Indicator 1 Graduation
Indicator 1 – Current Targets and Goal
For the development of the State Performance Plan, we used the 2014 graduation goal of 98%, based on Wisconsin’s NCLB Consolidated State Application (September 1, 2003 submission)
CIFMS Stakeholders developed plateau-step targets demonstrating substantial improvement to 2010-11.

graduation rate calculation and timeline established by the Department under the ESEA
Instructions for Indicators/Measurement: Targets should be the same as the annual graduation rate targets under Title I of the ESEA

Wisconsin Title I Graduation Rate Target
The 2008 Title I regulations also require each State to set a goal and targets for high school graduation and to incorporate the goal and targets into its AYP definition, beginning in 2009-2010.

Indicator 1: Eighty percent of youth with IEPs will graduate from high school with a regular diploma.
New ESEA Title I Requirement:Establish Annual Graduation Rate Targets
A State must establish annual graduation rate targets that reflect continuous and substantial improvement from the prior year toward meeting or exceeding the State’s graduation rate goal (34 C.F.R. §200.19(b)(3)(i)(B)).

A DPI cross-agency ESEA workgroup has been convened to set new graduation targets demonstrating continuous and substantial improvement in 2010 The Special Education Team is represented on that
workgroup
Because of OSEP’s new directive, our Indicator 1 targets will be aligned with the new ESEA targets once they are developed
