CCHA Competition By-Laws

Part 1 - Preliminary

The ‘Spirit of the Game’

The ‘Spirit of the Game’ goes far beyond the Rules of the game. It encompasses respect for the game and each

other, and integrity in all dealings related to the game and those involved. Central Coast Hockey Association

Incorporated has a Code of Conduct which is underpinned by fair play and good sportsmanship.

The Code of Conduct involves all players, coaches, umpires, officials, parents and spectators. All are encouraged

to be positive examples by refusing to applaud, ignore or participate in unfair play and unsporting behaviour. It is

everyone’s responsibility to uphold the ‘Spirit of the Game’ and promote hockey in a positive light.

1. Commencement

1.1 These By-Laws commence on 1st February each year and are intended to support all Junior and Senior

Members participating in CCHA competitions

1.2 These By-Laws replace all By-Laws previously covered by CCJHA, CCMHA and CCWHA organisations prior to 1st

February 2018.

1.3 All penalties and suspensions handed down under previous By-Laws as stated in By-Law 1.2 will continue to be

recognised by the CCHA.

2. Definitions

The following definitions apply in these By-Laws:

2.1 Business Day means any day except a Saturday or a Sunday or any other public holiday in New South Wales.

2.2 CCHA stands for the abbreviation of Central Coast Hockey Association Inc.

2.3 Board means the CCHA Board of Directors as established under the CCHA Constitution

2.4 Club means any club affiliated with the CCHA and participating in any CCHA competition

2.5 Constitution means the CCHA constitution.

2.6 Dual Registered Player means a player who is actively registered in at least one other hockey association in

addition to the CCHA in the current season, whether or not any required paperwork has been completed.

2.7 FIH means the International Hockey Federation as detailed in By-Law 14.

2.8 Fixture means the schedule of matches detailing the times and venues published to

www.revolutionise.com.au/ccha

2.9 Revolutionise means the online recording system used by the CCHA to record information including

registrations, match fixture and results.

2.10 Rules of Hockey means the official FIH Rules of Hockey

2.11 Schedule means the CCHA Schedule of Fees, Fines and Local Rules

2.12 Competitions – For the purpose of this document and its interpretations players playing in multiple

competitions will have rules solely applied to each competition only. With the exception of any Judiciary penalties

3. Interpretation of these by Laws

3.1 The By-Laws of the Central Coast Hockey Association Incorporated (hereinafter referred to as the “CCHA”

or the “Association”) shall be binding on all members of the Association. All members shall be governed by these

Rules and such others as may from time to time be passed in accordance with the rules of CCHA.

3.2 The By-Laws shall be formulated by a Competitions Committee which shall meet, unless otherwise

directed by the Board, prior to or after the Annual General Meeting each year and shall submit to the Board

recommendations of the By-Laws for the upcoming season, with all clubs being given at least 21 days written

prior notice of By-Law meeting.

3.3 Recommendations of the by-laws shall be adopted in part or whole and shall be presented to a Board

Meeting for ratification prior to the commencement of the upcoming season.

3.4 Upon such ratification by the CCHA Board Meeting, no changes shall be made during the upcoming season,

except in the instance where a Board Meeting approves the changes to cover unforeseen circumstances. Any such

changes are to be as minimal as possible and should endeavour to follow the intent of the original Rule.

3.5 The CCHA Board of Directors is to:

(a) administer these Rules; and

(b) Interpret these Rules in accordance with Clause 3.7 of these Rules. Provided that in the carrying

out of these functions, the Board is to seek clarification from the Competitions Committee as to

the purpose of any Rule where there is any doubt as to the intent of the Rule.

3.6 The Association Secretary shall advise all Clubs in writing of any matter that the Board has determined

amounts to a breach of the Rules within five (5) days, or at least prior to the next affected competition game

taking place.

3.7 In the interpretation of the by-laws, the interpretation which will best achieve the intent of the Rules and

which will best promote the Spirit of the Game is to be preferred to any other interpretation. If any point in

dispute is not covered by these Rules, the decision is to be made in accordance with fairness, good conscience,

sportsmanship and the Spirit of the Game.

4. Delegation

4.1 The Board may delegate, in writing, any of its powers in relation to these By-Laws to such other persons or

groups of persons as it sees fit.

4.2 The Association Secretary shall advise all Clubs in writing of any matter that the Board has delegated and to

whom within five (5) days of the decision being made at a Board meeting.

Part 2 - The CCHA Competitions

5. Club Entry Application

5.1 Affiliation with the Association shall be open to any Club having membership of at least 12 playing members.

Any Club which is a member of the Association and which fails to maintain a membership of at least 12 playing

members shall forthwith cease to be a member of the Association. However, each such member remaining shall

then be deemed to be an associate member unless such member affiliates with another Club/Association.

5.2 The Board may accept or refuse an application for a club or member under by-law 5.1 in its discretion.

5.3 The CCHA may terminate the membership of any member for failure to comply with any rules, codes of

conduct or by-laws of the CCHA, to pay fine, fee, levy or other due, within the prescribed time or for any reason

whatsoever, provided that the membership of any player, Patron, Life Member or Office Bearer maybe

terminated only by the CCHA in a Board meeting

5.4 By playing in its competitions, all clubs and players agree that CCHA (directly or through the Competition or

Judiciary Committee (as appropriate) can investigate alleged breaches of any of its Rules or the Code of Conduct

and act on those breaches.

5.5 If a club official is responsible for any breach of the Rules that undermines CCHA’s objectives, the CCHA Board

can direct the club to require that he or she be suspended from involvement with CCHA matches for such period

as the Board specifies. During that period the club must not allow the official to be at any ground where a CCHA

match is being played, or within its vicinity, or to participate as a spectator, player, coach or official in any such

match.

5.6 Any member terminated under bylaw 5.3 has the right of appeal as per bylaw 52.

6. Senior Competition Establishment

6.1 There will be separate Senior competitions for female and male players.

(a) Male players are not permitted to play in the Senior Women’s Competition

(b) Female players are allowed to play in the Senior Mens Competition

(c) Senior Competitions (subject to bylaw 8.2)

a. Women’s - Wednesday evening and Saturday afternoon

b. Mens – Sunday

Senior competition Divisions

6.2 The Senior Competitions may be conducted in Divisions. The following By-Laws apply if there is more than one

division:

Naming of divisions

6.2.1 The highest division in the CCHA Senior Competitions will be called Division 1, the second highest Division 2

etc.

Minimum number of teams per division

6.2.2 The minimum number of teams per division shall be no less than four (4) teams

Team nominations

6.2.3 Team lists are to be supplied to CCHA on the following basis:

(a) clubs must assist CCHA to create a fair competition by grading players generally according to their skills,

and by seeking to ensure that CCHA grades their teams so they are in a division with other teams of

comparable overall skills, in light of CCHA’s overall objectives;

(b) each club must provide CCHA with a list of the players in each of its teams in accordance with Rules 6.2.3

so initial lists may be expanded as the different divisions start their round matches,

6.2.4 Each club’s teams list must:

(a) show the club’s name and be clearly dated on the first page;

(b) show each full team and it’s CCHA division for the season;

(c) show all the club’s players in their nominated regular division (as specified from time to time);

(d) have a minimum of 11 players per team in every team except the club’s lowest teams which may be

unlimited; and

(e) not have any player in more than one team. (excluding Goalkeeper who wishes to play on the field in

another team)

(f) Show the nominated goal keeper for that team

6.3 CCHA and the Competition Committee have the right to:

(a) review all player nominations and all player and team gradings;

(b) request additional information from clubs about team lists in any matches played or scheduled, including

match cards and player histories;

(c) reject any request for players or teams to be in a particular team or division;

(d) refuse to allow any player or official to participate in its competitions or any divisions of its competitions;

(e) Regrade a team and/or player where deemed necessary; and

(f) Take such other actions as it believes appropriate, when they believe such actions are in the interests of

the competitions as a whole.

More than one team in a Division

6.4 If a Club has more than one team in a division, the Club's teams must be distinguished by a colour label. (e.g.

Green, Red, White).

6.4.1 Where a club has teams entered into the same grade each team when opposing each other shall wear a

separate distinctive colour to help umpires identify the different teams.

Grading

6.5 Despite by-law 6.2.3, the Board may put a Club in whatever grade it considers necessary or appropriate,

having regard to matters including (without limit) the number of teams in each grade and the viability of Clubs

and the CCHA.

Age eligibility

6.6 To be eligible to play in the Senior competition, a player must turn 13yrs of age on or before 31st of December

in the year of competition. No exemptions will be provided

Pregnancy

6.7 Any player participating in an Association competition, undertakes that becoming aware that she is, or is

reasonably likely to be, pregnant, she will notify the Secretary, (as soon as appropriate and where practicable, in

writing) of details of the pregnancy.

