjunction with non-openable windows in bedrooms, and low-energy light fittings and lamps.

The Barry development builds on learnings from older developments such as Burgess Hill, a BREEAM Excellent site. There, a target of 70% reduction in energy in the restaurant was achieved through measures such as the use of induction hobs, high-efficiency fryers and energy-efficient dishwashers.

In April 2012 Whitbread won a Technology Strategy Board competition to investigate the disconnect between design, construction and operation. Already the project is providing valuable insights into how the company manages its existing estate of more than 600 hotels and 400 restaurants. For example, fryers are no longer used for its breakfast offering; making this practice standard across more than 550 kitchens could save over 5,500kWh a day.

The study has also highlighted that reception areas now consume up to 30% of the hotels’ total energy; these are now being redesigned accordingly.
