The Opportunity. After being added to the GAO high-‐‑risk watch list and increased visibility from the President, Congress and Industry, the Department of Defense required technology, efficiency and strategy solutions to transform the Security and Suitability processes with a goal of improving timeliness, reciprocity, quality and cost efficiencies.

Background Key process steps required reform, and the legacy JPAS system needed to be replaced with a secure, end-to-end information technology system. The new system (DISS) would electronically collect, review and share relevant personnel data government-wide to deliver and maintain an appropriately-vetted workforce.
The Acceleration Celerity developed a robust transformation roadmap that integrated the key lifecycles of acquisition, enterprise architecture and systems engineering. This approach reduced duplication of efforts to meet the technical and acquisition objectives and accelerated delivery. Our contributions included:
• Acquisition Management: Our team helped create the Capability Description Document and Systems Engineering Management Plan, Test and Evaluation Management Plan and Information Assurance Strategy. We defined business usage models, logical data models and technical integration points, and used the EA model to generate documentation.
• Systems Engineering and Enterprise Architecture: For system design, Celerity
worked with our client to define strategy, document processes, select and configure technology, create a SOA program for data management and establish system governance requirements. We used DoD-compliant DoDAF & BMPN 2.0 modeling to create end-to-end operational views, users, activities and processes, and to define business objects, lifecycles and system capabilities and services.
• Technical Management: Overseeing the efforts of service providers and vendors,
teams of technical project managers, business analysts and architects focused on risks, action items, schedules, contracts, budgets, change management and technical requirements. We analyzed alternatives and implemented a project management information system that tracked and documented activity across the enterprise, including dependencies within the portfolio.
• Product Realization: Our integrated test team prepared and executed a test
strategy for a multi-vendor multi-layer system. To ensure full integration, we developed a test harness to validate and simulate the security and data APIs and services.

• Reduced cycle time for granting security clearances, from 129 days to 45 days.
• Removal of the DoD’s Personnel Security Clearance Program from the GAO High Risk list.
• Automation of IT systems through eDelivery, eScreening and eAdudication of
cases to minimize human intervention where supported by policy.
• Advanced fingerprint results as part of the end to end suitability and security process improving timeliness for eligibility and access.
