To keep our customers at the heartof all our activities, we are currentlyconsulting on two matters.

The very important Core Strategyconsultation sought views aboutwhether or not people thought ourapproach to planning the growth ofthe Borough over the next 15 yearswas technically sound. Our planningofficers were delighted to have thechance to meet and talk to morethan 850 people who attended ourmajor consultation on the strategywhich visited venues across theBorough at times to suit everyone.

Your comments and feedback will beused as part of the Council’ssubmission to the Secretary of Statewho will ultimately decide whetherthe Core Strategy is sound or not.

Our Sounds of Summer residents’survey which runs until the end ofSeptember also seeks the opinionsof residents.We want to know how satisfied youare with the council and yourneighbourhoods, what you think ourpriorities should be and whether ornot you think we’re doing a good job.The results of this importantconsultation will help steer theCouncil’s policies in future. Council Tax Support (CTS):

CTS replaced Council Tax Benefitfrom April 1, 2013. It was designedfollowing a public consultation atthe end of 2012. CTS can be offeredto working age claimants butmeans that everyone must paysomething towards their CouncilTax bill – at least 8.5% of the totalCouncil Tax bill.

Spare Room Subsidy:

Working age council tenants whoreceive Housing Benefit will receiveless if they are deemed to be‘underoccupying’ their homes. Theamount received will reduce by 14%if there is one spare room or by 25%if there are two or more spare rooms.

Universal Credit:

Universal Credit will be paid in onemonthly payment to a household,which may consist of a singleperson, a couple or a family.

Universal Credit will be paid to peoplewho do not have a job and peoplewho are in low-paid work to top-uptheir earnings. The amount ofuniversal credit will reduce asworking hours and earnings increase.

It will be a single payment paiddirectly to the claimant’s bankaccount. It will replace the followingbenefits:

• Child tax credit• Housing benefit• Parts of the social fund • Working tax credit• Income support• Income-related employment

and support allowance• Income-based

Rebekha Spencer, headteacher ofSeagrave Village Primary School,said: “We nominated ourselves onbehalf of the children. We are takinga keen interest in recycling andinvolving the community.

“We only have 87 children andrecycled more than five tons ofmaterials including tin and plastic,this award is for the kids, this is whatit’s all about, making them recyclersof the future.”

As part of a massive partnershipeffort, Thurmaston Parish Councilworked to create a state-of-the-artpark, part-designed by localchildren and young people, inSilverdale Park, Silverdale Drive.Glynis Smith, of Thurmaston ParishCouncil, said: “Young people playeda huge part in our project.”

Sue Cramp, from the MountsorrelRailway Project, said: “I’m reallyspeechless. We have worked withlots of people, from two to 88 yearsold. Everybody who came alongworked together as a community.”

More than 100 guests attended theawards ceremony at Burleigh Court,Loughborough, on Thursday, June27, 2013.

Winners in each category werepresented with a hand-carvedtrophy, made from fallen oak fromthe Outwoods by the Council’sWoodland Ranger Stuart Freeman.

The event was hosted by BBC RadioLeicester presenter Martin Ballard.

Readers of the Echo voted to selectthe winner for the ‘Inspiring Others’category, with a record number ofnominations received.

With the help of residents andvisitors Charnwood BoroughCouncil aims to ensure roads,streets and alleys are litter, graffitiand dog-foul free.

No matter where you are in theborough, the Council is committedto investigating all reports of litterand dog mess.

Working with Serco, our wastemanagement partner, we will visitall areas following a report toinvestigate and clear up areasresidents suggest are hotspots.

The time given to each report variesdepending on its location; busy

public areas such as Loughboroughtown centre should be dealt withwithin half a day, everyday areaswithin one day and areas that donot impact most people within14 days.

Figures for April - June foundCharnwood to be 99% litter free andits highways to be 93% clean.

The Council’s commitment totackling environmental crime isfurther demonstrated by the award-winning Don’t Muck Aroundcampaign, which aims to raiseawareness of the impacts oflittering and educate residents and

children to the impact it has onthe environment.

A business hub in Charnwood is celebrating a decade ofhelping local firms get off to the right start.

