Message from Chief Finance Officer and Executive Director Workforce We are looking forward to a big 2019 for CQHHS with the Rockhampton Hospital car park opening, construction starting on Gladstone Emergency Department and the re-opening of the refurbished Cec Pritchard wing at North Rockhampton Nursing Centre. We will also be implementing two significant projects – Integrated Workforce Management (IWFM) myHR and the Financial System Renewal program (S/4/HANA). We have been working with Queensland Treasury Corporation and Boston Consulting Group to look at our health service planning, staff retention, removing barriers to clinical service delivery and improving budgeting and forecasting. Implementation of S/4HANA will support this work by giving us a 21st century finance and materials management information system. FAMMIS is 21 years old, which is very old in ICT terms. Replacing it will improve functionality across all finance and procurement areas. S/4HANA will deliver significant improvements in high level reporting for our cost centre managers and service leaders. The user interface is consistent with IWFM myHR, which means managers will be familiar with the feel of S/4HANA and will have a good understanding of basic navigation. However, navigation within the functional areas will in, some instances, be new. S/4HANA will allow managers to retrieve the information they need to manage their budgets and in doing so, the system supports our Destination 2030 Strategy of a Sustainable Future. Instead of approving expenditure at the end of the purchasing process, we will all be approving before the order is sent to the vendor. This gives cost centre managers and other financial delegates a preview of the expense, its impact on their budget position and an opportunity to consider alternatives. Because we will all be purchasing with on system requisitions and framework orders we will also all be goods receipting on system at the work unit level. Once this is done, the invoice will be processed on system by Accounts Payable. This is already done in most areas. When an invoice is not processed, HSQ’s Supply team will follow up with the vendor on our behalf and ensure the invoice gets to the right place for payment – our staff will not have the extra workload when vendors call to follow up late payments. This will allow CQHHS to be a better community member, for us who live in Central Queensland’s communities know the importance of paying our local vendors as quickly as possible and ensuring they have positive cash flow for their businesses. What does it mean for you every day? Knowing your budget position: At-a-glance information on how much you have spent or committed to spend, and how much you

have left to spend. Information about funds provided for specific programmes or projects to improve tracking of

expenditure against the funds provided. Approving payments and purchasing: On system almost always (exceptions are made for emergent, critical purchasing) Approvers will be able to log into S/4HANA and check for pending approvals in their inbox.

Ordering goods and services: On system almost always.

We have defined the impacts on positions and people in our Health Service, although we may not know how the system upgrade will affect you, your team or others in your facility. Therefore, we need your input to ensure we understand the impacts on you and your colleagues and the services you provide to our communities.

In line with our commitment to the Queensland Government’s Employment Security Policy, we recognise the upgraded financial system will change the way we perform some tasks and we will support our staff to transition in this change process and maintain their employment security.

CQHHS is not considering any organisational change or restructuring as part of the implementation of S/4HANA, this is a system upgrade only, it will lead to changes is some of our processes because the system is modern. We would implement many of these changes to improve compliance with financial compliance and best practice and to support financial management and sustainability even if Queensland Health had not decided to upgrade the financial system.

High Level Change Impacts

Central Queensland Hospital and Health Service The transition from FAMMIS to S/4HANA is expected to impact approximately 15,000 staff across

Hospital and Health Services (HHSs) and the Department of Health (DoH - including commercialised

business units). This document provides a high level overview of the degree and type of change

anticipated to impact staff within Central Queensland Hospital and Health Service (CQHHS).

HHS Description

CQHHS covers an area of approximately 117,000 square kilometres spanning from Gladstone in the south, inland to

the Southern and Central Highlands and north along the Capricorn Coast. CQHHS operates across 29 locations which

serves a population of around 230,000 people.

Change Impacts

The roll-out of the S/4HANA system is expected to impact staff in a number of ways, which will vary between HHSs and

the DoH due to the different functions performed within the business and the positions that staff hold.

The information contained within this document provides a high level overview of:

• The percentage of staff within CQHHS anticipated to be impacted by the implementation of S/4 HANA in some

way

• The breakdown of impacted staff according to occupation stream

• The types of change impacts staff are expected to experience as a result of the implementation of S/4HANA

Data source

The data presented below has been sourced directly from the Queensland Health HR Datacube on 29 November 2018

and confirmed through CQHHS’s role mapping return, which were completed on 29 January 2019. This data will assist

in understanding the impact of S/4HANA across CQHHS.


High Level Change Impact Analysis

Graph 1 shows the percentage of employees who are likely

to be end users of S/4HANA within the CQHHS.

It is important to recognise that, while the transition to

S/4HANA is an important and significant undertaking for QH,

most staff within the CQHHS (85%) will not be directly

impacted as an end user. The remaining 15% of staff

(estimated to be just over 600 based on current role mapping)

have been identified as potential users of S/4HANA within this

HHS.

