The Chotanagpur Law College, Ranchi is established in the year 1954 and is a permanently affiliated body of the Ranchi University, Ranchi and the Bar Council of India. The College is registered under 12B & 2F of the University Grants Commission, New Delhi.

The College is a statutory body which is managed & maintained by the Governing Body as per the Jharkhand State Universities Act, 2000, Statute (32). The college has been accredited by NAAC with 2.71 CGP in 4th scale (Grade B).

IntroductionChotanagpur Law College, Ranchi, was established in the year 1954 is in the heart of Ranchi, it is one of the oldest college imparting legal education in Bihar, at present in Jharkhand and is a pioneer institution of the Chotanagpur Region. The college was started by the effort of great legal luminaries of Ranchi town of which Late Sri Barrister S. K. Sahay was the leader. He was also the founder Principal of the College. The college was initially affiliated to Bihar University and thereafter to Ranchi University, Ranchi. The college was shifted to the new premises namely Nyay Vihar Campus in the year 2008 which is situated on NH 33 (Ranchi – Tata Road) and is just 9 k.m. from the center of the city. The college has played a great role in producing the law graduates who have occupied the post of Justices of Hon’ble Supreme Court, Hon’ble High Courts, District Judges and Judicial Officers in District Courts. The academics curriculum in the College is based on the new syllabus as per instruction of the Bar Council of India. The teaching standard of the College is at par the best legal institutions in the country.

Duration of Five Years B.B.A, LL.B (Hons) Integrated ProgramThe duration of the course shall be five academic years divided into ten semesters and styled as integrated B.B.A,LL.B (Hons) Part I, II ,III,IV,V and Semester I ,II, III,IV,V,VI,VII,VIII,IX,X. Each year shall have two Semesters. To clear Part I the student has to pass university examination of 1st and 2nd Semester, to clear Part II the student has to pass university examination of 3rd and 4th Semester, to clear Part III the student has to pass university examination of 5th and 6th semester, to clear Part IV the student has to pass 7th and 8th semester, to clear Part V the student has to pass 9th and 10th including aggregated pass marks of the previous semesters. However a student is not prohibited to take admission in LL.B Part II,III,IV,V without passing the university examination of 1st and 2nd semester, without passing 3rd and 4th semester, without passing 5th and 6th semester and without passing 7th and 8th semester.

The maximum period of completing the five years Integrated B.B.A,LL.B programme shall be seven years the duration stipulated for the programme reckoned from the year of admission the term completing the programme means passing all the prescribed examination of the programmee to become eligible for the degree. No candidate shall be permitted to appear for the examination expiry of maximum period prescribed for completing the programme.

MediumThe medium of instruction and examination is English/ Hindi. This has been implemented keeping in mind the convenience and understanding of students who come from different educational background. The college ensures that the students are taught in the language and a medium which is convenient to them.

Academic YearThe academic year starts from the month of July and ends in the month of June next year. A student admitted in one session ceases to be the student of the College at the end of session.

Eligibility for the Admission and Pattern of SelectionA candidate passed 10+2 or senior school examination such academic qualification which are considered equivalent to 10+2 examination and who has obtained 45% marks in the above mentioned course in any faculty is eligible in the entrance test for admission in integrated B.B.A,LL.B (Hons.) Part I. The programme for admission test shall be published by 15th April ,the entrance test shall be conducted by 3rd Sunday of May and results of the entrance test shall be published by 1st week of June every year. The class shall commence from 15th July. The score of Common Law Admission Test (CLAT) conducted by any National Law University , the score of Law School Admission Test (LSAT India) and the score of entrance test examination conducted by the college will be accepted.

The maximum age for seeking admission in B.B.A, LL.B integrated course shall be in accordance with the Bar Council of India Rules 1961 Part IV, Schedule III para 28 is limited to 20 years in case of general

category of applicants, and 22 years in case applicant from SC/ST/OBC or as per BCI directions issued from time to time.

The admission form and prospectus for B.B.A, LL.B (Hons.) integrated course shall be available in the college office generally in the 1st week of April ever year and on the college website. The students can also download the form and post it along with the DD of (amount mentioned in the website) .The same may be obtained on the payment of the amount as decided by the college. The detail of the amount and the relevant dates shall be notified on the college website and college notice board.