The Charnwood Borough Council-owned Oak BusinessCentre, in Ratcliffe Road, Sileby, is home to 26 businessesand 175 employees and it celebrated its ten-yearanniversary on Wednesday, July 31.

Since it opened in 2003, a total of 55 companieshave passed through the doors with many still callingit home.

Councillor Tom Barkley, the Council’s Cabinet memberfor Finance and Property, said: “The Oak Business Centreis a gem of a facility which has been helping local peoplemake that first bold step into business.

“I’m really happy that, despite tough economic times,it is still going strong. I look forward to the centrecontinuing to offer new and start-up businesses facilitieswith which to grow and prosper.”

The building has stood in Sileby since 1909 and used tobe the old Green Oak Knitwear factory.

Happy Birthday to you!The Council subsequently took ownership of thebuilding and in October 2002, the building wasre-opened as the Oak Business Centre to new and start-up businesses looking for office and workshop space inApril 2003.

The facility houses 26 units, which have been filled bya range of companies, from an accounting firm to ashoe factory.

Oak is a purpose-designed centre which provides three-year leases to tenants, building maintenance, a large carpark and a manned reception desk.

Companies looking to use the facilities can also takeadvantage of two conference rooms, a communalkitchen, disabled access and facilities and 24 hour accessto the building.

The Core Strategy is the Council’s plan to help theBorough grow and prosper over the next 15 years andincludes proposals for new jobs, schools, amenities,parks as well as 9,000 new homes to meet the demandsof a growing population.

Planning officers held 18 exhibition events, with day andnight sessions designed to ensure that all residentsaffected by the Core Strategy could have a say on the‘soundness’ of the Council’s plan.

Councillor Matthew Blain, the Council’s Cabinetmember for Planning, said: “We have tried very hard tobalance the views of residents with the growth thatneeds to take place. We have reached this stage followingyears of consultation and evidence gathering and this,we feel, is the best possible solution to address housingshortages and improving prospects in our Borough.”

The consultation ran from June 10 until July 22. All of thecomments received will be considered and a report of allthe main issues raised will be prepared. The Core Strategywill be considered will be considered by Full Council inOctober and, if approved, will be submitted with the CoreStrategy to the Secretary of State for an Examination inPublic in 2014.

An independent inspector will consider all of the issuesraised and come to a view as to whether the CoreStrategy meets legal tests and whether it is ‘sound’ (thatit is positively prepared, justified, effective andconsistent with national policy).

More than 850 people attended a series of exhibitionsas part of a major consultation on Charnwood BoroughCouncil’s Core Strategy.

The Core Strategy at-a-glanceCharnwood’s Local Plan Core Strategy proposes four majorareas of growth to provide homes and jobs along withimprovements to green spaces, community facilities andtransport.

• 3,000 homes and16 ha of employment on land to thewest of Loughborough• 4,500 homes and13 ha of employment to the north ofHamilton / east of Thurmaston• around 1,500 homes and 15 ha of employment on landto the north of the A46 at Birstall (in Wanlip Parish)• 500 homes and 5 ha of employment landadjoining Shepshed

The proposals also aim to help boost economic recoverywith plans being developed for regenerating theWatermead corridor, the Loughborough Science andEnterprise Park and Shepshed Town Centre.

In Charnwood, the BoroughCouncil has a team of expertswhose job it is to make sure ourgrub is prepared in a hygienic andsafe way to protect our health.

To help in the battle to improvestandards, the Council’sEnvironmental Health team runsthe Food Hygiene Rating Scheme.

It scores food premises from zeroto five based on how effectivethey are at preparing and storingfood safely.

Most premises display a ratingscore card in their windows whichtells customers about hygienestandards. This gives people agreater choice over where toeat. It also recognises thosebusinesses with the higheststandards and encourages othersto improve.

The overall aim is to reducethe number of cases of food

poisoning which currently affectsabout one million people in theUK every year.

Restaurants, takeaways, cafés,sandwich shops, pubs, hotels,supermarkets and other retail foodoutlets, as well as other businesseswhere consumers can eat or buyfood, will be given a hygiene ratingas part of the scheme.