6.8 The pregnant player should be aware that continued participation in hockey during pregnancy poses

theoretical risks to them and their unborn child. The Secretary will provide any player advising details of their

pregnancy with a copy of the Hockey NSW Pregnancy Policy.

6.9 Pregnant players are advised to seek advice from an appropriately qualified medical practitioner as to:

(a) The risks involved in participating in hockey while pregnant; and

(b) Whether it is safe for them to continue participating in hockey while pregnant and, if so, for how long

they should continue to participate.

6.10 The Association reserves the right to request from the pregnant player, evidence that she has obtained

medical advice in respect of her participation whilst pregnant (this does not refer to the substance of the medical

advice).

6.11 If the Association is aware that the pregnant player either has not obtained appropriate medical advice or is

ignoring such medical advice, the Association will take positive steps to protect both the player and the unborn

child, such as:

(c) Arranging for the player to see an appropriately qualified medical expert; and

(d) Counselling the player to cease competing of her own accord, or out of regard to the unborn child.

7. Junior Competition establishment

Establishment

7.1 The CCHA will have a Junior Competition.

Junior competition grades

7.2 The junior competition will be conducted in age restricted divisions and of mixed gender. These divisions will

be determined annually by the Board taking into consideration matters including (but not limited to) available

player numbers, club requests, player development.

7.3 The junior competition will include modified rules and these will be published in the Schedule.

Proof of Age

7.4 A player’s age for the purpose of determining their eligible age division is taken as their age as at 31st

December of the current year, e.g. if a player is turning 13 on the 12th October they are eligible to participate in

the U13 Division

7.5 Clubs must produce sufficient proof of age of any player taking part in the junior competition and modified

rules junior competition if requested by the Board.

Age dispensations

7.6 Clubs wishing to field players who do not meet the age requirements may seek a dispensation from the

Competition committee under by-law 29.2.1.

7.7 Players granted a permit under by-law 7.6 are not eligible to play in a higher age grade while such a permit

remains in place.

More than one team in a grade

7.8 If a Club has more than one team in a grade, the Club's teams must be distinguished by a colour label. (e.g.

Green, Red, White).

7.9 Where a club has teams entered into the same grade each team when opposing each other shall wear a

separate distinctive colour to help umpires identify the different teams.

8. Other Competitions and Programs

8.1 The CCHA may have other competitions and programs (e.g. Indoor, Summer, Hook in 2 Hockey/Minkey)

8.2 The format of any other competitions and programs will be determined annually by the CCHA Board and may

consist of male, female, junior or mixed divisions.

8.3 Any rules of any other competitions and programs will be determined annually by the CCHA Board.

9. Late Team Entry

9.1 The CCHA Board may permit the late nomination of a team into a competition at its discretion

10. Team Withdrawal

10.1 A Club may withdraw a team from a competition by written notice to the CCHA Registrar at any time.

Consequences of withdrawal

10.2 Subject to by-law 10.4, if a Club withdraws a team under by-law 10.1 after the closing date for nominations

that Club may incur a fine as published in the Schedule.

10.3 If a Club withdraws a team after the third competition week of the season it will not be entitled to a refund

of any money due or paid to the CCHA.

Exemption for modified rules teams

10.4 By-law 10.2 does not apply to a Club's withdrawal of a team in any modified rules junior grade provided

notice of the withdrawal is given prior to the third competition week of the season.

Part 3 - Registration

11. Players Annual registration

11.1 No player is permitted to take part in any CCHA competition match for a Club until he/she is a registered

player with Hockey NSW and their Club in that year via the prescribed manner. Any team playing an unregistered

player will forfeit the match and by-law 22.4 will apply.

11.2 A Club cannot register any new player for competition matches in the final 6 competition rounds in that

division.

Registration with more than one Club

11.3 A player may be registered with more than one Club for the purpose of playing in different age groups or

divisions (i.e. junior competition for one club and senior competition for another, or Womens Sat and Womens

Wed night), provided that their primary club does not have a team entered in the same age group/division, unless

exception under bylaw 11.3.1.

11.3.1 A player in the Junior competition may play in the age group above their normal grade with another

club other than their Primary Registered club if their Primary club doesn’t have a team in the higher grade

11.3.2 In addition to bylaw 11.3.1 a player in the junior competition may also play for another club in the

higher grade other than the primary club even if their Primary registered club has a team in the higher grade.

Both the Primary Club and the Competition Committee must approve the player request. The intent of this

bylaw is to allow players to assist other clubs who may otherwise be short of players and unable to field full

teams.

11.3.3 Any player granted to play for another club under bylaw 11.3.2 will be excluded from playing for their

primary club in the higher grade

11.4 A player must be registered with a Club using the method prescribed by the CCHA for that purpose and

include all information the CCHA requests.

Clearances

11.6 Subject to By-Laws 11.3 and 11.4 a player that is registered with a Club, or has been registered with a Club at

any time previously, must obtain a clearance from that club (previous club) before being registered or playing

with another Club (New Club). If the player takes the field and plays prior to obtaining the appropriate clearance,

the offending team will forfeit the match and by-law 23.4 will apply.

Clearance process

11.7 The player must apply for a clearance under by-law 11.6 using the method and process prescribed by the

CCHA for that purpose.

Granting or refusing an application

11.8 The previous Club must approve the New Club’s clearance application under bylaw 11.6 unless the relevant

player has failed to meet a financial obligation to the Current Club, or has outstanding playing equipment yet to

be returned to the previous club

11.8.1 The CCHA may decline a player clearance if the player is yet to comply with a disciplinary matter either

with CCHA or the players previous affiliated Assoc.

Timing and notice of the decision

11.9 The previous Club must grant or refuse an application under by-law 11.6 before the date that is five (5)

Business Days after it receives the application, and provide written notice of its decision to the player and/or the

New Club and the CCHA using the form and process prescribed by the CCHA for that purpose.

Right to appeal

11.10 The New Club may appeal the previous Club’s refusal of an application under bylaw 11.6 by written notice

to the CCHA Registrar.

11.11. If a player is unable to provide a clearance from their previous club they must provide the competition

committee with sufficient evidence to prove that best endeavours to seek have been attempted.

12. Club Coaches, Managers and Officials

12.1 Coaches, managers and officials must meet the registration requirements prescribed by Hockey NSW and

CCHA.

12.2 All CCHA Affiliated clubs must supply the Assoc secretary with the Working With Children details for all club

Coaches and Managers for the current season.

Part 4 - Conduct of Matches

13. Playing Rules

13.1 Subject to by-law 13.2, all matches must be conducted in accordance with:

(a) the FIH Rules of Hockey;

(b) directions to Umpires or interpretations adopted by Hockey NSW;

(c) experimental rules declared by FIH to be mandatory;

(d) experimental rules adopted by FIH and Hockey Australia;

(e) any variations or other rules adopted by the CCHA and published in the Schedule for the relevant year.

13.2 The Board may vary the playing rules in by-law 13.1 to suit local conditions, by written notice to Clubs

accordingly.

14. Team composition - minimum number of players

14.1 No team shall take part in a competition match with less than seven (7) players at the commencement of the

match. In addition if the number of players on the field at any time is less than seven (7) players, then the

offending team will forfeit the match and by-law 22.4 will apply.

14.2 A team that does not field the minimum number of players under by-law 14.1 within ten (10) minutes of the

scheduled starting time of the match will forfeit the match and by-law 22.4 will apply.

14.3 Senior Competition – Should a team choose to not play with a goalkeeper then no player shall have

goalkeeping rights.

14.4 Junior Competition – All teams must have a goalkeeper, otherwise the offending team will forfeit the match

and by-law 22.4 will apply.

Note: If a team has 7 players present they MUST take the field as per the allocated game timeslot. They cannot

wait for others to arrive to start the match.

15. Team Dugouts

15.1 Only substitute players and team officials (limited to team manager, coach and assistant coach) are

permitted in the team dugouts during a game.

Notes in relation to team dugouts

15.2 Substitute players noted on the match card must stay in the team dugout area except that:

(a) they may move to the centre line when ready to perform a substitution, or

(b) to warm up in the area between their team dugout and the back line. Substitutions must be performed as

quickly as possible.

15.3 Team coaches may leave the team dugout area to coach, but must stay in the vicinity of their bench area.

With the exception of U9 & U11 as detailed in the Schedule

15.4 Team managers must stay in the team dugout area except that they may leave the team dugout to fulfil their

managerial duties, e.g. to deliver a drink to any suspended players or to attend to injuries when directed by the

umpires.

15.5 Everyone on the sideline must stay well clear of the umpires.

15.6 All team equipment (sticks, balls, coaching aids etc.) must be behind the fence line and well clear of the pitch

sidelines.