The application form duly completed in all respect must reach the college office on or before the last date fixed for that purpose. The form received after the scheduled date will not be considered. The roll number of the students who have been qualified for admission will be notified on the college notice board, local news papers and official website of the college (www.cnlccollege.org).

The students coming for admission are required to bring the following requisite documents-

Student belonging to Schedule Tribes, Schedule Castes or Backward Classes (Annex.I & II) must clearly indicate their category in the application form and should be supported with certifcate from the competent authority issued by Jharkhand State, otherwise the students concerned will be denied the reservation / concessions available to them. Students belonging to Backward Classes Annex-I must also submit income certificate from the competent authority.

Ragging is strictly prohibited in the college Campus. Any matter regarding it, may be informed to the competent authority or to the Principal. (Ph. N. : 0651-2261050, Anti-Ragging Cell).

Fee Structure :The tuition fee and other annual charges payable at the time of Admission for B.B.A, LL.B (Hons.) Part-1 students (1st & 2nd Semesters) in Academic Year 2019-2020 are as follows:

AttendanceAs per the Bar Council of India, Rules Part-IV Section 12, a candidate is required to attend at least 75% of the classes to get eligible to fill up the form for the examination in each semester including practical papers. Student selected for admission have to furnish affidavit at the time of admission on prescribed format provided with the prospectus.

College/ Teaching HoursThe College hour is from 9:00 A.M. to 4:00 P.M. The classes are generally held in the morning from 9:00A.M. The teaching hour are modified from time to time as and when required and that will be notified on the college notice board of the college.

Office HoursThe college office generally functions in the morning from 10:00am to 4:00 pm. Suspension of lectures on any day does not mean the suspension of office work on that day

AccommodationAt present there is no hostel accommodation for the students. The college has a list of recognized hostels in the City of Ranchi. Students who are interested for accommodation may contact the office of the College.

LibraryThe college has a rich library containing 15000 captions and also an electronic library equipped with broadband facility and WIFI environment. “Manupatras and West Laws” are available in electronic library. Books can be issued by the students by presenting their library card. Rules regarding use of books from the Library are mentioned therein. The college Library remains open from 9.00 a.m. to 4.00 p.m. during all working days.

Identity Card and Library CardThe college shall provide an identity card as well as a library card to each student in each part for which an annual fee shall be charged. The students are required to submit four passport size recent and identical photographs at the time of admission. The loss of identity card is deprecated but the student can obtain duplicate identity card on payment of Rs100 or a fee as may be prescribed, identity card is not issued after the end of session

Grievance Redressal Forum and Other ForumThe different forums of the college have been constituted for the purpose of maintaining the transparency and smooth functioning of academic activities

• Student Grievance Redressal Cell: A Grievance Redressal Cell has been constituted for the redressal of the problems reported by the

Students of the College with the following objectives:

Upholding the dignity of the College by ensuring strife free atmosphere in the College through promoting cordial Student-Student and Student-Teacher relationship etc.

• Anti Ragging Cell: Ragging of students in any form is strictly prohibited within and outside the campus. An anti-

ragging squad is in operation under the overall charge of Dr. P.K. Chaturvedi. Students are advised to bring cases of ragging to the notice of the officials of the college. The offenders shall be liable for punishment.They are also liable to be expelled from the institution.

• Free Legal Aid Cell: The origin of the concept of free legal aid is based on the principle of welfare state. To achieve

the objective of the foundation of harmonious society, the legal right of every individual of India, specially the marginalized people has been guaranteed by the Constitution of India. For this, it is pious duty of every governmental and non-governmental organization to participate and contribute in providing free legal aid to needy people. Thus, we feel our duty to share and contribute. In pursuance of above noted objects :

In our college Free Legal Aid Cell is constituted. The cell is providing free legal aid on every working Saturday of the week.

• Women Cell: From ancient legislation to present Constitution of India, there is legislative provision to protect

women's dignity and right. Under the Constitution of India, there is pious liability of every individual, institution and society to maintain the dignity and protect the rights of women. And any kind of activities which intends to disrespect, disregard women's dignity and right is not according to any social & legal norms.