Scores are calculated following aninspection by an EnvironmentalHealth Officer. This is based onhow well the business is meetingthe requirements of food hygienelaw at that time. In particular:

• how hygienically the foodis handled – safe foodpreparation, cooking,re-heating, cooling and storage

• the condition of the structureof the premises – cleanliness,repair, layout, lighting,ventilation and other facilities

Don’t Muck around withyour “Duty of Care”

Did you know that if you pay someone to get rid of yourhousehold waste, YOU are responsible for ensuring theyare licensed to do so?

If not, then here is a helpful reminder:

• Check that companies you use to dispose of yourwaste are reputable and licensed to carry waste.If in doubt, call 03708 506 506 or click:www.wastedirectory.netregs.gov.uk/ for aninstant Waste Carrier validation check.

• People who fail to carry out these checks and whosewaste is later fly-tipped will be held responsibleunder section 34 of the Environmental ProtectionAct 1990.

• The maximum fine in court for householdersbreaching a Duty of Care offence is £5,000.

• Only companies or individuals that hold a WasteCarriers License can legally take away and disposeof waste.

• When a firm or individual registered with theEnvironment Agency takes away any unwanteditems or waste, they will give you a ControlledWaste Transfer Note (receipt)

• A total of 28 people have been prosecuted so farby Charnwood Borough Council for Duty of Careoffences. Don’t let it happen to you!

Residents are being urged to check on the authenticity ofcharities which carry out house-to-house collections.

Charities which appeal for donations – whether it beclothes in a plastic sack or cash in an envelope – have tobe licensed by Charnwood Borough Council to carry outthese collections.

Sometimes, unlicensed collectors make visits. Here aresome top tips to be aware of if you receive a bag orcollection envelope through the door:

1. Quality of the leaflet / bag

2. Misleading name of charity or collection - such as‘Cancer Relief UK’ instead of the reputable ‘CancerResearch UK’

3. Limited company status – you would normally find“Ltd” or “Limited” after their name

4. Charity status – you can often find a charity numberquoted this can be checked with the Charitycommission – www.charity-commission.gov.uk

5. Do you know the charity? – more likely to be genuineif its in aid of a large well known charity such as BHF,Oxfam, The Children’s Society.

6. A website – if they have a website it makes it morelikely that it’s genuine. .org usually indicates a notfor profit organization where as .uk or .com indicatea commercial organisation but there may besome exceptions

7. Email address – reputable charities use their official,branded addresses such as [email protected]. Becareful of addresses which use the likes [email protected], @hotmail.com or @gmail.com

8. Types of goods wanted – reputable collectors don’ttend to ask for high value goods such as jewellery.

A life-saving service offered by Charnwood BoroughCouncil has unveiled new technology to provide extraurgent help to elderly and vulnerable people.Charnwood Lifeline is offering customers the option of anew fall detector which automatically triggers a call forhelp if someone falls in their home.Every year, more than one in three (3.4 million) peopleover 65 suffer a fall that can cause serious injury - soimmediate help is vital.The fall detector is worn by customers and, whenactivated after a fall, triggers a call to the Council’s 24-houremergency Lifeline service control room. Operators thenhelp by talking to the customer, contacting their next ofkin or calling the emergency services.The device can be worn by customers in many ways anduses impact sensors to detect when someone has fallen.If there is no movement after 20 seconds, the automaticcall for help to the control room is then triggered.If you already have a Lifeline, why not recommend afriend and be in with the chance to win high streetshopping vouchers?Existing customers who recommend the service to afriend will be given a £20 high street voucher once thefriend has signed up to the service and paid for theirfirst quarter. Hi-tech systembrings peace ofmind to residents

Dog owners are being urged to ensure their pet poochesare micro-chipped to help tackle stray dogs andirresponsible owners.

By April 6, 2016 the Government will require all dogs tobe chipped, alongside current rules which state that alldogs in a public space must have a collar featuring theirowner’s name and address.

Charnwood Borough Council has promoted micro-chipping for more than 20 years and will continue to offera free service for people re-homing dogs from the Council’scontract kennels, College Garth Rescue Kennels, Hathern.A chargable service of £15 applies to all other dogs.

Collars and micro-chips are essential to ensure dogs canbe returned to their owners if lost.

The micro-chip will be with the dog forever, so ownersshould register details of new owners before they sell orgive the animal away, and ensure contact details are keptup-to-date.