16. Playing as scheduled

16.1 Except with the permission of the Board all competition matches must be played on the day and at the time

and venue as set out in the fixture. Any teams not playing in accord therewith shall be deemed to have forfeited

the match and by-law 22.4 will apply.

17. When a match may be delayed or temporarily halted

17.1 The start time of a match may be delayed, or play may be temporarily halted during a match if, in the

opinion of the umpires in control of the match, the condition of the grounds, weather conditions, equipment

failure or other circumstances, such as injury (waiting for an ambulance to remove the player from the pitch)

would make it unsafe or impractical to start or continue the match.

17.2 Subject to By-Law 18.1, if the unsuitable conditions or situation can be rectified or are resolved then play

must commence forthwith.

18. Abandonment

When a match must be abandoned

18.1 A match must be abandoned if any of the following occur:

18.1.1 At any time there is no prospect of the match being completed on time (due to events listed in bylaw

18.1) and there has not been enough minutes played to constitute a match under By-Law 18.3.

18.1.2 If any of the technical officer or the umpires jointly (or in their absence, any members of the Board

present at the game) deem a venue, including the playing surface, to be unfit for play.

18.1.3 HNSW Lightening policy - CCHA’s Lightning Safety Code applies to all matches conducted by CCHA. From

1 January 2015 it requires that:

(a) matches are to be stopped as soon as thunder is heard 30 seconds or less after lightning is seen; and

(b) matches can recommence no sooner than 30 minutes after the last lightning strike was seen or thunder

heard, or at such other time as the appointed officials and team captains may agree based on their local

knowledge and their duty to consider the safety of all concerned.

18.1.4 Hockey NSW Hot & Cold Weather policy is applied to abandon games due to extreme weather events

Consequences of delay or interruption to round games

18.2 Time will not be added for injury or lengthy stoppages.

18.3 If 75% or more of a game has been played prior to the stoppage and then abandoned the result of the game

at the time of stoppage will stand. If less than 75% of the game has been played, then the game will be replayed

at a time set down by the Fixtures Convenor.

ii. Junior Competition – Both Team coaches or Managers, the Technical official and the Umpire(s) of

the match

Consequences of delay or interruption to Finals games

18.5 Finals games will be played in full, with time added for delays and interruptions, and adjustments to the start

times of following games if necessary.

18.6 For any Finals game unable to be completed the Board will make a decision on whether it will be

rescheduled, or some other outcome.

19. Team refusing to continue play

19.1 If, during the course of a match, a team refuses to continue the game the following will apply:

(a) The team shall be deemed to have forfeited the match and by-law 22.4 will apply;

(b) A report will be prepared by the Umpires and Tech Official within 24hrs of the match and reviewed by the

CCHA Board to determine any further action as necessary.

20. Match duration

Time keeping

20.1 The Umpires have sole responsibility for time keeping of any match.

Duration

20.2 The match durations for each competition will be published in the Schedule.

21. Serious injuries

21.1 Injuries that require, or are likely to require, hospital treatment or treatment by a doctor must be recorded

on the match card as per By-Law 24.3 (i)

22. Forfeits - Prior notice

22.1 A Club that intends to forfeit a match must, 48hrs before the scheduled start of the match, provide notice

and reasons accordingly to:

(a) the secretary of the Club of the opposing team;

(b) the CCHA Secretary and/or Mens/Women’s/Junior Director as appropriate;

(c) the CCHA Umpire's and fixtures Co-ordinator

22.2 Notice under by-law 22.1 should be by telephone and followed up by written notice.

22.3 In all other instances it will classified as a Un-notified forfeit

Consequences of a forfeit (including bylaw 14, 16 & 19.1)

22.4 Unless the Board directs otherwise:

(a) if one team is in forfeit of a match, then a win will be recorded for the opposition team, with a score

of 5-0, or, where the margin is greater than 5 goals, the actual score;

(b) If both teams are in forfeit of a match, then a 5-0 loss will be recorded for both teams.

(c) No players from a team forfeiting a match will have Best and Fairest votes recorded for that match

against their name.

(d) In addition to any other penalties imposed, a forfeit will incur a fine as set out in the Schedule.

(e) In the event of a forfeit during the finals series, in addition to the fine incurred the next placed team

as determined by the Board will be promoted in their place.

(f) In the case of a game being classified as a ‘forced’ forfeit as a result of a rule breach after the match

has been completed, all players that participated in the match will be recorded as having played in

the match, including any play across, play downs and play ups for grading purposes.

(g) The CCHA Board reserves the right to hand down any further penalties for the following season if

deemed suitable.

23. Deferments

Rescheduling of Fixtures Due to Representative Commitments

23.1 A club, which has four (4) or more registered players from any one (1) team unavailable for any scheduled

fixture due to Association (CCHA), Regional School (PSSA Schools, Sydney North Secondary Schools, NSW Schools

etc.) or State and National hockey representative duties as a player, coach, umpire or manager may apply to the

Board for an alteration to the scheduled fixture draw. Such application together with supporting documentation

including players name and team representing shall be lodged with the Assoc Secretary in writing by 5.00 pm no

later than ten (10) days prior to the scheduled fixture except in exceptional circumstances which shall be

determined by the Board.

23.2 If a match is deferred under Rule 23.1 CCHA will be responsible for arranging an alternative time and venue

for the match to be replayed as deemed best suited to the fixtures draw and within 4 weeks of the deferment,

unless:

(a) Both clubs agree to play their next scheduled match for double points, or

(b) If the match is not able to be played a week or less before the finals series the match will be deemed a 0-0

draw

23.3 The Competition Committee can decide that a club has forfeited a match that CCHA or two clubs were

seeking to reschedule after it was deferred or declared incomplete if:

(a) the Executive Officer or the other club provide evidence that they have tried repeatedly to reschedule the

game at grounds and times that were reasonable in the circumstances; and

(b) the Competition Committee believes the club was not genuinely seeking to facilitate a rescheduling,

including by putting the club’s own interests ahead of the interests of the competition as a whole.

24. Match cards Distribution

24.1 The CCHA will provide match cards for each scheduled competition game.

Completion

24.2 Clubs must ensure match cards are completed fully and accurately for each competition match (excluding

any U9 modified rules junior grade match).

Details

24.3 All match cards must contain the following details:

(a) date, time and place of the match;

(b) grade and names of the teams competing;

(c) Senior Comp only - playing shirt numbers (if available) of all players who participated in the match

(d) Full names (clearly legible) of all players who participated in the match (names of players who do not take

the field should be crossed out before signing); including play up/across/down as appropriate

(e) the result of the match; including if the match was abandoned or forfeited

(f) all goals scored and goal scorers;

(g) player roles (goalkeeper, captain, state substitute);

(h) names of umpire(s) and Technical Official who officiated;

(i) details of any misconduct cards (Yellow/Red Card) received;

(j) details of any injuries occurring during the match.

(k) Results of any Best & Fairest points:

I. U11 & U13 to be completed by both Team coaches in consultation with each other and both

umpires

II. All other divisions – both Umpires to consult and complete as required

Signature

24.4 Completed match cards must be signed by:

(a) Senior Competition – All players, the Technical official, the Umpire(s) of the match and then both team

captains

(b) Junior Competition – Both Team coaches or Managers, the Technical official and the Umpire(s) of the

match

Abandoned and forfeited matches

24.5 A match card must be completed by the appropriate competition Registrar for each match regardless of the

outcome of the match, including abandonment and forfeit for record keeping purposes.

24.5.1 The non-forfeiting team may still submit a team list to the appropriate registrar to be entered into the

system for grading purposes. If no list is received no players will be recorded as playing that match

24.6 The reason for a forfeit or abandonment must be recorded on a match card.

Conclusive evidence

24.7 For all purposes a signed match card is conclusive evidence of the facts it records.

Retention

24.8 Participating teams must complete the match card for each match and give it to the umpire(s) straight after

each match. Once completed it will be deposited into the appropriate place and collected by the designated

Registrar

25. Revolutionise Match results (scores)

25.1 The Result (score) of every competition match must be accurately entered into Revolutionise no later than 7

days following completion of the match.

Match details

25.2 For all competition matches each Club must ensure that all information from their card is accurately entered

into Revolutionise following completion of the match.

25.3 A Club that participated in a match may dispute the result and/or details of the match entered into

Revolutionise by written notice to the CCHA Secretary.

25.4 The CCHA Registrar will resolve the dispute by reference to the original match card or referral to a Judiciary

hearing (if required).

Team list audits

25.5 The CCHA Board may, in its discretion, audit all or any team lists and match details entered onto match cards

and may require Clubs to explain any irregularities in those team lists and match details.

