94 DEPARTMENT OF WATER RESOURCES GOVERNMENT OF ODISHA CHAPTER- 6 Command Area Development & Water Management (CAD&WM) Programme Objective Command Area Development and Water Management (CADWM) programme, a Centrally Sponsored Plan Scheme is being implemented in to the state since 1976-77 with the main objective of reducing the gap between irrigation potential created and that utilized. The programme aims at enhancing agricultural production and productivity in irrigated commands by judicious and equitable distribution of the available irrigation water with active involvement of farmers through participatory irrigation management(PIM). Aims & Objectives i. To bridge the gap between irrigation potential created & utilized. ii. To ensure timely and equitable distribution of irrigation water in the command. iii. To enhance the irrigated area by means of efficient water management. iv. To boost agriculture production and productivity in the command. v. To involve the beneficiary farmers at grass roots level for management of water resources through Participatory Irrigation Management (PIM) & organization of Pani Panchayat. Programme Coverage The CADWM programme is being executed in major and medium irrigation projects. So far, twenty six (26) major and medium irrigation projects have been taken up under this programme. By end of March 2017, CAD activities in fifteen (15) projects namely Salandi Left, Pitamahal, Talsara, Salia, Kuanria, Kansbahal, Salki, Daha, Hirakud, Gohira, Remal, Sunei, Rameiala, Upper Kolab & Jayamangal were completed. At present, the programme is being implemented in 08 Major Irrigation Projects & 04 Medium Irrigation Projects. Out of the total CCA of 11.15 La.ha (AIBP- 10.77 la.ha + RKVY-0.40 la. Ha) taken up under CADWM programme, 8.69 La.Ha (AIBP-8.39 la.ha. +RKVY-0.31 La.ha) have been covered with field channels and 2.55 lakh ha covered under field drain by March-2017. The CADWM programme is implemented in 26 Districts. There are 3 Command Area Development & Water Management Authorities (CADWMA) in the State located at Cuttack, Sambalpur and Berhampur to carry out the field execution programme in the following ongoing irrigation commands. Command Area Development & Water Management (CAD&WM) Programme

Objective

Command Area Development and Water

Management (CADWM) programme, a Centrally

Programme Coverage

distributaries etc. up to tail end at very short time

preventing loss of seepage in agricultural land. This

helps in rotational water supply in judicious manner

to each field to achieve higher production.

Construction of Field drain

Field drains help in draining out surplus

water from the agricultural land to main and trunk

drain. This prevents water logging in the crop field

by which higher productivity is achieved and it

helps in taking up cash crops after draining out the

excess water from the field.

Reclamation of Waterlogged and Saline Lands

Due to continious irrigation and seepage of

canals vast tracks of crop land in the proejct

command area suffers from water logging and

salinity problems. To reclaim these waterlogged

and saline areas in the irrigated commands, surface

drainage as well as sub surface drainage systems

are developed alongwith the option of bio-drainage

at suitable locations. By this process, excess canal

water is drained out through appropriate network

of link drains which ultimately empty into a

permanent out fall point.

Farmers Training

Training camps are organized in villages to

educate the farmers on water management and

crop management. This is important activity for

educating the farmers to adopt modern

technologies for achieving higher production with

regulated water supply.

Crop Demonstration

Demonstrations are carried out on the

farmers’ field to show them practically, how to

adopt suitable cropping pattern and use of balanced

dose of inputs with proper management of

available water.

Correction of System Deficiencies

Most of the irrigation projects have been

operating much below their potential due to

shortage of funds for operation and maintenance

(O&M) related activities such as cleaning of channels

by de-silting and weeding, raising earthwork in

embankments or dressing the slide slopes to the

design standard, strengthening of banks in filling

sections, restoring bed-gradients and lining in

vulnerable section etc.

Role of Pani Panchayats

Participation of farmers and execution ofCAD works through the Pani Panchayts is a pre-requisite for CADWM programme as per Govt.of India norms. Under the Command AreaDevelopment programme, the execution of fieldchannel and field drains are taken up solely bythe concerned Pani Panchayats with thesupervision of the technical personnel of CADorganization. The Pani Panchayat plays a key rolein motivating the farmers and are involved in landdonation and beneficiary contribution in shapeof labour (10% in construction of field channel andreclamation of waterlogged areas). The PaniPanchayats take keen interest in maintaining thequality of work. As the farmers are directlyassociated with the work during execution, they

feel that the work belongs to them and is theirproperty. After execution, the same have beenhanded over to concerned Pani Panchayat foroperation and maintenance. On an average about500 Pani Panchayats are being involved in variousactivities under the programme every year.