The procedure is quick and painless and involves a tinychip being implanted below the skin in the scruff of thedog’s neck.

College Garth Rescue Kennels offers the chipping servicealternate Saturdays from 10am to 12am, appointmentsshould be made by calling 01509 842327.

Re-home a houndWould-be dog owners are being encouraged to considerrehoming a stray from the borough.

The borough has seen an increase in the number ofdogs looking for a place to call home after a drop inthe number of people looking to rehome a doghas decreased.

Stray dogs are taken to the College Garth Rescue Kennels,Hathern, by the Council’s dog warden John Baker. Hesaid: “While every effort is made to ensure healthy dogsare not put to sleep, kennel space is finite and sadly thisis the only option if suitable homes are not available.”

Bobby (pictured) was found in a sad state, butafter tender loving care from the kennels’ team, he wasready to become a family pet and has now beensuccessfully rehomed.

@CharnwoodBC is our name on Twitter. It is mannedduring office hours 8:30am-5pm Monday to Friday andis updated by the Council’s Commuincations Team.

We have more than 1,400 followers (and counting) anduse Twitter to help customers resolve issues, respond torequests for service, answer general enquiries andgenerally try to be as helpful as possible.

For example, the Council recently helped customersresolve issues about flooding and hedge cutting, as wellas keeping customers updated on service disruptionduring bad weather.

We also promote events so you don’t miss them, raiseawareness of campaigns and signpost customers toother useful information.

Our Twitter feed is also a very useful way of helpingcustomers make contact with the correct local authority.Many customers contact us about roadworks which areactually the responsibility of Leicestershire CountyCouncil which acts as the Highway Authority.

Two new scrutiny panels have beenset up to look at the Council’spolicies for managing studentoccupancy in Loughborough andthe Council’s complaints procedure.

At the end of their work the panelswill make recommendations to theCabinet about how things couldbe improved.

Both panels have been seekingviews from the public and otherinterested parties as part oftheir work.

The managing student occupancypanel has heard evidence fromlocal residents groups, students,Loughborough University andlandlords. It has also used a form onthe Council’s website to enableother members of the public to letthe panel know what they think.

The complaints procedure panel willbe contacting a sample of peoplewho have made complaints to findout what they thought about howtheir complaint was dealt with.

One of the aims of scrutiny is to usethe views of local people to identifyimprovements that can be made towhat the Council does. Thepanels are very grateful for all thecontributions that have been made.

In the future there will be updatesin Charnwood News to provideinformation about how the publiccan become involved in scrutiny andfeedback on the results of scrutinyreviews including the impact thatthe public has had.

Holding the Council to account

Scrutiny is an important partof the local democratic processand represents the interests oflocal residents.

It allows the Council’s Cabinetto be held to account by otherCouncil members. It also helpsreview and improve services andfunctions run by the Council andits local partners.

What isScrutiny?

Residents of Thurmaston will nowhave more say on tackling issueswhich affect quality of life in thevillage.

Charnwood Borough Council andLeicestershire Police have launcheda Partners and CommunitiesTogether (PACT) group which willmeet regularly to discuss issuesaffecting local people.

Anyone is able to attend themeetings to share their feelings andhave their say over what authoritiescan do to help deal with issues suchas anti-social behaviour,fly-tipping and hate crime.

Councillor David Snartt, CharnwoodBorough Council’s Cabinet Memberfor Neighbourhood Services, said:“One of the Council’s core values isputting residents first, this approachwill certainly help us to do that.

“The PACT group will provide youwith another way of contributing toand influencing their community,which is a key Council commitment.”

“Multi-agency work by CharnwoodBorough Council and partnerorganisations is already provingsuccessful and we are hoping tofurther build on this."

PC 2080 Phil Porter, the BeaconOfficer for Thurmaston, said: “Wewanted to find a friendly andapproachable way of getting morepeople involved in influencing the

things that happen in theircommunity.

“The PACT will give peoplethe opportunity to talk to us,and representatives fromother organisations, in a relaxedenvironment so that we can all worktogether to make a difference.”

All PACT meetings, which willconsist of representatives fromthe police, local schools, boroughand parish councils and theNeighbourhood Watch, are open tothe public.