Graph 2 represents the entire CQHHS workforce by occupational group and highlights, based the current role

mapping data, the number of staff likely to be end users of S/4HANA compared with the total number of staff

employed within each occupational group.

Please Note: A small number of staff likely to be end users of S/4HANA were not included in the above graph as they are employed across more than

one occupational stream (generally ‘concurrent’ employees) (n = 18) or they were employees who recently commenced employment (n = 1).

In the context of the rollout, Graph 2 clearly identifies that the largest impact will be for managerial and clerical staff

(approx. 275 end users). This is understandable given most staff who currently use FAMMIS are employed within that

stream in, for example, finance, procurement, purchasing and supply, and warehousing roles.

The role mapping exercise undertaken to determine impacts within CQHHS also suggests impacted administrative staff

will be the group to experience the greatest level of change. However, it also highlights that there will be key staff from

other occupational groups, such as nursing and midwifery and health practitioner staff, who will be key to the successful

transition to S/4HANA.

The level of change for other occupational streams will vary, however for most, it will be confined to staff who will,

following the implementation of S/4HANA, approve purchase requisitions on-line rather than using the current

cumbersome paper-based approval process (i.e. using General Purpose Vouchers (GPVs)). Alternatively, it will impact

some staff currently using, for example, the Computerised Maintenance Management System (CMMS) to raise and

manage work orders due to the migration to S/4HANA.

The changes types that impacted employees may experience have been categorised into the following:

Graph 3 shows the change types that will be experienced by the impacted employees across CQHHS. It should

be noted that employees may have more than one business role, and each role may incur more than one type of

change.


New processes, doing the same thing differently and going from a manual process to an on-system process or

new module make up a large majority of all changes experienced by impacted employees.

Role Mapping


Role Mapping Definitions The below definitions are provided to support understanding of the attached role mapping

documents.

Role Mapping

Role mapping is the process of working out how the current functions and business processes staff perform as part of

their role will align to the functions and business processes in the S/4HANA system.

Importance of Role Mapping

Role mapping is important as it will ensure all roles and their associated functions are captured.

This is then mapped against the roles and functions in S/4HANA to ensure that staff will be provided with the right

S/4HANA system access and training to perform their role in the system.

Functional Area

A functional area refers to the grouping of people according to the activities they perform in relation to the S/4HANA

functional modules. For example, within the Accounts Receivable functional area, people may perform activities such

as year end processing or raising of invoices.

Business Role Profile

Business role profiles are used to identify a group of activities a person might perform in the S/4HANA system and

therefore, determine the system access they will require in order to perform such activities. A person may align to one

or more of these business profiles, as they might perform a number of different activities.

2. With this information, the Transition Leads were asked to consult with their functional leads who provided

information about the activities that each person in their team performed day-to-day.

Transition Leads completed this activity with assistance from subject matter experts (SMEs) within the

business, Line Managers, and other key people who had a strong understanding of the activities performed

within the business.

3. Based on responses to these questions, people were assigned the relevant business role profile(s).

4. Role mapping was validated at several defined intervals and updated as per business feedback.


Why do I have multiple business roles?

It is not uncommon to hold multiple business roles within the S/4HANA system if you perform activities across multiple

functional areas.

For example, you may have been allocated the business role profiles of ‘Requisitoner’ under Operational Procurement

because you will be creating purchase requisitions in the system, and ‘Receipting / Bank Management’ under

Accounts Receivable because you will also be processing customer receipts or reconciling bank statements.

What do I do if I think the business role profiles I’m mapped to are incorrect?

The program worked in partnership with every HHS/DoH to complete a role mapping activity to ensure staff will be

supported by and have access to the most appropriate S/4HANA training in the lead up to go-live.

Role mapping data was captured from available HR details at a point in time and the program anticipated some errors

would be found.

This is not negative – in fact it is positive as it provides you with an opportunity to work with your manager to make

sure your training needs are correctly identified.

If you believe that your role mapping is incorrect, you are encouraged to work with your Line Manager during the

three-week Business Case consultation period to validate your role mapping data to make sure you are identified for

the correct and relevant S/4HANA training opportunities.

Consultation

We recognise that we may not have all of the information about the impacts of the financial system upgrade on all staff and we want people to tell us if they believe they will be impacted, in a negative or positive way by the upgrade. We want CQ staff to tell us about any concerns they may have and if we don’t have an immediate answer, response or solution, we will seek the support of the FSR Program. Staff forums are being facilitated by CQHHS FSR Transition team. These are open to all staff to ask questions, and provide information or raise concerns about the updated financial system. Details will be distributed in CQDNIB and through your Executive.

Consultation on the financial system renewal transition and the information presented in this business

case for change commences today with feedback to be provided over a three-week consultation period.

financial system upgrade may impact staff in different ways and this can be challenging and cause staff

to be concerned about proposed alterations to the way we perform our work.