In pursuance of the above noted goals, the Women Redressal Cell has been constituted in this college which is presided by Mrs. Sakshi Pathak and looked after by Mrs. Lalsa Mohini which intends to provide a sense of security and protection to our female students. • Students Council: In order to inculcate a democratic environment in the institution. The college has a students

council. The student council is a representative body for the betterment and growth of the institution as well as for the student’s welfare. It is a statutory body constituted by the Governing Body of the college. The members of the council are nominated (on the basis of merit) and elected (by the nominated members) for one academic year. The students council is a fact finding and a recommendary body, and its suggestions and recommendations are put up before the Governing Body.

Barrister S.K Sahay Lecture SeriesTo promote and encourage research and academic activities in the institution Barrister S.K.Sahay Lecture Series are held in the college fortnightly. The main object is to enhance and explore the knowledge as well as to groom interactive skills of the students. The institution invites various academicians and jurists from all over the country.

Academic Programme of B.B.A, LL.B. (Hons.) Integerated Course1. SEMESTER An academic year shall be apportioned into two semester. Each of the two semester shall be of a

working duration of about 21 week. The Academic Calendar shall be notified by the University /College each year, before the start of Academic Year.

2. ACADEMIC PROGRAMME COMMITTEE There shall be an Academic Programme Committee in the institute and the faculties shall be the

part of the committee of which The Dean / Principal shall be the chairman. This Committee shall coordinate the implementation of the course for optimum utilisation of resources and shall also take care of the coordination of the institution programmes with the other programmes run by the different department of institute.

The Academic Programme Committee shall meet as and when required but at least once every semester. The Chairman of the Committee will convene the meeting.

Note:1. The total number of Credits of the B.B.A, LL.B. (Hons.) programme are 270.2. Each student shall be required to appear for examination in all the papers of the course however

for the award of degree a student shall be required to earn the minimum of 260 Credits.3. This relaxation of 10 credits is restricted to exam papers like Managerial Economics,

Socio Political System in India Science, Economic Environment of Business, Organizational Behaviour and Human Resources Management.

Evaluation & Examination(a) The overall weightage of a course in the Syllabi and Scheme of Teaching & Examination shall be

determined in terms of credits assigned to the course.(b) The evaluation of students in a course shall have two components unless specifically stated

otherwise in the Scheme of Teaching & Examination and syllabi:

(i) Evaluation through a semester-end examination. (ii) Continuous evaluation by the teacher(s) of the course.

(c) The distribution of weightage for various components of evaluation shall be as below

(i) Theory Courses (A) Semester-end examination 75% (B) Continuous evaluation by the teachers 25%

(ii) Dissertation (A) Assessment by External Examiner 50% (B) Assessment by Internal Examiner 50%

(iii) For any other component of the programme not covered by the above, the weightage shall be prescribed by the Board of Studies/Programme coordination Committee, with the approval of the Vice-Chancellor.

(d) Conduct of semester-end examination:

(i) All semester-end examination shall be conducted by the Controller of Examinations.

(ii) The schedule of examination shall be notified by the Controller of Examinations at least 10 days prior to the first day of the commencement of semester-end examination.

(iii) For theory as well as practical examinations and dissertation/thesis/project/report/training report all examiners shall be appointed by the Controller of Examinations with the approval of the Vice-Chancellor.

(iv) Provided that the Principal / Director may, at his discretion, delegate his authority for approval of examiners.

(e) Teacher’s Continuous Evaluation:

Course Components and Apportioned Marks Theory Courses : The teacher’s continuous evaluation shall be based on the following :

• Two Class Tests* 10 Marks for each test • Assignment/Group Discussion/Viva-Voce/ 05 Marks Additional Test/Quizzes, etc.

The two class tests shall ordinarily be held after 6 weeks and 12 weeks of teaching in accordance with the University Academic Calendar.

(f) Dissertation: Dissertation for the degree programme, whether specified in the syllabus, the evaluation

shall be done and marks awarded by a Committee comprising of an internal examiner, who will ordinarily be the supervisor, and one external examiners. The internal examiner shall award marks out of 50%, and the external examiner(s) out of 50%. The examiners shall be appointed by the Vice Chancellor/Dean, Faculty of Law.

(g) The university shall have the right to call for all records of teacher’s continuous evaluation and moderate the teacher’s evaluation, if it deems fit in any specific case(s).

