Chhatarpur SSA

1. Minimizing the down time of GSM BTS.

• SSA is continuously trying hard to minimize the downtime of GSM BTS. However following points needs attention…..

• In last 2 years 126 new GSM BTS were added in the network. Staff and vehicle have not increased accordingly. Rather they have decreased.

• Shortage of manpower.

• Shortage of diesel: appropriate fund for diesel is not available. In April 3.32 lakhs and in May 3.31 lakhs were allotted.

• Shortage of Vehicle.

• Transportation of diesel is a big issue due to widespread geographical area.

• Even after daily pursuance the performance of USO sites is not improving.

• Worst USO BTS for the month of April11.

• Alcatel and ITI are not attending faults timely even after many reminders.

• Due to widespread road widening work, there is frequent interruption in OFC media.

To minimize the downtime SSA needs…..

• At least 4 more vehicle.

• Site wise AMC tender should be finalized at the earliest.

2. O&M issues of GSM Services.

ALCATEL Issues:-

List of pending Alcatel faults.

ITI Issues:-

List of pending ITI faults.

ELECTRICAL Wing Issues:-

As on date 4 GSM BTS are working without DG

At 25 USO sites 3 phase is either pending or faulty.

At 31 Non USO sites 3 phase is pending.

Other miscellaneous issues.

3. O&M issues of Landline, Broadband and other Services.

LANDLINE:-

• Due to Road widening, Water pipe line and other municipal works, UG cable network had damaged and 5Pr / 10Pr UG cable is required.

• Since start of CDR system telephone bills have not been issued timely.

• In CDR system L2 dockets are not being resolved timely.

• Exchange code on telephone bills is required for sorting.

• New EPBT instruments are not available for replacement.

• The development work of UG cable in new developed colonies is pending.

• 4000 AH Battery set at Chatrasal Chowk urgently needs to be replaced due to life expired and 2000 AH Battery set is required in BSNL Bhavan for up gradation.

BROADBAND:- In rural areas, provisioning and maintenance of

broadband connections is being very difficult due to non availability of skilled staff.

OTHER SERVICES:- One more EVDO BTS is required in Chhatarpur City

because at present there is only one BTS and subscriber base in around 90, which is already conveyed to Circle office.

4. Measures to increase revenue.

• Vacant buildings / colony may be rent out to state/central govt. staff.

• Rent free landline connection may be provided in rural areas.

• Marketing activities must be intensified.• Cash reward must be given to outstanding staff.• IPMS may be implemented and performance based

incentives should be given.• BSNL should diversify its services in DTH and Real

estate.• Bill payment and recharge option should be available in

ATMs.

5. Measures to control expenditure.

• Network optimization work must be finished immediately.• Handover should be properly defined. • Temporary electric connection may be regularized on

priority by electric wing to save revenue.• Curtailment on salary expenditure by VRS / Reduction in

retirement age from 60 to 58. Staff should be inducted on contract basis.

• Some provision may be done for redeployment of non performing group C & D staff.

• Expenditure incurred on DGR security may be minimized with the deployment of local registered security escorts.

• Paper less working may be started using Intranet.