Part 5 — Anti Stacking and Permits

26. Current team Definition

26.1 Subject to By-Law 26.2, the Current Team for a player is the team for which they are nominated to play with

in any CCHA competition in the current season.

26.2 Any player who in the previous season meets either of the following criteria can only play in the highest

division within the CCHA Senior Competition;

(a) The player has played in the NSW Mens or Womens Opens (AHL) team ,or interstate equivalent team; or

(b) their highest qualified grade (for finals) was a team that competed in the Sydney Mens/Womens Metro

Premier League (highest Division), (or equivalent interstate competition)

(c) their highest qualified grade (for finals) was a team that competed in the Hunter Coast Mens/Women’s

PHL Competitions, (or equivalent interstate competition)

The player will be able to drop down further division/s in the following season

If the player is a junior age player (U18 or lower) they may also participate in their eligible junior age competition.

Note: If a player played from Div 1 into PHL for a portion of the season but was eligible for finals in Div 1 then this

player is not deemed to be a PHL player. If the player was graded into PHL only and was ineligible for Div 1 finals

then this player would be considered PHL level and unable to play lower then Div 1 in the following hockey season

Different roles

26.3 The only instance a player may have two (2) current teams is if they are a field player in one team and a goalkeeper in

another team. The provisions of these By-Laws shall apply to each role separately and independently.

First game

26.4 A player does not have a Current Team for their first game of the year, unless listed on the match card under

by-law 26.5.

First round byes

26.5 A team in the senior competition with a bye in the first round of games must provide a team list of 11

players, all of whom are eligible and registered to play in accordance with these By-Laws. This becomes the

Current Team for these players as per bylaw 26.1

Finals

26.6 The Current Team concept does not apply to finals. All players will be assessed based on their gradings and

eligibility will be determined by each competition registrar.

Note: a junior playing in the senior competition still has a Current Team and these By-Laws apply.

Eligibility to play in a lower grade (Senior Comp only)

26.7 During a season, a player may only play down a division one (1) lower than the division of their Current

Team, subject to the following circumstances:

(a) A maximum of two (2) players may play down in any one (1) game;

(b) The players playing down from the above division must not make up to more than a maximum of thirteen

(13) players in the lower team.

(c) Players playing down may only play a maximum of two (2) games down in any season.

(d) No players may play down in the last 4 weeks of the rounds and/or during the finals series.

(e) They are playing one division as a field player and a different division as a goalkeeper

(f) Any players breaching any of these rules will result in the offending team forfeiting the match

26.8 Clubs may apply for senior and junior players (playing in the Senior competition) to be re-registered to a

lower Senior Competition division by applying to Competition Committee in writing stating the reason for such

application, e.g. club disciplinary reasons, player form, returning from injury etc. Such re-registration shall not be

permitted in the last six (6) weeks of the fixture rounds.

26.9 Any players who are re-registered to a lower division will not be eligible to play in any higher division for a

minimum period of two (2) consecutive fixtures.

Note – play down rules apply to divisions and not teams. If a team only had Div 1 and Div 3 team then a player is

not eligible to play down as they would be playing down 2 Divisions.

Two Teams from the same Club in the same grade (cross-over rule)

26.10 If there are two or more teams from the same Club in the same grade, a player from 1 team may play into

the other team only in the following circumstances:

(a) A player may play across into the other team up to a maximum of four (4) times during the minor rounds;

(b) The players playing across must not make up to more than a maximum of thirteen (13) players in the

other team.

(c) Any player who plays across any more than four (4) games will be transferred to the other team

permanently. This player will be unable to play back across in their original team for the remainder of the

season, including finals.

(d) A player is nominated as a field player in one (1) team and a goalkeeper in the other team.

(e) No players may play across into the other team in the last 4 weeks of the minor rounds.

(f) Any players breaching any of these rules will result in the offending team forfeiting the match

Playing up into a higher division

26.11 A player shall be allowed to play up in a higher grade than which he/she is registered in the following

circumstances

(a) There is no restriction on the number of players that are permitted to play up into any higher division to

make up a team.

(b) Senior players (O18) – Once a player plays in more than 50% of the scheduled games for the season in the

higher division team, they are no longer eligible to play in the lower division and must remain in the

higher team.

(c) Junior players (U18) – Junior players (as defined by their HNSW Playing membership type) may play up

unrestricted into the higher division and bylaw 26.11 (b) will not apply.

27. Playing more than two (2) matches in a round

27.1 A player must not play more than two (2) matches in any competition, in any round of matches, whether in

the same or a different grades, unless one or more of the following apply:

(a) the player acts as a substitute for a State Representative Player, in the State Representative Player’s

current team (the substitute player cannot play down a division team) if the State Representative Player

is absent due to participating in, or travelling directly to or from, an official Hockey Australia endorsed

championship with that team. Note: State Representative Player means a participant as a player, coach or

umpire at U16 Schoolboys/girls, U18, U21, AHL or Country Championships or any other equivalent team

noted in bylaw 23.1

(b) A registered player may only play in two consecutive Junior age group competitions in any one season,

e.g. U11 and U13

(c) Any players breaching any of these rules will result in the offending team forfeiting the match

Effect on number of matches played

27.2 The number of matches played for the purpose of finals eligibility will count independently for each role if

playing two matches under by-law 27.1

27.3 Only the game played in the player’s Current Team will be counted towards finals eligibility for players

playing under by-laws 27.1 (a), 27.1 (b) and 27.1 (c)

28. Player Permits

Permits - Purpose

28.1 A Club may apply to the CCHA Board for permission to allow a player to :

(a) to play in a grade below the player’s eligible grade (either because of Current Team or age criteria or

other limiting criteria);

(b) to play for two Clubs in the Junior Competition under by-law 10.3;

(c) Dispensation for missing a number of scheduled matches due to injury or illness. A suitable medical

certificate (or similar) must be provided as supporting evidence

Application procedure

28.2 A Club must apply to the CCHA Board for permission no later than 3pm on the day before the match is to be

played.

28.2 The CCHA Board will decide eligibility by majority vote and advise the Registrar of such decisions.

Validity

28.4 Permission is only valid for the player, match/es or team for which it was granted.

28.5 Permission granted under by-law 28.1 (a) (to play in a lower grade) becomes invalid if a player plays in a

higher grade.

Notes in relation to permits

These notes are for guidance only and do not form part of the By-Laws.

The CCHA Board has the option to grant an exemption to the normal qualifying rules for finals where exceptional

circumstances exist. Absence due to state representation will also be considered.

However, permission will not be granted for players who seek finals qualification due to injury or illness and have

not played in at least four (4) matches during the regular competition season.

Decisions to allow a junior to play in a lower grade will only be based on exceptional circumstances, such as:

the player having a disability, OR

the physical size of the player (substantiated by evidence)

29. Playing an ineligible player

29.1 Any team found guilty of playing an unregistered, uncleared, suspended, overage or otherwise ineligible

player in any competition match will be deemed to have forfeited that match and by-law 22.4 will apply.

Part 6 - The Competition Round

30. Fixture draw

30.1 Each team in a competition will play each other team in at least two rounds of matches, subject to the

discretion of the Board.

30.2 Where possible, competition matches will not be scheduled on the same dates as the as the appropriate

Hockey NSW State Championship. This scheduling will be at the discretion of the appropriate competition fixtures

convenor

30.3 The fixtures schedule will also notify clubs of their Complex Open / Close allocations and canteen roster for

Junior competition

31. Premiership points Allocation

31.1 Premiership points allocated for matches played in the minor rounds will be as follows:

(a) Three (3) points for a win (including win by forfeit),

(b) Two (2) points for a draw, and

(c) One (1) point shall be awarded for a loss.

(d) Zero (0) points will be awarded for an offending forfeit.

Part 7 - Finals.

32. Team eligibility

Financial Status and Obligation

32.1 For a member to be deemed a financial member of the Association, all fees, subscriptions, fines and levies

payable to the Association shall not be more than 180 days in arrears unless expressly provided for by these rules.

32.2 Unfinancial players shall not be allowed to register with a new Club/Association until a clearance is provided.

32.3 Clubs/Associations that register a player in good faith are not to be penalised should it transpire that the

player is unfinancial. The player will be unable to play until the outstanding requirements in By Law 32.1 have

been met.

32.4 To be eligible to participate in finals, participating clubs must have paid all outstanding CCHA fee instalments

due

Ranking at the end of the competition rounds

32.5 Should any teams have equal premiership points at the end of the rounds their final position will be

determined as follows:

(a) The team with the highest goal difference (goals for minus goals against) shall be ranked highest.

(b) If the goal difference is equal, the team with the greater number of goals for shall be deemed the higher

placed team.

(c) If the greater number of goals is equal, the aggregate of the goals (e.g. Team A goal difference vs Team B

goal difference) in the round matches between these teams shall be used to determine the higher placed

team.