Cycling is a great way to travel towork. If you or your colleagueslive within three miles of yourworkplace cycling is likely to bealmost as quick as taking the car,and you’ll save money on fuel andparking costs and get some exercisewithout taking time out of your day.We can offer support to helpencourage you and your colleaguesto swap some journeys from motorto pedal power.

Loughborough has a gooddeveloping network of cycle routes,which are largely traffic-free or onquieter streets. We can provide afun, led ride for your staff, either inlunchtime or after work which candemonstrate how the cycle routescan help you get around by bicycle.

Loughborough Town Hall’s SundayFunday is back and bigger than everbefore. The venue is throwing openits doors for a fantastic free event on15 September, from 10am to 3pm.

The Funday features a host offree workshops, activities andtaster sessions, with loads ofopportunities to get involved andexplore your creative and artisticside. There are dance, film and radioworkshops; truffle-making withChocolate Alchemy; silk paintingand clay figure making; plus the

chance to learn circus skills.Experience the art of close up magic,play in a ukulele band and enjoy abouncy castle, climbing wall, dancemat challenge, treasure hunt, giantgames, milk-the-cow competition,balloon race and so much more.

Pool reopensafter blazeCustomers are once again making a splash atLoughborough Leisure Centre after the pool area wasre-opened in June following a blaze.

The pool and main changing area at the Browns Lanefacility were forced to close after a blaze tore through thebuilding in December 2012.

Ferocious heat melted metal lockers and weakenedstructural supports which carry the weight of plantequipment on the leisure centre roof. It also causedextensive damage to the pool area.

The facility, owned by Charnwood Borough Council andmanaged by its leisure centres partner Fusion Lifestyle,underwent a £1-million repair programme which saw thepool deep-cleaned, relined and repainted.

Work on the changing rooms is ongoing because of thedamage so other changing facilities in thecentre will be used until the major refurbishment of the poolchanging area is completed later in the summer.

Councillor Paul Harley, the Council’s Cabinet member forLeisure and Culture, said: “We have been very frustratedover the last few months that we have not been able tooffer the full range of services at our superb facility inLoughborough.

“The damage was much worse than originally feared,which is why it has taken longer than anticipated tocomplete repairs and refurbish the changing rooms andpool, however, we are now delighted to be opening backup to the public .”

Community and voluntary groupsin Charnwood could benefitfrom funding grants providedby the Council to help thecommunity and support residentsin the Borough.

The Council is committed toworking in partnership andsupporting residents to influence,contribute, and take part in theircommunities and these grants areone way this is achieved annually.

With a number of fundingopportunities available, grants havebeen awarded to a wide rangeof groups.

In the first round of CharnwoodGrant applications for 2013 theCouncil awarded five groups a totalof £15,490 to support for a varietyof initiatives to benefit peopleacross the Borough.

Twenty-three projects for teenagershave been funded by money givento Charnwood by Leicestershire'sCounty Youth Councillors.

A panel of young people and adultschose activities ranging from boxingto nature rangers. All the schemesare designed to improve theconfidence, responsibility and skillsof teens taking part.

One young person, who joinedboxing sessions as part of one of theprojects, said: "Boxing helps me.When I first used to come I used to runinto the road when I got angry. Now Ikeep fit and the other kids like me".

Many of the activities are free ofcharge for young people.

What is Positive Activities for Young People (PAYP) funding?

Organisations, groups and projectsshould be based in Charnwood orcarry out activities in the area,applications should be sent in asearly as possible to avoid delays inthe decision-making process.

The purpose of PAYP is to increasethe availability of positive activitiesfor young people, particularly themost disadvantaged. The focus is touse positive activities to help reduceanti-social behaviour.

Shepshed lions carnivalis coming to townShepshed Lions Club is delightedto announce the details for thisyear’s Shepshed Lions Club AnnualCharity Carnival. It will take place inGlenmore Park, on Bank HolidayMonday, August 26, 2013. This year’scarnival will be even better than lastyear with many attractions, stalls,fairground and other displays. Themain attraction will be the DingleFingle Clown Show. There will bethe usual bouncy castle, puppetshow, prize draw and many otherattractions. Live Star Wars characters,Birds of Prey display, Children’s maze,BBQ and Tea Tent. Put the date inyour diary for a great family day out.
