OUTLINE OF THE COLLEGE:The Chotanagpur Law College, Ranchi is established in the year 1954 and permanently affiliated body of the Ranchi University, Ranchi and the Bar Council of India. The College is registered under 12B & 2F of the University Grants Commission, New Delhi.

IntroductionChotanagpur Law College, Ranchi, established in the year 1954 in the heart of the Ranchi Town, it is one of the oldest college imparting legal education in Bihar, at present in Jharkhand and pioneer institution of the Chotanagpur Region. The college was started by the effort of great legal luminaries of Ranchi town of which Late lamented S. K. Sahay, Bar-at-Iaw was the leader. He was also the founder Principal of the College. The college was initially affiliated to Bihar University and thereafter to Ranchi University, Ranchi.

The college has played a great role in producing the law graduates who have occupied the post of Justices of Hon’ble Supreme Court, Hon’ble High Courts, District Judges and Judicial Officers in District Courts. The teaching in the College is based on the new syllabus as per instruction of the Bar Council of India. The teaching standard of the College is at par the best legal institutions in the country.

Duration of the 3 years LL.B. ProgrammeThe duration of course is three academic years divided into Six Semesters styled as LL.B. Part-1st, IInd & IIIrd and also 1st, IInd, IIIrd, IVth, Vth, and VIth Semesters. To clear Part-I student has to pass University Exam of 1st and IInd Semesters, to Clear Part- II student has to pass University exam of IIIrd and IVth Semester and to clear LL.B. Part-III student has to pass Vth and VIth Semesters including aggregate of pass marks in all the previous Semesters. However, a student is not prohibited to take admission in LL.B. Part IInd or IIIrd without passing the University Exam of 1st and IInd Semesters and/or without passing IIIrd and IVth Semesters.

MediumThe medium of instruction and examination is English/Hindi.

Academic YearThe academic year starts from the month of July and ends in the month of June next year. A student admitted in one session ceases to be the student of the College at the end of session. For each Part student has to take fresh admission. It is not essential for a student to pass University examination to take admission in Part-II and III.

Eligibility for Admission & Pattern of SelectionMinimum eligibility for taking admission in 3 years LL.B. course as per the Bar Council of India rules part IV. A graduate of a recognized university or who passes such academic qualification which is considered equivalent to a graduate degree of a university by the Bar Council of India, New Delhi, is eligible to appear in the Entrance Test for admission in LL.B. Part-I (Semester System). Appearing candidate in final year examination of graduation may also apply. The programme for the admission test is scheduled to be published by 1st of April, the Entrance Test is scheduled to be conducted by 1st Sunday of July and the result of Entrance Test is scheduled to be published by 3rd week of July and the classes are scheduled to commence from last week of July every year. Syllabus of entrance test is printed on the reverse side of Admit Card. The eligibility score of LSAT is also considered for admission.

Admission Form and Prospectus for LL.B. Part-I are available in the College Office generally in the first week of April every year. The same may be obtained on payment of Rs. 750/- only (including the entrance test fee) at the office counter during any working day.

The application form duly completed in all respect must reach the College office on or before the last date fixed for that purpose. The form received after the scheduled date will not be considered. The Roll Number of students who have been found qualified for the admission will be notified on the college notice board, local news papers and official website of the college (www.cnlawcollege.org).

Students migrating from other Universities are required to produce migration certificate from that university within 60 days after admission. Failure to do so may result in cancellation of admission.

Student belonging to Schedule Tribes, Schedule Castes or Backward Classes (Annex.I & II) must clearly indicate their category in the application form and should be supported with certificate from the competent authority issued by Jharkhand State, otherwise the students concerned will be denied the reservation / concessions available to them. Students belonging to Backward Classes Annex-I must also submit income certificate from the competent authority.

Ragging is strictly prohibited in the college Campus. Any matter regarding it, may be informed to the competent authority or to the Principal. (Ph. N. : 0651-2261050, Anti-Ragging Cell)

Entrance Test FeeA candidate who is interested for taking Admission in LL.B. Part-I, must obtain the prescribed application form and prospectus on payment of Rs. Seven hundred Fifty Only (750) by Bank Challan from the office of the Principal and the completed application form in all respect with required documents must be submitted in the office of Principal within the last date fixed.

AttendanceA candidate is required to attend at least 75% of the classes actually held to be eligible to fill up the form for the examination in each semester including practical papers.

Student selected for admission have to furnish affidavit at the time of admission on prescribed format provided with the prospectus.

College / Teaching HoursThe College hour is from 9:00 A.M. to 3:00 P.M. The classes are generally held in the morning from 9 A.M. However, the teaching hours are modified from time to time as and when required and that will be notified on the Notice Board of the College.

Office HoursThe College Office generally functions in the morning from 10:00 A.M. to 4:00 P.M. suspension of lectures on any day does not mean the suspension of office work on that day.

AccommodationAt present there is no hostel accommodation for the students. The college has the list of recognize hostel of the Ranchi town. Student who is interested for accomodation may contact to the office of Principal.

LibraryThe college has a rich library containing 15,000 captions and also an electronic library equipped with broad band facility and Wi-Fi environment. Apart from that two online data base softwares namely “Manupatras and West Laws” are available in electronic library.