(h) For any other type of examination, not covered by sub-clauses (e) and (f) above, the mode of conduct of examination shall be as specifically provided in the syllabus/scheme of examination and in the absence of such a provision shall be decided by the Controller of Examinations on the recommendation of the Board Studies/Coordination Committee concerned, with the approval of the Vice-Chancellor.

(i) The results of a semester (including both the semester-end examinations and teacher’s continuous evaluation) shall be declared by the Controller of Examination. However, after scrutiny of the detailed result, if it is observed by Controller of Examination that there has been a distinct change of standard in the examination as a whole or in a particular course, he may refer the matter to the Moderation Committee, specially constituted for the purpose by the Vice-Chancellor.

(j) The award list containing the marks obtained by a student in this course shall be issued by the Controller of Examination, at the end of each semester, after the declaration of the result.

(l) In case of any written representation/ complaints received from the students within seven days after completion of the examination regarding setting up of question paper etc. along with specific recommendations of the Vice-Chancellor of the institution, the same shall be considered by the Examination Board.

Criteria for Minimum Passing Marks & Divisiona) No Candidate shall be declared to have passed the LL.B examination, unless he/she obtains

minimum 40% mark in each theory paper separately. In practical paper also only those student shall be declared to have passed who obtains 40% marks in fieldwork including written portion. Student has to pass viva-voce examination separately. The candidate shall be required to obtain at least 45% mark in aggregate taking theory and practical paper together in securing 5 mark less than pass marks either in theory paper or practical paper or aggregate shall be declared to have passed the examination under regulation. This regulation will be availed by a candidate twice opportunity in all ten semester examinations.

b) No candidate shall be admitted to examination of IIIrd semester (LL.B. IInd year) unless he/she has completed the course of IIIrd semester and passed at least 50% mark of the subject of Ist & IInd semester. Similarly, no candidate shall admitted to Vth semester and passed 50% of the subject of IIIrd & IVth semester (LL.B. IVth year) unless he/she has completed semester examination put together. Similarly no candidate shall be admitted to examination (LL.B. Vth year) unless he/she has completed the course of IXth semester examination put together.

c) The minimum permissible period for completing a programme for which the prescribed programme duration is n semesters, shall be (n+4) semester. All the programme requirements shall have to be completed in (n+4) semesters.

d) A student who has failed in any semester examination shall be exempted from appearing in the subject in which he/she has obtained at least 45% marks.

Award of Degree A student shall be awarded a degree if:

(i) He/ she has registered himself /herself, undergone the course of studies, completed the project report/dissertation specified in the curriculum of his/her programme within the stipulated time, and secured the minimum credits prescribed for award of concerned degree.

(ii) There are no dues outstanding in his/her name to a school of the university affiliated.(iii) No disciplinary action is pending against him/her.

Miscellaneous Provisionsa) Subject of provisions of the act, the statutes and the ordinances such administrative

issues as disorderly conduct in examinations, other malpractices, dates for submission of examination forms, issue of duplicate degree instructions to examiners superintendents, invigilators, their remuneration and any other matter connected with the conduct of examinations will be dealt with as per guidelines approved for the purposes by the academic council.

b) Notwithstanding anything stated in this ordinance, for any unforeseen issues arising, and not covered by this ordinance, or in the event of difference of interpretation, Vice-Chancellor may take a decision after obtaining if necessary the opinion/advice of a committee consisting of any or all the faculty members. The decision of the Vice-Chancellor shall be final.

Classification of Candidate Second Class: The candidate who obtained at least 45% marks and less than 60% marks in aggregate. First class: The candidate who has passed the whole examination obtained 60% marks in

aggregate but less than 75% marks. First Class with distinction: The candidate who has passed the whole examination at a

single sitting and obtained 75% marks in aggregate or above. Rank: Rank shall be declared only after passing ten semesters taking together the marks of

all the ten semester.

college and state in Moot Court Competition all over India such as :• Henery Dunant Moot Court Competition, 3rd Hidaytullah National Moot Court Competition, 7th K. K.

Luthra Moot Court Competition, 4th Justice Hidayatullah Memorial National Moot Court Competition, New Delhi, The Verdict, IIT Kharagpur National Moot Court Competition etc.
