Wind Power Scenario in China:

As per current global scenario, China is the second largest producer of wind power, after the

United States with 25.8 GW of installed capacity (16.3% of total). With its large land mass and

long coastline, China has exceptional wind resources. As per the revised estimate published by

China Meteorological Administration, China has a potential to develop 2,380 GW of Wind Power.

(Based on measurements at 50m height)

Policies to stimulate domestic manufacturing:

♦ April 2008— The Chinese Ministry of Finance issued a new regulation on tax refunds for im‐

porting large wind turbines (2.5 MW and above) and key components.

♦ August 2008— The Ministry of Finance issued another incentive policy on funding support for

the commercialization of wind power generation equipment. According to this regulation, for

all domestic brands (with over 51% Chinese investment) the first 50 wind turbines over 1 MW

will be rewarded with RMB 600/KW (60 Euro) from the government.

♦ November 2008— The Chinese Government announced a $586 Bn stimulus package, a sub‐

stantial proportion of which was allocated to renewable energy with the preference over do‐

mestic products.

♦ March 2009— The Chinese Government restricted the use of turbines below 1.0 MW for

most wind projects. The new rule however has excluded 850 kW design which is apopular size

for European manufacturers.

China Wind Power Market Snapshot

At the end of the year 2008, Chinese Wind

Power market comprises of more than 50

wind turbine manufactures. However only

some of them were producing megawatt‐

level WTGs. Chinese WTG manufactures can

be divided into two groups; domestic (incl

JVs) & foreign. Domestic manufactures ac‐

counts 62% of market share (2008).

Increasingly intensive competition for turbine manufacturers:

More than 20 new turbine manufacturers entered the Chinese market during 2008‐09, bringing

the total number of manufacturers in China to 70. Demand in the decade 2011‐2020 is fore‐

casted to be 80 GW, or about 8 GW per year. The top three manufacturers in China, Goldwind,

Sinovel and DEC (Dongfang Electric), having an annual manufacturing capacity of 4 GW, and the

international brands manufacturing in China (Vestas, Suzlon, Gamesa, Nordex and Repower) also

have a similar capacity.

Sinovel: Sinovel was the first company which introduced the technology of 1.5 MW WTG in

China. It is also the first high‐tech enterprise in China engaged in independently developing, de‐

signing, manufacturing and marketing large‐scale onshore/offshore series turbines which could

adapt to different wind zones and environment. In 2009 its installed capacity was 3510 MW,

making it world no 3, while still retaining its No.1 rank in China.

Goldwind: Goldwind is the second largest WTG manufacturer in China and one of the ten largest

companies in the world. The Company's major products include 600 KW, 750 KW, 1.2 MW and

1.5MW series wind turbine sets. Through joint effort with Germany based WTG manufacturer

Vensys, Goldwind is also working on a 2.5 MW direct drive‐pitch regulation‐stall WTG systems.

Zhejiang Windey: Technically supported by the UK Garrad Hassan and Partners Ltd (GH), Zhejiang

Windey is into manufacturing of 1.5 MW double feedback, shift variable and constant frequency

wind turbine model. Windey contracted with South German TüV to conduct prototype evalua‐

tion. The company is also preparing wind turbine test activities and expected to be completed

final evaluation by June 2010.

Dongfang Electric: Technically supported by the Austria Windtec, Dongfang Turbine is working on

developing a 2.5MW double feedback, shift variable, and constant frequency wind turbine

model. It is one of the largest enterprises in China engaging in the manufactures of generating

equipments and the contracts of generating station projects.

Shanghai Electric: Shanghai Electric Power Generation Equipment Co., Ltd. (SEPG) Turbine Works is the first turbine manufacturer in China. As a joint effort with German Aerodyn, Shanghai Elec‐tric is working on a 2MW double feedback, shift control and constant frequency wind turbine sys‐tem with Chinese IPR ownership. During the project implementation, Shanghai Electric intro‐duced the Aerodyn advanced wind turbine design software system.