Books can be taken by the students on production of identity card, which also contains the Library Cards. Rules regarding use of books from the Library are mentioned therein. The college Library remains open from 9.00 a.m. to 4.00 p.m. during all working days.

Identity-cum-Library CardThe College provide Identity-cum Library Card to each students in each part for which an annual fee is charged. For which students are required to submit two passport size recent and identical photographs at the time of admission. Loss of Identity Card is deprecated but the student can obtain duplicate Identity Card on payment of Rs. 20/- or fee as may be prescribed, Identity Card is not issued after the end of session.

The Free Legal Aid cell and placement cell is working under the chairmanship of the principal. The free legal aid cell provides legal aid to poor persons of the locality. The placement cell arranges time-to-time interview with willingness of employer in the college campus for employment of its own students only.

• STUDENT GRIEVANCE REDRESSAL CELL:A Grievance Redressal Cell has been constituted for the redressal of the problems reported by the Students of the College with the following objectives:

• ANTI RAGGING CELL:Ragging of students in any form is strictly prohibited within and outside the campus. An anti-ragging squad is in operation under the overall charge of Prof.Vijay Kumar. Students are advised to bring cases of ragging to the notice of the officials of the college. The offenders shall be liable for punishment. They also liable to be expelled from the institution.

• FREE LEGAL AID CELL:The origin of the concept of free legal aid is based on the principle of welfare state. To achieve the objective of the foundation of harmonious society, the legal right of every individual of India, specially the marginalized people has been guaranteed by the Constitution of India. For this, it is pious duty of every governmental and non-governmental organization to participate and contribute in providing free legal aid to needy people. Thus, we feel our duty to share. In pursuance of above noted objects :

In our college Free Legal Aid Cell is constituted. The cell is providing free legal aid on every working Saturday of the week. Following are the members of the cell:

• WOmEN CELL:From ancient legislation to present constitution of India, there is legislative provision to protect women dignity and right. As per the constitution of India, there is pious liability of every individual, institution and society to maintain the dignity and protect the rights of women. Any manner of activities which intends to disrespect, disregard of women's dignity and right is not according to the social & legal norms.

In pursuance of the above noted goals, the Women Redressal Cell has been constituted in this college which is presided by Dr. (Mrs.) Nandita Adhikari and looked after by Mrs. Sakshi Pathak which intends to provide a sense of security and protection to our female students.

Abstract of University Regulation Relating to Examination

Scheme of Examination:The examination of 1st, IIIrd and Vth semesters shall commence in the first week of December each year and the examination of IInd, IVth & VIth Semester shall commence in the 1st week of May every year. Internal assessment shall based on mid term internal examination/internal assessment/attendance and home work assigned from time to time by the subject teachers, etc.

Results of Examination:Results of each Semester Examination are usually within six weeks of conclusion of the respective Semester Examination. The students waiting for their results are allowed to attend classes on provisional basis in the next Semesters.

Minimum Pass Marks:No candidate shall be declared to have passed the LL.B. Examination, unless he/she obtains minimum 33% marks in each theory paper separately in practical papers only those students shall be declared to have passed who obtains 33% marks in written portion and in field work taking together. Student has also to secure 40% marks in Viva-Voce including Field Work. The candidate shall be required to obtain at least 45% marks in aggregate taking theory and practical papers together in each Semester for being declared to have passed the examination. A candidate securing 5 marks less than pass marks either in theory paper or practical paper or aggregate shall be declared to have passed the examination under regulation. This regulation may be availed by a candidate only once in all six Semester Examinations.

No Candidate shall be admitted to examination of IIIrd Semester (LL.B. IInd year) unless he/she has completed the course of IIIrd Semester and passed at least 50% of the subjects of 1st & IInd Semester Examination unless he/she has completed the course of Vth Semester (LL.B. IIIrd year) and Passed 50% of the subjects of IIIrd & IVth Semester Examination together.

The maximum period of completing the three-year LL.B. programme shall be double the duration stipulated from the programme reckoned from the year of admission. The term completing the programme means passing all the prescribed examination of the programme to become eligible for the degree. No candidate shall be permitted to appear for the examination after expiry of maximum period prescribed for completing the programme.

A student who has failed in any Semester Examination shall be exempted from appearing in the subjects in which he/she has obtained at least 45% marks.

Classification of CandidatesFirst Class : The candidates who has passed the whole examination obtaining 60% marks in aggregate but less than 75% marks.

Second Class : The candidate who has obtained at least 45% marks and less than 60% marks in aggregate.

First Class with Distinction : The candidates who has passed the whole examination at a single sitting and obtained 75% marks in aggregate or above.

Rank : Rank shall be declared only after passing VIth Semester taking together the marks of all the six Semesters.

The College was established in the year 1954 and was first affiliated to the Bihar University and thereafter the Ranchi University, Ranchi. Ranchi at a Glance:Ranchi is the capital of Jharkhand and its third most populous city. The name Ranchi is derived from the previous name of the Oraon village at the same site, Archi. In ancient times, Ranchi was ruled by Munda Rajas, it has a glorious history and this city has greatly contributed to the freedom movement of India and has given freedom fighters like Birsa Munda. Ranchi is also known as a Land of “Hool Kranti” which became a great National Movement. After the commencement of Bihar Re-organization Act, 2000, the state of Jharkhand was formed and Ranchi became its Capital.