(d) If the teams are still equal, a coin toss with both team captains present will be used to determine the

higher placed team.

33. Finals sequence

33.1 The finals fixture will be determined by the number of teams in a grade, subject to the discretion of the

Board.

4 or more teams

33.2 The first four teams at the completion of the round games will participate in Finals in the following sequence:

(a) Week 1 - Elimination Final: 3rd v 4th

(b) Week 1 - Qualification Final: 1st v 2nd

(c) Week 2 - Preliminary Final: Loser Qualification Final v Winner Elimination Final

(d) Week 3 - Grand Final: Winner Qualification Final v Winner Preliminary Final

Fewer than 4 teams

33.3 There may be instances that require a division to be split into multiple divisions for finals series (e.g.

Hennessy Cup). If there are only 3 teams in the new division the following finals sequence will be applied:

(a) Week 1 – no games (minor Premiers (or the highest team in the division) will proceed direct to Grand

Final

(b) Week 2 - Preliminary Final: 2nd v 3rd

(c) Week 3 - Grand Final: Minor Premiers v Winner Preliminary Final

34. Player Eligibility - Finals

Minimum games

34.1 A player will only be qualified to play finals for a team in a grade if they have played at least the following

number of minor round matches:

(a) An amount equal to 50% or more of the total scheduled matches (excluding byes) in their Current Team.

A player must seek exemption for absences whilst away on Rep commitments as per bylaw 23.1 for these

games to be considered in the players eligibility calculations

(b) Or they must have played at least 5 of the last 7 scheduled matches (excluding byes and/or any

injury/illness exemptions) in their Current Team;

(c) A player that plays in multiple competitions (e.g. Junior and Senior competitions) must meet By-law 34.1

in all nominated teams in each separate competition they participate in.

34.2 If they do not meet the above eligibility rules they are able to seek an exemption under the By-Law 28.1

Splitting Divisions - Senior Competition

34.3 At the conclusion of the minor rounds, if a single division is split into multiple divisions, then a player

(including a junior qualified player) retains their nominated team as their current team.

All other Player eligibility rules for finals will then come into effect, e.g. play up to higher division etc.

Eligibility to play in grade(s) above

34.4 A player who would qualify under Rule 34.1 for a finals series in any division (regardless of whether their

team qualified) may play for their club in a finals series in any higher grade.

34.5 Where a Club has two or more teams in a division above the players qualified team, that player may only

play for:

(a) the team in the higher division in which they have played the majority of their minor round matches for.

(b) If they have not yet played in the higher division, it will be the first team that they play with during the

finals.

34.6 Juniors playing in the Junior competition may only play one (1) age group above that which is their eligible

team

Eligibility to play in the grade immediately below

34.7 A player may not play down a grade below their qualified division, unless: per By-Law 26.7(e) one division is

played exclusively as a goalkeeper, another match is played exclusively as a field player, and the qualification

criteria under by-Law 34.1 have been met for both roles.

Two Teams from the same Club in the same grade

34.8 Where a club has 2 or more teams in the same grade a player is qualified for finals in their Current Team as

per By-Law 34.1.

34.9 Players will be ineligible to play for the other team during the finals series.

35. More than One Game

35.1 A player must not play more than two (2) competition matches in each finals round in the Junior competition

35.2 A player must not play more than two (2) competition matches in each finals round in the Senior

competition;

Unless: 35.2.1 one match is played exclusively as a goalkeeper, another match is played exclusively as a field

player, and the qualification criteria under by-Law 34 have been met for both roles.

36. Drawn finals matches

Determination of drawn matches

36.1 If a finals match is drawn, the winner of the match shall be determined as follows:

36.2 After a 5-minute rest the Umpires must toss a coin with the captains and the winner will have the choice of

ends or possession of the ball to restart the match. The extension will consist of two periods of 7½ minutes each

in between which teams shall change ends, without a rest period.

Extra time - junior competition

36.2 After a 5-minute rest the Umpires must toss a coin with the captains and the winner will have the choice of

ends or possession of the ball to restart the match. The extension will consist of two periods of 5 minutes each in

between which teams shall change ends, without a rest period.

Winner

36.3 If a team is awarded a goal before the end of extra time it will be the winner of the match and extra time will

end.

Drawn Finals match

36.4 Subject to any local rules in the Schedule, if a finals match is drawn after extra time the winner will be

determined by a penalty shoot-out competition under by-law 38

37. Conduct of penalty shoot-out competition

37.1 A penalty shoot-out competition will be conducted according to the following procedure:

Captain to nominate players and sequence

37.1.1 Each team Captain must nominate five players to take and one player to defend the penalty shoot-outs,

and advise the umpires the sequence in which they will play. A player nominated to defend the shoot-outs can

also be nominated to take a shoot-out and will be allowed reasonable time to take off and put back on any

protective equipment.

37.1.2 All persons listed on the Match Card other than any player who has been excluded permanently (red card)

during the match which leads to the shoot-out competition are permitted to enter the field of play outside the

23m area used for the shoot-out but must be at least 10 metres from the spot where the ball is placed at the start

of the shoot-out.

Suspended players

37.1.3 Any player who has been temporarily suspended (Green or Yellow Card) during the course of that match is

eligible to take part in the penalty shoot-out competition even if their period of suspension has not been

completed at the end of the match.

37.1.4 Any player who has been fully suspended (Red Card) during the course of the match is ineligible to take

part in the penalty shoot-out competition.

Choice of goal, coin toss

37.1.5 The Umpires must choose the goal to be used and must supervise the coin toss between captains to decide

which team will take the first penalty shoot-out.

Timing

37.1.6 The umpires will decide the method of timing shoot-outs taking account of the facilities available and the

need to control time accurately

37.1.7 The designated players must play a penalty shoot-out alternately against one and the same

goalkeeper/defender of the other team, in the sequence nominated, unless the same goalkeeper/defender has

been incapacitated and replaced (see Taking a Shoot-out below).

Winner

37.1.8 The team scoring the most goals will be the winner.

Sudden Death

37.1.9 If, after five penalty shoot-outs per team, an equal number of goals has been awarded to each team,

another series of penalty shoot-outs must be started, involving the same players. The second series will feature

‘sudden death’, which will mean that the winner will be the team to have been awarded more goals than the

opposing team, after an equal number of shoot-outs (no minimum) has been taken by each team.

Sudden Death Sequence

37.1.10 The sequence does not have to be the same in the ‘sudden death’ series as it was in the previous series

and the team Captain has freedom of choice at the time of each shoot-out as to which of the five nominated

players will take the shoot-out using all five nominated players per round.

37.1.11 The team whose player has taken the first penalty shoot-out in the first series shall not take the first

penalty shoot-out of the 'sudden death' series.

Taking a Shoot-Out

37.1.12 The procedure for taking the penalty shoot-out will be as follows:

(a) the goalkeeper/defender starts on or behind the goal-line between the goal posts

(b) the ball is placed on the nearest 23m line opposite the centre of the goal

(c) the attacker stands outside the 23m area near the ball

(d) The umpire signals to the time keeper that players are ready and time may start.

(e) The time keeper (who should stand with his/her back to play) blows the whistle to start time

(f) the attacker and the goalkeeper/defender may then move in any direction

the shoot-out is completed when:

(g) 8 seconds has elapsed since the starting signal OR

(h) the attacker scores a goal OR

(i) the attacker commits an offence (no goal) OR

(j) the goalkeeper/defender commits an unintentional offence inside or outside the circle in which case the

shoot-out is re-taken by the same player against the same goalkeeper/defender OR

(k) the goalkeeper/defender commits an intentional offence inside or outside the circle, in which case a

penalty stroke is awarded (see note below) OR

(l) the ball goes out of play over the back-line or side-line, including the goalkeeper/defender intentionally

playing the ball over the backline.

Note: If a penalty stroke is awarded as specified above, it can be taken and defended by any eligible player on the

Match Card.

Suspension during the Shoot Out

37.1.13 A player may be suspended by a yellow or red card but not by a green card during the shoot-out

competition.

37.1.14 If during a penalty shoot-out competition, a player (either an attacker or a goalkeeper/defender) is

suspended by a yellow or red card, that player takes no further part in that penalty shoot-out competition and,

unless a goalkeeper/defender, cannot be replaced.

37.1.15 If the goalkeeper/defender is suspended, the replacement can only come from the five players nominated

to take part in the penalty shoot-out competition. The replacement goalkeeper/defender is allowed reasonable

time to put on protective equipment similar to that which the goalkeeper/defender they are replacing was

wearing.