A‐Power Energy: A‐Power Energy Generation Systems Ltd. is a Nasdaq‐listed alternative energy company based in Shenyang, an industrial hub in Northeast China. With 17 projects completed since 2003 and more than 10 currently in‐process, they are the largest provider of distributed power generation systems, focusing on energy‐efficient and environmentally friendly projects of 25MW to 400MW both in China and overseas.

Baoding Huide: Baoding Huide having registered capital of RMB￥150,000,000 and assembly pro‐

duction line of 12,000 m2 was the first Chinese enterprise that have exported MW class Wind Turbines to the US. Baoding Huide is having production capability of more than 1500 units per annum. Currently the company is producing 1.0 MW and 2.0 MW WTGs and 3.0 MW offshore WTGs are under the stage of R&D.

Beijing Beizhong: Beijing BEIZHONG Steam Turbine Generator Co., Ltd (BSTG), founded in 1958, is an electrical power equipment manufacturer specialized in the production and sale of thermal power generating units (including steam turbines, turbo‐generators and their auxiliaries), wind turbine generator sets, wind power generators as well as large and medium AC motors. Till date around 100 units of 2 MW WTGs are in commercial operation.

Vestas : Vestas is the world leader in delivering Modern Energy. They have already installed over

40,000 wind turbines in 65 countries in five continents. As on 31 December 2009, Vestas had an

accumulated installed capacity of more than 2,000 MW in China, which makes Vestas one of the

largest players in the Chinese wind energy market.

Suzlon Energy: Suzlon Energy is a global wind power company based in India. In terms of market

share, the company is the largest wind turbine manufacturer in Asia (5th largest worldwide). In

terms of net worth, it is the world's most valuable wind power company. Suzlon’s wholly‐owned

subsidiary company, Suzlon Energy (Tianjin) Limited demonstrates Suzlon’s commitment to

China. The only international player in the Chinese market till as recently as 2007, Suzlon Energy

(Tianjin) Limited has already signed up projects totaling 825 MW (almost 600 wind turbines).

GE Wind: GE is one of the world's leading wind turbine suppliers. With over 13,500 wind turbine

installations worldwide comprising more than 218 million operating hours and 127,000 GWH of

energy produced. With wind manufacturing and assembly facilities in Germany, Spain, China,

Canada and the United States, their current product portfolio includes wind turbines with rated

capacities ranging from 1.5 to 3.5 MW.GE is currently involved in 9 wind farms across China,

helping China to meet the growing demand for cleaner energy.

Gamesa: Gamesa is the market leader in Spain and is positioned as one of the largest wind gen‐

erator manufacturers in the world. On June 17’09 Gamesa Corporation Technology and China

Guangdong Nuclear Wind Co. Ltd. reached an agreement to jointly develop 253 MW of wind

power projects in the province of Shandong, located in northeastern China, between 2009 and

2011. All these projects will be equipped with Gamesa G5X‐850 KW wind turbines manufactured

at the company's production centers in Tianjin. In addition, on July 23’09 Gamesa Corporation

Technology and China Huadian New Energy Development Co. Ltd. reached an agreement to

jointly develop 200 MW in four joint wind farm development and construction projects between

2009 and 2011 in the region of Inner Mongolia, all of which will be equipped Gamesa G5x‐850

kW and G8x‐2.0 MW wind turbines.

Repower: Repower Systems AG is one of the leading turbine producers in the German wind en‐

ergy sector with a market share in excess of 10% in Germany. Repower Beijing Office was opened

at the beginning of 2006. The primary tasks of the office are to support Repower’s Chinese licen‐

sees (Zheijiang Windey and Dongfang Steam Turbine Works).

Nordex: With the serial produced multi‐megawatt wind turbines Nordex N80, N90 and N100,

Nordex is able to offer high‐efficiency wind turbines for onshore use. For the rapidly developing

Chinese market and the asian‐pacific region they offer the powerful megawatt turbines Nordex

S70 and Nordex S77. Starting in November, it will be supplying 22 1.5 MW multi‐megawatt tur‐

bines for the “Sunhill II” and “Hongsipu II” wind farms for utility Ningxia Electric Power.