Programme Status

The achievement during 2016-17, is 59675ha.-Field Channel, 12094 ha.-Field Drain, 2625 Ha.-Crop Demonstration and 239 nos of FarmersTraining is 97%. During 2017-18, target has beenfixed to execute Field Channel works in 51184.30Ha., ERM of field channel 10567.70 Ha., 12906 Ha.-Field Drain, 10500 Ha-Survey,1480 Ha.-CropDemonstration and 160 nos of Farmers Trainingwith the budget provision of `268.34 Crore.Projectwise status is given in the following table.

Achievement of CAD&WM programme

The CADWM programme has been scaled up inthe last few years with higher allotment of fundsyear after year. Against the Plan budget provisionof `1220.00 lakhs, an amount of `1111.00 lakhs was

utilized during 2003-04. The provision went onincreasing and an amount of `23352.23 lakhs werespent during 2016-17 against the budget estimateof ̀ 24021.22 lakhs. Outlay of ̀ 26834.50 lakh has beenproposed during 2017-18.

During the year 2016-17, 15 nos (5 nos New OFDprojects with an area of 8874 Ha of `̀̀̀̀31.203 Croresand 10 nos ERM of CADWM works with an area of13788 Ha of `̀̀̀̀48.257 Crore) under RKVY have beensanctioned with total cost of `̀̀̀̀79.463 Crore to betaken up & to be completed from 2016-17 to 2018-19 (three years).

CADWM works are being taken up underRKVY programme for which funds are beingreceived from Agriculture and Farmer’sEmpowerment Deptt. During 2016-17 , CADWMworks are continuing in 05 nos Medium IrrigationProjects namely Ghodahada, Bhaskel, Daraghati,Dahuka and Sarapgarh Command covering an areaof 22003 ha. with an estimated cost of `̀̀̀̀6517.02 lakh.Out of that, CADWM works have been completedin 13955 ha. with expenditure of `̀̀̀̀3129.21 lakh. TheCADWM works was completed in Ghodahada andBhaskel Medim Irrigation Projects during 2016-17.

ERM works have been taken up in theBudhabudhiani, Kuanria, Salia, Ramial, Kanjhari,Ong and Bankabahal Commands. `̀̀̀̀710.0 lakhs hasbeen provided to cover 2028.57 ha. out of which409.25 lakh has been utilized to complete the worksover 1171 ha.

CADWM activities under OIIAWMIP

It has been proposed to take up CAD worksin 18600 ha. with an estimated cost of `̀̀̀̀65.10 Croreunder Tranche-II in MDS-I (Major) and Kansabahal(Medium) Commands during 2017-18 under

“Odisha Integrated Irrigated Agriculture and WaterManagement Programme (OIIAWMIP)”withfinancing from Asian Development Bank (ADB).

Field Channel at Biswanathpur (Mahanadi Delta-IIIrrigation Project) been proposed in the Tranch-Iof the programme. The scheme components likeconstruction of field channels and field drains etcare to covered under centrally sponsored schemeand the additional support interventions likeimprovement to field channels and field drains,construction of lateral channels, scheduling(warabandi) and conjunctive use of surface andground water are covered under OIIAWMIP. InTaladanda Canal System, field channel covering17273 ha. have been repaired upto end of March2017. These works are being executed throughPanipanchayat and it will be handed over to themfor use and future maintenance.

Maintenance of On Farm Development WorksNon Plan Funds

The On Farm Development works in the initialyears were left for the farmers to maintain. Many aprojects, which are quite old are in a dilapidatedconditions, funds from non plan are being providedsince 2007-08.During the year 2016-17, an amount`̀̀̀̀10.04 Crore has been utilized for (ERM) Extension,Renovation and Maintenance of 2868 Ha. of Fieldchannels. All these works have been executed bythe concerned Pani Panchayats and handed over tothem for use and future maintenance.