37.1.16 Any shoot-out due to be taken by a suspended player is forfeited (no goal).

Incapacitated players

37.1.17 If during a penalty shoot-out competition, a player is incapacitated, that player may be replaced by

another player from the players listed on the match card for that particular match, unless excluded. If replacing a

goalkeeper/defender that player is allowed reasonable time to put on protective equipment similar to that which

the incapacitated goalkeeper/defender was wearing

Part 8— Uniforms, Equipment and Grounds

38. Club uniforms Details to the CCHA

38.1 All Clubs must give the CCHA a colour photograph or colour reproduction of its current uniform design,

including playing top, playing shorts/skirt and socks.

38.2 The CCHA Secretary will maintain a register of official team uniforms.

Permission to change

38.3 A Club must not change its uniform design or colour without the Board’s permission.

Numbers

38.4 With the exemption of goalkeepers, each player in a competition team must wear a number on the back of

their playing shirt. The numbers for the team must all be the same style and colour and must be legible and in a

colour that contrasts with the colour of the shirt.

38.5 Each player on a team must have a different number.

Recording

38.6 Numbers must be recorded against the player’s name on the Match Card for each match.

Incorrect uniforms

38.7 A player wearing an incorrect uniform must not participate in a match without the prior permission of the

Umpires.

Alternate strip

38.8 The CCHA Registrar will determine and publish a list of the uniform clashes that require an alternate strip (if

any).

38.9 The Club named second in the fixture must wear an alternate strip of contrasting colour of shirt and/or socks

when the CCHA Secretary determines under by-law 38.8 that its normal uniform is of similar colour/design to the

opposition team.

39. Other items

Recommended protective equipment

39.1 The protective will be recommended as per the following:

(a) Junior Competition – It is mandatory that all field players wear shin, ankle and mouth protection and

goalkeepers wear the full range of protective equipment available.

(b) Senior Competition - It is strongly recommended that all field players wear shin, ankle and mouth

protection and goalkeepers wear the full range of protective equipment available.

Dangerous items

39.2 Players must not wear anything which is dangerous to other players.

39.3 An Umpire may require the removal of any item worn by a player, whether or not the item is covered by

these By-Laws, if in their opinion it might cause an injury to the player or another player.

Special permission

39.4 On application the Board may permit a player to wear extra protective clothing or equipment for medical

reasons, provided the clothing or equipment is not likely to cause a danger to other players and the player can

substantiate the medical reasons.

40. Provision of Match Ball

40.1 The first named team in the fixture is responsible for the provision of a regulation white ball in good

condition for their match.

41. Central Coast Hockey Park - Grounds Safety and

suitability

41.1 All fixtures are to be played at Central Coast hockey park complex unless alternate arrangements have been

made and agreed to with the CCHA Board

Unsuitable grounds or equipment

41.2 If the Board agrees that the ground or equipment is unsuitable for play they will notify all Clubs scheduled to

play at the ground as soon as practically possible.

41.3 Notification will be posted on Facebook and advised to clubs as required

41.4 The Board will reschedule matches at its discretion to avoid unsuitable grounds and equipment.

Part 9—Umpires

42. Club Umpires Allocation

42.1 Each Club fielding teams in the Senior Competition must provide 2 suitably qualified and competent umpires

for every team nominated.

42.2 Clubs must ensure Club Umpires allocated possess at least a basic knowledge of the Rules of Hockey and the

responsibilities of an umpire.

Failure to provide an umpire

42.3 A Club that fails to supply an umpire will incur a fine as listed in the Schedule for each breach.

Uniform

42.4 Umpires must wear a shirt/top that contrasts with the participating teams and are encouraged to wear dark

coloured skirts/ pants.

Failure to attend

42.5 If an allocated umpire or umpires are absent each captain will appoint a suitable person as umpire and play

will commence without delay.

43. Match Conduct Rules

43.1 Umpires must umpire matches in accordance with the Playing Rules defined in bylaw 14 including any Local

Rules defined in the Schedule.

43.2 Umpires must ensure that the By-Laws regarding uniform and equipment, conduct of matches, and player

interchange are carried out correctly.

44. Administrative tasks

Match cards

44.1 Prior to each match the Tech Official must ensure both teams have completed the match card appropriately.

44.2 After each match the umpires must ensure the match cards are complete and signed by each team captain

and/or team managers and each umpire.

44.3 After each match the umpires must lodge the match card with the CCHA (the CCHA will provide a container

for this at each venue).

44.4 Failure by any umpire to complete these duties may result in non-payment. This will be solely at the

discretion of the Competition Registrar and/or Umpire Co-Ordinator

45. Reporting of umpires

45.1 A Club may lodge a complaint in writing to the Board in regards to an umpire's conduct or performance.

45.2 The Board will investigate a complaint under by-law 45.1 in consultation with the CCHA Umpire's

Coordinator, and if it considers necessary will refer the matter to a Judiciary hearing.

45.3 A copy of the findings and recommendations will be forwarded to the umpire concerned, their Club if

necessary and to the Club lodging the complaint.

46. Payment

46.1 The Board will annually determine match payments (if any) to umpires.

46.2 These amounts will be outlined in the Fees & Schedules

46.3 Umpire payments will be made at the end of each month as directed by the umpire co-ordinator and CCHA

Treasurer

Part 10—Disciplinary Matters and Penalties

47. Misconduct cards

Suspension of a player by an umpire

47.1 An umpire of any CCHA match may temporarily suspend a player from the match by awarding a green or a

yellow card, and may permanently suspend a player from the match by awarding a red card.

(a) A green card carries a 2 minute temporary suspension;

(b) A yellow card may carry either a 5 minute or a 10 minute temporary suspension, or another period of

time as determined by the umpire.

47.2 If a player is temporarily suspended, the umpire must indicate to or tell the player and (where applicable)

the Technical Official the duration of any suspension, and all suspensions (including time periods for yellow cards

and reasons for red cards) must be marked on the match cards at the end of the game.

47.3 If a player is permanently suspended from a match by receiving a red card, the umpire awarding the card

must:

(a) at the conclusion of the match, advise the suspended player or a representative of the suspended player’s

club of the reason for the suspension, including the specific charge against the player which has been

entered on the match card;

(b) within 48hrs after the match is completed, report the suspension (by telephone or email) to the CCHA

Secretary and the Chair of the Judiciary; and

(c) within 48hrs after the match is completed, bot umpires must submit a written report on the incident to

the CCHA Secretary (with a copy to the Chair of the Judiciary).

47.4 The umpire’s written report under Rule 47.3(c) must include:

(a) the suspended player's name, club and grade and the name of the opposing team;

(b) the date and place of the suspension;

(c) the reason for the suspension, including the rule invoked;

(d) an adequate description of the events leading up to the suspension; and

(e) any other matter that the umpire considers relevant to the suspension.

47.5 If any umpire fails to meet the requirements of Rule 47.4 the Board and Chair of the Judiciary shall

determine whether the umpire should be directed to forfeit any fee for the relevant match.

48. Suspension of a Player By CCHA

48.1 For the purpose of this bylaw, a player who participates in any competition being defined as Juniors, Mens,

Saturday Womens and Wed Night will accumulate points individually even if the player was playing in different

divisions within that competition or for different clubs within that competition when the yellow or red cards were

issued.

48.2 Automatic suspensions will be determined on the following basis (but subject to Rule 47.3):

(a) a player accrues five (5) demerit points when he receives a yellow card with a 5 minute suspension and

seven (7) demerit points when he receives a yellow card with a 10 minute suspension;

(b) when the aggregate demerit points accrued by a player in any season reaches or first exceeds 14, the

player will automatically be suspended for the next round or finals match;

(c) when the aggregate demerit points accrued by a player in any season reaches or first exceeds 24, the

player will automatically be suspended again for the next 2 round or 2 finals matches;

(d) when the aggregate demerit points accrued by a player in any season reaches or first exceeds 28, the

player will automatically be suspended yet again for the next 3 round or 3 finals matches; and

(e) after any suspension under (d), for every further five demerit points accrued by a player in any season,

the player will automatically be suspended for the next round or finals match (or matches) after the

award of that further yellow card or cards,

48.3 The suspensions in By-Law 48.2 will be varied as follows:

(a) a player with 13 or fewer demerit points at the commencement of the finals series will have those points

ignored for the purposes of assessing suspensions based on yellow cards awarded in the finals; and

(b) the Competition Committee or the Board can increase any suspension for continual offenders in

accordance with By-Law 48.4.

48.4 Clubs must provide mentoring for players who frequently receive temporary or other suspensions during

matches. The Judiciary Committee or CCHA Board may take action to suspend players for periods longer than

those set out in By-Law 48.2 if it believes a player’s record of such suspensions over a number of years shows the

player’s conduct is detrimental to the game.

