Hunan High People’s Court. Acccused of

embezzling 163,000 Yuan (US$19,638) of

public funds, 143,000 Yuan (US$17,228) of

public money, and taking bribes of 80,000

Yuan (US$9,638). Most of the money was

recovered. The court ordered the seizure of

goods worth 10,000 Yuan.

Transport Courts as part of an ‘attack on

crime’ campaign which began in June with

executions taking place in different locales. It

was reported that as of 25 June 1995, “200

have been sentenced, more than 90 with

sentences ranging from 5 years to death”.

Yang and Hu were accused of robbing train

passengers of a total of 5920 Yuan (US$713).

Sun Yixue allegedly murdered his niece and

deposited parts of her body at

left-luggage-offices at railway stations.

forming the “Qiongshan City Gang”, headed

by Hong Deyan. The gang allegedly

committed a number of violent crimes,

including the crime of “deliberately injuring

other people” Eight other alleged members of

the gang received prison sentences ranging

from 5 years to life.

Intermediate People’s Court after intial

sentencing by the Zengcheng People’s Court

and the men executed immediately

afterwards. Gao was accused of having Chen

and Song kill one of his business rivals. He

allegedly paid them 10,000 Yuan

(US$1,204) to buy firearms and

ammunition, and a further 50,000 Yuan

(US$6,024) as reward for the murder. Chen

and Song were also accused of stealing 4

motorcycles worth 58,000 Yuan (US$6,987).

8 who robbed and gang-raped a number of

women on a train. A further two accomplices

received various terms of imprisonment.

Alledgedly the train authorities did not report

the incident. They were sentenced by the

Ganzhou Region Intermediate People’s

Court; appeals against the sentence were

rejected by the Jiangxi High People’s Court.

The five were executed approximately one

month after the alleged event.

Feng and Liu were accused of jointly

embezzling a total of 670,000 Yuan

(US$80,722).Yu and Xie allegedly embezzled

public funds to a value of 123,900 Yuan

(US$14,927) and 773,975 Yuan

(US$93,250) respectively. It was reported

that Xie Rujun was given a two year repreive

because he had not spent any of the money.

in preparation for the United Nations World

Conference on Women. The Beijing Daily

reported that the executions were designed to

create a ‘secure enviroment’ for the

Conference and that the eleven accused

‘presented a great social danger and stirred

up indignation among the people’. The eleven

were sentenced by the Beijing First

Intermediate People’s Court.

economic crimes. Tan Bingyuan received the

death penalty for the embezzlement of

approximately 2,000,000 Yuan (US

$240,963) . Tan Bingyuan’s alleged

accomplice received life imprisonment.

Qin Zeyu received the death penalty for using

false VAT receipts amounting to 230,000

Yuan (US $27,710). It was reported that the

authorities calculated that the receipts (59)

had a value of 395 million Yuan resulting in

a loss to the state of 67.15 million Yuan in

revenue. Six other defendants received

various terms of imprisonment.

25 August the Heilongjiang provincial office

for “dealing blows to economic crimes and

swindling acitivites” stated that the 18

accused were executed in of a provincial

crackdown on the rampant problem of

economic crimes. Ge Xinghua was also

accused of killing three people while making

arrangements to leave the country.

nine counties in Shanxi Province held open

trials to handle 16 cases involving 63 ‘serious’

criminals who were accused of abducting,

23 alleged ‘chief elements’ were executed

immediatly. It was reported in Xinzhou

prefecture that this was the result of a ‘100

day battle of dealing blows against

abductions’. More than 1,300 cadres and

police officers took part. Reportedly by the

end of July the prefecture had cracked down

on 358 cases, of which ‘78 were serious and

appalling’ ones.

cases after a rally was held by Kunming City

Intermediate People’s Court.

Ma Xianpu allegedly had 1,800g of drugs on

him when he was arrested. It was reported

that all of his four siblings have been

successively sentenced to death or sentenced

to death with a two year reprieve.

accused of committing 78 robberries, making

a total of 120,000 Yuan (US $14,457).

heroin. Zhang Peisheng was arrested with an

alleged 280g of heroin on him. He was also

accused of selling 201.6g of heroin between

1993 and April 1995 for 90 - 500 Yuan (US

$60). Lin Enyi was accused of spending (with

others) 70 Yuan on drug making equipment

which he used to make 344.96Kg.

