In terms of communication facilities, there are 2 Local TV Networks (TV Net and Calapan Cable), 2 Local Telecom Systems

Internet Cafes, Cellsites (Globe/Smart), Radio Stations (DWOM, DWIM, HOT FM), Print Media (Mindoro Bulletin, Island Sentinel, Halcon Star

There are 2 major cultural events which Calapan City observes; these are Kalapfest and Sinkaw Festival.

In terms of response capabilities the City Public Safety Department has already been institutionalized is the focal unit/division responsible in saving lives and protecting properties.

RECENT DISASTER INCIDENTS

• There were two major disaster events which brought significant effects to human lives and properties; these were typhoon Caloy, May 12, 2006 and the flooding incidents on December 7, 17, 27, 2005.

• To provide timely warning to constituents, typhoon tracks was continuously monitored through internet, coordination with local PAGASA Personnel, constant Monitoring of water level at the following river channels Bucayao, Mag-asawang Tubig and at the coastal areas

Alert and dissemination warning notices were relayed through cellphones, roaming using public add system, landlines, radios and media, 1 siren to alert the constituents and continuous coordination with RDCC IV-B Operations Center.

As a risk reduction measures, evacuation centers were identified through the coordination with various line agencies (PNP, AFP, DPWH), rechanneling of river and sandbagging were likewise undertaken.

Other activities related to risk reduction were: regular quarterly meetings and when need arises, The City Mayor presides the CDCC meetings, thereby facilitating the decision making process

Alerting the PSD – Rescue/Response (paramedics and firefighters); BFP – to protect lives and properties through prevention and suppresion;organized BDCC’s to facilitate dissemination of warning information and reporting of disaster incident, the Old City Hall was designated as an alternate Emergency Operation Center, and setting up communication systems, to alert people using church bells, public address,

CIO, local media. Likewisem, strong linkages were established with NDCC to facilitate augmentation, support from higher authorities.

II. PLAN DESCRIPTION

A. DEFINITION

The City Government of Calapan Health Emergency Management Plan defines the direction of the City Disaster Coordinating Council in preparing for an efficient and effective Health Emergency Management in any event of disaster. This embodies a set of strategies and activities based on hazards and vulnerabilities or risk analysis.

B. CONTEXT OF CGC –HEM Plan

• The Preparedness Plan contains strategies and activities that the City of Calapan will carry out to build and enhance local capacity to respond to emergency or disaster.

• Whereas its Response Plan includes strategies and activities in utilizing local resources for effective and efficient response during emergency or disaster. Likewise, this Response Plan includes policies, protocols, guidelines and procedures pertaining to various emergency management system for more efficient response.

• The Rehabilitation Plan which entails strategies and activities in mainstreaming the locality back to its prepared position for any forthcoming eventuality.

• The Annexes of the Plan includes the inventory of its internal and external resources, in terms of inventory lists and directories, in the context of human resources, logistics, financial resources, existing systems and services.

C. SCOPE OF THE PLAN

The plan shall be implemented by the City Disaster Coordinating Council together with other concerned agencies

D. PURPOSE

• The plan establishes the status of alertness of the City Disaster Coordinating Council and their responsibilities during the occurrence of disaster/calamities and exigencies within the City of Calapan

III. GOAL AND OBJECTIVES

GENERAL OBJECTIVE:

To build organizational capacity of the City Disaster Manager and decision makers that will become a foundation for operations and emergency response.

SPECIFIC OBJECTIVES: To strengthen the emergency, preparedness, response

and recovery plan To develop systems for emergency management To update existing guidelines, procedures, protocols of

developed emergency/disaster management systems To develop human resource competencies for

emergency response To coordinate with the hospital (governtment or

private) services for better emergency management To ensure availability of logistics, funds, and other

resources in times of emergency or disaster To strengthen BDCC as first responders during

emergency

IV. ORGANIZATIONAL STRUCTURE CALAPAN

At the City Level, there shall be constituted the City/Municipal Disaster Coordinating Councils, with the City/Municipal Mayor as Chairman. The Station Commander of the Integrated National Police shall be the Vice-Chairman and Action Officer of the Council.

The Council shall be further composed of organic City/Municipal officials as well as National Officials assigned to the City/Municipality.

ROLES AND RESPONSIBILITIES OF THE CITY DISASTER COORDINATING COUNCIL

• CDCC Chairman/Mayor Advise the Governor of the Province on all matters

relative to the progress on the ongoing calamity/disaster.

Exercise general supervision and control of the disaster operation in Calapan

Issue emergency measures to cope with meet emergency situation

Call upon any government agency as well as the private sector for assistance

He may assign a Disaster Action Officer who shall be directly responsible to him in the implementation of this PLAN

CDCC Vice ChairmanProvide support and assistance to the Mayor

with regards to the implementation of the PlanMakes all equipment and personnel under his

supervision available for employment in disaster operations

Performs such other functions as the Mayor may direct

Disaster Action OfficerResponsible to the Mayor with regards to the

conduct of operations of all line services and coordinating units of the CDCC

Exercise direct supervision and control over all the activities of the Disaster Operations

Issue emergency measures with clearance/approval from the mayor to cope with emergency situations

Perform the function in absence of the ChairmanPerform such other function as the Mayor may

assign

Intelligence and Disaster Analysis Section / Secretariat Receive reports from the field monitor and disaster

monitoring unit through telephones and all such other means of communication and submit the same to the mayor

Update disaster progress /development by properly filling up the disaster monitoring charts and maps

Inform the Mayor of the Reports coming from the line operations units

Receive and supervises in recording and dispatching relief goods for distribution

Responsible in conducting lateral coordination with other disaster cooperating agencies as regards the deployment of personnel and equipment and in the immediate delivery of assistance and services needed.

Public Information Team Responsible for disseminating information, warning

and advice to the public through the media after proper coordination and clearance from the Mayor.

Security Team Responsible in providing security and protection for

other disaster operation service units against possible hostile action.

Shall be responsible for coordinating the deployment of police and military forces in the affected areas to prevent possible looting and other forms of lawlessness.

Responsible in coordinating with PNP as regards the availability of units needed in the maintenance of peace and order

Perform such other functions as the Mayor may assign.

Transportation Team Shall be responsible for assisting stranded

motorists by making available to them means of transportation to safer and/or less congested areas

Shall be responsible for removing all stranded vehicles along highways and other thoroughfares to enhance public safety and facilitate mobility

Provides transportation and mobility for the evacuation of people to safer areas

Provides transportation for the distribution of relief goods

Acts as the alternate public transportation in time of public utilities strike and other emergencies

Responsible in coordinating with LTO, PNP, Highway Patrol, Coastguard, Maritime Police and other agencies/organizations for the availability of transport vehicles.

Performs such other functions as the mayor may direct.

Health TeamProvide assistance for medical welfare and

to the local government until directly reporting to the City Mayor and or to the local disaster action officer and report to the Intelligence and Disaster Analysis Section or DAC from time to time for situational update.

Responsible in manning evacuation centers and in reporting to the Intelligence and Disaster Analysis Section or DAC the number of evacuees, service and relief goods needed

Performs such other functions as the mayor may direct

CATSI, TV NET in providing the following: Restoration of the fallen electric wires, disconnected

telephone lines, damaged water pipes, road and other infrastructures and cut off electric power lines of communications when public safety as requires.

Provides for emergency facilities such as power, communication access roads and bridges, toilet/bath room in evacuation centers and operations staging area and

Provides heavy equipment such as dumptrucks, grader and other

Ensure the availability of emergency power, water and communication facilities