48.5 A player issued with a red card is automatically suspended from playing in CCHA matches until the Judiciary

begins hearing the case against him (including any early guilty plea), unless:

(a) the players is granted approval to play under By-Law 48.6

48.6 Approval to play ahead of a Judiciary hearing can only be sought and granted by the Chair of the Judiciary

when:

(a) the hearing will not commence in the week after the day the red card was awarded;

(b) the player or his club lodge a written application with the Board seeking approval from the Chair of the

Judiciary to play in some or all matches taking place before the Chair of the Judiciary has the opportunity

to make any decision;

(c) the Chair of the Judiciary believes the delay in commencing the hearing is not substantially attributable to

the player concerned;

(d) if two or more matches might elapse before the Judiciary hearing commences, and if the Chair of the

Judiciary believes that a material part of that delay is attributable to the player, the Chair of the Judiciary

may permit the player to play in some but not all the intervening matches; and

(e) the Chair of the Judiciary believes that granting approval to play is in accordance with CCHA’s objectives.

The Chair of the Judiciary may consult with the Board on any request made to him for approval to play prior to a

hearing.

49. Automatic Suspension of a Player by the Judiciary

49.1 A player who is issued with a red card will appear before the Judiciary unless he exercises the right to enter

an early guilty plea (if available) or the Chair of the Judiciary, in consultation with a minimum of 3 independent

club delegates, determines under By-Law 51.2 that the charge should not proceed.

49.2 The Chair of the Judiciary will impose penalties for early guilty pleas in accordance with By-Law 51.3.

49.3 CCHA will notify all club secretaries of every automatic suspension handed down as per bylaw 51.2, but a

player or his club cannot delay an automatic suspension solely because that notice has not yet been received by

them.

49.4 An automatic suspension will disqualify that player from participating in any game to be played in the round

or rounds following notification, including any finals series match or the first round or rounds of the next season.

49.5 A player or club may appeal against an automatic suspension using the process set out in By-Law 51. The

Judiciary will consider the appeal as soon as practicable and make a final and binding decision.

49.6 A player who appears before the Judiciary may be suspended by the Judiciary for such period as the Judiciary

determines in accordance with its powers as set out in By-Law 50.

50. Judiciary’s Appointment and Objectives, and Club

and Player Co-Operation

50.1 The Judiciary shall be established as follows:

(a) The Board shall appoint a Chair of the Judiciary. The person must be independent of the Board and have

appropriate legal skills, judiciary or tribunal experience and if possible hockey or other sporting

knowledge.

(b) Prior to the Feb Competition Committee meeting all clubs will nominate 1 person and 1 alternate to be

involved in any Judiciary or Appeals matters that may occur during the season

(c) When required, the Chair of the Judiciary shall advise all club delegates (or their alternate) to sit with

them as the Judiciary panel when any matter is to be heard:

i. A quorum will be achieved with a minimum of 3 independent club delegates, e.g. independent

from the person or clubs involved in the Judicial matter

ii. All club delegates including those clubs whose players/teams are involved in the Judiciary matter

may attend the Judiciary hearing and are also entitled to any vote

iii. the Judiciary chairman will have casting vote in the case of any tied voting

(d) The Chair of the Judiciary may appoint a person independent of the Board to be the acting Chair for any

hearing in which he is unable to act for any reason, including conflict. The person should have appropriate

legal skills, judiciary or tribunal experience and if possible hockey or other sporting knowledge.

(e) The Chair of Judiciary must seek the approval of the CCHA Board prior to convening the Judiciary

(f) An acting Chair shall have all the powers of the Chair for the hearing for which he or she is appointed.

50.2 The objectives of the Judiciary are:

(a) investigative, in that in all cases, it should seek to ascertain the truth for the purposes of achieving its

disciplinary and protective objectives;

(b) disciplinary, in that in all cases, it should seek to impose such suspensions on persons found guilty of

offences as are fair, appropriate and proportionate; and

(c) Protective, in that in all cases, it should seek to advance the interests of the sport of hockey and the

interests of CCHA, including its players and umpires.

50.3 The Judiciary must have regard to these objectives in the exercise of any powers or functions under these

Rules.

50.4 All clubs, players, coaches, umpires, officials and anyone charged with an offence must co-operate with and

assist the Judiciary. This includes attending hearings and giving evidence when required.

51. Processes for Judiciary Hearings

51.1 In or before any hearing, the Chair of the Judiciary may:

(a) decide all matters of procedure not explicitly provided for in these Rules;

(b) in any appropriate case, dispense with any procedural requirement of these Rules;

(c) permit a player to play whilst a charge is pending, but only to the extent the delay in completing the

hearing within a week of the card being issued is not attributable to the player; and

(d) dismiss any charge, after consultation with at least 3 independent club delegates, if proceeding with the

judiciary would in their opinion be unfair or lack utility.

51.2 The Chair of the Judiciary in consultation with at least 3 independent Club delegates will consider each report

submitted by an umpire for any red card and:

(a) determine if a hearing should be held in relation to the umpire’s charge;

(b) if the umpire does not specify a charge, or the Judiciary panel believes the specified charge is

inappropriate, specify the charge that they consider most appropriate, including the right to specify that

no charges should be made and that no hearing should be held; and

(c) accept any early guilty plea offered by a player, and impose a penalty without a hearing, when such a plea

is permitted under By-Laws 51.3 and 51.4.

51.3 Subject to clause 51.4, a player may make an early guilty plea if any of the following charges are made

against him, and accept the automatic penalty set out below, without there being a hearing.

51.4 The period of suspension of a player who is found guilty of any charge will be increased if he made an early

guilty plea to any charge in the previous 24 months. The increase shall be equal to the difference between the

recommended minimum penalty for that earlier offence and the actual penalty imposed on the player after that

early guilty plea was made.

51.5 Suspensions will apply until the date by which the player will have been suspended from playing for the

required number of matches. In assessing match numbers:

(a) the only matches relevant are the winter competition outdoor matches managed by CCHA;

(b) finals matches are included provided the player’s team is playing in those finals and the player is

otherwise eligible to play;

(c) only one game is to be counted towards a suspension in any round of matches; and

(d) suspensions may extend into a subsequent CCHA season if necessary to reach the required number of

matches.

51.6 All suspensions will be notified to HNSW and the player or person’s own Association on the basis that they

have the right to determine their own additional penalties if they so wish.

51.7 A spectator, coach or official who is suspended must not:

(a) participate as a spectator, player, coach or official in any CCHA match during the suspension; or

(b) be at any ground where a CCHA match is being played, or within the vicinity, during that time.

52. Lodge an Appeal, complaint, charge, citation or

protest

52.1 By playing in its competitions, all clubs and players agree that CCHA (directly or through the Competition or

Judiciary Committee (as appropriate) can investigate alleged breaches of any of its Rules or the Code of Conduct

and act on those breaches.

52.3 If a club official is responsible for any breach of the Rules that undermines CCHA’s objectives, the CCHA

Board can direct the club to require that he or she be suspended from involvement with CCHA matches for such

period as the Board specifies. During that period the club must not allow the official to be at any ground where a

CCHA match is being played, or within its vicinity, or to participate as a spectator, player, coach or official in any

such match.

52.4 A person or club can:

(a) appeal to the CCHA Board against any decision of the Judiciary Committee affecting them ( including an

automatic suspension by CCHA under By-Law 49, but not charges made by an umpire resulting in the

issue of a red or yellow card); and

(b) Can appeal to the Board against that Judiciary decision, but only if the person has new and relevant

evidence which was not available at the time of the hearing.

(c) Lodge a complaint, charge, citation or protest against any alleged breach of these Rules (other than

events resulting in an umpire issuing a red or yellow card), by following the procedures in By-Law 60.5.

52.5 An appeal, complaint, charge, citation or protest must be:

(a) in writing;

(b) lodged with the CCHA Secretary within forty-eight hours of the relevant breach or decision being notified

to them or the completion of the relevant match (if it related to events in a match), as the case may be;

and

(c) Accompanied by evidence of a $250 fee being paid by an electronic deposit to CCHA’s nominated account

as a fee for the specific appeal or protest.

52.6 The Appeals Committee will endeavour to hear any appeal, complaint, charge, citation or protest within the

week following the alleged breach being notified or completion of the relevant match, as the case may be. If this

is not achievable it must be heard at the earliest practicable later time.

52.7 The Appeals Committee will provide the person or club with a written summary of its decision and the

reasons it was reached. The fee will be refunded unless the appeal is lost or declared frivolous by the Competition

Committee.

52.8 The Appeal’s committee decision on such an appeal is final and binding. The $250 fee will be refunded only if

the appeal is upheld.

53. Establishment of the Appeals Committee

53.1 The Appeals Committee shall be established as follows:

(g) The Board shall appoint a Chair of the Appeals Committee. The person must be independent of the Board

and have appropriate legal skills, judiciary or tribunal experience and if possible hockey or other sporting

knowledge.