Reportedly under the instruction of the

Shenzhen Intermediate People’s Court,

Longgang Intermediate People’s Court held a

public sentencing rally in Buji Zhen,

Longgang District, Shenzhen City to counter

drug trafficking. Lin Xigui , Wei Cun and

Lin Qin were accused of having 270g of

heroin. The accused were referred to in the

newspaper reports as ‘devils’. It was also

reported that Yan Chun (accused with Yan

Niangui of having 220g of heroin) ‘fell ill in

prison and died’.

charges of drug trafficking and robbery. The

proceedings were held in public. Two

prisoners were executed following sentencing.

Fourteen others were given the death penalty

in the first instance or the death penalty with

a two year reprieve. The Chongqing judicial

department was reported to have said that

‘criminals could expect to be serverely

punished for serious crime in the interests of

the maintenance of public order’. Meanwhile

another 50 people were arrested during a

concurrent anti-crime crackdown.

within the Mengyang Nature Reserve from

June 1992 to April 1994. They were also

found guilty of profiteering from smuggling

elephant tusks. In an article in the official

China News Agency (Xinhua), a spokesman

for the Supreme People’s Court in Beijing

was quoted as saying that the Asian Elephant

was an endangered species and the four

‘deserved’ capital punishment.

reported as the biggest corruption scandal

reported that one villager falsely reported

wronged villager broke the roof tiles of the

Baocun then detained the first villager and

beat him for a reported 30 minutes on 15

May 95. Later that day the victim was

paraded through the village in a truck. He

died at 1pm the same day on his way to

hospital. Eight others were given various

terms of imprisonment. One other implicated

in the case is being investigated for certain

‘economic problems’.

Thirteen people were executed after a massive

public rally. All were accused of belonging to

a 16 member gang which allegedly committed

a series of highway robberies stealing a total

of 6.29 million Yuan. Fu Limin and eight

others appealed against the original sentences

which were passed in October. Eight of the

appeals were rejected and Fu Limin was

given a two year reprieve. Two other

members of the gang were given sentences of

between three and 20 years imprisonment. It

was reported that the two main ringleaders,

Chen Weixiang and Zhang Xiaojian

appealed against the sentences given to the

other alleged gang members, in particular the

female members (who were accused of luring

the victims). Unusually the provincial high

court president acted as the chief judge in the

appeal hearing. It was also reported that one

of the executed females survived two bullets

during the execution and pleaded to be shot

dead - the third bullet killed her. It was

reported that over 2,000 students and workers

were ‘invited’ to attend the rally where Xu

Liandong, president of Shenzhen

Intermediate People’s Court read out the

verdicts in front of the 16 handcuffed

members. He allegedly told the rally that

“Todays’ condemnation has proved

provincial authorities’ sincerity in combatting

highway crimes (and), maintaining peace in

our society”.

19 Ninteen people were executed and a further

15 others were given sentences ranging from

terms of imprisonment to the death penalty

with a two year repreive. It was reported that

the sentencing rally was a result of a three

month ’special struggle’ against serious

criminals in the city. Some 5,462 cases were

reported to have been cracked and of these

1,638 cases were allegedly ‘major and

appalling’ ones.

In a report in the Shanxi Daily (16/12/95)

it was alleged that the 19 executed “were all

dregs of society who were guilty of

unpardonable evil. The popular indignation

for stealing cars and selling them. A further

14 people were given the death penalty or life

Nine ‘economic’ criminals were given

sentences ranging from an 8 year term of

imprisonment to the death penalty with a two

year reprieve by Zhuhai Intermediate

People’s Court. Cu Biao was accused of

accepting bribes of 450,000 Yuan (US

$54,216) and two Rolex wristwatches. Deng

Ping was accused of accepting bribes of

650,000 Yuan (US $78,313) which he

allegedly spent in Macau. Two others were

of villagers in rural south China which

It was reported that this sentencing marked

the end of one stage in a programe against

Mao Yinchun was accused of committing 11

robberies, stealing goods worth 50,000 Yuan

(US $6,024) and raping a woman.

Wang Jianye was extradited from Thailand

in 1993 following reported assurances that he

would not face the death penalty. He was

sentenced to death on 07/04/95. The

Shenzhen Intermediate People’s Court finally

rejected his appeal on 28/12/95 after a

lenghty review process by the Supreme

People’s Court which eventually confirmed

his death sentence. He was executed

immediately afterwards. Two others were

executed with Wang Jianye. Shi Yanqing

(f) was sentenced to death on 07/04/95,

suspended for 2 years. It was reported that

prosecutors produced evidence that Wang

Jianye took bribes of 4.8 million Yuan (US

$570,000) in local currency and another US

$781,000 in hard currency. He was also

charged with accepting 1.5 million Yuan (US

$177,000) with Shi Yanqing, his mistress

and deputy manager of a mainland