(h) The Appeals Committee delegates will be the alternate person notified by clubs as per bylaw 50.1 (b)

(i) When required, the Chair of the Appeals Committee shall advise all alternate club delegates to sit with

them as the Appeals Committee when any matter is to be heard. Those delegates should:

i. A quorum will be achieved with a minimum of 3 independent club delegates, e.g. independent

from the person or clubs involved in the Appeals matter

ii. All club delegates including those clubs whose players/teams are involved in the Appeal matter

may attend the Judiciary hearing and are also entitled to any vote

iii. the Appeal chairman will have casting vote in the case of any tied voting

(j) The Chair of the Appeals Committee may appoint a person independent of the Board to be the acting

Chair for any hearing in which he is unable to act for any reason, including conflict. The person should

have appropriate legal skills, judiciary or tribunal experience and if possible hockey or other sporting

knowledge.

(k) The Chair of Appeals Committee must seek the approval of the CCHA Board prior to convening the

Appeals hearing

(l) An acting Chair shall have all the powers of the Chair for the hearing for which he or she is appointed.

53.2 The objectives of the Appeals Committee are:

(d) investigative, in that in all cases, it should seek to ascertain the truth for the purposes of achieving its

disciplinary and protective objectives;

(e) disciplinary, in that in all cases, it should seek to impose such suspensions on persons found guilty of

offences as are fair, appropriate and proportionate; and

(f) protective, in that in all cases, it should seek to advance the interests of the sport of hockey and the

interests of CCHA, including its players and umpires.

53.3 The Appeals Committee must have regard to these objectives in the exercise of any powers or functions

under these Rules.

53.4 All clubs, players, coaches, umpires, officials and anyone charged with an offence must co-operate with and

assist the Judiciary. This includes attending hearings and giving evidence when required.

Part 11 – Association Representative teams

54. Team/Player Nominations

54.1 All CCHA representative team nominations for players will be advertised on Central Coast Hockey Association

website, social media sites and emailed to Club delegates for distribution to Club players

54.2 Selections will take place at the Central Coast Hockey Complex at a suitable time and date as arranged by the

CCHA Board.

54.3 Players wishing to nominate must complete the Representative Players Registration Sheet (or similar)

confirming they are available for all Carnivals.

54.4 Players must attend trial dates to be eligible for selection unless they have received permission from the

Executive Committee, due to illness or absence

54.5 No Primary registered CCHA player will be released to play with another association if they have not trialled

for CCHA or a CCHA team is short of players. The CCHA Board may consider applications for the player to be

released to represent their ‘Origin’ Assoc

54.6 All representative teams must have sufficient numbers per team.

54.7 Players from other Associations may be added to CCHA teams only if the following criteria are met:

(a) The player has played with CCHA Rep teams in the last two (2) seasons, or

(b) CCHA is considered their Origin Assoc (e.g. where they started playing hockey).

(c) less than thirteen (13) CCHA Primary registered players are available to fill the rep teams.

(d) They have played five (5) or more games in our competition as a dual registered player (and have

been released by their Primary Assoc)

This will be solely at the discretion of the CCHA Board and decisions will be made in the best interests of our Rep

teams and under the proviso that the player is released from their Home Assoc.

55. Rep Team Selectors

55.1 Nominations for Selector will be called by the CCHA Board from members with a representative history and

selected by the Board.

55.2 Level 2 Coach Accreditation is desirable

55.3 When selecting teams, in the event that players are determined to be of equal skill and/or ability, the age

appropriate player is to be selected

56. Association Coaches and Managers

56.1 The Board shall appoint coaches and managers for representative teams of this Association after advertising

through the media. If more than one coach/manager shows an interest in a position then it will be voted on by

the Board.

56.2 Coaches are solely responsible for organising squad and team training. In the event that a coach is unable to

fulfil their duties they must advise the Board so a new coach can be appointed.

56.3 Managers are responsible for the team’s welfare and wellbeing.

56.4 Managers shall be responsible for the collection and safe return of all Association uniforms and equipment.

56.5 All Coaches and Managers must have current Working With Children checks certificates and held by CCHA

Secretary

56.6 All Managers and/or Coaches who are under 18 can be considered if appropriate supervision and support is

available. Nominations will be accepted at the discretion of the CCHA Board.

57. Nominations and Nomination Fees

57.1 The CCHA Secretary shall make available to all Team Managers nomination forms stating details of when and

where the various State Championships will be held, together with details of Intercity matches and the closing

date of nominations.

57.2 Each nomination must be accompanied by the prescribed nomination fee for those players participating in

State Championships, and handed to the respective Team Manager.

57.3 The CCHA Management Committee shall set the nomination fee for each team, having given due

consideration to travel arrangements.

57.4 The fee shall be returned should the player not gain selection. Should the player gain selection such money

shall be held against his/her expenses.

57.5 Should a player withdraw from the team after selection, the fee will be immediately forfeited, unless a valid

reason is given in writing to the Management Committee.

57.6 All Rep team monies owed by players must be paid within 6 months of the championship event. If the

amount remains outstanding past this period the CCHA Board reserves the right to make that player unfinancial

with all affiliated bodies, preventing them from participating in any CCHA sanctioned competitions or Assoc rep

teams until the outstanding payment is cleared or a suitable payment plan is arranged and maintained.

58. Representative Uniforms

58.1 Representative Team Managers shall be responsible for the collection, distribution and return of the team

uniforms to the Uniform Convener no later than the following Saturday after the team’s return from State

Championships.

58.2 Managers are also to provide the Uniform Convener with a list of players and their corresponding strip

numbers, and shall advise if any uniform is missing or damaged. Should a uniform be irreparably damaged or lost,

then the player shall be liable for the cost of its replacement.

58.3 No persons, including coaches or managers shall be allowed to add or change any representative design or

apparel without prior approval of the CCHA Board.

Part 12 - COMPETITION COMMITTEE

59. Competition Committee

59.1 The Board will conduct a Competition Committee to manage the hockey competitions that CCHA structures

and administers. Roles will include:

Non-voting members

(a) Fixtures convenor x 3 (mens/womens/juniors)

(b) Registrar x 3 (mens/womens/juniors)

(c) Umpire Convenor x 3 (mens/womens/juniors)

Voting members

(d) 1 delegate from each affiliated club

(e) Competition Committee Chairman will have casting vote in the case of a tied vote

59.2 The Board retains ultimate responsibility for structuring its hockey competitions, and for decisions made in

CCHA’s name.

59.3 The Competition Committee will:

(a) meet at such times and by such means as it determines;

(b) appoint a chairman from the current CCHA Board of Directors;

(c) make recommendations regarding the competitions run by CCHA and record them in its minutes; and

(d) make the minutes of its meetings available to the Board at all times for ratification of recommendations

at the next available CCHA Board meeting.

59.4 Competition Committee structure and voting procedures:

(a) The General Meetings of the Association shall be held on the last Tuesday of each month, with the

exception of December, where no meeting shall be held. The day and/or date of the General Meeting

may be changed if a majority of those eligible to vote at a General Meeting agree.

(b) The General Meeting shall commence at 6.30pm and conclude at 8.30pm. An extension of a maximum of

thirty minutes of time must be voted upon at the meeting and the decision determined by a majority of

those eligible to vote at the meeting.

(c) Any correspondence to be addressed at the General Meeting must be in the hands of the Secretary of the

Association 48 hours prior to the meeting. Any correspondence handed to the Secretary at the General

Meeting will be held over until the next meeting. Urgent correspondence will be dealt with at the

discretion of the President or Competition Committee chairman who must be notified 24 hours prior to

the General Meeting.

(d) All correspondence from Clubs must be endorsed by the relevant Affiliated Club and on Club letterhead.

(e) Any General Business to be raised by Affiliated Clubs must be on Club letterhead and in the hands of the

Secretary of the Association 48 hours prior to the General Meeting.

(f) A delegate from each Affiliated Club as per CCH Constitution is to attend the General Meetings of the

Association.

(g) Penalties for non-attendance at delegate meetings - refer to the Schedule of fees

(h) In order for the meeting to commence a quorum of 50% or more of affiliated club delegates must be in

attendance

(i) Affiliated Club delegates will be permitted 1 vote. Competition Committee members as described in

outlined in 59 (a) (b) & (c) will not have the right to vote

(j) Any person/s who holds a role in any of the prescribed positions in 59 (a) (b) & (c) is permitted to act as

club delegate and this must be recorded in the attendance sheet

59.6 The Board may amend or overrule any decision by the Competition Committee. The Board must provide the

Competition Committee with a written statement of its reasons for any amendment or overruling.
